11-08-1982 - Regular Meeting - MinutesM I N U T E S WEST COVINA CITY COUNCIL REGULAR MEETING November 8, 1982 • The regular meeting of the City Council of the City of West Covina was called to order by Mayor Tice at 7:30 PM in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by Mayor Pro Tem Chappell and the invocation was given by Councilmember Bacon. City Attorney presented: Resolution 6620 - RESOLUTION NO. 6620 - A RESOLUTION OF THE CITY COUNCIL surplus property OF THE CITY OF WEST COVINA, CALIFORNIA, DECLARING CERTAIN PROPERTY AS SURPLUS Motion by Bacon, seconded by Tennant, and unanimously carried to waive further reading of the resolution and to adopt. Motion by Shearer, seconded by Chappell, and unanimously .Bid No. 83-65 carried to award Bid No. 83-65 to VERMEER-CALIFORNIA, Ontario, VERMEER-CALIFORNIA in the amount of $20,360.78, including tax, and trade-in of Unit No. 473 for $3,000. • PUBLIC WORKS 1), STREET CLEANING CONTRACT RENEWAL Council reviewed Engineer's Report. Councilmember Bacon noted that he was still concerned Street Cleaning about notifying residents as to their particular street cleaning day. Staff was directed to follow up. Council - member Tennant inquired.about sweeping alleys in commer- cial areas. Eliot responded that it is done by city - 2 - CITY COUNCIL MINUTES° November 8, 1982 Page Three forces, but that the street,sweeper has been in the shop for repairs. The sweeper���� s, — scheduled to be back on the streets the next week. Street Sweeping Contract Renewal Motion by Chappell, seconded by Bacon, and unanimously carried to grant R.F. DICKSON COMPANY, INC. a contract extension, with an 8.15% increase, or $10,897.89 per month, and include in the contract sweeping service to make up routes missed due to holidays for a cost of $485.00 per make-up day and authorize the Mayor and City Clerk to execute the agreement. 2), PP 83206 - APPROVE PLANS & SPECS. - MUNICIPAL POOL REPLASTERING . PP 83206 Location: Edgewood High School Plans & specs approved Council reviewed Engineer's Report. Motion by Shearer, seconded by Bacon, and unanimously car- ried to approve plans and specifications for PP 83206 and authorize the City Engineer to call for bids, subject to receipt of funds from West Covina Unified School District. '3) GENERATOR AND PORTABLE PUMPER BUILDING Location: City yard Generator & portable; Council reviewed Engineer's Report. pumper building - Councilmember Shearer questioned the contract limit held over for construction. ,Acting City Manager Eliot recommended the item be held over for further investigation by staff. Motion by Chappell, seconded by Tennant, and unanimously • carried to hold over consideration of this item. 4) ORDINANCE INTRODUCTION - MERCED AVENUE SPEED ZONE Location: Merced Avenue Council reviewed Engineer's Report. City Attorney presented: Ordinance introduced— AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST Merced Avenue speed zone COVINA, CALIFORNIA, AMENDING SECTIONS 22-131 AND 22-132 RELATING TO INCREASES AND DECREASES -.OF STATE LAW MAXIMUM SPEED Motion by Tennant, seconded by Shearer, and unanimously carried to waive further reading of the ordinance. Motion by Tennant, seconded by Shearer, and unanimously carried to introduce the ordinance. 5) LIBRARY PARKING LOT'EXPANSION - COOPERATION AGREEMENT Location: Westerly end of Civic Center site Council reviewed Engineer's Report. In response to a council comment, Eliot noted that Library parking lot staff would investigate available County funds for a expansion library in the southern portion of West Covina; however, he also noted that he believed the County had plans for a library in the City of Walnut., Motion by Chappell, seconded by Tennant, and unani- mously carried to a) approve proposed project for expan- sion of westerly library parking lot, and b) approve cooperative agreement for library parking lot expansion and authorize the Mayor and City Clerk to execute the agreement. - 3 - 0 • CITY COUNCIL MINUTES November 8, 1982 Page Four 6) CONTRACT RENEWAL - MEDIAN LANDSCAPE MAINTENANCE Location: Citywide Council reviewed Engineer's Report. Contract Renewal - Motion by Chappell, seconded by Tennant, and unanimously Creative Landscaping Inc. carried to approve an extension of Creative Landscaping Inc.'s median landscape maintenance contract for an additional 12 months at a 10.2% increase. ENVIRONMENTAL SERVICES DIVISION ENVIRONMENTAL SERVICES DEPARTMENT 1) WESTERLY ANNEXATION NO. 238 (Detachment from the City of Baldwin Park and Consolidated Fire Protection District) Council reviewed staff's report. Environmental Services Director Mike Miller presented the staff report. Council comments followed supporting the park operating policy recommened by the Recreation and Parks Commission. Appeal of Negative Dec. re the Emergency Heli- pad at QVH 2) CONTINUED HEARING ON THE APPEAL OF THE NEGATIVE DECLARA- TION OF ENVIRONMENTAL IMPACT - EMERGENCY HELIPAD FACILITY Location: Queen.of the Valley Hospital This hearing had been opened at the meeting of October 25, 1982, and continued to this meeting. City Clerk Mooney verified the affidavits of mailing and publication. Council Discussion ILL response to a request from Council, City Attorney Kane addressed the differences between a Negative Declaration aid Environmental Impact Report. Councilmember Shearer noted that helicopters have been landing on the site for quite sometime and probably would • continue to do so whether Council certified the Negative. Declaration of Environmental Impact or not. He also felt that an EIR would not give Council any more information than that already contained in the Negative Declaration. h �Councilmember Tennant addressed the benefits of the anl'pad vs the inconvenience to the adjacent homeowners d concluded his statements in favor of it. Mayor Pro Tem Chappell noted his satisfaction with the recommendation made by staff and the information con- ta'ned in the Negative Declaration. Councilmember Bacon disagreed with the other council - me bers in that he felt Council could not say in good conscience that the project would not have a significant impact, based on thetestimony presented earlier. He ur�ed the remainder of Council to request an Environmental Im act Report. Mayor Tice felt an EIR would not add any more infor- ma ion to what Council already knows. He concluded his st tements-supporting staff's recommendation. Councilmember Shearer remarked further about the boxes th t are checked on the Environmental Checklist Form, the same subject that Councilmember Bacon had been referring to lie said that he would also agree that it is difficult to make the statement that something NEVER will happen., He was more interested in the second box where it says that although the proposed project COULD have a signi- fiant effect on the environmental, there will not be a significant effect in this case because the mitigating measures described on an attached sheet have been added to the,project. Flight path, control of helipad, number of flights, etc., are addressed on the attached sheet.
