•. The regular meeting of the City Council of West Covina was called to order by
Mayor Tice at 7:30 PP4 in the City Hall Council Chambers, 1444 W. Garvey Avenue,
-West Covina, California. !'The invocation was given by Councilmember Bacon, and
the Pledge of Allegiance was led by Councilmember Chappell.

Health Department requesting them to advise the City of the
magnitude of the vinyl chloride problem. He also noted that the
City hadn't received the final report from AQMD until just last
week.

State Health Services 4) Mayor Tice stated that a copy of Council's letter addressed
re BKK Landfill to Dr. Beverlee Myers, Director of the California Department
of Health Services, was on file for review in.the City Mana-
ger's Office.' The letter dealt with the current findings of
vinyl chloride found at the BKK Landfill.
COUNCILMEMBERS' REPORTS Bacon spoke in opposition to AB-3257, a legislative bill
similar to and more restrictive than SB 501, and requested Council
to take..a stand and communicate with the appropriate legislators.

oppose AB 3257 and.communicate with the appropriate legislators.
Tennant spoke in favor of SB 301 and requested Council to
take a'stand of support and communicate that support to Senator
Tennant Russell. Motion by Tennant, seconded by Tice, and unanimously.
carried to support SB 301 with no amendments and communicate that
position to Senator Russell.
Shearer reported on the State's budgetary process currently
Shearer taking place in Sacramento.
He suggested staff investigate an organization called The
Institute of Environmental Mediation. It is owned by Council -
member Alana Masters of Hidden Hills. It deals with environ-
mental issues and it is possible that the City.of West Covina
could avail itself of its services.
Shearer felt the.transitiori task force would be interested
in some information that he.had.obtairied-from a morning meeting.
Thirteen projects are being -pursued throughout the State of-•
California in regards to alternate waste management facilities.

Closed session Mayor Tice recessed the City Council meeting to conduct a closed
session for the.purpose of considering litigation at 9:04 PM.
Council and Redevelopment Agency reconvened at 9:37 PM and
Tennant made the following comments:
"Members of the Council, as you are aware I did not partici-
pate in some votes this evening as it involved our redevelopment
agency. And'I will not participate in some votes in the future
because, I think everyone is aware, I have real property interest
in the redevelopment area. And I would like to list those for
the record -as required by law: I own property in the 300 block
on South Glendora, I lease a building at 1045 State Street, and
• I. lease properties with rights to purchase at 116 and 120 North
Lang. These constitute my conflicts of interest in the central
redevelopment area.
