10-25-1982 - Regular Meeting - Minutes• • M I N U T E S REGULAR MEETING OF THE WEST COVINA CITY COUNCIL WEST COVINA, CALIFORNIA October 25',1982 The regular meeting of the City Council of West Covina, West Covina, California, was called to order by Mayor.Tice at 7:30 P.M. in the City Hall Council Chambers, 1444 West Garvey Avenue, West Covina. The Pledge of Allegiance was led by Councilman Shearer and the invocation was given;by Rev. Clyde Ervin of United Methodist Church. The hearings he referred to, were (1) Amendment No. 177 - Outdoor Display and Sale of Merchandise, and (2) Appeal of the Negative Declaration of Environmental Impact - Emergency Heliport Facility - Queen of the Valley Hospital. The City Council reconvened at 8:00 PM. HEARING 1) AMENDMENT NO. 175 - INITIATION'OF AMENDMENTS City Clerk Mooney verified the affidavit of publication. AMENDMENT NO. 175 Mayor Tice opened the hearing and Environmental Services Director Miller presented the staff report. Public Testimony Mayor Tice asked for public comments. No one spoke None either in favor of or in opposition to the amendment. He closed the public .portion of the hearing and council com- ments followed favoring the introduction of the ordinance. Council discussed possible dates and concurred that November 3, 1982 at 6:30 P.M. in the Management.Resource Center would be the set time. Motion by Tice, seconded by Bacon and unanimously carried that City Manager Fast's absence for the next 4 to 5 weeks be excused, due to illness. APPROVAL OF DEMANDS Motion by Shearer, seconded by Tice to approve Demands totaling $893,770.06 as listed on check registers FI 95666 through 95914. Motion carried by roll call vote: AYES: Bacon, Shearer, Tice NOES: .None ABSENT: Tennant, Chappell ORAL COMMUNICATIONS Louis Gilbert, 428 Fernwood,expressed his appreciation to the Louis Gilbert Paramedics and Firemen for their quick response to his call for medical attention needed by a family member. Oliver Riggins Oliver Riggins, 1239 Rowland Avenue, requested that the agenda be prepared in more detail. Mayor Tice stated that he would present more information during the meetings. MAYOR'S REPORTS Mayor Tice presented a Certificate f'o Fre'Chief Bob McClelland as-pas't president of th'e 'Fire'Chief's Division of the League of California Cities. Councilmember Shearer also noted that the Fire Chief should be recognized as being first on the scene of an automobile acci- dent in a neighboring.city. Mayor Tice proclaimed the week of October 25 - 29, 1982 as CALIFORNIA'S SAFE SCHOOL WEEK. Mayor Tice commented on the League of California Cities Annual Conference in San Diego as being very productive. Mayor Tice commented on an article in the Tribune re a city newsletter. He stated the City is looking for suggestions to better communication with the citizens and the city newsletter is just one of -many options being considered. COUNCILMEMBERS' REPORTS Councilmember Bacon also commented on better communication. He noted that the City is trying to overcome the "we - they syn- drome." Councilmember_ Bacon spoke about a demand subscription service proposed by Southern California Edison. Motion. by Bacon, seconded by Shearer and unanimously carried to refer this matter to staff for more information. Councilmember Bacon started a discussion requesting council support of various propositions on the November 2nd ballot. He motioned to have council support Proposition 4.
