The regular meeting of the City Council was called to order by Mayor Gleckman at
• 7.37 p.m. , at the West Covina City Hallo . The Pledge of Allegiance was led by
Councilman..Lloyd. The invocation was given by the Reverend John.L. Reid,. Jr. ,
Community Presbyterian Church.

. Mayor Gleckman. It gives me great pleasure to announce the awarding of
these two certificates of appreciation from the West Covina
Police Department signed by the Chief of Police and myself
as Mayor, as well as the City Manager. For the benefit of those in the audience I
would like to read the certificates. - Both are the same except for the names
(Read certificates of appreciation and presented same to Mr.. Ouelette and Mr. Chastain.)
Gentlemen, in this day and age with all the bad publicity our young men are getting, I
think unjustly, it is with.deep appreciation and great pfide that I, on behalf of this
City Council and the City of West Covina, award you both with these plaques

1968 West Covina Fireworks Show,
• Councilman Gillum. Mr., Aiassa - this is a West Covina function and I know it
is held in the County. We have a piece of equipment in
this City which we are very proud of and I am wondering
if it would be possible to get our big yellow fire engine out there. I know the County
frowns upon someone bringing in another piece of equipment in its jurisdiction, but I
sure would like to have that there so the citizens that attend and those from the
surrounding cities can see what this City is providing regarding fire protection. Could
you look into that and see if it is possible?
Mayor Gleckman: You are specifically speaking of the Snorkel?

The City Clerk advised that a total of 8 bids were received and opened on May 22, 1968.
All bids were checked. for errors and were determined to be valid bid proposals. . The
project calls for the reconstruction and widening in various locations of Barranca Street
between Cortez Street and South Garvey Avenue to include curbs, gutters, sidewalks,
and driveway approaches. Also, a storm drain will be constructed along the west side
of Barranca Street from Virginia, Avenue north to Walnut Creek Wash,

Chino as presented at the bid opening on May 22,. 1968, for Project AD 1-67 and
authorizing the Mayor and. City Clerk to execute an agreement W th said L. C. Construction
Company for the work.
Is Councilman Gillum.- A question, and I am going to ask the same question that
I have asked before, this bid is 28% below our staff
estimate. Is there some reason? Is it business
conditions ... � o . ?
Mr. Fast.- This contractor did a second evaluation and chose not to
give up his bid bond - we assume he wants the work
very badly,
Councilman Gillum.- When the bids are opened and the staff estimate shows
that much difference is there a procedure to make sure
the person bidding the job knows what he is bidding,
etc.. ?
Mr. Fa st.- We evaluate all the bids and see that they are in order
from the standpoint of every effort being made that the
extensions are proper, the addition proper, etc. and
to this extent we do evaluate them, but we do not question his bid insofar as any
particular item might be concerned. In the event he underbid an item specifically - -
well the contractor does have the opportunity to withdraw his bid. If he does he
sacrifices his bid bond,

CITY ATTORNEY - Continued
INFORMATIONAL .ITEM. ANNEXATION PROCEDURE
Mr. Wakefield. In a discussion with the City Manager and Planning Depart-
ment with reference to the revised procedure for the
annexing of an iinhabited territory to the City we felt it
might be worthwhile to explain the procedure to the City Council. Under the 1.967
amendment to the Local Agency Formation Commission law, no action may be taken
by the City Council in connection with an inhabited annexation until the application
has been made to the Local Agency Formation Commission for approval of the annexa-
tion. This means the application, must be filed either by a proponent or authorized to
be filed by the City Council or a member or members of the City Council. Once filed
the Local Agency Formation Commission will, notice it for hearing, set a time for the
hearing, and at that time any interested persons may appear and object to or indicate
their approval of the annexation. If the Local. Agency Formation. Commission approves
for hearing then it comes back to the City Council and the Council would refer it to
the Planning Commission for a report and after, the Planning Commission reported the
Council would approve or reject the proposed annexation. The proponents would then
• circulate their petition and publish the notice and when the petition has been signed
by the residents and property owners in the area it would be filed with the City Council
and the procedure would then be followed along the lines with which you are all
familiar. The new procedure simply requires the Local Agency Formation. Commission
initially to take action ..tefore the City Council.

