CITY OF WEST COVINA, CALIFORNIA
November 22, 1982
The regular City Council meeting of the City Council of West Covina was called to
order by Mayor Tice at 7:30 P.M. in the City Hall Council Chambers, 1444 W. Garvey
Avenue, West Covina, California. The Pledge of Allegiance was led by Councilmember
Shearer, and the invocation was given, by Father Ray Smith of St. Martha's Episcopal.

Council reviewed staff's report.
Councilman Bacon stated that the questions he had
brought up in the Study Session were answered by staff.
Councilman Shearer agreed with Bacon and commented that
it should be clarified that the City does not intend'to
develop a way to own a CATV Company nor is the City
going to develop provisions where we could be in com-
plete control of the broadcast content.

Miller stated that the Code does not provide for noti-
fication on extenstions. Controversial precise plan exten-
sions will be considered by Planning Commission and a
decision regarding a new public hearing can be made.

Beatrice DeUribe, 1121 E. Greenville, presented to the
Council, bumper stickers from west Covina Beautiful. She
also requested the City .purchase enough bumper stickers to
put on all 'City vehicles, City employees vehicles, public
building doors, City garbage cans, etc.
Mayor Tice requested staff to look into. Mrs. DeUribe's
request.
Louis Gilbert
Louis Gilbert,428 Fernwood Street, discussed Rancho Los
Amigos facility. He stated Pete Schabar.um wants to turn the
facility:'over-,to private organization for operations. The
Citizens Committee that was appointed by the County has rec-
ommended against this action. Mr. Gilbert urges Council to
take position of support to continue operation of facility
as presently organized.
Councilmember Tennant
Councilmember Tennant stated the Supervisor wants to save
Rancho Los Amigos as it is about to go under. Tennent sug-
gested Gilbert contact the Supervisor's office and discover
the actual facts.
Oliver Riggins
Oliver Riggins, 1239 Rowland. Avenue, complimented City and
City staff on attitudes toward dealing with the public.
MAYOR'S REPORTS
Mayor Tice proclaimed the following:

Mayor Tice "requested Council comments re the proposed -
resolutions -.for the National League of California Conference.
Councilmember Shearer'stated-the League's resolution
regarding social security is exactly the opposite of
Council's current position. He suggested the Mayor give
extra consideration to -that resolution.
Councilmember Tennant stated his support for any reso-
lutions narrowing deficit spending.
COUNCILMEMBERS' REPORTS/COMMENTS
Councilmember Bacon reported on the SCAG meeting re a
presentation of early flood warning systems. Motion by
Bacon, seconded by Tice, and unanimously carried to refer
the subject to staff for investigation.
• Closed Session Mayor Tice recessed the City Council meeting at 8:51 P.M.
to conduct a closed session to discuss litigation matters.
Council reconvened at 9:08 P.M.
ADJOURNMENT Motion by Shearer, seconded by Chappell, and unanimously
carried to adjourn the meeting at 9:08 P.M. to December 6,
1982, at 6:30 P.M. in the Management Resource Center,
