The regular meeting of the City Council was called to order by Mayor Leonard Gleckman
•in the West Covina City Council. Chambers at 7:.30 p.m. The Pledge of Allegiance was
led by Councilman Gillum. The invocation was given by the Reverend John Reid,
Community Presbyterian.Church,

Objection raised by Mrs, Gom�ert , 1214 W. Devers -Street,- -We-st Covina, regarding
approval of minutes of October 21 with regard to Zone Change No, 402, stating
they were not complete in their context with regard to o-ppositions raised by citizens.
Upon- Council questioning, Mr-s. Gorn.,kert stated they were not verbatim minutes as
they only listed names and addresses of citizens opposing Zone change No, 402.
Mrs, Gombertwas advised that the tape of the minutes was available to any one
wishing to hear it and it was also permi-ssable for the tape to be retaped by a citizen.,
if they so desired. After further discussion by Council, the following motion was made:

Willis Neas I am opposed to this zoning. And that is an elementary
717 South California Avenue school and not a Junior :school across the street from
West Covina there. All of California Avenue is.R-1 coming down
and for the type of condominiums they want to put on
there if they held to a. R-2 he would get just about as many on as he is asking for
under a R-3. R-3 would set a precedent for the rest of the vacant land. I would
like to recommend to Council that I believe an.R-2 zoning is as heavy a density
that should be allowed there. Thank you.
Mrs. Gom�ert, If this .property.is rezoned R-3-then the remainder of
1214 W. Devers the property surrounding this South to Merced, almost
West Covina North to Barbara Avenue and East. to Von's Market
will, `entitle_.'. the property owners to seek and enjoy the
R-3 zoning that will exist on this property. This entire land total amounts to almost
20 acres and approximately amounts to 2, 500 acres under the R-3. If our
• Municipal Code is not tightened to _improve. R-3 then we .will continue to have the
type of apartments that are on the freeway. Why not encourage R-2 such as
is at Mona Lau and Barranca West? What a fine addition are these units to any
community. That one complex with the R-3 that has been built in recent years,
I submit as evidence the Glendora Code on.R-2 and request considerate
consideration to this desirable handling of multiple units in residential areas,
Gilbert Olay I think it has pretty well been covered by the previous
1017 W. Vine two parties, but I want to goon record as opposing the
West Covina rezoning, I find it will be harmful in one respect to

the overcrowded conditions in that area. As it is now it is hazardous for the
children crossing on.California Street and having more vehicles and people in that
area would create a further problem.
O. Morrison I wish to go on record as being in opposition to this type of
• 1.324 W. •Crum ley zone change. I have the same feelings .as the previous people
West Covina .mentioned here, that this does lead to further zoning of the
same type. One person gets a footing in this type of zoning
and others will follow. I don't think it would be desirable.
IN REBUTTAL

PUBLIC HEARING CLOSED. COUNCIL DISCUSSION.
Gouncilman Nichols: I wish the person of this zone change request were on
hand to answer some of the questions we might have.
In recent weeks the. Council acting after considerable
deliberation, reiterated an earlier policy established in keying down the high
density developments running westerly from Glendora to the R-1 level along
California Avenue. This property also was zoned by the West Covina City Council
in the same sense, you will notice to the east the R-3, R-2, and then R-1. The
Council has held the line so far on the policy matter reiterated to the R- 1 along
California Avenue going westward and for myself I would hope that we would
continue to reiterate that policy. One of the additional reasons given for this, and I
think a very valid reason, is that immediately to the south of this property is a very
large vacant parcel of land, as yet .to be developed and if the Council now changes its
• approach and allows the higher density R-3 development right into California Avenue
I think the Council will be hard pressed to prevent that same type of development
moving westerly and to the south. I rather like the policy we have followed, scaling
down the high densities to the residential areas. One final point - Vin,e Avenue, that
location is a very lightly trafficed street. It is not even a thorough street in that
area. Consequently I believe with all of the complaints we have had on congestion on
.California Avenue that we would do well to try and hold the density down in that area,,
maintaining the existing zoning.
Councilman.Gill.ume I would like to pursue this matter. I think we were
justified in the previous zone request of providing the
R- 1 buffer, with the R- 1 residential across the
street. In this case there is a school. But let's be realistic, suppose we would
retain the zoning, zone it R-1, ,R-2, To the best of my knowledge when the Council has
put this type of buffer'I have never seen it develop into R-1. I think we are in a sense
appeased for a moment, putting off the decision by saying - yes we will put R-2 and
give you the buffer of R- l and then this burden is put on future councils to decide what
are you' going to do with a piece of property that you know no one will put R-1
residences on? So I think we are delaying putting a decision on it. As far as the
property to the south, that is a problem but I doubt seriously whether someone would
come in and build next to a Elk's Lodge with a Shopping Center behind it, other than
putting in apartments or commercial. I think if we are going to look into the future
we have to consider that piece of property when we make a decision on this one, I
• think we are justified in certain areas to request a buffer, but I truly believe we are
just delaying a decision for future councils - I have not seen any R-1 put in as a
buffer, developed. Every time, this has been done in the past years future councils
have had to remove that buffer and go ahead with the zoning on the property. I
would feel this would be the case if we would retain R- 1 as a buffer on California.
I am concerned about the R-3 zoning but we are not judging a Precise Plan but a
request for a zone change. I read the recommendation of the Planning Commission
and I would support their recommendations at this time.

Councilman -Chappell: On thi-s -particular piece of property I don't feel
there is a need of that buffer for R- 1. �I agree with
Councilman Gillum in the statements he made.
Councilman Lloyd: I appreciate what Councilman Nichols has been saying
• and while I don't feel any necessity or urgency to move
forward immediately and take action, nevertheless
we have a recommendation from the Planning Commission, which has been duly
appointed and constituted by this body, and I for one lean very heavily on the
Commissions which we have taken the time and trouble to appoint and ask
for recommendations. While we must give every consideration to every person that
res:ides.in West Covina, nevertheless we have a body which is supposed to make
recommendations and which does and puts in.long and ardorous hours. Wherever
possible .I would support .the Commissions we have appointed. If it goes that every
time someone disagrees with something .the Commission has said, that it need only
to come to this Council and we will change our 'mind on .the action taken, then we
only have to ask ourselves why we bother appointing Commissions. I don't see one
way or the other on the thing strongly. ,I don't see where there is a good strong tax
base or tremendous income to the City. The real question .to me here is if we
appoint people, .who are good hard working citizens of this Community, to help make
decisions and then we go against it. I think it is incumbent upon us to .give .very serious
consideration to the recommendation which has been given to us by these bodies.
Mayor Gleckman: . Mr. Menard, how many acres do we have involved?
Mr. Menard: 1.07 acre.
• Mayor Gleckman: I notice they talked about a 7 unit condominium on an
R-2 portion of the property. Does that mean they
expect to develop the back half of their property and
leave the front part for a later time development?
Mr, Menard: The zoning as requested is necessary to_implement what
has been represented to the Planning Commission - a
14 unit town house approach. 7 units in each of two town house units. The. R-1 zoning
would not allow such density. If the entire parcel were zoned in. R-2 .a total of 10
units would be allowed on the 1 acre. I could indicate that the maximum the site could
hold under R-3 zoning would be about 14 or 15 limit. ..(Explained. )
Mayor Gleckman: I think in the testimony there was something alluding to
some R-2 developed in our City - - was there some.R-2
developed that you are aware of?
Mr. 'Menard: The two developments indicated were Mona Lau. which
enjoys R-4 zoning, the other was R-3 which allows 25
units.
Mayor Gleckman: Thank you. I just wanted that cleared up. Even though
we have R-2 zoning I don't know of any parcel of land
•that is presently zoned R-2 or has ever been developed
in our City to the standards of 10 units per acre. This only proves that somewhere
along the line we are missing the boat with an R-2 zone, because nobody wants it.
I think out of this hearing should come some type of recommendation to the Planning
Department and the. Commission to investigate this R-2 zoning that we presently have
and make a recommendation to=this Council.
Councilman Gillum:

units per acre?

