12-16-1981 - Regular Meeting - MinutesJ i 1 MINUTES ADJOURNED REGULAR MEETING CITY COUNCIL OF THE CITY OF WEST COVINA December 16, 1981 The adjourned regular meeting of the City Council of West Covina was called to order Oby Mayor Shearer at 7:34 a.m. at Coco's Restaurant, 531 South California Avenue, West Covina, California. ROLL CALL Present: Mayor Shearer; Mayor Pro Tem Tice; Councilmembers Chappell, Bacon, and Tennant. Others Present: Supervisor Schabarum, Deputy Sarah Flores, Deputy Tom Burton, Herman R. Fast, Leonard Eliot, Lori Medigovich (Tribune). RECESS FOR BREAKFAST Council recessed at 7:35 a.m. for breakfast and reconvened at 8:09 a.m. LIBRARY SUB -STATION Fast: Met with Linda Cri_smond, Chief Librarian, to -discuss with her the possibility of establishing a library sub -station at Fire Station #4. The response has not been too favorable because of County funding problem, and the County's priority is a permanent facility in Walnut. We will plan the station without a library facility. •Bacon: Suggested the possibility of using mobile unit on more frequent basis. Mr. Fast stated that they may look at mobile library on "permanent" basis. SPECIAL BILLING FOR WEST COVINA SEWER ASSESSMENT Fast: The County will send a letter of explanation with special billing to taxpayers for the omission of the West Covina Sewer Assessment from the regular County tax bill. MUTUAL AID WITH COUNTY FIRE DEPARTMENT Fast: Good progress has been made in establishing an agreement with the City of West Covina and the County fire stations located in the Cities of Baldwin Park and Walnut. Schabarum: Stated that cooperation between the County and'local cities is encouraged by the Board of Supervisors. Agreements have been accomplished with the City of Los Angeles. This eliminates duplication and overlapping of services. COUNTY HEALTH CARE Schabarum: Supervisor Schabarum reported that a Health Care Hearing was held yesterday. A 90-day notice is required by law when there is an anticipated reduction in service. Presently, the Health Department has $35 million overrun. An additional $14 million will be coming from the State. The Court has ordered maintenance of services. The CAO recommends fiscal economies to eliminate shortage in funding, for example, eliminate capital items and one day per week furlough for employees. Schabarum: Touche, Ross has made study and recommends contracting out some medical, health services. The County has contracted out for Methadone treatment. *MUNICIPAL SERVICES TO UNINCORPORATED AREAS Schabarum: The City of Los Angeles has a law suit against the County regarding providing municipal services to unincorporated areas as a subsidy. City of Los Angeles has been successful in lower court. It is being appealed now. This could lead to need for formation'of special service districts for the.purpose of levying assessments to pay for services. CR Qn Schabarum: State has legislated responsibilities on County governments without honoring requirement for reimbursement per SB 90. CSAC consensus is to either sue the State for reimbursement or Counties just not provide the service. Tennant: Block grants from State to local government (County and City) to provide Health Services and Welfare. City government not able to perform some of these programs, such as welfare. Bacon: What is Board of Supervisors' stance on continued Federal Revenue Sharing (Schabarum)? Position is for Federal government to look at other items in budget before cutting Revenue Sharing. Schabarum: Will be chairing a joint Los Angeles City and County Committee on Criminal Justice. Changing more low grade misdemeanors to infractions would help clear court calendars. Bacon: Suggested $100/infraction instead of $50.
