of the City Council of West Covina was called to order by
Mayor Shearer at 7:05 p.m.- in
the City Manager's Conference Room, 1444 West Garvey Ave.,
West Covina, California.
ROLL CALL
Present:
Mayor Shearer, Mayor Pro,Tem Tice, Councilmembers Chappell
and Bacon
Absent:
Councilmember Tennant

CLOSED SESSION
Mayor Shearer called a closed session at 7:10 p.m, to dis-
cuss litigation. Council recessed at 8:05 p.m. and recon-
vened at 8:10 p.m.
PRESS CONFERENCE RE: BKK
The Mayor outlined• his plan to hold a press conference to
explain the City's program to phase out the disposal of haz-
ardous waste at the BKK Sanitary Landfill in light•of recent
state encouragement, The Council concurred with'.this action.
CATV STUDY SESSION,
Dr, Ronald Dyas was introduced as the City's CATV consultant.
Dr..Dyas showed a video tape of CATV'and then highlighted
various issues related -to franchising of CATV. After discus-
sion it was Council's consensus that staff proceed with the
franchising process as.quickly as reasonably possible. Further,
Council directed staff to develop the framework necessary to
establish a.citizen advisory committee on CATV.
AMENDMENT TO MANAGEMENT SALARY RANGES
The City Manager requested that Council adjust the salary
ranges in the. Police Management series.
RESOLUTION NO. 6445 - A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTION 1,
EXHIBIT A, OF RESOLUTION.NO,. 6438 RELATING TO CERTAIN MANAGE-
MENT SALARY RANGES.'
Motion by Tice, seconded by Chappell and unanimously
carried to waive further reading of the resolution and to
adopt:
PROPOSITION K DEFENSE BY CITY
ATTORNEY _..
Motion by Bacon, seconded by Chappell and unanimously carried
to direct the City Attorney to -prepare now to vigorously
defend -Proposition K if._passed-, and to invite proponents to
participate in -.the defenseofthat proposition at their expense.