ACTION ITEMS
VINE AVENUE SIDEWALK. CONSTRUCTIONS
Mr. Aiassa, The Council has a very extensive report in their folder,
dated May 10, 1968, outlining the basic comments and
recommendations. There is also a further recommendation,
if. the Council so wishes, direct from the staff.
(Mr. Fast, Public Services Director, presented a map.)
Mayor Gleckman. If I remember correctly, this was an objection by Mr,. Taylor.
Was he notified?
Mr. Zimmerman. I am not aware that he was
Mr. Fast. Mr. Taylor was in the Council. Chambers when .it was originally
heard and it was then referred over from meeting to meeting,
so I do not believe he was contacted with respect to this one.
However, he has not come forward at any of the subsequent meetings where this was held
over.
Mr. Aiassa. He did appear before the School District?

the district staff: and was informed this was not a Board of

Mayor Gleckman: Is there anyone here this evening for this particular item?

( Mr. Fast described the area from the aerial photograph displayed on the Board.)
DISCUSSION BY COUNCIL.
Councilman Nichols: As I understand it the primary function of this sidewalk
will be to provide a safe route for children to go to and from
school, The school being approached here is on the south
side of Vine Avenue. . Children come to that school from both north of Vine and south of
Vine in the area where the sidewalk is being proposed. . If you 1put the sidewalk on the
north side through the area of Evanwood and Sunset Avenues, then all the children who
live south of Vine Avenue in order to utilize it would have to cross Vine Avenue and
cross Vine Avenue back again to pick up the existing sidewalk east of Evanwood.Avenuee
This doesn't seem to make any sense at all to me. Conversely if it maintains on the
south side in the new area the children from the north side will have to cross Vine Avenue
once which they now do anyway. To .locate this sidewalk on the north side will require a
•double crossing of Vine Avenue by every school child that does not now cross it at all,
and on the other side they still would have to cross Vine Avenue, so it won't increase
those children crossing Vine Avenue, By locating on the north, side we at least od.ouble
the number of small children crossing Vine Avenue.
I think the people on the northside are to be commended for
coming forth and offering to have the sidewalk there, but in terms of my obligation to
the citizens of West Covina and the safety of the children.I would say it has to be
located on the south side
Councilman Gillum: Mr. Fast - did I understand you to say that no matter
which side the sidewalk is located on we will -ruff into
the same problem with regard to landscaping, trees, etc. ?
Mr. Fast-. Yes
Councilman Gillum.- If I remember that street it does have a number of large
developed trees
Mr. Fast: Yes, there were possibly 6 or 7 trees that would have to be
replaced as proposed to being relocated.
Councilman Gillum.- I think Mr. Nichols has raised a good point about the south
side of the street. I know that is where most of the
protests came from
Councilman Chappell.- What would be the consideration of the sidewalk next to the
curb, would that save the trees?
Mr. . Fast-. No - there are trees in both locations, and about the same
number would be lost.

Councilman. Nichols: I would like to follow up briefly the comment
Mr. Gillum made. Mr. Fast, is it not true if the side-
walk were placed adjacent to the curb however, it would
spare a larger amount of landscaping, particularly on those lots that have a
type of landscaping. If the sidewalk were moved nearer to the curb would it not
disrupt less of the existing landscaping?
Mr. Fast: As I recall the survey, it would destroy mostly the
ground landscaping next to the property line. There is
not too much interference at all with that type of land-
scaping on the south side

City Council authorize and direct the staff to proceed with installation of the sidewalk
in the area between Sunset and Evanwood.Avenue on the southerly side of Vine Avenue on
city owned property®
.Mayor Gleckman: Mr. Fast, what is the time element once this action is taken?
Mr. Zimmerman: It would be proposed to be incorporated in next year's

MINUTES - MAY 13, 1968.
Mayor Gleckman: There is reference made in the meeting held by the
Slight Modification Board on the east side of Dawley;
north of Service Avenue to allow reduction in lot. depth
requirements. Going back to the minutes of 12-11-67 when it first came up it was
passed on a 3-2 basis, I don't wish to discuss the merits of the case at this
particular time, but there is inference made iby+ people wfict appeared in protest
because of the hour, meaning that the Slight Modification Board meets in the morning
and not evenings, that many of the people that would ordinarily protest did not have
the opportunity to do so. . I would like to call this up at this particular time to
allow the people their opportunity to be heard in this matter.
Councilman Gillum: I think you have a good point there and I would so move
that this item Slight Modification. No. 52 be called up by
this Council at their next regular meeting of June 10th.

