10-27-1982 - Regular Meeting - MinutesM I N U T E S ADJOURNED REGULAR MEETING CITY COUNCIL OF THE CITY OF WEST COVINA October 27, 1982 The adjourned regular meeting of the City Council of West Covina was called to order by Mayor Tice at 7:43 a.m. at Coco's Restaurant, 532 So. California Avenue, West Covina. ROLL CALL Present: Mayor Tice, Council members Shearer, Bacon Excused Absences: Mayor Pro Tem Chappell, Council member Tennant Others Present: Esteban Torres, Carmen Garcia, Eliot, Pryor I. Meeting with Esteban Torres, Candidate for Congress, 34th Congressional District Mr. Torres thanked Council members for agreeing to meet with him to discuss the needs and objectives of the City of West Covina. Councilman Shearer remarked on the need for a continuing dialogue with Congressional representatives after the election and Mr. -Torres stated that if elected he would work to ensure adequate representation. • The Council discussed with Mr. Torres issues related to the landfill disposal of hazardous wastes; including problems associated with the regional pro- duction of hazardous wastes, the promise of.new processing technologies and the place of the Federal government in formulating cooperative solutions to the problem. Councilman Shearer pointed out that the only way there can be significant restrictions on hazardous waste disposal is if the State and Federal governments are involved. Mayor Tice suggested that Mr. Torres sit down with City staff and go over the history of what has transpired relative to hazardous waste and review available documents. Councilman Shearer mentioned':'that the SCAG Policy Advisory Committee of which he is a member, had identified 28 sites, some on.Federal land, which:_are suitable for hazardous waste disposal. To his knowledge, no Federal site can be considered because the Defense Department and/or'military base commanders refuse to talk about opening these sites. Mr. Torres agreed that this was something that should be looked into. Councilman Bacon raised the issue of declining Federal grants, including those for police safety, and pointed out that pressure is on local government to fund programs from local tax dollars when the Federal government discon- tinues.them. Mr. Torres asked how New Federalism policies and programs would affect the City of West Covina. Mayor Tice replied that the consequences are not yet clear and how the ,program evolves will determine its practicality for West Covina. Councilman Bacon stated that if the Federal government mandates a new program, it should pick up the costs of the program. II. Adjournment It was motioned.by Shearer, seconded by Bacon and unanimously.carried to adjourn to November 3, 1982, 6:30 p.m. in the Management Resource Center, City Hall, for a study session.
