Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by Councilmember Tennant and the invocation was given by Pastor.Bob Graham, of Faith Community Church. Bacon moved to call up for Council's consideration the Tentative Parcel Map No. 8647 listed in the Planning Commission's Summary of Action. Motion was seconded by Tice, and unanimously carried. Leslie Ramos,'1718 Rowland Avenue, presented Council with a petition signed by 150 neighbors re noise, disorderly conduct, attempted burglaries, etc. to the residents in the vicinity of the Spaghetti Bender, located on Azusa Avenue.._ The problems are caused by those fre- �' quenting.the Spaghetti Bender. Bob Rodriquez, 1713 Rowland Avenue, also spoke about the continued problems. Motion by Shearer, seconded by Tice, and unanimously carried to notify the Planning Commission to begin the hearing procedures to suspend the Spaghetti Bender's UUP. Mayor Shearer stated the City Attorney would address those questions under his portion of the Agenda. AWARD OF BIDS 1)• MP 82114 - WALNUT'CREEK•WASH PEDESTRIAN BRIDGE DEMOLITION Location: -Sherway and Walnut Creek Wash Council reviewed staff's report. MP 82114 - Motion by Tice, seconded by Chappell, and unanimously Domolition of Walnut Creek carried to a) authorize the transfer of $3,700 from Wash bridge - project MP 80039 and'$800 from project SP 77001, RYAN DENNY JOE to project MP 82114, and b) accept the bid of Ryan Denny Joe of Walnut in the amount of $4,075.00 and authorize- the Mayor and City Clerk to execute the agreemen. Mayor Shearer opened the hearing and Block Grant Program the.staff report was presented by Human Resources Director Gus Salazar. Testimony Mayor Shearer opened the hearing for public testimony. A.J. Esposito A.J. Esposito asked if barrier removals include sidewalk -ramps. The mayor answered in the affirmative. Oliver Riggins Oliver Riggins, Rowland Avenue, asked for a clarification of the housing improvement loans.. Betty Joyce Betty Joyce, 1509 Delhaven, commended Gus Salazar for the conduction :of his programs. Beatrice Uribe Beatrice Uribe, 1121 E. Greenville, wanted the contingency funds to be used to ensure that the nursing,.homes in the area have been complying with all governmental guidelines. Lolly Bergman Lolly Bergman, 426 Leaf Street, was pleased to find the administrative costs for the Community Devel- opment project had dropped since last year, but would like to see -it drop further. Testimony closed There being no others wishing to address Council, Mayor Shearer.closed the hearing to public testimony. Salazar clarified the housing improvement loan program. He also stated that his department has no jurisdiction over nursing homes, but that he could find out the appropriate agency. In regards to ad- ministrative costs, Salazar noted that the costs • include -other functions. Council comments Councilmember Tennant felt the 17% administrative costs was very reasonable. He also commented on the nursing home standards, indicating that the homes are regulated and have been found to meet those standards. Mayor`Shearer opened the hearing and Fire Chief McClelland presented the staff report. The hearing was opened for public testimony. No one spoke and the hearing was closed. Motion by Tice, seconded by Tennant to adopt the ordinance Motion carried by roll call vote: AYES: Bacon, Tennant, Chappell, Tice, Shearer NOES: None 3) CITY MANAGEMENT'S FINAL POSITION REGARDING MEET AND CONFER WITH THE WEST COVINA COMMUNICATIONS OPERATOR'S ASSO. Mayor Shearer opened the hearing. Janet Poirier, representing the West Covina Com- munications Operators, stated the position of the asso- ciation. The association was in disagreement over uni- form reimbursement and compensatory time off. No one else addressed Council, so the mayor closed the hearing. Mayor Shearer called a recess at 8:30 PM for the purpose of holding a closed session to discuss the matter at hand. Council reconvened at 8:48 PM. Council comments supported management's offer and felt any action taken -would be retroactive to January 1, 1982. Motion by Chappell, seconded by Tice, and unanimously carried to receive and file the staff report and.directed the enabling resolutions to be prepared, effective Janu- ary 1, 1982. Mayor Pro Tem Tice noted that about 200 persons attended the ground breaking ceremonies the prior week for the new senior citizens center at Cortez Park. Tice felt the attendance of 300 people at the [,Jest Covina Birthday Ball indicated a good turnout. Tice encouraged more support for modern technologies in handling the toxic waste problems. Tice requested staff to research and report back about the time for shutting off the ball park lights for the pony league at Orangewood Park. 2) PP 81015 - MAINTENANCE DISTRICT SLOPE - WOODGROVE PARK Location: North of Amar west of Azusa Avenue Council reviewed staffs report.