Councilman Gillum: Going along with what Mr. Gleckman said,
apparently in your judgment it is almost impossible
to put 25 units on this property?
Mr. -Menard: Unless you went into subterranean. orstacked parking.
It is too small of a site.
Councilman Gillum: Apparently even our R-3 under our other standards
as far as set backs, etc. , . should be .looked at also,
as far as number of units per acre.
Mr, Menard: If I may answer that .... a zone must apply itself to
a small site as well as a large site. (Explained in
detail.;)
Councilman Gillum: For example, on this one acre, as far as set backs
and parking requirements, it would virtually be
impossible to put 25 units on that one acre?
Mr.. -Menard: I would say definitely it would be impossible.
Mayor Gleckman: What is the height :.limi�.t•on R-3?
Mr. Menard: 35' or 3 stories, whichever is less.
Mayor Gleckman: How far from the property line .- does it differ from
R-1?
(Mr. Menard read .the, yard requirements under-R-3, R-2,. and- R-1. Councilman
Nichols_ questioned the. lJo vacancy factor mentioned in the report asking if the staff
made a detailed survey of vacancies recently. Mr. Menard stated this was a survey
study made by the staff in connection with several apartment developments. Also
the General Plan consultant was desirous of finding out in their long range
projections what the vacancy factor was in the Los Angeles metropolitan area and
in the San Gabriel Valley. It was a telephone survey and not every apartment was
contacted, it was a cross section survey and it was determined about 5/ 1Oths of 176,
-Since then it has become worse and there are virtually no apartments available in
West Covina.)
Motion by Councilman Gillum that City Council move that application 405 for the
request to change zoning from.R-1 and-R-2 to R-3 be approved as recommended by
Planning Commission, Resolution 2096. Motion seconded by Councilman. Chappell.

Jaiiids.G. .W66dward (In summary) Briefly I would like to read my con-
12920 E. Whittier Blvd. cluding remarks made to the Planning Commission.
Whittier, California I would like to call attention to the fact that the
strictly functional utilitarian. eyesore service
station is obsolete, and gone forever, The trend in, service stations today is one
which serves the service station role and yet through architectural excellence fits
this stand harmoniously in the community. This is the trend in the service station
industry and on.e which Urich Oil Company agrees with wholeheartedly. Those in
the business that do not follow this trend will be unable to compete and will fail and
fall by the wayside. It is our intention to refurbish, face lift and reidentify our
unit at Azusa and Rowland at considerable expense, which can only be recovered by
increased sales. In our case this can. only be done by price posting. In this day
the independent gasoline industry can only survive the nationwide public games,
bonuses, etc. , of every conceivable kind by using and displaying the only weapon
of survival we have, which is the development in price between our product and
the national competition. There is absolutely no difference in. the quality of our
product and in that of our national competitors, but there is a strikingly difference
in. the promotional advantage which these giant corporations have at their disposal.
We therefore propose and respectfully request that the City of West Covina grant us
the right and privilege to post and display a sign as set forth on the rendering which
you have before you as a part of our overall effort to upgrade our operation so it will
be of credit to the City of West Covina,
Mr. Mayor - I don't know if this is appropriate or
legal - - we have a slight amendment to make from our initial request to the
Planning Commission, and that is quite honestly that our lease expires on this
particular site on. December 31, 1970, which is 2 years from now, We would very
much appreciate your consideration to allow us to continue using the existing sign
w'e have on the premises which is approximately 80 sq. ft. per face instead of the
50 sq, ft. which :'is ,curr'ently allowed by the City, for this 2 year period; after which
it is our current intention to relinquish our lease and leave the property, If we are
forced at this minute to remove the current identification sign that we currently use
rather than go to the large expense from three to four thousand dollars for a new
identification sign for 2 years, it will probably be our recommendation to padlock
the station and leave it rest unoccuppied for the remaining 2 years of our lease.
We will, if the Council will allow us to use the existing sign that we now have on the
property, conform in all other respects with the Planning Commission as far as
signing on the building and take whatever losses we will incur in operating expenses
for the next two years and keep the station open rather than have a closed station.
I would also like to point out that there were no objections voiced at the Planning
Commission from neighbors as to the existing oversi�zed sign.

Councilman Gillum- A question of the applicant. Did I understand you to
say that you are withdrawing your request for the
new sign? (Answer by Mr. Woodward. Amending)
In other words the sign denied by the Planning Commission is apparantly a new
installation you were considering and as I understand, if I am correct, your lease

will be ended in 2 years in December and you are requesting now to withdraw
the formal request for this new sign and asking the City to allow you to continue
your present sign. for 2 years?
Mr. Woodward: Right. The request for Variance was for an oversize sign
and the new sign is approximately three times the size of the
allowable signing. .If it is legal or possible but if we have to
go through the long drawnout affair of going back through the Planning Commission
and taking the necessary steps we will then have to determine whether we want to
do this. It was our thought that if it was possible for you to grant us this we would
certainly appreciate it.
(Discussion by Councilman Gillum and Mr. Menard with regard to request,. final
answer deferred to City Attorney.,)
Mr. Wakefield: I see no alternative to the reapplication for a Variance to
continue the existing sign for the limited period suggested.
Councilman Chappell: Have we cited him for the sign he presently has?
Mr. Menard: I don't know whether a. cite has come out. I would
not anticipate that it has, but the sign survey has
been completed and citing will go out in the next 30 - 60 days as the material of the
survey is made known. First we anticipate asking for conformance and ultimately
we may have to cite.
• Mayor Gleckman: Gentlemen - we are here tonight regarding the
Variance applied for and that is this oversized sign.
Unfortunately, according to our City Attorney, it is not our prerogative at this time
to discuss the existing sign as to whether allow it or not. We are here primarily
to discuss what the applicant has applied for - is that correct Mr. Wakefield?
(Answer: Yes.)
Councilman.Nichols: Mr. Woodward, your application requests a new sign?
(Answer: Yes, that is correct.) This new larger sign
you would build at the expense of the organization? (Answer: Yes) And yet you told
Council if they did not authorize the new bigger sign only the lesser sign, the larger
sign costing several thousand dollars, that this would necessitate your closing the
facility? (Answer: Yes) Well I don't quite understand the logic of your being
willing to build a larger sign and improve the facilities and be unwilling to build a
smaller sign and improve the facilities?
Mr.. Woodward: At the time we presented application for the larger
sign to the Council it was our intention to go ahead for
the next two years, and it is still our intention to go ahead with repainting, etc.
Councilman Nichols: I understand that but you indicated that in 2 years
you will give up this station so why would your
Company be willing to go ahead and do all this refurbishing, etc. , building a larger
sign at greater cost and not be willing to build a smaller sign?
Mr. Woodward: We are not going to build that larger sign no matter
what the action is. This is why I am amending our
request. We submitted our plans to the Planning Commission for a large new sign... .
Councilman Nichols: Thank you. I understand now. In keeping with the
intentions of the applicant I would move for the denial
of Variance No. 631,

Councilman Lloyd: I would like to take this opportunity to present to Council a
brief committee report with regards to STOL-port and their
applications to cities such as West Covina. I think it is important that we give
consideration to this modern approach to community development. There seems to
be a great deal of misconception as to what a STOL-port is or what type .of planes
are used. If we use the criteria that has been used with regards to major airport
development as we have seen historically then we would be misleading. Unfortunate-
ly in the world of presentation and public image and accomplishment by way of
rraking sales, we are all guilty in the area of presenting things in a manner that
would appear we are doing many things which we are not. I think the question we
have to ask ourselves is not so much of whether this thing is good or bad but what
is a. STOL-port and how does it operate? With that in mind I discussed this matter
with you gentlemen,. the City Manager, and in different areas with city councils
and individuals, and.local papers have taken up the cry and we have received calls
with regards to this proposed concept. I think at this point it would be well to
• point out we have a very important and informed person in the audience tonight -
Mr, Roger Cable, President of the Cable Commuter Airline., the __largest comrntinity
airline in the world . Mr. Cable will say a few words to you on STOL-port operation.
I have also taken the liberty to ask the FAA to provide us with a film which they have
prepared on STOL-port operation. I also had the opportunity to speak with the
Administrator or FAA with regards to STOL-port and he was very enthused that we,
way out here in. California, so far removed from Washington, D. C. would know
something about STOL-port operation and that we would be interested in it and yes,
indeed he would provide the film that we have this evening.
Mayor Gleckman: Prior to your introducing Mr. -Cable, whom I
welcome this evening, for the benefit of the press and
the audience I believe it should come to their attention that you were assigned this
task by this Council and we explicitely asked you because we know you have some
experience in this field. We are very well aware of your connection, with certain
airlines and so the press would not in anyway misunderstand or misinform the public
of the City of West Covina - Mr. Lloyd has graciously accepted this challenge, given
to him by this Council, with the Council well knowing of his relationship in this field.
So any comments regarding a conflict of interest is really not necessary, nor does
it do justice to this Council or Councilman Lloyd, So I apologize to you Councilman
Lloyd for any inference or reference made by any public article that you may have a
conflict of interest. We are well aware of it.
Councilman Gillum: Mr. Mayor - may I make a statement? I was assigned
to this Committee and in one of the newspapers there
was an article linking my name to this Committee which I said I would like to serve on.
Unfortunately gentlemen.I have not been informed of any of these activities up to this
point, so therefore I would like to remove myself from this Committee. I would like
to state at this time that I am well aware of Mr. Lloyd's association with these people
and I feel that he is sincere in his desire to provide the necessity of this type of
installation for our community but I do feel I am at a disadvantage at this point of
being assigned to a. Committee and at this very moment being informed of the

procedures that have taken place. So I would like to withdraw from the Committee.
Mayor Gleckman: I wish you wouldn't have brought it up at this time because you
and .I had a prior discussion on this and we agreed you would be
removed from this Committee, so let the record reflect that a
prior discussion did take place between Councilman Gillum and myself.

