Citrus, addressed Council in re - Jerry Miller gards to his resignation as Fiscal Officer for the last four years employed.by the,East San Gabriel Valley Consor- tium. He noted three items of concern: 1) the manner in 'Which his resignation was handled, 2) $200,000 of question- able costs incurred by the 'Executive Director of the Con- sortium, and 3) the growth of .the Consortium utilizing Federal funds. Miller'.'submitted a written statement of his concerns to Council. Mayor Shearer referred the mat- ters to staff. Emma Fischbeck Emma Fischbeck, President of West Covina Beautiful, informed Council of the Annual Outdoor Christmas Decorations Contest and invited the Mayor to participate in the award ceremonies. Tom Walsh Tom Walsh, 2205 Paseo Tepic, presented Council with a list of times and dates in which odors from the landfill • were particularly offensive. Walsh also asked if there were any restrictions placed on the trucks hauling toxic wastes from driving on the City streets. He asked -if the City had an evacuation or emergency plan in case of spills, etc. Mayor Shearer referred the list to staff.�Staff-was.. directed to;respond:to the`questions and send a copy to Council. Paul Breit Paul Breit, 2701 Miranda Street, addressed Council re the latest City mailer pertaining `to .the ' 1 andfi'Tl.. Louis Gilbert Louis Gilbert, 428 Fernwood, complained'to Council that people other than handicapped persons are parking in the reserved stalls for the handicapped. Gilbert was assured that the Police Department enforces the Code and the City Attorney outlined the procedures used by the Police Depart- ment. Royal Brown Royal Brown; 2153 Aroma Drive, inquired if the Eutek study of the BKK Landfill is similar to the study Eutek did re the Pacific Palisades dump. He suggested that the bale filling technique be added to the odor:.mitigating measures now-'uti1i,zed by the BICK`Corporation. Brown asked about drains and sidewalks at Galster Park. Mayor Shearer referred his questions and suggestions to staff. Lee Oldham Lee Oldham, 2401 Leanna Drive, addressed Council re the latest City mailer and suggested the City add another • telephone line. He also felt the present telephone number is not readily available :for everyone and that it should be printed in the next mailer. Bob Welemin Bob Welemin, 1840 Nelson, requested the mayor to state the ninety -day restriction placed'on the BKK Landfill. He • stated::that he had not received any responses to his writ- ten questions from the meeting of October 27, 1980. Mayor Shearer directed staff to remind Mr. Johnson of BKK Corp. to respond to the questions submitted to him for answers. Welemin suggested that all the trucks leaving the land- fill be thoroughly hosed off. Sam Reed Sam Reed, 635 Forestdale Avenue, requested a traffic signal be installed at Grand Avenue and Cortez Street. Mayor Shearer referred the matter to the Traffic Committee. Development Services Director Mike Miller presented the staff report. Councilman Bacon stated he would be abstaininq from participating or voting on this matter, due to a conflict of interest. Mayor Shearer opened the hearing to receive objections on the damage appraisals. Cominents.by public Royal Brown, 2153 Aroma Drive, requested the public Royal Brown hearing be held over until the next meeting. He stated he had not received a Notice to the hearing and felt that probably others had not received a Notice either. He.felt the current residents will suffer economic damages if the. ballfield is abandoned and they will have to travel further . for recreation. Mayor Shearer explained that the purpose of the hearing was to allow the property owners abutting the parcel in question an opportunity to object to the conclusion of the • appraisals. Mike Miller enumerated on the Government Code requirements. Tom Walsh Tom Walsh, 2205" Paseo Tepic, inquired about the type of notice that was sent. Mike Miller explained the letter that was sent to the property owners and the Notice of Publication published in the West Covina Tribune. Public portion'of the hearing was closed by Mayor Public portion closed Shearer. City Attorney Colin Lennard clarified the statutes and provisions pro-' vided in the Government Code. He noted that Brown's com- ments were actually directed to the abandonment of the ballfield, which was considered by the Council at an earlier date..and,:action taken at that time. Council's consideration at this hearing is limited only to the appraisal reports re any damages incurred by the abandonment to abutting property owners. Mayor Shearer called for the reading of the resolution. Lighting District to City Project Account SL 81023 and b) accept the bid of Backhoe Jerry, Inc., of Bloom- ington for $5,557.50 and authorize the Mayor and City Clerk to execute the agreement. Playoffs.- Mayor Pro Tem Tice stated that Covina High School is playing .Covina High School South Hills High School in the C.I.F. Playoffs this year. South Hills High School Since both schools have lest Covina residents attending them, he suggested a permaplaque resolution be prepared for both schools...His suggestion was seconded by Tice.
