c) Authorize the -Mayor and City Clerk to execute an agree-

alternate contract of bi-monthly sweeping for a.period
of one year.,. provided -cost of bids are justified. A
contractor -should be able to begin service in 60 days,
if no delays are experienced in 'the bidding process.
The minimum time that;this service could be provided
by City crews would not justify the expenditure of
$2,500 and delay of numerous -projects, due to the
reassignment of crews.:
