The adjourned regular meeting of the City Council was called to order *Pledge by Mayor. Krieger at 7:47 p.m., in the West Covina City Hall, The of Allegiance was led by Councilman Gillum, The invocation was given by the Reverend Donald Sturgeon, of the University Baptist Church, Palm Desert, California. ROLL CALL Present: Mayor Krieger, Councilmen Gillum, Nichols, Gleckman,, Absent-, Councilman Snyder Also Present:. Lela Preston, City Clerk Mabel Hof,fland, City Treasurer George Wakefield, City Attorney George Zimmerman,.Asslt, City Engineer Ray Windsor, Administrative Assistant CERTIFICATION OF RESULTS OF GENERAL MUNICIPAL ELECTION _APRIL 92 1968 Mayor Krieger-, Mrs. Preston, do you have the City Clerk's Certificate of Canvass? •Lela Preston: Yes, I do, Mayor Krieger- The City Clerk has handed me her Certificate of Canvass. motion would. be in order to receive and file this certificate certifying to the results { of the canvass, Motion by Councilman Gleckman, seconded by Councilman Gillu , and ca ried, that Council receive and file the Certificate of Canvass. Mayor Krieger-, Mrs. Preston, do you have a Resolution reciting the fact of the general, Municipal Election? RESOLUTION NO. 3774 The City Clerk presented - "A RESOLUTION OF THE CITY COUNCIL OF THE ADOPTED CITY OF WEST COVINA, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN THE CITY OF WEST COVINA ON THE 9TH DAY OF APRIL, 1968; AND DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW;" Mayor Krieger: Hearing no objections, waive further reading of the body of said Resolution. Motion by Councilman Gleckman, seconded by Councilman Gillum, that Council adopt said Resolution. Mayor Krieger-, The oath having been administered to the City Clerk I declare her duly installed in the office and ask her to administer the oath to Mrs. Mabel Hoffland, • City Treasurer, and deliver to her the Certificate of Election. (Lela Preston, City Clerk administered the Oath of Office to the City Treasurer Mabel Hoffland, and delivered to her the Certificate of Electionej Mayor Krieger: At this time we would call forward the following men who have been elected to the City Council in the election just passed so that Mrs. Preston may administer to them their Oath of Office and to deliver to them their Certificates of Election,, Mr. Russ Nichols, Mr. Kenneth Chappelland Mr. James Lloyd. (City Clerk administered Oaths of Office and delivered Certificates of Election to the newly elected councilmen.) Mayor Krieger; Before discharging the outgoing Council and turning the meeting over to the City Clerk, I would like to use this opportunity to express a few sentiments that I have as an. outgoing Councilman here in West Covina, Tonight begins another chapter in the history of our community. Again the torch has been passed through the orderly exercise of the democratic process. In national and international affairs, this is not what you would call a significant event but if we subscribe to the basic dignity and the rights of the individual, then we must inevitably conclude that his right of •exercise of free choice and expression is important and that the trust and responsibilityy vested in this Council are the very essence of our system of representative government. The vote last week of our fellow citizens has returned one incumbent to this Council and elected two new Councilmen to this body. In the prescribed manner in which ballots and not bullets transfer legal authority in this land of ours we are convened to carry out the expressed will of the people of this community, This scene this week is 'being repeated in other Chambers and in other cities throughout our State and on other days and other places throughout this Nation. But, because this transistion which you witness tonight is so commonplace and because it involves so often in local government, our neighbors and our friends, we tend to lose sight of the significance and majesty of this occasion, This right was purchased for us by our forebear•.ers and has required the continued sacrifice of every succeeding generation of Americans to preserve and protect, The oath of office administered and taken this night is a sacred pledge of honor and duty to the trust and responsibility placed in the hands and minds and conscience of this elected body. Through the delegated will f th eo 1 of West Co ina this Council. enacts laws and ordinances t�iat u�lt�mately govern and protect the lives and liberty of 67,000 people. Although many of them never know the names of the men that sit in this Chamber they know that in this Chamber their government sits. I.have never been able to enter this room to pparticipate in the invocation or flag salute or the deliberations which take place here without being constantly reminded of that thought, There is almost a magnetic compulsion on this occasion to cast one's eyes and houghts backwards to conjure up men and events that have passed through this Council Chamber in the past years, I am sorry to say that many who started out on this journey with us are no longer present, and the reasons are manifold. The only perpetuity that binds us together is the continuity and destiny of this community and the welfare of