REGULAR MEETING OF THE CITY COUNCIL OF WEST COVINA January 1.4-, 1980 • The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Chappell in the West Covina City Hall Council Chambers. Drug paraphernalia Mayor Chappell presented comments re control of sale of drug paraphernalia to minors. Motion by Tice, seconded by Miller, and unanimously carried to instruct the City Attorney to research and prepare an appropriate ordi- nance - in consideration of recent court decisions and constitutional guidelines - that would control the sale. • of drug paraphernalia to minors:!in'.West Covina. Mayor Chappell opened the hearing for public input. The following persons addressed Council: Mr. Bill Trader, 2522 E. Walnut Creek Parkway, W.C., suggested the City inform the citizens, especially the senior citizens, exactly what a lien is in regards to this program. Many are under the wrong impression. Mr. Jim Navrides, 2322 W. Walnut Creek Parkway, W.C., commended Salazar for doing an outstanding job with these programs. There being no others wishing to address Council, Mayor Chappell stated the hearing would be continued to the next meeting of January 28 to allow for further public comment. Mayor Pro Tem Browne remarked that with the coming municipal election in April, there will be a lot of public. statements made regarding the City and it is hoped the candidates will obtain the information from the proper source, such as the City Clerk's Office, and keep the facts straight.
