CITY OF WEST COVINA, CALIF.
October 26, 1981
The regular meeting of the City Council of the City of West Covina was called
to order by Mayor Shearer at 7:30 PM in the City Hall Council Chambers, 1444
W. Garvey Avenue, West Covina, California. The Pledge of Allegiance was led
by Mayor Pro .Tem Tice and the invocation was given by Councilmember Bacon.

Mayor Shearer welcomed the 8th grade class of Willowood
Jr. High School.
Motion by Tice, seconded by Chappell, and unanimously
carried to approve the Minutes. of the adjourned regular
meeting"of October.13, 1981.
PRESENTATION Mayor Shearer and Police Chief Meacham presented a
permaplaqued Citizen's Commendation to Marty M.. Gutierrez
for his direct involvement in the apprehension of two
burglars.

Consent Calendar (Cont) It was suggested that the residents may not have a clear
• understanding of the operations of the signal. Staff was'
directed to contact the retirement home to instruct the
residents of the procedures re that particular signal.
Mayor Shearer noted that the solid red light would be
changed to a flashing red light.
Motion by Shearer, seconded by Tice, and unanimously
carried to refer the signal matter to staff.
Consideration of A-5(V) Council discussed various methods used for controlling
speed limits on public thoroughfares and the current
Engineering and Traffic Survey. It was noted that the
.basic concern of the residents was safety and not necessarily
a reduction in speed..
Motion by Tennant, seconded by Tice to refer the matter
back to staff for an engineering study to determine the
enforceable speed..
Councilmember Bacon noted that the current Engineering
and Traffic Study was still valid and another study would
indicate the same conclusion because there have been no
significant changes in development in the area. Further
discussion followed.
Mayor Shearer suggested a substitute motion to refer
the matter to the Traffic Committee for a report back to
Council as to what options were available to Council in
addressing excessive speed on that section of Workman

ORAL COMMUNICATIONS Leslie Ramos, 1718 E. Workman Avenue, spoke in behalf
of the residents of the 1700 block. She complained about
Leslie Ramos the -level of noise, obscene language, vandalism, and
drinking until three o'clock in the morning caused by the
customers of the Spaghetti Bender, a recently opened
restaurant in the area. She indicated that the rear
entrance to the restaurant/disco club remains open and
helps to add to the problem.
Motion by Tice, seconded by Tennant, and unanimously
carried,to refer the matter to the Police Chief for a

In Favor Richard LaDmw` owner of Yellow Cap Company of
of San Gabriel Valley, spoke in favor of the request.
He noted that his company operated in six neighboring
cities,,
In Opposition Edward Smith, owner of Industry Hills Yellow Cab
Company and.Kwik Kab Company, spoke in opposition to

another cab company operating in West Covina.
Tim Altwine, 851 S, Sunset, inquired about the.Municipal
Code requirements of taxi cabs..
Richard LaDow;.. spoke in rebuttal to comments made by
Edward Smith.. He noted that Yellow Cab Company of San
Gabriel Valley had been in business for 27 years and the
color scheme used on the cabs was registered with the
County of Los Angeles... He- felt that there was plenty
of business in West Covina as his company received 10 to
12 calls a day -from the West Covina area.
At the conclusion of Richard LaDow"s`r testimony,
the public portion of the hearing was closed.,
In response to a - question raised during public testimony,
the City Attorney clarified the Municipal Code section re
the revocation of a taxi cab license. Council discussed
the fares, insurance coverage, and competition in the mar-
ket place. There was some 'question on -the necessity for
another cab company.
Motion by Tice, seconded by Shearer to grant the taxi
cab permit to the applicant, Motion failed by roll call
vote:
AYES Tice, Shearer
NOES: Bacon, Tennant, Chappell
Motion by Bacon, seconded by Tennant to reopen the
hearing, continue it to the next regular council meeting
and direct staff for a report back on the necessity of
another taxi cab company in the City and obtain.an_opinion
from the Chamber of Commerce. Staff was also directed to
review the liability requirements. Motion carried by
roll call vote

MAYOR'S REPORTS Mayor Shearer commented on a letter from the mayor of
Concord requesting participation in a legal challenge
Letter re reapportionment to reapportionment splitting cities between assembly
by Mayor of Concord districts. Council discussed the possibility but�fe-lt_--
that.joining forces -.with 'a„larger:number-of-cities would
be more advantageous. Motion.by Chappell, seconded by
Tennant,.and-_unanimously carried to -'direct staff to monitor
any.coorditiated. efforts for a decision by Council at a
later.-date,.and to prepare a letter to the mayor of Concord
stating Council's views.
COUNCILMEMBERS' REPORTS Councilmember Bacon reminded Council and the audience
that Louis Gilbert was instrumental in the formation,. of
the task force re the toxic waste issue.
Streamlining the Agenda City Attorney Lennard was instructed to research the
possibility of placing Award of Bids on the Consent Cal-
endar portion -of the Agenda.
Mayor Pro Tem Tice mentioned a letter that he had
City of Santa Monica read in which the City of Santa Monica was opposing the
opposing the peripheral canal. He reiterated West Covina's
peripheral canal position as supporting the canal.
