REGULAR MEETING OF THE CITY COUNCIL OF WEST COVINA
January 1.4-, 1980
• The regular meeting of the City Council was called to order at 7:30 P.M. by
Mayor Chappell in the West Covina City Hall Council Chambers. The Pledge of
• Allegiance was led by Councilman Tice, and the invocation was given by Father
Laheny of St. Chri.stopher's Church

PRESENTATION
Mayor Chappell presented a Certificate of Recognition
to David Tyndall who had saved four victims from a
burning car.
Drug paraphernalia
Mayor Chappell presented comments re control of sale of
drug paraphernalia to minors. Motion by Tice, seconded
by Miller, and unanimously carried to instruct the City
Attorney to research and prepare an appropriate ordi-
nance - in consideration of recent court decisions and
constitutional guidelines - that would control the sale.

persons addressed Council:
Mr. Bill Trader, 2522 E. Walnut Creek Parkway, W.C.,
suggested the City inform the citizens, especially the
senior citizens, exactly what a lien is in regards to
this program. Many are under the wrong impression.
Mr. Jim Navrides, 2322 W. Walnut Creek Parkway, W.C.,
commended Salazar for doing an outstanding job with
these programs.
There being no others wishing to address Council,
Mayor Chappell stated the hearing would be continued
to the next meeting of January 28 to allow for further
public comment. Motion by Tice, seconded by Browne,
and unanimously carried to continue the hearing to
the 28th of January.

RESOLUTION NO. 6053 - A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA,
AUTHORIZING CERTAIN OF ITS MEMBERS TO FILE A WRIT-
TEN ARGUMENT REGARDING A CITY MEASURE
Motion by Miller, seconded by Tice, and unanimously
carried to'waive further reading and to adopt.*.:
City C1erk.Calmes reported the last day to file
arguments is February 12, 1980.
1) Councilmen Shearer and Tice were appointed to the
Mid -Valley Community. Mental Health Council, Inc.
2) Mayor Chappell will announce the Human Resources Com-
mission appointment at the January 28th meeting.
Mayor Pro Tem Browne remarked that with the coming
municipal election in April, there will be a lot of
public. statements made regarding the City and it is
hoped the candidates will obtain the information from
the proper source, such as the City Clerk's Office,
and keep the facts straight.
APPROVAL OF DEMANDS Motion by Browne, seconded by Shearer to approve the Demands
totaling $804,306.00 as listed on UCB Registers 77111 and
77395. Motion carried by roll call vote:
AYES: Miller, Tice, Shearer, Browne, Chappell
NOES: None
Executive Session
Mayor Chappell called a recess for the purpose of an Executive
Session at 9:15 P.M. Council reconvened at 10:00 P.M.
City Attorney Item No.43 Motion by Tice, seconded by Shearer, and unanimously carried
to instruct the firm of Burke, Williams & Sorensen to proceed
with the appeal of the disability case of Anderson vs The
City of West Covina.
City Manager Item No. 4 Motion by Tice,.seconded by Browne, and unanimously carried
MOU - S.E.I.U. to receive and file the staff report and instruct staff to
bring back the required resolutions necessary to implement
the terms and conditions agreed to herein.
ADJOURNMENT Motion by Shearer, seconded by Tice, and unanimously carried
to adjourn the meeting at 10;,02 P.M.
