CITY COUNCIL OF THE CITY OF WEST COVINA
June 7, 1982
The adjourned regular meeting of the City Council of West. Covina was called to
order by Mayor Tice at 6:05.p.m. in the Management Resource Center of City Hall,
1.444 West Garvey Avenue, West Covina, California.

I. CHAMBER OF COMMERCE PRESENTATION

President Dick Lewis recapped the 1981-82 activities of the Chamber.
President-elect Hamilton outlined the workplan for Fiscal Year 1982-83.
Treasurer Bernard Bregman provided an overview of the Chamber's budget
and requested a B.I.T. allocation of $215,000. Council reviewed the
work plan and budget for Fiscal Year 1982-83 and asked questions regarding
the work program and Chamber operations.
Motion by Tennant, seconded by Bacon and unanimously carried to receive
and file the West Covina Chamber of Commerce Fiscal Year 1982-83 work
program and budget.
II. CITY MANAGER PRESENTATION OF 1982-83 BUDGET
City Manager Fast presented the 1982-83 Recommended Budget. The budget is
projected to be approximately $27.2 million including $3.4 million for .
Capital Improvements. The budget proposes to maintain the status quo on
service delivery-:level'which continues to..suppress the level of maintenance,
recreation and 'capital•expenditures withpriorty emphasis on•public safety
and;,productivity:improvements. The -.budget assumes the`.loss'of:'$1.1 million
in State.subventions. Contingency'funds:are utilized to balance the budget
which continues Council,.. -policy that. no . new;:revenue .sources .be .implemented
until all such funds are exhausted. After an overview of revenues, the
City Manager presented the proposed expenditures by Department and then
reviewed the Five Year Capital Improvement Program. Comments and questions
were addressed as the budget was presented. Council requested additional
information on various items prior to the Public Hearing on the budget.
No action was taken by the Council on the budget..
III. ADJOURNMENT
Motion by Tennant and seconded by Shearer to adjourn the meeting at
10:40 p.m. to the regular meeting on June 14, 1982.

The City Manager called the meeting to order at 6:00 p.m. He gave
a brief description of the purpose of the meeting and outlined the
amount of Revenue Sharing money the City expects to receive in
1982-83 and restrictions on Revenue Sharing funds. He stated that
a legal notice of this hearing was published in the West Covina
Tribune on May 13, 1982.
He opened the public hearing.
No written comments were received. No verbal comments were 1
received.
Mr. Fast announced that a second hearing on the -proposed use of
Revenue Sharing funds will be.held on June 21, 1982, at 7:30 p.m.
. by the City Council. He closed the..public"hearing and adjourned
the meeting at 6.25 p.m.
