06-01-1981 - Regular Meeting - MinutesM I N U T E S ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF WEST COVINA June 1, 1981 • The Adjourned Regular Meeting of the City Council of the City of West Covina was called to order by Mayor Shearer at 6:08 p.m. in the City Manager's Conference Room, 1444 West Garvey Avenue, West Covina, California. ROLL CALL Present: Mayor Shearer, Mayor Pro Tem Tice, Council - members Bacon, Chappell, Tennant Others Present: Fast, Eliot, Southard, Salazar, Stevens Miller, Thomas, Roger SENIOR CITIZEN CENTER Architect Frank Sata made a presentation outlining development options for the Senior Citizen Center at Cortez Park. It was recommended that the building be re- located to the easterly side of the parking lot. After discussion, motion by Chappell, seconded by Bacon to authorize plans and specs for Plan B and the relocation of buildings as presented. AYES: Shearer, Tice, Chappell, Tennant, Bacon NOES: None • CIVIC CENTER REFLECTION POOL City Manager Fast outlined three proposals for repairing the reflection pool south of City Hall: 1) Repair the reflection pool as is, which would cost approximately $70,000. 2) Demolish the reflection pool and replace it with landscaping, which would cost approximately $15,000. 3) bemolish the reflection pool and replace it with landscaping and a small fountain or pool, which would cost approximately $25,000. After discussion, motion was made by Chappell and seconded by'Bacon to accept the third alternative and direct staff to proceed with development. AYES: Chappell, Bacon, Shearer NOES: Tennant, Tice CITY HALL MODIFICATIONS Assistant City Manager Eliot outlined the • proposed changes in City Hall. These changes included a reorganization of the soutri side of the second floor, consolidation of the print room and development of a management resources center on the third floor, wnich was estimated to cost approximately $30,000. This amount was allocated in this year's budget. CITY COUNCIL MINUTES June 1, 1981 Page 2 a After discussion, a motion was made by Chappell and seconded'by Bacon to approve - the proposal as made. AYES: Shearer, Bacon, Chappell, Tennant, Tice ,NOES: None STREET MAINTENANCE DEFICIENCIES City Engineer Thomas showed slides depicting deficiencies in street maintenance and out- lined the reasons for the various funding problems. After discussion, no action was taken by the Council. STREET TREE MAINTENANCE Park Superintendent Roger provided the Council with slides on street tree maintenance defi- ciencies and informed the Council on some areas where improvement is being made. No action was taken by the Council. LANDSCAPING MAINTENANCE Park Superintendent Roger showed slides of the -landscaping in the Woodside Village area, which is primarily maintenance District IV and suggested that the red fescue be slowly phased out due to the amount of water and care re- quired to maintain it in its lush state. After discussion, it was moved.by Tice -and se- conded by Chappell that the red fescue grad- ually be changed to more drought resistant plantings as an.economy measure. • AYES: Shearer, Tice,. Chappell, Tennant, Bacon NOES: None Mayor Shearer suggested that this action be included in the information provided at next week's rate hearing. OTHER MATTERS Mayor Shearer recommended that Mr. Ed Connolly be reappointed to a four year term on the Planning Commission. Motion by Tice, seconded by Chappell to waive and adopt Resolution No. 6351 to reappoint Mr. Ed, Connolly. Motion by Tice, seconded by Bacon that a permaplaqued Resolution of Commendation be given to the Covina High School Baseball Team for winning the 3A CIF championship. AYES: Shearer, Tice, Chappell, Tennant, Bacon NOES: None CLOSED SESSIOPJ Council went into closed session at 8:45 p.m. ..-and reconvened at 8:58 p.m,, and took no action. • ADJOURNMENT Motion by Tice, seconded by Chappell to adjourn at.9:00 P.M.
