March 2, 1981
The adjourned regular meeting of the City Council of !Test Covina was called to order
by Mayor Shearer at 6:35 p.m. in the City Manager's Conference Room of the City Hall,
1444 11. Garvev Avenue, West Covina, California. The Pledge of Allegiance was led by
Councilman Chappell.

BUDGET OVERVIEW PRESENTATION,
City Manager Fast presented.an overview of the up-
comina fiscal year 81-82 budget. The current council-
approyed Fiscal. Policy Plan was reviewed. On pre-
l.iminary review, the predicted 're.ve.nue is.,�T9.2
.-million, which'is an overall increase of 9% but
only 3% increase of general fund. The revenue pre-
diction assumes:,$800,000 less in state subventions
and continuation.of RKK franchise fees. eery
preliminary review of operating budget requirements
ranges from-.�.20.4 million to $22.7 million, which
is.a 120/10�to 24% increase over current year. The
•
City Manager discussed alternatives for addressing
'the shortfall, which included adjusting levels of
service downward, revising the Fiscal Policy Plan,
searching for new revenues, such as a public safety
benefit assessment district and new fees and charges.
The City !tanager strongly recommended that existing
revenues be protected as much as possible, and that
city redevelopment continue to be aaaressively pur-
s.ued to improve the tax base.
COUNCIL DISCUSSION
Council discussion ensued relative to assumptions of.
revenue estimates, overall service demands.and poli-
cies for closing the gap between revenues and expen-
ditures. The Council consensus and instruction to
the City Manaaer for purposes of budget preparation
was to revise the Fiscal Policy Plan to balance the
budget within the existing service levels or even a
bit tighter, and to set aside consideration of public
safety benefit assessment district authority until
such time as all unallocated resources,not including
prudent contingencies, are exhausted.