its people. The ceremony this evening marks the last time a new Council will be installed in. these Chambers. In this setting the paths of the past Councils have crossed and sometimes collided with the dreams and programs of the future. Although our City Government will soon function 2 - ADJ. REG. C.C. 4-16-68 Page Three OATHS OF 011FICE m Continued In more suitable and efficient facilities, its basic role will not change. Thomas Jefferson said "that the care of human life and happiness is the first and only legitimate object of good government. We felt so strongly about this that on the Guide to the City Council you will find this quotation quoted right on the first page, This Council did care for the life and happiness of its community and if it can be said by this community that this was a good council, then we who have served on it have only discharged our sacred trust and duty. I have been proud to serve with these four men, Their acts and actions have done them and their community great credit. When political courage and leadership were needed these Councilmen were quick to respond. When compassion and understanding were necessary they were not in short measure in these Chambers. 1 am grateful for the opportunity to have been in this time and place when so much was at issue and when the issues meant so much, and for the opportunity to have: worked with men whose company I enjoyed and whose integrity and ability I greatly,respecta There is no expression of admiration equal to the service of the City Manager, his Department Heads and staff. The ability and dedication of these men and women have always been an inspiration and gratification to the Council. These are professional people doing a highly professional job in the service of this community. Much of the credit that accrues to the Council is,in fact, a product of the ability, effort and encouragement of the City Manager and his staff, These years on the Council have been as in all other things, a family affair between Betty and me, The patience, understanding and strength, the encouragement and compassion, were never for a moment lacking You cannot begin to verbalize these feelings and • even if one could this would not be the time and place to do so. Suffice to say, if they had not always been there I would not have been here., After four years on the Council and the last two years as Mayor, I have an abiding and unquestionable optimism about the future of the City of West Covina. The many new challenges on the horizon are in reality golden opportunities for this community. It is a tremendous satisfaction to recognize and appreciate the ability and the integrity of this new Council to meet these challenges and seize these opportunities. I have every confidence and trust in these men and in their qualities of leadership, dedication and,serviceo The promise of this community has been"placed in most able and 'effective men and it must be obvious to you here tonight that I am greatly pleased with the quality and the constituency of the new Council. Their opportunity to serve is a singular and pprecious trust,. I have no doubt but that they are equal to this task. I will declare that the old Council is discharged from their duties; I will invite the new Councilmen m Mr. Chappell and Mr. Lloyd to join Mr. Nichols and Mr. Gillum and Mr. Gleckman, on the Council bench and at this time to a most able City Clerk I turn over the function.of the meeting in conducting the election for a new Mayor. Lela Preston, City Clerks At this time nominations will be open for the --_. office of Mayor. Are there any nominations? Councilman Nichols: Yes, Madam City Clerk. Outgoing Mayor Krieger spoke sentiments along the line of the quality of Council service he felt had been rendered during these past two years in particular m I think there is one hallmark of that Council and that has been "teamwork." Many of us have been in this community and have observed a great deal of recrimination and bickering and dissension among Councils in the past and we wearied of that and we joined together to try and erase our community of that and I think we have accomplishd that. We have had a teamwork Council, so in the very great hope and expectation that my motion will help to continue that spirit on this Council it gives me a great deal of pleasure to place in nomination the name of former Mayor Pro Tem Leonard Gleckman as the new Mayor of the City of West Covina, Lela Preston, City Clerk: Are there any further nominations? .