ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
CITY OF WEST COVINA, CALIFORNIA
February 16, 1982
The adjourned regular meeting of the City Council of the City of West Covina was
called to order by Mayor Shearer at 6:00 PM in the City Manager's Conference Room,
1444 W. Garvey Avenue, hest Covina, California.

APPOINTMENT OF CATV CITIZEN COMMITTEE
Mayor Shearer stated that a number of applications
were received and that he recommended that nine
citizens be appointed to the committee; Ralph
Bennett, Zelda Boscia, Elba Comeau, Jim Duncan,
Ted Fernando, Joe Gonsalves, Edward Hernandez,
Knora Jackson and June Elliot.
. Motion by Chappell, seconded by Tice and unanimously
carried to authorize the Mayor to appoint the nine
citizens to the committee.
1982-83 BUDGET OVERVIEW City Manager Fast presented an overview of the up-
coming fiscal year 82-83. Council was advised that
the City would be using a new chart of accounts. The
Current Fiscal Policy Plan was reviewed with projected
changes for 82-83 noted and explained; and stated
that based upon current projections of revenue and
expenditures, the City should be able to maintain the
present service level for at least three years. The
City Manager highlighted estimated revenue by fund
and provided a rough prediction of expenditures.
The City Manager also noted that past and. current
efforts to revitalize the City will help make up
the loss of some current sources of revenue in the
future.
Council discussion ensued regarding the revenue
estimates and prediction expenditures and the
relationship to service level. Council instructed
the City Manager to maintain the current service
level and bring back a balanced budget. It was
Council consensus to continue the policy of Public
• Safety and Maintenance being the highest priority
service levels.
MEETING WITH CONGRESSMAN GRISHAM
Mayor Shearer advised the Council that Congressman
Grisham requested'a meeting with the Council to
discuss issues of mutual concern. Council agreed
to meet with Congressman Grisham.

ADJOURNMENT Motion by Chappell, seconded by Tice and unanimously
carried to adjourn the meeting at 7:05 PM until
February 18, 1982 at 7-30`AM at Coco's.
