05-19-1980 - Regular Meeting - MinutesMINUTES 'ADJOURNED REGULAR MEETING OF THE CITY COUNCIL CITY .OF. WEST. COVINA, CALIFORNIA • May 19, 1980 The Adjourned Regular Meeting of the City Council was called to order at 7:30 p.m. by Mayor Browne in the City Manager's Office Conference=Room. ROLL CALL Present: Mayor Browne; Mayor Pro Tem Shearer; Councilmen Tice, Chappell, Tennant Others Present: Fast, Press Mayor Browne opened the meeting by stating that it has been several years since Council had discussed goals and that the newly elected Councilman Tennant should have an opportunity to learn about the direction that Council has previously given the administration over the last four or five years.. Mayor Borwne asked the City Manager to briefly relate the direction that staff was taking with respect to our ongoing projects in order to give Councilman Tennant an understanding of what we have been doing. He indicated that after the City Manager gives his statement, Council will then discuss the individual concerns of Councilman Tennant and the other Council members. The City Manager explained the citywide goals statement and gave an outline of the • goals adopted by Council in their budget document. The City Manager distributed copies of the Goals Statement and further explained that it was the overall direc- tion that Council is trying to go. He'then discussed the goals statements regarding quality of life, responsiveness of government, balanced community and community safety, protection.and services. He discussed each area of the Goals Statement in terms of effect on decisions and provided examples for each statement. He further discussed particular questions that remain for Council to struggle with year by year that fit into basic goals statements and gave examples. The City Manager concluded that the City needs to be aware of policy shifts and that Council and staff need to make sure it is a deliberate one, understands its consequences, and understands whether it is still goal oriented; or if in fact, we need a new definition of goals. Councilman Tennant indicated that he is in agreement with the past policies of Council. One major item that he is frustrated with is the slow process of redev- elopment. He believes that high density housing at the expense of commercial is not a good idea. Discussion ensued regarding Councilman Tennant's concern. Councilman Chappell responded that redevelopment projects take time. We sometimes have to wait on the private sector. Councilman Tennant was concerned about the changing community and that we stand guard against the inroads of deterioration. • Many of the other Council shared this same concern and discussions centered around possible th.ings Council can do with -respect to graffiti. Council discussed the concept of regulated property maintenance and its impact on personal and property rights. CITY COUNCIL MINUTES MAY 19, 1980 Councilman Tennant brought up for discussion the problem with trash and litter in the City, particularly on the offramps by the freeway. Should we consider the possibility of providing trash cans in our business district? • Council discussed this issue. Mayor Browne indicated that the community has to become involved in this problem. The Chamber could initiate a clean-up study and program. Councilman Tennant brought up other points of his interest on the concept of joint powers arrangements with Covina to reduce costs and other possible uses of Galster Park. Councilman Chappell commented on the favorable remarks he has been receiving on fireproofing of roofs in hazardous areas. Mayor Browne indicated that he and the Mayor Pro Tem will be meeting with the Chairperson and Vice Chairperson of each of the Commissions to discuss their direction and possibly have a joint study session to research areas of greater effectiveness. Mayor Browne expressed his concern that Council hasn't had enough input and direct contact on the use of Community Development funds before going to the Human Resources Commission. Mayor Browne summarized the discussions and concluded that the City continue to proceed in accordance with goals statements and policies established in the past. OTHER MATTERS • Councilman Chappell asked that Council for the West -Covina High School Track resolution on same subject. consider a Resolution of Commendation Coach. Staff to research possible past Mayor Browne brought up discussion of Commission reappointments. He suggested that Council wait.on the appoi"ntment to fill the Personnel Commission until we have an opportunity to study"their use. Staff wi.l"l bring back a report on the Personnel Commission. Council agreed to reappointing current Commissioners if they desire to.continue. Mayor Browne requested that a report on initiating development in the City be given periodically. Motion by Chappell, seconded by Tice, and unanimously carried to appoint a citizens committee to review the BKK Landfill Study by USC in accordance with staff report dated May 27, 1980.
