12-14-1981 - Regular Meeting - MinutesM I N U T E S REGULAR MEETING OF THE_CITY COUNCIL CITY OF WEST COVINA, CALIFORNIA December 14, 1981 The regular meeting of the City Council of the City of West Covina was called to order by Mayor Shearer at 7:30 PM in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by Councilmember Bacon and the invocation was given by Rev. Donald Helsel of Shepherd of the Valley Lutheran Church. ROLL CALL Present: Mayor Shearer, Mayor Pro Tem Tice, Councilmembers Tennant and Bacon Absent: Councilmember Chappell (ill) Others Present: Mooney, Calmes, Fast, Lennard, Thomas, Eliot, Miller, Meacham, McClelland, Keating, Salzar, Pryor, Southard, Pennfield, Holmes, Stevens, Berry APPROVAL OF MINUTES Mayor Shearer noted one correction to the Minutes: that the year 1968 on page 4 be changed to 1978. Motion by Tice, seconded by Bacon, and unanimously carried to approve the Minutes of the regular meeting held November 23., 1981, be approved as corrected. PRESENTATIONS Mayor Shearer presented a permaplaqued resolution of com- mendation to Linda Holmes. She worked for the city for Linda Holmes 19 years and recently accepted the position of Assistant to the City Manager of Buena Park.. Mayor Shearer presented a Safety Award and a $100 Savings Mike Adams Bond to Mike Adams for his safety suggestion. He had designed a shield for the high speed rotary equipment in the Maintenance Department. Mr. Grant Williams of the Automobile Club of Southern Automobile Club of California presented an award to the City for its 1980 Southern California Pedestrian Safety'Program. The City has received it for three consecutive years. 'Proclamation Mayor Shearer presented a proclamation proclaiming the week of January 1 through January 31, 1982, as Junior Clubwoman Recognition Month. Jim Kilgore, representative from the ACLU, addressed Council Jim Kilgore with a complaint against the Police Department regarding a 2525 Kwist Avenue; one-way peep hole.in the detention area dressing room. Jack Flynt `Mayor Shearer -noted -that Jack Flynt, American Legion National Commander,•is`to honored at a luncheon scheduled for January 3,_.1982, and, that.Council is invited to attend. He directed staff to; prepare a proclamation proclaiming January 3,.1982, as Jack Flynt Day in West Covina. ..Rotary -Club `'Mayor:Shearer stated that the City had received.a check for $2,500 towards the purchase of another police dog. The 'money was -received from the' Rotary Club of West Covina. COUNCILMEMBERS" REPORTS Councilmember Bacon noted that the Court ofAppeals upheld Drug paraphernalia: a,drug paraphernalia ordinance in a neighboring city and requested the City Attorney to review West Covina's ordinance to see i,f it .is: now_-:enforceab.le or; needs.,amended language. Bacon stated that Ponderosa Corporation offered a $6,000 Walmerado Park ball- check•_to match one -half -of the cost for ballfield lights field lights at.Walmerado.Park.• -The other half of the costs will probably be. -donated by service clubs .and organizations. Councilmember Tennant.requested.a clarification from the Noise abatement :Police Chief as to the department's enforcement of the noise abatement ordinance.. Tennant noted that letter.to.the Chamber of Commerce are Graf=fti not getting graffiti removed near Orange and Robindale, and . •-perhaps a new approach should be taken. City Manager Fast stated that staff would.rese:arch into possible alternatives. There were no .items scheduled for this meeting. REDEVELOPMENT AGENCY MEETING. Mayor Shearer halted the City Council meeting to con- vene the Redevelopment Agency meeting at 8:35 PM. The City Council meeting reconvened at-8:37 PM. CITY MANAGER City Manager Fast noted that there was not enough city business to warrant a council meeting on December 28, 1981, and suggested Council dispense with the meeting. Motion by -Bacon, -seconded by Tennant, and unanimously carried to dispose of:the•December 28th council meeting and meet at the next regular'meeting of January 11, 1982. APPROVAL OF DEMANDS Motion by Tice; seconded by Tennant to approve Demands totaling $1,211,058.86 as listed on check registers UCB 89365 through 89692.. ABSENT: Chappell Medfly spraying Council -directed staff to prepare a letter for the Mayor's • signature to"•the"County Agricultural Commission requesting that in the.event the scheduled Wednesday night medfly spraying is,postponed due .to weather conditions, that the spraying either. -be cancelled.for that week or adequate notice be given.to the residents in the affected area. Closed session Mayor Shearerrecessed the council meeting to conduct a closed session to discuss personnel matters at 8:44 PM.
