02-10-1981 - Regular Meeting - MinutesADJOURNED JOINT COVINA-WEST COVINA COUNCIL MEETING HELD AT THE CLEARMAN' S NORTHWOODS INN, 540 NORTH AZUSA AVENUE, COVINA , ON FEBRUARY 10, 1981, AT 6:30 P.M. Roll Call: Covina Council Members Present: Council Members Colver, Edgar, Jaeger, Low, Morgan Absent: None Roll Call: West Covina Council Members Present: Council Members Bacon, Chappell, Shearer, Tenant, Tice Absent: None Staff Members Present: Richard Miller, City Manager, Covina Herman Fast, City Manager, West Covina Leonard Elliott, Assistant City Manager, West Covina Mayor Colver called the meeting to order and welcomed the West Covina City Council and staff members to the joint meeting. He felt the joint meetings have proved beneficial and that the joint cooperative projects will provide financial advantages to both cities. Richard Miller, Covina City Manager, then gave a synopsis • of joint cooperative projects, including those already in progress and those pro- posed for future implementation. These cooperative projects between Covina and West Covina are in the following areas: Maintenance - Field Operations and Engineering Departments' 1 . Equipment rental 2. Joint asphalt paving projects 3. Sign production i 4. Water meter testing and repair 5. Sewer maintenance 6. Street light maintenance 7. Traffic signal maintenance • Police Departments 1. Initial action response General. discussion centered on the following: Re-establishment of EVBIT In describing this operation, the Covina City Manager • stated this operation had great success in the recovery of stolen property and solving, burglary crimes. The re-establishment of the burglary team is a positive move against rising inter -community crime. The. West Covina City Manager explained the demise of the EVBIT program was because of the sudden upsurge of residential burglaries, necessitating the recall of police personnel used in this program. It was then noted that the two cities' Police Departments operate on different frequencies and that better communications would result if Covina were able to monitor the West Covina police radios. The Covina City Manager stated it would cost an estimated $40,000 to modify the police radios and the base station to monitor the West Covina ultra high sound fre- quency. Animal Control Service.s The West Covina City Manager commented that part of the Animal Control Program is tied up with the joint Powers Agreement between seven cities in the San Gabriel Valley currently using the San Gabriel Valley Humane Society facilities. He is presently serving as Chairman of the Technical Com- mittee, composed of representatives from each of the cities involved, and Mark • Kay of Covina wa s appointed a s his. a ssociate . They are going to look into alternatives as to where they can go because the contract with the Humane Society expires in three years. This is just another example where Covina and West Covina are "calling the shots" for the entire JPA because they are working well together. COUNCIL MINUTES - 2 - 2/10/81 Regionalization of Check -Forgery Detail At the present time only Covina and West Covina will be involved in this program. However, it is felt that other cities, such as Glendora and Baldwin Park will probably participate in this program in the future. . Joint Jail Facility Use iThe West Covina City Manager stated it does not appear feasible to use Covina's jail to house prisoners for both cities because the physical distance and cost outweigh potential benefits in this area. Central Services The Covina City Manager explained an area of potential savingshere would be in the purchase of equipment and supplies for printing facilities. Initial Action Response - Fire Departments The Covina City Manager stated this program is currently in effect and has been working well. He described the program as one where the City boundaries are disregarded and the closest unit responds to the .emergency. The West Covina City Manager stated the Fire Chiefs"in Covina and West Covina have discussed the possibility of a tri-city agreement with the Fire Chief in Azusa. • However, the Fire Chiefs have two major points of concern: 1. Communication between Fire Departments 2. Location of fire stations It was suggested the staff of both cities look into the feasibility of being on the. same frequency for emergency calls --whether the advantages justified the cost. Cooperation at Administrative Level The West Covina City Manager commented on the coopefa tion between the two cities at the Adminstrative level. He added there must be a much more intense awareness and cooperation among cities and entertwining networks, whether it be with other cities, Los Angeles County or statewide. Because of the financial situation, it is becoming increasingly important that cities become aware of each other's problems and cooperate with one another. In meetings he attends, he found that Covina and West Covina have developed the idea of mutual cooperation to a much greater Extent than other cities. This has been very beneficial for both cities. Exchange of Water Services The Covina City Manager showed a map outlining an area in West Covina that is currently being served by the City, of Covina Water Department. Because of a longstanding City policy, all residents or businesses served water outside of the City limits must pay a 40% surcharge. In the past COUNCIL MINUTES - 3 - 2/10/81 this has meant these West Covina residents must pay higher water fees than those residents getting their water from the Suburban Water Company. However, because the Suburban Water Company was just granted a 24.6 percent increa se , they would actually now have to pay more than they are paying to the City of Covina. In the past it has been suggested that the City of Covina . work out a tradeoff with Suburban or make some other equitable kind of arrEfinge- ment with this firm, so that West Covina residents can be served.by Suburban. The Covina City Manager also pointed out locations that are currently being served by Suburban in Covina that could be used in exchange. Indications by West Covina Council members were that the City of Covina continue in its efforts to make this water service exchange with Suburban Water Company. Council members from both cities were in favor of con- tinuing the tri-city Fire Department study. They also indicated they felt the joint projects between the two cities were mutually beneficial. It was the consensus of both City Councils to hold these joint meetings every six months. Mayor Shearer then instructed the West Covina City Manager to make the necessary arrangements to host a joint meeting with Covina in August. ADJOURNMENT The motion was made by Mr. Chappell, seconded by Mr. W . COVINA Tice, to -adjourn the West Covina City Council meeting. COUNCIL Motion carried.
