OF THE
CITY COUNCIL AND HUMAN RESOURCES COMMISSION
WEST COVINA, CALIFORNIA
April 20, 1981
The adjourned regular joint meeting of the City Council and the Human Resources
Commission of West Covina was called to order by Mayor Shearer at 7:30 PM in
the City Manager's Conference Room, 1444 W. Garvey Avenue, 14est Covina, California.
Councilmember Chappell led the Pledge of Allegiance.
ROLL CALL
City Council: Mayor Shearer, Mayor Pro Tem Tice, Councilmembers
Chappell, Bacon
Absent: Councilmember Tennant was absent due to a speaking
enoagement.
Human Resources Chairperson Siemak, Vice Chairperson Heinz,Commissioners
Commission: Altwine, Hahn, Lacey, Ruch, Stewart
Others Present: Fast, Salazar,.Eliot, Southard, Lennard
APPROVAL OF HUMAN RESOURCES COMMISSION MINUTES
Correction offered by Commissioner Lacey in that he had
received a silver pin for his 40 years since graduating
from Loyola University, not Loyola High School. Motion
• by Heinz, seconded by Lacey, and unanimously carried to
approve the minutes for the regular meetinq held March
26, 1981, as corrected.
ITEMS OF DISCUSSION Mayor Shearer prefaced the discussions with an explanation
that the Human Resources Commission was looking for direc-
tion -and/or concurrence of several items.
The following two items were taken together:
(1) ATTITUDES TOWARD FEDERAL FUNDING (SPECIFICALLY, THE
COMMUNITY DEVELOPMENT BLOCK.GRANT PROGRAM) AND (2)
ATTITUDES TOWARD THE FACT THAT CD FUNDS MUST BE TARGETED
TO BENEFIT LOWER INCOME, ELDERLY, AND HANDICAPPED - NOT
THE GENERAL PUBLIC
Gus Salazar briefly outlined the Community Develop-
ment Block Grant program stating that the Federal Govern-
ment allocates funds back to cities on a formula basis
to undertake projects that benefiltlow and moderate income
persons, the handicapped, and the elderly. That is what
the money is for and why cities apply for their entitle-
ment. It is then left to.local discretion, within set
guidelines, to determine how that money is spent. He ex-
plained further that not only are the funds to benefit
those mentioned above, but the benefits can not be in the
form of services or programs. He mentioned that several
• of the projects targeted for those'select croups do bene-
fit the general public, such as sidewalks and drinking
fountains.
Discussion followed re complaints and incorrect state-
ments made throughout the community regarding the CD pro-
gram. Council concurred with the Commissioners that the
statements stem from a general misunderstanding of the
program and fears of governmental strings attached to
federal monies.

Council felt the CD program has been utilized properly
and appreciatively within blest Covina and foresees no
problem with the targeting requirements or strings as
long as they don't impact the rest of the community.
.(3) DEGREE'OF AGRESSIVENESS WITH WHICH FEDERAL FUNDS SHOULD
BE PURSUED FOR HUMAN SERVICES AND/OR ECONOMIC DEVELOPMENT
Salazar explained that the Commission does not pre-
sently pursue grants to provide human services or economic
development. The CD funds that_are pursued by the Com-
mission are solely designated for facilities. And the
concern expressed by the Commissioners was that services
and programs cannot be provided within the facilities for
which they were built.
Discussion and comments followed.
Motion by'Shearer, seconded by Tice that it is the
policy of the City to pursue through the Human Resources
Commission and City staff the availability of sources for
service programs with an ultimate recommendation to the
City Council as to which one to pursue. Motion carried
by the following vote:
• AYES: Bacon, Chappell, Tice, Shearer
NOES: None
ABSENT: Tennant
(4) DEGREE OF INVOLVEMENT WITH SERVICES.AND PROGRAP48 BEING
OPERATED IN CENTERS BUILT. WITH CD FUNDS BUT OPERATED BY
OTHER DEPARTMENTS OR AGENCIES
Salazar noted that many of the facilities built with
CD funds are then run by other departments, such as the
Recreation '& Parks Department.
It was the concurrence of Council that the Human
Resources Commission should become more actively involved
with the services and programs sponsored within the
facilities funded by CD grants. The Commission was also
encouraged to pursue other sources of monies for the pro-
grams, etc., besides the. General Fund.
(5) POSSIBILITY OF CHANGING THE "HUMAN RESOURCES" NAME
TO SOMETHING ELSE THAT BETTER REFLECTS .THE CURRENT PUR-
POSE (I.E. DEPARTMENT OF'COMMUNITY RESOURCES AND COMMUNITY
RESOURCES COMMISSION)
Council felt no need for action or a change in the
title of the Commission, particularly in view of the
• df: ection just given the Commission to --broaden its focus
within the community..
(6) THE DEGREE OF INVOLVEMENT OF THE HUMAN RESOURCES COM-
MISSION IN TRANSPORTATION
Discussion ensued on the importance of becoming in-
volved and identifying transportation problems and needs

within this community and, on a larger-sca'le,:the:ent re
area as a whole.as they pertain to all. the citizens of.
the city:
It was felt by Council that the Human Resources Com-
mission was the appropriate commission to addr.ess,-tr:ans-
portaton issues: -The degree of involvement depends on
the programs available and how they can best be utilized
to their full advantage.
No reports offered by the Commissioners.
ADJOURNMENT OF HUMAN RESOURCES COMMISSION
Motion by Heinz, -seconded by Altwine, and unanimously
carried to adjourn the meeting at 9:40 PM to May 28, 1981
at 7:30 PM in the City Council Chambers.
PROCLAMATIONS
OTHER MATTERS -
Relocation Appeals Board.
Mayor Shearer proclamed the following:

PRIVATE PROPERTY WEEK April 3-9
Mayor Shearer stated that the,:.Ci.ty received six positive
responses and three regrets to serve on the Relocation
Appeals Board. He noted that there were five spots and
six interested people. He suggested Council designate
five, and the sixth as an alternate. The alternate would
attend all meetings and vote only if one of the other
members was absent. The following were named: Mary
Lewis, Bernard Bregman; Bill Beem, Maragret Courtney,
Robert Weinreb, and Aileen Henley as alternate. Motion
by Chappell, seconded by Tice, and unanimously carried
to approve the appointments. .
Closed Session Mayor Shearer convened a closed session to discuss liti-
gation. Council reconvened at 11:07 PM.
ADJOURNMENT Motion by Chappell., seconded by Bacon, and unanimously
carried to adjourn the meeting at 11:07 PM to 5:00 PM
April 27, 1981 in the City Manager's Conference Room.