Councilman. Nichols: In all deference to you and Councilman Gillum, I believe
the Council is making a mistake in this matter and I would
like to state my thinking as to why. Many, many times,
where matters are brought up before the Review Board and subject to protest or
objection by the people of the community, and if the Council begins to call up na tiers
of this sort on the basis solely that someone protested because of the hour, we may
find many appeals or many requests that the Council called up matters not in a sub-
stantive, sense but in the sense that the people want the hearing at hours more
convenient. I think:if we take this action we should be prepared that if any other
citizen objects to a request before the Review Board that the Council be prepared to
reestablish that hearing and in effect it becomes a hearing board strictly on the basis
of the hours situation.' I think this would add greatly to our own workload; if this
is to become a consistent problem where people indicate a desire to protest that the
Review Board C. it, at an hour ' , when people can come, if that is in fact an issue,
rather than the Council become a review board because the hours are more convenient

for the public. If it is an issue of fact on an appeal to a decision, then I would feel
it is entirely proper for the Council to hear that additionally but .not only in light of it
being inconvenient in terms of time.. I think we are adding to our workload by being
• willing to rehear everything for the convenience of the petitioner.
Mayor Gleckmano I agree, only I didn't want to get into the discussion
of the merits of the case and I am in strong opposition
to the recommendation made by the Review Board
Aside from that I also do feel that the Precedent' used by the Review Board in permitting
this was a precedent set by a past Council on a 3-2 vote of which at the time mention
was made if that Council permitted this to go on there would be additional applications
for the same thing and in my estimation the reduction in lots along the wash and not
taking cognizance of the property surrounding - and that is why I would like to have this
heard by this Council,
Councilman Nichols: Well if it is the desire of any one Councilman. to call
the matter up because of the matter itself on its merits
and it is stated in that light rather than for a more
convenient hour,. I certainly would be in favor of that.
Mayor Gleckmano That is why I said you had a good thought. You have
heard the motion and the second, all those in favor,
so indicate? ( Motion carried all were in favor. )
• Mr.. Aiassa, you will set this for June loth and notify the people involved.
Mr. Wakefield: This will have to be published.
Mr.. Aiassa: It will then have to be June 24th in order to have time
to mail and notify.
Mayor dleckman: Then set this matter for a June 24th hearing.

City Council approve the Review Board minutes of May 13, 1968, with the exception
of the item called up.

Councilman Gillum. Mr. Mayor - I have a comment. As I stated when they
presented this report to the Council, I wasn't
satisfied then and I am still not satisfied. We had a
contract with them and they submitted an invoice for services rendered to the City
and I will vote to pay the amount, but I am not happy with the quality or type of
work received from this organization
Councilman Lloyd. Mr. Mayor - may we have a comment on that from
Mr. Fast?
Mr,. Aiassa. I think we followed through on this with regard
to the Traffic Consultant previously and he tried to
answer at that time Mr. Gillum°s objections.
Councilman Gillum. I might state Councilman Lloyd, that IaI`obiected to the
type of work being presented to the City, supposedly
by a firm that was represented to the City as knowing
its business. I stated I wasn't satisfied with the quality of works The staff was
satisfied with the information, but I felt we should receive more

What is the total amount of this project - ?
Mr. Fasts Phase I was for $3, 000 and Phase II, essentially the
meat and potatoes of the contract, which involves the
computerized analysis for the City and has not yet
been completed, is $14, 000.
Mayor Gleckman. In other words we are paying them for services
rendered up to this time even though we do not have
a more detailed plan as to what has been accomplished?
Mr. Fast, This is correct, The staff recommended to the Council
that this firm operate on a per diem basis as opposed to
a fixed price lump sum contract basis, and as a result
the agreement executed by the Council called for progress payments.

West Covina . Also I was asked to defend, more or less, the'budget of
1967-'68.. At that time I believe Chuck Stith was
President and Mrs. Miller turned in the request at a mee�,,ing with. ExMayor Krieger,
and he made a statement that we had $800, which we have not yet received. However,
I notice this says $1500. and with your permission I would like this postponed until
your next meeting of June 24th, 1968, at which time I can give to you a more
detailed description of the $ 800 . figure.
Mayor Gleckmana Thank you. I need a motion to accept and receive the
Quarterly Report as submitted to us by the Sister City
Foundation.

