The adjourned regular meeting of the City Council of the City of 14bst Covina
was called to order by Mayor Shearer at 7:08 AN at Coco's Restaurant, 521 S.
California Avenue, l,dest Covina, California.
ROLL CALL
Present: Mayor Shearer, Mayor Pro Tem Tice, Councilmembers
Chappell, Tennant, Bacon

UNCLASSIFIED USE PERMIT NO. 71, REVISION 5 (BKK) - SELECTION OF EIR CONSULTANT

Staff presented a report4on the evaluation of the EIR
consultant proposals and recommended Ultrasystems as
submitting the most reponsive.proposal based on experi-
ence, depth of personnel, comprehension of the scope of
work, the schedule for the completion of the work and
cost of the project.
Council discussion and questions ensued ascertaining the
experience, procedures and attitudes of the Ultrasystems
representatives.
Motion by Chappell, seconded by Tice to approve a)
appropriate $79,510 from the unappropriated general fund
balance for the Unclassified Use Permit No. 71, Revision
5 Environmental Impact Report Project, and b) approve
Ultrasystems, Inc. of Irvine, California, to prepare the
EIR on the proposed revocation, suspension and/or amend-
ment of Unclassified Use Permit No. 71, Revision 5 and
authorize the Mayor and City Clerk to execute the agree-
ment for consultant service. Motion carried by roll call
vote:
AYES: Bacon, Tennant, -Chappell, Tice, Shearer
NOES: None
1)- Councilmember Chappell requested the preparation of
a resolution of commendation for I(nora Jackson .tPnotion
-was ..seco.nded::by,..Ti:ce;,:.afnd -,unani.mously carried.
2) Motion-bv Bacon,, seconded by Chappell to refer to
staff for a report on paying an extra stipend to the
Planning Commission up to a maximum of S100 per month
for the hearings on the BKK Unclassified Use Permit
and::review.-the other -'commission salaries. Motion
carried by roll call vote:
AYES: -Bacon, Tennant, Chappell, Tice, Shearer
NOES: None
Motion by Chappell-, seconded by Tice, and unanimously
carried to adjourn the me ing at 8:06 PM
