The regular meeting of
the City Council was called to order at 7:30 PM
by Mayor Shearer in the
City Hall Council Chambers, 1444 W, Garvey Avenue,
West Covina, California.
The Pledge of Allegiance was led by Councilmember
Tennant and the invocation
was given by Father Ray Smith of St. Martha's
Episcopal Church, West
Covina.

carried, to approve the minutes of the regular meeting
held October 12, 1981;. and the regular meeting of Octo-,

Mayor Shearer presented Buzz Bemoll, active community

leader for 15 years and soon to retire, a resolution
of commendation..
The Mayor proclaimed November 10 as Northwest College
Day and presented the proclamation to Mrs. Jackson of
Northwest College..

Mayor Shearer instructed,Mr. Cook to speak to the City

Council.regarding Section 26-468_of the Municipal Code.,
He requested permission to park and store his tractor
on his private prop'erty....
Mayor Shear.er noted that under the present ordinance
the request could not be granted,
STATEMENT
Mayor Shearer read a prepared statement requesting the
concurrence of Council to approve the composition of a
task force, The-commi.t'tee will• help guide the City in
its five-year phase out plan of hazardous wastes from
the BKK landfill;
Motion by Tice, seconded by Chappell, and unanimously
carried to approve the composition of the task force and
the appointment of the committee members at the next
regular City Council meeting,,

mously carried to award the sale of the surplus 1951
Mack Pumper to Wi11is.Baruch, dba Progressive Screen
Printers, in the amount of $2,600,
2) CARPET REPLACEMENT, CITY -'HALL AND POLICE BUILDINGS
Council reviewed staffs report.
.Motion by Tennant, seconded by Bacon, and unani-
mously carried to a) authorize the Mayor and City
Clerk to execute an agreement with STORTZ FLOOR
COVERINGS in the amount of $18,890.fo..r the carpetin-
of the ground floor (areas 1,2,3) of the Police De-
partment, and b-) authorize the Mayor.and City Clerk
to execute an agreement with NEMETH CARPET, INC. in
the amount of $11,225 for the carpeting of the City
Manager'-s Office area and the remainder of the
Zoning Department work area.,
1) YELLOW CAB CO OF SAN GABRIEL VALLEY
APPLICATION FOR TAXICAB LICENSE
This hearing was continued from October 26, 1981.
The staff report was given by City Treasurer Calmes.
Mayor Shearer opened the hearing for public input.
No one addressed Council favoring the application..
Lolly Bergman,:426 S, Leaf Street; encouraged Council to
deny the application if it found the names of the
taxicab",. companies misleading. Edward Smith, owner
of Kwik Kab, expressed his opposition to another cab
company in West Covina..
Richard LaDow, the applicant, informed Council
that he was available to answer any questions. He
noted that his company owns their cabs and leases
them to the- taxicab:, drivers.
Mayor Shearer closed the hearing to public testimony.
City Attorney L.ennard responded to -a question re
the use of "yellow cab'.' in the title of both companies.
Council comments favored the -addition of another taxi-
cab company op e.rating.in.West Covina.

City Clerk Mooney verified the affidavits of mailing
and publication.

Mayor Shearer opened the hearing to consider the
application of Red Top Yellow Cab.
City Treasurer Calmes presented the staff report.
Peter Barrial,. applicant,.addresse_d Council. He
stated that only 10 of' his fleet of 60 taxicabs would
be operating in West Covina. He also indicated that
he would drop the possibly misleading description of
his vehicles by deleting the words "all yellow" from
his application.
Lolly Bergman, 426 S. Leaf, again.encouraged
Council to deny the application if it found the name
to be confusing with the other taxicab companies.
Mayor Shearer closed the public portion of the -
heating. City Attorney Lennard stated that the appli-
cation should be amended to indicate the changes
agreed upon by the applicant. -

mously carried -to amend the resolution to reflect the
changes in the application.

