December 22, 1980 The regular meeting of the City Council of the,City of 14est Covina, California, was called to order by Mayor Shearer at 7:30 PM in.the City Hall Council Cham- bers, 1444.W. Shearer read a letter to be included on the Con - Consent Calendar sent Calendar. The letter was submitted by the staff of from the E.S.G.V. the.E.S.G.V. Consortium supporting the actions of the Consortium Executive Director of the Consortium. The letter was written in response to allegations made at the City Council meeting of -December 8, 1980 by Gerry Miller, the past fiscal officer of the Consortium. Shearer suggested the letter,be .received and filed. CONSENT CALENDAR MOTION` Motion by Chappell, seconded by Tice to.approve Items 178 of the Consent Calendar, including the additional letter read by Mayor Shearer, but excluding the three items listed above for discussion purposes. Councilman Tennant reminded Council that he had requested an item on the Planning Commission Bulletin be placed-., before the City Council for consideration. Bresee Avenue, Baldwin Park, presented Council -with metal baseball scoreboard numbers that he made in memory of Ronnie Tolleson. Louis Gilbert,.-428=Fernwood Street, spoke about the sale of fireworks in West Covina. Royal Brown",2153 Aroma Drive, reminded Council of questions he had asked several meetings ago, and that the responses from staff that he had received did not answer all his questions. He restated -his two questions. 1) How,'many dollars have. been spent in'the last three months for Gal.ster Park and, for what. 2) How much money has been spent on -each park in West Covina for the last three years. Mayor Shearer closed Oral -Communications. He referred Brown's -questions to staff, recognizing that details are often asked beyond the City's accounting capabilities and if that is the case with Brown's questions that he be so informed by staff. Mayor Shearer called -a recess at 8:24 PM. Council re- convened at 8:32 PM. There were no hearings scheduled -for this Agenda. City Manager Fast related Congress' final action re General Revenue Sharing reinactment. Congress extended it for three fi seal years, 1-98.183 on :an. entitlement funding basis. Mayor Shearer stated'he had received a letter from Supervisor Pete Schabarum-.suggesting another periodic meeting with the City Council be held at 8:00 AM on January,.8th at`Coco's Restaurant. Council requested the City Manager to notify Schabarum`s office that the time and date was agreeable with Council. The City Council of -the City of Covina invited 14est Covina's City Council 'to a joint meeting tentatively scheduled for January 22nd`at the Northwood's Inn in Covina. Discussion'4followed re conflicting engage- ments. The City Manager was directed to try to work out a compatible date for'sometime during the last two weeks of'January and report back to Council. Planning Commission 7)_ Shearer recommended Council appoint Ed Connolly to appointment - fill the vacancy on the Planning Commission. COUNCILMEN'S COMMENTS/REPORTS Councilman Bacon related an incident that occurred in another city re the.limitations placed on police in Police -procedures handling mentally disturbed persons that are bothering the general public. He asked staff to report back relative to the procedures used in blest Covina. Graffitti Councilman Tennant spoke regarding graffitti within West Covina. He noted that the City's Maintenance Department does a very commendable Job removing graffitti.
