CITY COUNCIL OF THE CITY OF WEST COVINA
May 18, 1981
•The Adjourned Regular Meeting of the City Council of the City of West Covina was called
to order by Mayor Shearer at 6:.02 p.m. in the City Manager'.s Conference Room of the
City Hall-, 1444 West Garvey Avenue, West Covina, California. The Pledge of Allegiance
was led by Mayor Pro Tem Tice.

City Manager Fast presented the 1981-82 Preliminary
Budget. The overall budget is anticipated to be
approximately $24.1 million, including Capital Improve-
ment Projects. The City is still assuming a reduction
of"$800,000 in State subventions. Based on Council's
previous,direction, the Fiscal Policy Plan has been
revised''to use a greater portion of unappropriated
fund balances for the next fiscal year to make up
for the. def.i.c i t in -other revenue areas. The City
Manager presented the.expenditures to the Council
as set forth in the,budget, by Division. Comments
and questions were.•addressed as the budget was pre-
sented.
The subject of Commissioner's Stipends was discussed
by the Coundia. The City Council. directed staff to
.review the Municipal Code and to prepare the neces-
sary ordinances to make a 50 per cent increase in all
Commissioner's Stipends effective July 1, 1981. In
addition, the Council would like to give the Planning
Commission a+extra compensation for their attendance
at those special meetings in conjunction with -.the
hearings for the current landfill problem, and not,
connected with their regular meetings. The Council
agreed to an additional $25.00 per meeting for a
maximum of six (6) meetings per month, over and above
their regular meetings. Staff was instructed to
check with the City Attorney for proper wording
and implementation of this clause.
Staff was also instructed to prepare the necessary
ordinances -to increase the City Clerk's monthly
stipend by 50 per cent effective July 1, 1981 or
the soonest date possible thereafter.
Discussion ensued relative to the East San Gabriel
Valley Hotline's request for funding for Fiscal
Year 1981-82. Council requested staff to come back
with more information'as to a specific dollar request
by the Hotline, and they will give the request serious
consideration at the June .15 Public Hearing on the
budget.
Mayor Shearer -indicated that the next step in our
budget process will be the.Public Hearing on June 15.

Discussion was held regarding the use of City
facilities for political purposes.
Motion by Bacon, seconded by Tice and unanimously
carried to refer the criteria and guidelines re-
garding the usage of park facilities to the.Recrea-
tion and Park Commission for review.
Mayor Shearer called.a recess for the purpose of
a closed session at 9:50 P.M. Council reconvened
at 10:10 p.m.
Motion by Tice, seconded by Chappell, and unanimously
carried to adjourn the meeting at 10:10 p.m.
