January 25,.1982 The regular meeting of the City Council of the City of.West Covina was called to order by Mayor Shearer at 7:30 PM in the City Hall Council Chambers•, 1444 W. Garvey Avenue, West Covina, California. The Pledge of Allegiance was led -by Mayor Pro Tem Tice and the invocation was given by Rev. APPROVAL OF MINUTES Motion by Tice, seconded by Bacon, and unanimously car- ried to approve the Minutes of the regular meeting held January 11, '1982, and the adjourned regular meeting of January 18, 1982. Motion carried by roll call vote: • AYES: Bacon, Tennant, Chappell, Tice, Shearer NOES: None ORAL COMMUNICATIONS Betty Joyce, 1509 Delhaven, requested information regarding the merit raise resolution for the City Manager, listed as Item K-1 of the Agenda. She voiced her opposition to merit Betty Joyce raises believing them to cause dissention among the employees. Lee Oldham, 2401 Leanna Drive, stated that Council made the Lee Oldham decision to spend money on .the odor study, the E.I.R., etc. re the BKK Landfill, & the residents requested only that a health study be conducted and it wa's never done. He said that BK.K. is obligated to pay expenses regarding odor com- plaints under the UUP. He wondered if the City has sought payment from BKK. He also requested the City Attorney's opinion regarding the Council's decision to not place.an•initiative on the April 13th ballot. Ray Rodriquez Ray Rodriquez,.2104 Lorraine, addressed Council regarding the landscaping agreement with the City of Walnut. He was concerned with the landscaping of median on Amar Road from Nogales to Westport. • He also requested..better coordination of street sweeping andtrash pickup services. Rodr•iquez.wanted to know if San Jose Little League or the City was to maintain the softball field. Fred Landsberg Fred Landsberg., 2424 Nogales, agreed with Rodriquez's concern of the lack of landscaping of, the medians. Louis Gilbert Louis Gilbert,-428 Fernwood, was happy to hear that 1982 was proclaimed,as Year of the Handicapped; but felt Council should go further -by. -requesting the Board of Supervisors to review the fending situation of Rancho Los Amigos. Oral Communications Mayor Shearer closed oral communications and the following Closed determinations were made: Mayor Shearer explained the merit system and noted that the proposed increases were 9% for the employees and the City Manager. would get an additional 7% merit increase. The questions regarding the initiative were referred to the City Attorney for a report back at the next Council meeting. The landscape district was not intended to maintain the medians but the paseos and slopes only. Staff was directed to check the street sweeping schedules vs. trash -pickup days. The City Manager to report back to Council. The City Manager was- directed to check into misinformation • being given out regarding the maintance of the ballfields at Shadow Oak.Park. Mayor Pro Tem Tice mentioned that the City has been making significant strides in removing handicapped barriers. - 2 - L� CJ CITY COUNCIL MINUTES ORAL COMM. END HEARINGS Resolution 6474 - approving parcel map 14592 (Ray Lewis) January 25, 1982 Page Three Councilmember Tennant felt it was time the citizens knew the salaries. for -the top ten management- people. -He said the citizens should then decide if they were-gett ng their money's worth.. Mayor Shearer noted that the City Manager's salary is $5500 per month.. He pointed out that the councilmembers receive $250,per.-month, but it was going up in April. He felt the City Manager was well worth the salary he was-:- beng paid: - Councilmember-Bacon agreed with Mr. Gilbert's request for a status on Rancho Los Amigos. Mayor Shearer directed staff to look into the land- scaping contract situation. 1) TENTATIVE PARCEL MAP NO. 14592 RAY LEWIS (APPEAL) Location: Northeast corner of Garvey and Lang Aves. This hearing had been continued from the January 11 council meeting. Public testimony had been completed at that meeting. _ Council reviewed the -staff report. The applicant indicated by a nod of the head that he was in agree- ment with the recommendations in the staff report. City Attorney presented: RESOLUTION NO. 6474 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING TENTATIVE PARCEL MAP NO. 14592 (.Ray Lewis) Councilmember Tennant indicated he would abstain from action as he was a leasee of some of the buildings on the parcel. in question. Motion by Tice, seconded by Bacon, and unanimously carried to waive further reading of the resolution and to adopt. . . 2) AMENDMENT NO. 168 ON -SITE PARKING IN SINGLE-FAMILY ZONE City of West Covina Amendment No. 168 Location: .Citywide Mayor Shearer opened the hearing re Amendment No. 168: Environmental Services Director Mike Miller presented the staff report. Testimony In Favor No one addressed Council in favor of the amendment. In Opposition Louis Gilbert, 428 Fernwood Street, expressed concern Louis -Gilbert about the cost of pouring cement to comply with the Betty Joyce ordinance.. Betty Joyce,_ 1509 Delhaven Street, asked how the people would be notified of the new ordinance. Public testimony was closed by Mayor Shearer. Council discussion Council and staff discussed the notification, citation process, grandfather clause, odd shaped lots, and the pros and cons of the amendment. The appoint- ments would.be made by Council at a later date. Councilmember-Bacon spoke about the rate increase notice from the Edison Company.` He. requested staff to obtain all information so7-that ,Council could take a stand if it found the rate to.be unnecessary. Councilmember Tennant noted. the lack.of trash cans near bus stops. He alsorequested staff to check into SB 1780 re unemployment-insurance.to see if Council should take a position on 'the bill., Councilmember Chappell requested a proclamation congratu- lating the new editor- of the..Tribune;•.Bill. Freeman:. Motion by Chappell, seconded by Tice, and.unanimously car- ried to approve the suggestion. Mayor Pro Tem Tice noted that there were plenty of trash cans at the parks. He mentioned that he had tickets to. the West Covina birthday celebration to be held at the Elks Lodge on February 5 at 7:00 PM. Mayor Shearer called a short recess at 8:50 PM. Silver Maple Tree trimming Motion by Chappell, seconded.by Tice, and unani- ALLIED TREE mously carried to award the Salver Maple Tree Trimming Contract to ALLIED TREE for $8 270 and authorized the Civic Center landscape maintenance RHODES COMPANY • PUBLIC WORKS , 1 Mayor and City Clerk to execute the agreement: 2) CIVIC CENTER LANDSCAPE MAINTENANCE CONTRACT Location: Civic Center complex Council reviewed staff's report.