Mr. Aiassa: We are in the process now to call for informal bids
and quotations for the: City Hall and Police Building
furnishings. I believe you have a copy of the
tentative form that will go out to all bidders and I believe there was some question
as to whether or not we could call for informal bids, as far as the legality - and
Mr. Wakefield has some comments. You will note that the specifications are in
detail, they are also asking for a bidders bond. So we are going through
the normal procedures of formal bids other than the legal procedure of descriptions.
Mayor Gleckmana Prior to Mr. Wakefield's comments, we need a
motion to approve the specifications for furnishings
for the City Hall and Police Building.

Mayor Gleckman. You have heard the motion approving the specifications
for furnishings for the City Hall and Police Building and
I might mention that Councilman Gillum and I met with
the staff a short time ago and went over the specifications and brought back a report
to the past Council and the past Council authorized the going ahead of drawing up the
specs we are now discussing.. The motion just made and:,passed.Ls for the approval
of the specifications. The second part is the procedure which is normally followed
and according to the. City Attorney, it is not necessary to follow the standard
procedure for the calling for bids of items over=$2500'", if this Council finds that
the formal procedure for procurement of furniture is impractical and the public
welfare would be promoted by dispensing with samq, and the only thing I would

like for the record is that these are your remarks and that I quoted you properly.
Mr. Wakefield- You quoted me properly. The provisions of the
Government Code simply require that the City
establish by ordinance :a . procedure for the purchase
of the materials and supplies for use 'by the. City. -And Section 2706 of the West Covina
Municipal Code vests in the City Council by a majority vote the authority to
dispense with formal specifications and formal bid procedure in those circumstances
where the Council finds it would be impractical to follow the established bid
procedures. Because of the very nature of furniture and variations in - quality and
construction of design, it is virtually impossible to design a specification that
provides an adequate standard :of competition. I think as a practical matter you do
better by taking informal quotations on.the general specifications as to the kinds of
furniture you require.
Mayor Gleckman: I would like to get a motion on the floor that
encompasses Item No.. 2, so we may discuss if there
is any discussion desired?

Number 2 verbatim as covered in the report .
Mayor Gleckman: I would like to add that in case there is any discussion
by Council, that they notice the last line which says
• "to be approved by Council prior to issue. "
Councilman Gillum: I have one question of Mr.., Aiassa. On this informal
bidding how are we guaranteed as far as the quality
is concerned? The specs are not that tight - - is
this left to the discretion of staff when it comes to quality?
Mr.. Aiassa: If you.will look at the specs as I think they are complete
enough in that category. The staff will have to look to
see that it is a comparable unit.. Also it is doubtful
that one bidder will be able to furnish all that is required, so we will have to deal with
more than one.
Councilman Gillum: You don't feel that one firm could bid and supply all the
furnishings ?
Mr. Aiassa: No.. We may buy chairs from one and a desk or desks
from another, etc.
Mayor Gleckman: I would be willing to rely on the staff's judgment and
opinion as to what is quality and what is not, and what
is value and what is not, and if upon review we find
otherwise, I am sure we could stop the issue of that.purchase order.
Councilman Gillum: Well I agree but I am just trying to clarify so that we
have a method.
Mr., Aiassa: Mr.. Sata will also be part of it.
Councilman Gillum: Fine.
Councilman Chappell: Does Mr.. Sata get 10% or something of that sort?
Mr..Aiassa: Mr... Sata was hired on a flat fee. Normally he would be

done this in the past and would like to do it as public
relations for both.the hospital and the city.
Councilman Gillum: For the two new Councilmen - we attended last year and
it was very impressive and I would wholeheartedly
recommend this for the Councilmen and their wives.

Manager's office after checking at home?
Mayor Gleckman: Right. First let's have a motion that the City Council

they wish to invite us and we accept, but beyond that....
Mayor Gleckman: They felt that we would be closer to the situation as far as
the. Chamber of Commerce and the staff, and they were
letting us know they were leaving this open for us to make
the suggestion. . I would not like to exclude anybody, but I think 100 becomes pretty
cumbersome going on a tour through the halls. -
Councilman. Nichols: If you would be willing to put this matter to a vote .I would
of fer another motion that would handle this entire matter,
Mayor Gleckman: Fine. . You have a motion and a second, would you like to
withdraw the second Councilman: Lloyd?

