MINUTES
ADJOURNED REGULAR MEETING OF THE CITY COUNCIL -
CITY OF WEST COVINA, CALIF.
June 15, 1981
The adjourned regular meeting of -the City Council was called to order by Mayor
Shearer at 7:30 PM -in the City Hall Council Chambers, 1444 W. Garvey Avenue,
-blest Covina, California. The Pledge of Allegiance was led by Councilman Tice.
ROLL CALL Mayor Shearer, Mayor Pro Tem Tice, Councilmember Bacon
Absent: Councilmembers Chappell (vacation) and Tennant (business
conflict)
Others present: Fast, Eliot, Miller, Salazar, McClelland, Meacham, Clark,
Koniarsky,'Southard, Pryor, Irwin, Londo, Berry
PRESENTATION Mayor Shearer presented a Resolution of Commendation to the
school principal and head coach of the'Covina High School
Baseball Team for winning the CIF AAA Champion -Playoffs.
SENIOR CITIZEN CENTER EXPANSION
Council reviewed staff's report. .More information was
presented by City Manager Fast.
Motion by Tice, seconded by Bacon to approve the increase
in the size of the proposed senior citizen center from 8,000
sq. feet to 1.0,000 sq. feet and approve an increase of $7,000

PUBLIC HEARING - 1981-82 OPERATING BUDGET, CAPITAL IMPROVEMENT PROGRAM AND PROPOSED
USE OF GENERAL REVENUE SHARING FUNDS

Deputy City Clerk -Berry verified the affidavit of publication.
City.Manaaer Fast presented the recommended budget for'1981-
82'. For the benlefit*of Council and those in the audience,
he explained thee, Fiscal Policy Plan, expenditures and revenues.
Mayor Shearer opened the hearing for public comments.
Bea Uribe, 1121 E. Greenville, addressed Council regarding
the Business Impirovement Tax. She also felt it was unethical
that the West Covina Chamber of Commerce would take business
outside'of the. city boundaries. She requested Council to
instruct. the Chamber not to take business outside of the City.
Roya.11. Brown,2153 Aroma Drive, addressed Council with
several- suggestions to reducethebudget. His suggestions
included: a) CETA type work cease and those positions be
abolished b) limit the administrative overhead for CDA to
10% c) reduce City Manager staff, Administrative Services,
and City Attorney fees (by hiring an in-house attorney)
d) add funds to develop Galster Park, t,!oodgrove Park e)
the CIP failed to show the Galster Foundation donation.
Dean Stroud, 74520 N. Sunset, suggested that the labor
for -some of the CIP projects could be suppled by organiza-
tions and the materials bought through the CIP funds. This
would be in the area of baseball field lights, concession
stands, restrooms, etc.

• Sophie Falherty Sophie Falherty, 656 S. Glendora Avenue, suggested the
City fine all the speeders on Glendora Avenue to increase
revenues.
Public portion closed No one else addressed Council and Mayor Shearer closed
the public portion of the hearing.
Recess Mayor-Shearer.called a recess at 9:05 PM. Council re-
convened at 9:12 PM.
Staff response
City Manager Fast addressed all comments and suggestions
presented by the audience. He noted that the CETA positions
had -diminished from 39 to 14 positions and was based on
performance only. And those 14 positions were necessary to
perform the Work.
. The Administrative Services account contains monies to
cover the computer and parking authority leases, elections,
etc.
The City Manager's staff was not increased. One position
in the office was funded through another account and the
increase in the City Manager's budget reflects the transfer.
An in-house attorney would be more costly tham the present
arrangement.
Woodgrove Park is progressing as planned.
The donation from the Galster Foundation is treated in.
the same manner as other donations.
The use of volunteers for park projects is appreciated
by. the City, subject to legal and insurance restrictions.
Council comments
Mayor Shearer commented on restricting the Chamber to
City boundaries. He said it could be counter -productive.
.He noted that the City is receptive to Mr. Stroud's offer.
The current City Attorney arrangement gives the City the
best experts in a variety of fields. Councilmember Bacon
agreed with Shearer re. the contract attorney arrangements.
Councilmember Bacon suggested the ACT III participants
could do the volunteer work as suggested by Mr. Stroud to
improve Galster Park.
Mayor Pro Tem Tice noted that there was very light usage
of Galster Park on the weekends.
Additional $1,000 to
Mayor Shearer requested an addition to the 1981-82 budget
budget for S.G.V.
for the San Gabriel Valley Hot:Line of $1,000.,,.-, Motion by

Shearer, seconded by Tice, to approve appropr.iation'of-$1;000
for the.San Gabriel Valley I -lot Line.- Motion carried by the
following vote:
AYES: Bacon, Tice, Shearer
NOES: None
ABSENT: Tennant, Chappell
' Mayor Shearer stated that final action re the budget was
scheduled for the regular meeting of June 22, 1981.
.� OTHER MATTERS
1) City Engineer Thomas had submitted a report and recomenda-
tion to Council regarding the traffic signals on north Azusa

• Update on'hearing Mayor. Shearer related the trip to Sacramento in which
in Sacramento he testified at the Governor's Reorganization hearing
regarding toxic substances control. He mentioned that
the City has requested funding aid from the Environmental
Protection Agency for the supp.l'emehtal:-.Eute.k odor study.
ADJOURNMENT Motion by Tice, seconded by Bacon, and unanimously carried
to adjourn the meeting at 9:47 PM.
