City Manager:.
This memorandum is not yet signed by either the representatives
of the Association or by the management; and therefore, I would
recommend that the Council hold this over to the next regular
scheduled meeting.
Mayor:
Mr. Fast, on this item of the West Covina Police Association,
if we don't act tonight, the policemen stand the chance of
losing the increases as of the month of January., We can
extend this into February and protect this money.
It's the feeling of the entire Council that we have acted in
good faith. We thought we had a Memorandum of Understanding
approved and agreed upon just prior to Christmas. We feel
that.there has been a -tremendous amount of time taken by the
persons who. put this'project together. the attorneys of the

longer exist. It will drop off. And the Memorandum of Under-
standing, if.accepte.d in February, will commence in February.
Are you understanding.what I am saying here?
City Manager:*_Yes
,*Mr..Mayor. It. is my understanding -that your statements
speaking for the Council as a whole applies as a condition
to a.Resolution of Continuation which will allow you to act
on your meeting of February ll.th, but it's your intention to
..act with respect to retroactivity to January 1 only if the
documents are signed by'January 31st. Is this what your
understanding is?- _
Mayor:
..That is, correct. That is the unanimous opinion of the Council.

With that in mind,, I would suggest that the City Attorney
read the heading of that resolut.i.on so that the resolution
