M I N U T E S REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF WEST COVINA January 28, 1980 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Chappell in the West Covina City Hall Council Chambers. The Pledge of Allegiance was led by Councilman Tice and the invocation was given by Rev. Lawrence Cole of the Community Presbyterian Church, West Covina. Williams, Paikoff,Varela, Koniarsky, Berry APPROVAL OF MINUTES Motion by Tice, seconded by Miller, and unanimously carried to approve the minutes of the Adjourned Regular Meeting held January 7, 1980 and the Regular Meeting held January 14, 1980. PRESENTATION Mayor Chappell proclaimed the month of January, 1.980, as JUNIOR MONTH and presented the proclamation to Sandy Aldridge and Mary Alvarez of the Junior Woman's Club of West Covina. HUMAN RESOURCES DEPARTMENT a) COMMERCIAL ACCESSIBILITY SURVEY Council reviewed staff's report. Commercial Accessi- Councilman Miller asked for "a clarification re the bility Survey time period of the survey and the actual completion of the projects. Human Resources Director Salazar responded the funding will be available after June, 1980, at which time the actual barrier removal work will begin. The survey will be for an entire year, starting February, 1980. Motion by Browne, seconded by Shearer to approve a contract with East San Gabriel Valley Services for the Disabled, Inc. in an amount not to exceed $8400 for the Commercial Accessibility Survey and barrier awareness investigations, and authorized the execution of the contract. Motion carried by roll call vote: AYES: Miller, Tice, Shearer, Browne, Chappell NOES: None • ORAL COMMUNICATIONS Nell Soto from the 1980 Census addressed Council re the Census Bureau, its intentions and procedures. She requested the month of March be proclaimed as Census Month. Betty Joyce, 1509 Delhaven Street, commended Council on its stand re drug paraphernalia. She requested Council pass an ordinance re unit pricing of consumer products in the local grocery stores. Mayor Chappell informed her that the City Manager had already been instructed to prepare :a.repb.lrt for Council's consideration and it is to be presented to Council upon completion. Betty Joyce also mentioned that the demolition site at Sunset School has not been adequately fenced in and has become dangerous to the citizens. Mayor Chappell referred to the matter to staff. APPOINTMENT Mayor Chappell announced at this time that Mr. Bill Ruch has Mr. Bill Ruch been appointed to the Human Resources Commission to fill the unexpired term of Kevin Mc Reynolds. City Attorney presented: RESOLUTION NO. 6054 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPOINTING BILL RUCH AS A MEMBER OF THE HUMAN RESOURCES COMMISSION TO FILL THE VACANCY CREATED BY THE RESIGNATION OF KEVIN MC REYNOLDS. Recreation and Parks Director Stevens presented the staff Frienship Park Specific report and introduced Mr. Gaylen Sullivan of Saito/Sullivan Plan of Design Associates, Inc., the architects of the specific plan of design for Friendship Park. Mr. Sullivan outlined the plan and commended the City for seeking and considering citizens' concerns with the development of the park. Mayor Chappell opened the hearing for public comment. Mr. Bill Blevins, representing Rowland School District Recreation Department, spoke in favor of the plan. Council comments followed. Planning Director Diaz presented the staff report on Amendment No. 158 each amendment at one time. Amendment No. 159 Mayor Chappell opened the hearing for public comment on each amendment,individually. No one in the audience desired to address Council concerning any of the amendments. Council commented on each amendment. Specific refer- ence was made to the roof sign regulations in Neighborhood - Commercial Zones, a section of Amendment No. 159. It was decided to refer that portion back to the Planning Commis- sion with a report back to Council at a later date. Council reconvened at 11:03 PM CITY MANAGER'S AGENDA (CONT) MOU- Police Officers 3.) MEMORANDUM OF UNDERSTANDING - WEST COVINA POLICE OFFICERS' ASSOCIATION City Manager:. This memorandum is not yet signed by either the representatives of the Association or by the management; and therefore, I would recommend that the Council hold this over to the next regular scheduled meeting. Mayor: Mr. Fast, on this item of the West Covina Police Association, if we don't act tonight, the policemen stand the chance of losing the increases as of the month of January., We can extend this into February and protect this money. It's the feeling of the entire Council that we have acted in good faith. We thought we had a Memorandum of Understanding approved and agreed upon just prior to Christmas.
