April 20, 1982
The adjourned regular
meeting of the City Council was called to order at
• 7:30 PM by Mayor Chester
Shearer in the City Hall Council Chambers, 1444
W. Garvey Avenue, West
Covina, California. The Pledge of Allegiance was
led by Councilmember Bob`Bacon.

RESOLUTION NO. 6511 - A RESOLUTION OF THE CITY
reciting facts of
COUNCIL OF THE CITY. OF WEST COVINA, CALIFORNIA, RECITING
- 4/13/82 election
THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID
CITY ON,APRIL 1.3, 1982, DECLARING THE RESULT THEREOF
AND SUCH OTHER MATTERS AS PROVIDED BY LAW
Motion by Tice, seconded by Chappell, and unanimously
carried to waive further reading of the resolution and to
adopt.
Mayor Shearer spoke in grateful appreciation of his colleagues,
•
his wife and family, the wives of the other councilmembers,
and the campaign committees for all the work and support
in. his re -.electron campaign. He. was proud to serve as mayor
fbr'the preceeding eighteen months and.thanked the other
councilmembers for their support throughout his term. City
staff was also commended under the able leadership of the
City Manager, Bob Fast.
OATH OF OFFICE FOR NEWLY ELECTED CITY OFFICIALS
City Clerk Mooney administered the Oath of Office to Chester
Shearer and Robert Bacon at the podium. She presented each
of the men a Certificate of Election.
Councilmembers Tice and Chappell congratulated Shearer and
Bacon on their succes§ful campaigns and noted their other
accomplishments while serving the community.
REORGANIZATION OF CITY
COUNCIL
City Clerk Mooney conducted the election for mayor.
Motion by Shearer, seconded by -Bacon, and unanimously
Tice elected Mayor
carried to elect Herb Tice as Mayor of West Covina.

Chappell elected
Mot..on by Bacon; secondedeby Shearer, and unanimously

• COUNCIL COMMENTS
Mayor Tice expressed'honor inn being elected again'to
serve as mayor. He also praised the'immediate past mayor,
Chester Shearer, who served admirably for the last eighteen
months, a` period, of great- turmoil' of'..which .the -city. -.:has:`
never before €.aced ':Mr,. Chester Shearer received a standing
ovation,,initiated by Mayor Tice.

Mayor.Tice felt that part of the City's problems in
the past could be reduced through better communication with
'the citizenry. He suggested a city newsletter as a possible
aid in closing the communication gap..He felt the transition
task force regarding the landfill has been a step in the
right direction.;.
Mayor Tice also commended city staff .as being one of the
:finest in the County and perhaps the State as well.
In closing,, Mayor Tice presented immediate past mayor
Chester Shearer with a. plaque for his -tenure -as mayor.
Mayor Pro Tem Chappell spoke in agreement with Mayor
Tice's comments regarding Chester Shearer and the possibility
of a city newsletter.
Councilmember Bacon thanked his family, campaign com-
mittee, and all his supporters during the election period.
Immediate past mayor Shearer stated his appreciation
for all the positive statements made by the other council-
-members in his behalf, but noted that his accomplishments
couldn't have been completed without the support of the
rest of.Council.
OTHER MATTERS
Mayor Tice noted that Council had to appoint a representative
and an alternate to the Governing Board of the County Sani-
tation District.' As has been done in the past, he suggested
that the mayor'be appointed as representative and the mayor
pro tern be appointed as the alternate.
Motion by Shearer, seconded by Bacon, and unanimously

carried to appoint the positions as suggested by the Mayor.

RESOLUTION NO. 6512 - A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF WEST COVINA, CALIFORNIA, DESIGNATING A MEMBER
TO THE DISTRICT GOVERNING BOARDS OF COUNTY SANITATION DIS-
TRICTS NOS. 15, 21, AND 22 (Herb Tice)
RESOLUTION NO. 6513 - A RESOLUTION OF.THE CITY COUNCIL
OF THE CITY OF WEST COVINA, CALIFORNIA, DESIGNATING AN
ALTERNATE MEMBER OF THE DISTRICT GOVERNING BOARDS OF COUNTY
SANITATION DISTRICTS NOS- 15, 21, AND 22 (Ken Chappell)
Resolutions adopted.
Motion by Shearer, seconded'by Bacon, and unanimously
carried -to waive further reading of the resolutions and to
adopt.
ADJOURNMENT
Motion by Shearer, seconded by Bacon, and unanimously car-
.ried to adjourn the meeting at 8:05 PM.