carried to waive further reading of the resolution and
to adopt, as amended.
Mayor Shearer called a recess at 8:37 PM. Council recon-
vened at 8:52 PM.
PUBLIC WORKS 1) PP 82201 - APPROVE PLANS AND SPECIFICATIONS - BLOCK
WALLS

PP 82201 - Plans & specs. Motion.by Tice, seconded by Tennant, and unanimously
approved carried to approve plans and specifications for City
Project PP 82201 and authorize the City Engineer to
call for bids..
2) EXTENSION OF MEDIAN MAINTENANCE CONTRACT _
CREATIVE LANDSCAPING, INC.
Location:. Citywide
Council reviewed Engineer's Report.
Contract extension - Motion by Tice, seconded by Chappell, and unanimously
Creative Landscaping Inc. carried to grant CREATIVE LANDSCAPING, INC. a 10%
increase in their citywide landscape maintenance con-
tract, and authorize the Mayor.and City Clerk to execute
the agreement.
3) EXTENSION OF OPEN SPACE MAINTENANCE DISTRICTS NO. 1
AND NO. 2 - J & R-LANDSCAPE MAINTENANCE

REDEVELOPMENT AGENCY Mayor Shearer halted the City Council meeting to convene
the Redevelopment Agency meeting at 8:57 PM. Council re-
convened at 8:59 PM.

Council reviewed staff's report.
Discussion ensued regarding alternate plans for
streamlining the Agenda.
Motion by Chappell, seconded by Tice to leave the
Agenda as is. Motion carried by the following vote:

NOES: Bacon, Tennant
Agenda format changed. Further -suggestions were offered. Council concurred
Councilmember-Reports and Mayor -Shearer instructed staff to place Council -
moved forward- member Reports/Comments directly following Oral Com-

..2) REPRESENTATIVES TO L.A. COUNTY'S PARATRANSIT OPERATION'S
SUBCOMMITTEE
Council reviewed-staff's report.
Representative to the Motion by Bacon, seconded by Tennant, and unani-
L.A. Paratransit sub= mously-carried to a) endorse the.nomination of Sal
committee Velasquez of the East San Gabriel Valley Consortium for
membership on the.Paratransit Operation's Subcommittee
of the Los Angeles County Trans.portation.Commission as
a representative of a "Lead Agency," b) support the
nomination of a representative of the "Get About"
paratransit program of Claremont for membership in the
"Paratransit Provider" or "At -Large Member" category,
and,c) authorize the Mayor and staff to communicate
the Council's endorsement to the appropriate agencies.
MAYOR'S REPORTS Mayor Shearer proclaimed the following:

NORTHWEST -COLLEGE DAY - November 10, 1981
Proclamations. Motion by Tice, seconded by Chappell, and unanimously car-
ried to ratify a Resolution of Commendation recognizing
Leonard Brutocoa an& a Resolution of Commendation recog-
nizing Father William Keith'Bramble.
Mayor Shearer declared that barring any unforeseen cir-
cumstances, he would run for reelection in April, 1982.

COUNCILMEMBERS'
REPORTS/COMMENTS
Councilmember Tennant was informed that the issue of
Tennant
parking cars on front lawns would be considered by the
Planning Commission on November 18, 1981.
Councilmember Tennant requested staff to check the
street'sweeping schedule and actual street sweeping passes
made along the commercial areas in West Covina.
Councilmember-Tennant requested an update on the
.graffiti program .with the Chamber of Commerce, particularly
in regards to private property.
Chappell
Councilmember Chappell noted that Sacramento had re-
jected the appointments to the Coastal Commission because
they happened to be all republicans.
APPROVAL OF DEMANDS Motion by Tice, seconded by Chappell to approve Demands
totaling $925,341.23 as listed on demand registers
88857 through -=.89809. Motion carried by roll call vote:
AYES; Bacon, Tennant, Chappell, Tice, Shearer
NOES: None
Closed Session
Council recessed the City Council meeting.at 9:15 for the
purpose of holding a closed session. Council reconvened
at 9:30 PM.

Motion by Tice, seconded by Bacon, and unanimously carried
to adjourn the meeting at 9:30 PM.