Roger Cable, President (In summary) A STOL-port is a landing facility which
Cable: Commuter Air Lines will be capable to taking the new era of aircraft.
1900 East A These aircraft are capable of taking off and landing
Ontario in 800 to 10001, are extremely quiet and extremely
safe and give fast and efficient transportation directly
into the community. From City center to City center transportation - which I am
sure we will be seeing throughout the country in the next 10 years. The STOL-port
concept is just taking hold - it is something new and different and now just
becoming available. Every forward looking City should look towards a transportation
center, .one that will not only serve the general commercial needs of the City, but the
general public who want to travel to and from.without being harassed by the freeway,
(Councilman Lloyd then suggested showing the 20 minute film and then follow it with
a question and answer period. A man in the audience asked if he could present his
testimony prior to the showing of the film, Mayor Gleckman deferred to
Councilman Lloyd's permission,)

Mayor Gleckman: A questdo.n, if I may? Mr. Anderson are you the Anderson
.referred to in the news story released?
Mr. Anderson: I am the one that corresponded with both the Los Angeles Times
and the Tribune.
Mayor Gleckman: And did you at anytime submit a letter to this Council as the
story alluded to?
Mr. Anderson: I did not and I don't believe the story alluded to that. The letter
in the story is in essence what I am about to read and I will
furnish you with a copy. (Read letter. )
(About midway - Question No. 7 of the letter, Mayor Gleckman admonished
Mr. Anderson to discontinue referring to a particular personality by name. Following
this, Mr. Anderson was ruled out of order and asked to sit down. Councilman Lloyd
then asked that the film be shown, )
Councilman Lloyd: We now have the concepts that we were talking about. I am
very distressed that people have promptly leaped on this as
something good or something bad or something specific.
Because no specifics have been presented at the present moment, I was only in the
initial phase speaking of the concept, I would like to tell anyone present that I
already have the land and I am ready to build and there is a specific .area wherein this
will occur. Unfortunately, this is not so, -I have talked long and hard to Mr, -Cable
and asked if we were able to do this would he give consideration to West Covina and
the area south of here as a market? And he said "yes I will give consideration to
that," A consideration, by the way is a half a million dollar airplane,. so there has
to be a market. You saw the plane he flies in the film which was the yellgw plane and
the white plane. These are very quiet aircraft,

I don't want anyone to be mislead that any specifics have
occurred. There are no deals and no agreements. I think in the final analysis
.there is only opportunity, and I alone, as one member of this Council can commit
this City to nothing, .can commit the whole area to nothing, other than I hope that
I am able in some way to awaken in the minds eye of our public -in the, East San
Gabriel. Valley, .specifically,West Covina, that we are presented an opportunity
and thatis the opportunity I wish to seize, and that is all I have mentioned in the
..first place. And only because of my association with'Cable Commuter Airline,
which I wish you people had the opportunity to talk to the Mayors and people
who are already ;be}ng ;s:erved, The City of Colton is selling bonds to the extent of
over five hundred thousand dollars in order to get their airport going and we are
already serving that City. Anaheim is considering taking out part of its parking
lot at the stadium in order to have an airport. Los Angeles is considering putting
an airport right on top of what used to be the old railroad tracks. All of these
things. are concepts, And this is what I was talking about in the first place and I
want the opportunity for the City of West Covina, to be out there in the front, to
show the progressive thinking of a City that meets the modern age. We are going
to be faced with tremendous problems in transportation and communication in the
next 10 years, I would like to have it said that West Covina .indeed was the City
that was prepared to go forward and meet the challenge of that future, and that is
what we are talking about in this concept,

• 5408 Kenslow Drive (Presented pictures .to Council and advised he would
Los Angeles refer to them. ) I feel the whole case rests on the
fact that there are exceptional circumstances attached
to the property and one which 'I am sure you are familiar with, is the fact .that the
intersection of Vincent and Glendora Avenue is a very complicated intersection which
has the effect of isolating this property so that it is only reasonably accessible from
traffic going to the south. (Referred to the -pictures and pointed out the traffic
islands, patterns, control signals, red marked curbing, etc, etc. , also the
difficulties caused by the telephone poles locations. ) These are some of the
features we feel are outstanding and exceptional to this property which certainly

do not apply to other C - 1 property in the vicinity. I.think .the City recognizes this,
they have granted a variance to the cleaners on the opposite side of the street.
(Referred to the signs on the Cleaner's establishment,) All of these features
indicate there are exceptional circumstances attached to this property.
(Discussed the Capri Shopping Center to the north.) Th'e..staff°has also mentioned
• this is in an unusual position as far as traffic is concerned. It is true you can see
it but these physical improvements mentioned I believe have a deterrant effect on
the property as far as the owners being able to carry on business in a normal
fashion, Because the City has contributed to it by all the traffic patterns, signal
controls, etc,, by the construction of all these traffic islands , etc., that unless
the City gives the owner the advantage of this sign it will be very difficult to
maintain a business in this building. I might point out that since the application
was filed ap,parentl'uthe, owner for whom the variance was requested has been
unable to maintain a business even with one of the signs on the sign panel, the
one that reads - Tacos Hamburgers - Ice Cream - and the others were what was
proposed to be installed. At the time we presented this to the Commission we
requested that they approve the variance as applied for, in other words to maintain
the sign as shown on exhibit A. If .Council would be willing, .I believe the applicant
would compromise by accepting a variance using the lower panels and eliminating
the two top panels on the sides. We do feel there should be some type of roof
sign permitted because of the location of the building and if the Council does not
see fit to .grant the whole thing we certainly would -like to have a part of a sign
maintained on this building. We think it is necessary if the owner is to survive
and maintain a going business.

Councilman Gillum: Mr. Menard - this is zone C-1 ? (Answer: Correct)
The difference between C-1 and C-12 in the sign
allowed - will you refresh my memory?
(Mr. Menard advised that the C-1 will become the new neighborhood zoning in
about 2 weeks. .Read the allowance for .signs under C-1 and C-2 .and the differences
between the two zones. C-1 always termed as a neighborhood -commercial zone
has prohibited roof signs and the C-2 has always allowed roof signs. )
Councilman Nichols: I am aware of one thing that I would like to reflect
and that is that the matter of these nonconforming
sign usages have been a long time coming to this
point of crisis and .it was apparent to all of us on .Council.that unless the sign
ordinance were somewhat liberalized as we attempted in the last few years to
strengthen our sign ordinance, we would be faced with a great many applications
coming in for a Variance.. I believe if the. Council grants a Variance without very
careful consideration we are going to be flooded with applications coming up from
the Planning Commission where they are appealing the decision by the Commission.
I think the applicant has some good points but I don't think it is unique. I would be
very reticent to see us give a Variance for a roof sign in a C-1 zone since we are
trying to phase this out in the City, I would not favor this Variance.
Mayor Gieckman: I would say because of the position of this particular
building they are enjoying a privilege that the
building directly behind -'isn't. That is by being out further in the street and with a
roof sign if allowed here should be allowed in all C-1 zones. If anything if this
were set back from the street I could see the problem. The traffic in the street
and the street patterns may have affected this particular building in some way,

shape .or form but if it is in the best interests of the general welfare .of the community
and this is our obligation, even .though it may be at the expense unfortunately of the
individual businessman, to take the necessary action that was taken in the past, not
by tHs. Council but by a Council of the City of West Covina, So I don't feel any real
responsibility for causing a deterrant in business because of the disfiguration of the
. street, and I do feel that grounds for Variance have not been shown.

Mayor Gleckman asked if the City, Clerk had any written communications. • City
Clerk advised she had a letter petition from the Citizens Council for the Grove Center

Mayor Gleckman: The reason I asked for the letter to be read into the
record so Mr, Van Buren will be able to make note of
the regular procedure of this Council. Anytime we receive any type of communication
requesting a crossing guard or anything that has to do with traffic it is immediately
referred to our Traffic Committee for their investigation and a report back to Council,
I bring this to your attention so that any petition you would bring before this
Council at anytime would be welcome, but if many people come before Council
expecting the Council to take that particular business up prior to going to the
Traffic Committee, they would be coming here in vain, as much as we would welcome
them, -Now do you have any further comments Mr. Van Buren other than those I read
in the newspaper?
Mr, Van Buren: One question of procedure, When it is referred to
the Traffic Committee, is it then brought back to
Council for discussion and are we notified of the
date?
Mayor Gleckman asked that the record show the desire of the Council that the names

Mayor Gleckman: Prior to taking this up I would like to have a motion to hold
this action until such time that all the property owners have
been notified . I understand that two or one of the property
owners were not notified. Even though it is not necessary for this Council to hold
this matter-1 think it would be fitting and fair that we do not take final action until
the two are notified and have the opportunity to come before this Council and make
any type of presentation they might care to make.
Councilman Gillum: A question. If this is held over and the two people not
informed of the hearing come before us do we have to reopen
or readvertise?
Mr. Wakefield: No. This is a matter which does not require a formal hearing
under any statutory or formal procedure. This was set for
hearing simply because it was apparently a controversial
matter within the community and the Council desired to hear from interested people.
This -Resolution can simply continue on your agenda and take it up at the next meeting
or whenever you so desire.
Motion by Councilman Gillum that this Resolution be held over to the next regular

Councilman Nichols: I would like to hear a little more. This is..the .first
information that has come .to me that there were individuals
that were not notified. I don't quite see from all that I have
heard here that this is necessary, not in my own sense of equity and justice.
. Mayor Gleckman: I received a couple of phone calls :informing me that the
property owners directly to the north and.fronting on Azusa
Avenue and who will have to pay the $1500. for their half
of the cul-de-sac, had never been notified that there was going to be any such
public hearing action taken by this Council. I felt they should have an equal
opportunity to at least voice their opinion before this Conncil, if they so desired.
Councilman Nichols: During the discussion of this matter before Council wasn't
there some comments about bearing the cost of this?
Something to the effect that the City would bear the cost of that and then to be
reimbursed at the time it was developed at some later date?
Mr. Wakefield: Yes sir, that is correct. The Resolution itself provides for
that.
Mayor Gleckman: I would like the record to reflect that I am not speaking
in favor or against.
Councilman Nichols: The other thing that perplexes me - why weren't these
property owners, so intimately involved, notified? .,How
did this grave oversight occur?
• . Mr. Wakefield: I think it occurred probably due to a misunderstanding between
myself and the City Clerk's office. When discussing the,
matter originally I told the City Clerk there was no legal requirement that any of the
property owners be notified but that if notice were given at least it ought to be given
to those property owners who had filed "the petition originally. This was done. The
people developing the Furniture Market were so notified but the people to the -
north of that were not specifically notified in writing of the scheduled hearing. As near
as I can piece it together, that is why.
Mayor Gleckman: The motion was to hold over to our next regular meoting and
by that time they would be duly notified.

Public Employees' Retirement System
Retention of Actuary to make Cost Analysis
Mayor Gleckman: Councilman Gillum do you have anything to add to this report
as the council representative to this Committee?
Councilman Gillum: This is the recommendation. of the Retirement Committee to
enter into these studies on the different plans. This is the
first portion of the total program of investigating the possi-
bilities of withdrawing completely from Social Security and going completely into
State Retirement. The cost for the first phase for the actuary conducted by the
State is $450. 00. 1 would like to emphasize again that this is the first part, there
will be additional funds requested if after the actuary study it is determined that it is
beneficial to the. City and the employees, then to continue the investigation additional
funds will be needed.
Councilman Chappell: Didn't we recently spend some money on this matter?
(Discussion followed on what was previously spent and how it was paid, Mr . Bateman
President of the Employees' Association and Mr. Aiassa advised Council that the

Councilman Gillum: I think rightfully you should ask. But I believe we are in an
area now of where we have authorized the City Manager to
• participate in these areas of Labor Relations between
employee and employer, etc. , and this request for $450. 00 could best fall into this
area. I feel this is upon the City because from this information it will tell us
actually how much it will cost the City and it will bring out what benefits will be .lost
that we may be liable for at a future date. This is just the normal procedure for
withdrawing from social security.

I would like to recommend to the Council that today we had a
chance to go to the Aetron Aerojet Building and they have
fabricated some very effective benches, which'I believe our
if the Council decides to put benches in various locations.
Mayor Gleckman: Are you giving us a counter-measure Mr. Aiassa?
(Answer: Yes) Do you have a recommendation on the United
Bench Advertisers request?
Mr. Aiassa: Yes, .I have a recommendation. When I first came here I
was given an,order to get rid of these advertising benches,
we had 12 at that time, and now I am being asked to put them
back in. They were removed at that time on the basis they were not kept up.
.Mayor Gleckman: Has there been any discussion with the United Bench
Advertisers as to a contract, type of upkeep, etc. , or
haven't you carried it that far?
Mr...Aiassa: The reason we didn't carry it that far is because the
,Municipal Code itself prohibits advertising on benches.
So you would have to make a decision on. allowing advertising
on benches.
Mayor Gleckman: Your recommendation, I gather -is that the staff commence
. an investigation of the cost for the designing and constructing
of these benches, and deny the application of the United Bench
Advertisers? (Answer: Yes.) Mr. Aiassa, could you
have a:report on this matter back to us at our next regular meeting? (Answer: Yes)
Does Council have any objections to holding this over?
Councilman Nichols: My feelings are totally in agreement with the staff. I
think these benches with their incongruous advertising are
totally unsuitable. I would offer a motion that the. City of
West Covina decline the offer of United Bench Advertisers and so notify them.

Mr. .Aiassa: This is an unusual request, It is going .to be a banner
across a str-eet. In .the ten years I have been with the City
we have only permitted one banner and that was the banner of .the Chamber of Commerce
when they were in the West Covina.Plaza and that did not go over a public street but a
parking lot. There is a lot of liability involved. These things have a tendency to break
loose.

banner be denied.
Councilman Nichols: I wonder why the Councilman did not include in his motion.
a basis for denial?
Mayor Gleckman.: Councilman Gillum would you accept the amendment that
it probably would set a precedent that would not be in the
best interests of the appearance of the City of West Covina?

Councilman, Chappell: I attended the Planning Commissiion meeting and I would
like to have the request for a M-1 zone that is coming up
in.December be withdrawn until the Planning Commission has a chancy: to give us
the whole deep lot study, which will be completed in December, I believe we should
hav�;that study before we act on the Ma 1 zoning,
Mr, . Aiassa: There was a hearing in connection with this scheduled for
I believe the 23rd.
Mayor Gleckman: Will you please notify.the applicants as to the reasons for
our holding this over and with another specific date set -

Mr. Menard: May I comment? One point that could be brought out, The
Council did. indicate .if at all possible that the Planning
Commiission complete their study,and be in public hearing on the second meeting in
November. This has been indicated to the Planning .Commission, but the Commission
has indicated and there is a letter being drafted from the -.Planning Commission
chairman to the Council, thAt the area is of such- importance that additional time was
• needed to gather a proper report and they indicated they would like; to go to public
hearing on:December 19th. _So therefore it was impossible to have a recommendation

hearing to December 23rd
Mr, Wakefield: This matter should not be acted upon now, but after, the
date to which such hear:ing was scheduled,

Mr. Menard: They are aware of what the Commission has indicated,
San Gabriel Valley Transcribers Guild
Councilman Chappell: I have a question, I noticed in. the mail tonight a document
on the San Gabriel Valley Transcribers Guild, What
happened to the building the Lion's .Club was providing
for them.? Do they need additional space or arc they los�*,ln.g that space or what? I
notice we are giving them space in the City area,
Mr. Aiassa: I don't have that communication. This will probably be
on the agenda at the next meeting. We will check out the
• Lion's Club renting space for. them.
Councilman Gillum: The only thing -I have to report is I attended on behalf
of the City, standing in for the Mayor, theJapanese
American__ Citizens League and.I would like to convey I was very impressed. They
are very.happy and proud to be Americans and live in this Country„ It was a very
informal program and a very pleasant evening,

Councilman Nichols: City Manager - would you please designate a member of
your staff to notify the Chamber of Commerce that
Councilman Nichols will take the Mayor's place on
November 19 at the general membership meeting for the month of November.

Mr. Aiassa: Mr. Mayor, I ask permission to add an item to the
agenda. This is a tentative Ordinance that the City of
West Covina should have in effect by January 1, . 1969, in relationship to the
Employees' Associationrelationship, to comply with -the State Law.
Mr. Wakefield brought this out and we were holding off until the League brought
out their model ordinance which we are now advised will not be drafted until some
time in.December. I would like Council to authorize this rough draft be sent to
the Personnel Board so they can recommend to the Council a formal draft. Ths
matter can be handled at their December meeting.
Motion by Councilman .Chappell, seconded by Councilman Nichols, and carried,
that. City Council send the rough draft -Ordinance to the Personnel Board for their
recommendation .back to -.Council,
Mr. Aiassa: One other item. Mr. Wakefield and I have been review-
ing the business license ordinance and we have
recommended some tentative proposed drafts, This can be adopted as an emergency
ordinance and we would like to have it placed on the agenda on the Council meeting
of November 25th.
No objections by Council.
Mr. Aiassa: Also, Council should know that Mr. David Robinson, a
former -Mayor of the City and a Councilman from
April 12, 1940 to April 1944, died, and.I thought you might like to adjourn this
meeting in memory.