µ, m � m r, ADJ. Bvt. first I would like to take this opportunity to tell. former i,1ayor Krieger that this City of.West Covina, in which, I am sure that the present 0ouncii and the majority of the people In this community, could not in anyway express its gratitude for the job, the devotion, the honor and the dignity, that only a man like Harvey Krieger could 'bring to this office, It has helped me, And 1 only wish Dr, Snyder were here because my, sentiments for Dr. Snyder�s long eight years of service - four of which were very very difficult in referring to 11)'ouncilman Nicho.1s remarks about the punishment that he had. to take as a Councilman sltti.ag up here being in the minority, fig4ting i I or 'the progress of this community,, Four years ago the t.;Ud:�ee newly, elected Councilmen at that time put this �dlton the right toad, but Councilman Snyder along with Mayor Krieger both helped to make Aest Uovifia what it is today by a great deal of time, effort and believe me - untold houl's that i only dope Tii-is Councii will be able to • afford this community-, Now before making any other comments I am sure that it is no surprise to anybody that the majority, of this roam is filled with my relatives an.d friends and that. is why, I am glad we are getting a new City Hall,, I would hate to exclude any of the other councilmen's relatives or, friends, I would 'be remiss by not starting my remarks by saying for fifteen years I have had the pleasure of being the boss outside of my, home, �-qL.de of my home I cant say that. I would like to thank my wife .- ",'Freyda _tnd my two children. for the time that they have spent and the time they have given up so I could serve the community because it is something I enjoy and .1, am sure they enjoy it but at great sacrifice for them. I would also be remiss if I did not introduce to this audience the person. that made this all possible, my mother Mrs. Gleckman, I also wr,uld like to introduce my two brothers and their wives ® Mr. & Mrs, Sylvan Gleckmanand Mr. & Mrs. Phil Gleckman and their family z0k_ here tonight,, And then last but not least, there are four people that I do have to thank.. for the last few years they have been not only great friends in addition to being relatives, but they have helped me quite a bit, - my mother and father-in-law who could not be here this evening, Mr,, & Mrs,, Samuel C. OkWn.-, my sister Mrs. Carl Berkus and my breather and sister-in-,Iaw Dr & Mrs, Jac Ma *t know 1 have missed some te'Miyeso out i don waR to take up all the time of this Council this evening, but for all of my friends - and I thank God for all the many friends I do have, I want to thank all for being here and I want you to know that the job of Mayor is not a job of authority but as the former Mayor said, it is a job of responsibility to this community to continue the progress which we have • fought so hard to achieve in the past two years that I have served on this Council, Without t ' he help of the past Council I'would not'be able to make this statement and that is that all, the promises made in my campaign in running for this office have already been achieved ® thanks to the past Council and I am not taking the credit in any -way shape or form for some of these things because they were goals set 'by this Council prior to my election, Now I will not make a long speech because I feel this should be 'Mayor Krieger's night. I feel so strongly about losing you and I hope we will not, I hope you will continue to work with us because we are going to need your heir) and guidance, ADJ. REG. C.C. 4-16-68 Page Five ELECTION OF MAYOR AND MAYOR PRO TEM m Continued I would also like to say that I am pleased with the present make-up of this Council, the two new elected Councilmen, as well as the incumbent elected Russ Nichols, and I am very close with Councilman Gillum, and I know of the many tasks we must set out upon and there is no doubt in my mind about the accomplishment. The first and . foremost in our community I feel is the narcotic problem,,and although this is not an evening that we should discuss this, but I do think the youth of this community and since West Covina is made up primarily of youth, at least 50% under the age of 18 years, the narcotic problem that is plaguing _ the City of West Covina and the surrounding communities, I would pledge this Council through its Human Relations Commission and charge them with the responsibility of being the catalyst in order to bring together the six School Districts, the Police Department., and any other type of enforcing agency, and any professional help that we can seek out to do our utmost to stop the narcotic traffic within our community,, It can only be done in one place and that is in the home. I am pledging in the area of communication, myself and this Council, and any of its Commissions, and pleading with the Parent leachers Associations of this community to seek our service in requesting us to attend their meetings and to bring to this community the message that we are interested and are going to do it by an action program and not by conversation. 