CONSOLIDATION OF COURTS
Mayor Gleckmane I requested Mr.. Aiassa to put this on the.Agenda because
there was a bill in the Legislature that the past council
• discussed and on the recommendation of the past Mayor
was in direct accordance with the consolidation of courts, and since that time. having
attended the League of California Cities and other organizations, I find we are one of
two cities in the whole San. Gabriel Valley that have taken this position, and the rest
of the cities have taken the other position including the League of California Cities,
and.I felt with all due respect to former Mayor Krieger, that after learning a little
more about this situation,. I seek to change my vote, but I would request at this time
-we be supplied with the information from the League of California Cities as to.their
reasoning why they have taken the position they have taken, to better make our
recommendation to our assemblymen. So that is why,I have it on the agenda and with
your permission.I would request that this information be given to the rest of the
Council.

SWIMMING POOL PLAQUES
Mr. Aias sa a We are coming close to the completion of the Swimming
Pool and we feel there should be some proper identifica-
tion. I would like to make the suggestion that staff be

and it was their idea that "education services rendered"

sick, maybe for "services to the community".

• Mayor Gleckman: I received a letter from Glenard P.. Lipscomb - Congressman.
He has sent us a letter of congratulations on the office of
Civil Defense Department of the Army Project application
for communications equipment for West Covina in the amount of $20, 813 for the
federal share of the total project cost of $41, 626. which has been approved.
Mr. Aiassa, I don't know who should get the credit for this, but I will leave that to
your administration, it is a job well done. We got the money and I would like a
motion authorizing a letter of appreciation be sent to Congressman. Lipscomb.

COUNCIL COMMITTEE REPORTS
Councilman Gillum-, I would like to report to this Council a meeting held by
the Human Relations Commission inviting different
organizations, churches, service groups - in fact a very
long list of organizations within this community, to come before the Commission and
discuss the narcotic problem within our community.
Gentlemen, I want to tell you if you weren't there you
wouldn't believe it. . We were treated by approximately 15-20 confirmed young
• adults, teenagers who stood up in this Council and admitted being on narcotics,
admitted being dope pushers, very dramatic conversation. We were also given an
opportunity to hear from two gentlemen from the Seven Step organization, who are
trying in their own way to find an answer to this problem. The gentlemen are ex -cons
and they made their statements and listed their background, conveying to the audience
and the young people that they have been down this road and know what is going to
happen. We also had a number of people speak on the subject. One gentleman I must
say in all honesty, got completely out of hand and our Mayor politely but firmly and
strongly put him in his place, and he left.

I felt that many things said by the young people in the room were quite
shocking and I think it did stimulate thinking. I am not sure if I would like to see the
same type of thinking continue with the Human Relations Commission, but I am sorry that
all of you didn't get to see and hear the comments by these young people. . I think the
Commission is well on its way of setting up some type of program of information and
act as the catalyst in the community on this problem.
"Mayor Gleckmana I want to thank Councilman Gillum for his remarks and attendance
at the meeting. I arrived rather late.. They are going to have
another meeting Wednesday night. The group that was in attendance,
the Seven Step group was invited to attend by one of the lodal citizens.. I felt it was a
little premature, but I was not present for their presentation and if the group got that
much out of it, then I am glad they did appear.
Primarily the Commission is well on its way to act as a catalyst in
establishing all of the goals and plans of all these groups to work-in unison on this
problem within our community. I think we have a tiger by the tail, but I was very
pleased to see all the groups represented, who did take heed to the letter sent out by
the Commission. I think the establishment can do some good. .I will try and be
present Wednesday night. Councilman. Gillum will be present and if any of the
Council or staff can attend, it would be well.
DEMANDS
Motion by Councilman Gillum, seconded by Councilman Nichols, that the City Council
approve demands of $464, 812 .27 as listed on demand sheets C565 through C567 and
payroll reimbursement sheet. This total includes $300, 000 in time certificates- of
deposits. Motion carried on roll call vote as follows:
