May 10,�1982 • The regular meeting of the City Council of the City of West Covina was called to -order at 7:30 PM by Mayor Herb Tice in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The Pledge of Allegiance was led by Mayor Pro Tem Chappell and the invocation was given by Father Keith Bramble of St. Christopher's Church. ROLL CALL Present: Mayor Tice, Mayor Pro Tem Chappell, Councilmembers Shearer, Tennant, Bacon Others Present: Mooney, Calmes, Fast, Lennard, Eliot, Miller, Thomas, Meacham, Keating, McClelland, Fry, Pryor, Southard, Salazar, Berry APPROVAL OF MINUTES Motion by.Shearer, seconded by Tennant, and unanimously carried to approve the minutes of the regular meeting of April 26 and the adjourned regular meeting of April 20 to include the following corrections: The minutes of April 20 should reflect the motion for mayor pro tem was made by Bacon and seconded by Shearer. The minutes of April 26 should reflect the commentthat wishing chemical warfare had been included in the bilateral nuclear weapons freeze was made by Tice. PRESENTATIONS Mayor Tice presented a resolution of commendation to Bill Bill'Trader Trader as the outstanding senior citizen in West Covina. Janet Berry Mayor Tice presented a $100 savings bond to Janet Berry for her winning suggestion in the safety award contest. The suggestion was to remove the traffic island hedge at the Civic Center entrance on Sunset to improve visibility for incoming traffic. Motion carried by roll call vote: AYES: Bacon, Tennant, Shearer, Chappell, Tice NOES: None ORAL COMMUNICATIONS Before opening Oral Communications, Mayor Tice explained to the audience that the States proposed halfway house would be considered by the Planning Commission on July 19, 1982 and then possibly heard by Council after that time. Council. He further explained that it was'too premature for Council to make any decision on the matter. Patricia Forster, Hartley Street, addressed Council in behalf of her neighborhood in opposition to the State's proposed halfway house to be,located on Puente Avenue. Gilbert Garcia, Foxdale, also addressed Council expressing similar views. Council comments followed, thanking the audience for coming to the Council meeting and encouraging them to attend the Planning'Commission meeting.on July 19 to again voice their opinions to`•the commissioners.' Louis Gilbert, 428 Fernwood Street, presented Council with a resolution for adoption urging no cutbacks in Social Security.or medical benefits. Oral Communications Halted The hour of 8:00 PM having arrived, Mayor Tice halted Oral Communications to consider the scheduled 8:00 hearings. He recessed the'City Council at 8:00 PM for a short break and Council reconvened at 8:05 PM. HEARING Variance No. 823 SWK Enterprises Amendment to variance Resolution 6525 - granting a variance Citywide Street Lighting & Landscaping District 82-83 2) VARIANCE NO. 823 SWK ENTERPRISES Location: Northeast corner of Aroma and Azusa Avenues This hearing had been continued from April 26, 1982, and the public testimony portion of the hearing had been closed. Mike Miller, Environmental Services Director, pre- sented the staff report. Council comments followed. Motion by. Discussion ensued regarding the social security resolution submitted by Louis Gilbert. Council noted that they did not have actual figures to quote regarding social security or medical benefits and that the local congressman would have more::'. political.pull regarding the matter. COUNCILMEMBERS' REPORTS Councilmember Bacon stated that he would be making a pre- sentation to the Public Utilities Commission on May 20 in opposition to the requested rate increase by the Edison Company. He proposed a resolution that the lifeline rates for senior citizens be increased to an adequate level, otherwise their bills will double. Council discussion followed regarding the purpose behind lifeline rates, and the consequences of favoring one segment of the popu- lation.could lead to an.increase in rates for another segment. The discussion culminated into the following resolution heading presented by the City Attorney: Resolution 6529 - RESOLUTION NO. 6529 - A RESOLUTION OF THE CITY COUNCIL So. Calif. Edison's OF THE CITY OF WEST COVINA, CALIFORNIA, REQUESTING THAT lifeline rates for SOUTHERN CALIFORNIA EDISON'S LIFELINE ALLOWANCE RATE FOR senior citizens SENIOR CITIZENS -BE INCREASED TO PROVIDE GREATER CONSUMP- TION FOR ELECTRIC ENERGY NEEDS Motion by Chappell, seconded by Bacon, and unanimously carried to waive further reading of the resolution and to adopt. Fashion Plaza - landscape Councilmember Bacon felt that Clean -Up, Paint -Up; Fix -Up requirements Week would be an appropriate time for Fashion Plaza to comply with the landscape conditions set forthh in the granting of their initial development. Be noted several violations to the landscaping requirements. Staff was directed to take the appropriate action. Cable TV bill Councilmember Bacon believed the League of California Cities was'intending'to support a Cable TV legislation bill that would allow the PUC to control Cable TV. He requested Council to reiterate their,opposition to the appropriate legislators.. Motion by Bacon, seconded by Tice, and unanimously carried to.oppose the Robinson bill, as amended, and to convey their opposition to the appropriate legislators.