1 think this is the number one problem in the City of West Covina, Regarding programs, we have many many areas set out for this Council, I can promise you, being under the tutelage of Mayor Krieger and he by no means being an easy taskmaster, that this Council can look forward to burning the midnight oil, and believe me when I say this, it is they that will do the job along with your Mayor .elect. No one man can lead this community, The only way we can accomplish what we set, out to do is by the cooperation of this Council with probabl;� the best professional staff in the East San Gabriel Valley_,and with most assuredly the best legal advice that we could possibLy get, and with the citizens of the community. i have no qualms .bout saying to you peg le tonight that anything, this Council sets out o 'do is no a dream, i is achievable and will be achieved, because of the people living in this community, i thank ou for th is_ nor, retIl dig not yant to mak a speech tonight b�cause I feel t�i-arvey_ is s ii� wi h use just can ° POLY en u h o ut th s past Count it wi - all defeHi to the ne�a vouncil, euenemen when you have serve two years wii men like. Mayor Gleckman, Are there any other nominations? If there are no no other nominations, I myself would move that this Council cast an unanimous ballot for Mayor Pro Tem for Thomas Gillum, Jr, were in favor. Seconded by Councilman Nichols, and carried, All Mayor Gleckmant Before calling on the new members for any remarks they might like to make, Dir. Gillum are there any remarks you would like to make? Councilman Gillum, I wish that I could have said all the things said regarding Harvey Krieger that was said by said them much easier Mr. Gleckman and MrQ Nichols - but they probably than I can. When I wandered around here awhile, finally came to this Council I as I am sure two of the new Councilmen will for and Harvey let me give the Pledge of Allegiance and then YOU let me second the motion to close the meeting - what I am trying to _5_ ADJ. REG, C.C. 4-16-68 Page Six ELECTION OF MAYOR AND MAYOR PRO TEK m Continued R 4a R]RmOLtRR'/�fR� O� say to you m Harvey, is that I relied on you and my fellow Councilmen for the first few hectic months on this City Government., In the past there have been people known in this community as Mr, this and Mro that, and I would like to say to you Harvey that as far as I am concerned you will always be Mr. Mayor to me, and so if I catch you on the • street in future weeks and years and I address you as Mr, Mayor, I do mean it sincerely because'I do appreciate the help and guidance you gave me in those first hectic months, As it was stated by Mr. Gleckman and Mr. Nichols, I was fortunate along with them, to serve with you and the past Council, and I know the two gentlemen elected to this Council and I feel very strongly that they will be able to carry on the programs, many of which were your idea and were started by you, and I am sure we will find our own new programs also. I want to say that I appreciate the year's I served with you and Dr. Snyder and I thank you for your help. And now congratulations to the new Councilmen, and I can only say that we have a big job ahead of us as set by the past Council. Mayor Gleckman: Normally the policy of this Council is that the man sitting to my far left is the first one to vote and the first one to speak, so without further ado - welcome aboard. Councilman Chappelland if you have any remarks now is the time to make them. Councilman Chappell' I was told if I didn't say something today I wouldn't be able to say somethinfor about 6 months, I would like to say thaq it is quite an honor to be sitting up here with this fine group of men on my right, I think the privilege of being here really is the work of my wife Jacqueline and the efforts and hours of patience and understanding that she has allowed me throughout the years in West Covina, I don't feel I could have done it without her and probably with her help will continue to do things for our community, I thank my cam aiggn manager m Don Casler, who almost singlehanded'allowed me to sit here onight and I do thank him very deeply, So I will say you will hear from me again in 6 months, Mayor Gleckman: Thank you, Councilman Uo d I think now is the time I welcome you aboard his Council and if you have anything to say - now is the time. Councilman Lloyd: Thank you Mayor Gleckman. It is with a sense of real humility and pride that I am able to take my seat here this evening. I think it is a particulatRly notable thing in a man's life when he is selected by his peers to represent them and do something for them over a period of years and I can only say that I hope I justify that faith, Certainly I would be less than honest if I didn't acknowledge the support, love and devotion of ,my wife Jackie and it is a real delight and pleasure to my heart to have my mother-in-law Mrs. Vaughn here. Of course I.would acknowledge those who worked so hard and so diligently on my behalf in this.election _ Pat Jackson and her husband Bob; Elaine Mansell; and one whom I am not sup osed to mention but I would like tsay a deep and sincere "thanks" him,,he has given very much of his time and energy. And lastly I would now speak to my son Brian and say that I hope I will Ain the next four years be a source of pride and enjoyment.to you as I serve this community for so long as you shall live, Mayor Gleckman: I am sorry, I jumped the gun here. I am so used to seeing Councilman Nichols here I failed to call on Russ Nichols to say a few words. Soon his behalf since he is the incumbent and also the "old man" now of the Council - at this time I give you Councilman Russ Nichols. Councilman Nichols: Well in all respect to you Mayor, and all your re"lg6ives and all of you other Councilmen and your relatives may I say my wife isn`t here tonight and my child isn't here tonight but my mother is over in Pomona and she is 73 years old and she is watching on television..,..
