REGULAR CITY COUNCIL MEETING
CITY OF ,WEST COVINA,.CALIFORNIA
May 24, '1982
The regular meeting of the City Council of West Covina was called to order by
Mayor -Tice at 7:30 PM in the City Hall Council Chambers, 1444 W. Garvey Avenue,
West Covina, California. The Pledge of Allegiance was led by Councilmember
Tennant and the invocation was given by Pastor Dan Viveros of New Life Grace
Brethren Church.

Watch Program to the City Council, Police Chief Craig Meacham,
and Crime Prevention Officer Kathy Howard.

re Dance activities
Ann Gerhart spoke in opposition to the Traffic Committee's
recommendation regarding red, white & blue Welcome To West Covina/
A Neighborhood Watch Community and approve instead the orange
and black Warning/A Neighborhood Watch Community signs.
Discussion followed -regarding sign placement, design, and
durability.
Motion by Bacon, seconded by Chappell to refer the matter
back to the -Traffic Committee to check with neighboring com-
munities as.to the ..location :of signs vs. potential vandalism
of the'signs.
`Ron Dykes, 1025.!S-: Magnolia Avenue, spoke as a member of
the Vine Creek Flood..& Erosion Control Association about the
citrus .storm drain constructed by Ponderosa Homes. He stated
that it will aggravate the already existing deficient situation.
He cited two incidents where flooding.from the channel had caused
extensive property damage. He asked specifically 1) why didn't
Ponderosa extend the storm drain to Vine Avenue, 2) why weren't
the Magnolia Avenue. residents asked for -their comments, and 3)
requested a moratorium be -placed on the sale and construction
of the Ponderosa tract.

Council.expressed concern about the development standards
,and operating restrictions as proposed by staff. Specifically
the amendment should require a permanent review procedure
rather than a periodic •rev •ew, two, the paragraph. relating
to noise regulations as stated is to vague to actually pro-
tect neighboring residents; and three, any Unclassified Use
Permits granted for dance facilities should be linked to the
owner of the permit, rather than the•land.

Louis Gilbert
Louis Gilbert, 428 Fernwood Street, addressed Council regarding
the vinyl chloride problem at the BKK Landfill.
Mayor Tice read a statement on,this matter concerning
political,motivation of newspaper "articles - recited history
of readings, actions taken, and newspaper reporting on the matter
at that time.
Oliver Riggins
Oliver Riggins, Rowland Avenue, requested Council to form
councilmanic districts without taking the issue to ballot. He
presented a resolution for Council's consideration. Mayor Tice
referred the matter to the City Attorney for a response at the
•
next council meeting.
Bob Welemin
Bob Welemin, 1514 E. Walnut Creek'Parkway, noted that the
Planning Commission went on a tour of the BKK Landfill sometime
in May. He had requested to be notified of the tour and had
not learned of it in time to go.
Councilmember Shearer stated thatanyone interested in a
tour of the landfill should get in contact with BKK.
Royal Brown
Royal Brown, 2153 Aroma Drive, presented a petition for an
ordinance regulating BKK-per SB .501- to be placed' on the Novem-
ber, 1982, ballot.
Mayor Tice referred the matter to the .City Attorney for
review. Mayor'Pro Tem Chappell stated that the issue is not
new;and has been -thoroughly addressed by the health agencies.
He also noted that the landfill has not had excessive readings
since the problem was discovered in 1981.
Recess
Mayor Tice called a recess at 8:50 PM'. Council reconvened at
9:00 PM.
Responses to comments
City Manager Fast suggested that staff prepare a complete
report about the Vine Creek Flood Control problems and
alternatives. Staff to keep Ron Dykes informed.
Fast stated that those who testified before the Planning
Commission re BKK and asked to be notified about tours were
notified of the tour.

Mayor Tice noted that Inter -Community Hospital would be cele-
Inter-Community Hospital brating its 60th birthday and suggested a city tile be presented
to the hospital. Motion by Chappell, seconded by Tennant, and
• unanimously carried to approve the suggestion and to participate
in a joint resolution with,surrounding communities.
West Covina Disposal Co. Mayor Tice stated that West Covina Disposal Company is re-
questing an increase in trash pick-up fees. He appointed Shearer
and Chappell to serve on the committee to review the request and
work with staff on the matter.
Bud Mayer
Mayor Tice said that Bud Mayer was retiring from the Rental
Mediation Board and suggested Council approve a permaplaqued
resolution of commendation be prepared for him. Motion by
.Chappell, seconded by Bacon, and unanimously carried to approve
the suggestion.
COUNCILMEMBERS' REPORTS
Councilmember Bacon reported on his appearance before the
Public Utilities Commission opposing electrical rate increases,
Bacon
requesting increases in lifeline allocation for senior citizens.
He suggested council authorize a press release of his comments
at the hearing. Motion by Tennant, seconded by Chappell, and
unanimously carried to approve the suggestion.

Councilmember'Tennant commented on the Truancy Enforcement
Program report.
Tice
Mayor Tice noted that he had presented a medal -of valor
to a member of the police department and a unit citation to
the SWAT Team.

TDA funds
Motion by Shearer, seconded by Tennant, and unanimously
carried to oppose attempts by .the L.A. Transportation Com-
mission to rescind allocation of TDA 4.5 funds to the
E.S.G.V. Consortium and authorize the Mayor and staff to
communicate Council's position to appropriate agencies
and persons.
