Mr. Robert Trudeau I think you will notice there are Lot 38 four -",of the six people involved who have written a note of protest; I'feel I would have no use for the sewer'in my particular location, I think it would be excessive. Mr. John Hadley My lot is below street level. • 1100 Spring Meadow Drive For me to pay some $29000 plus to run a sewer line along this lot with no house on it, without the availability of tying to the sewer system to me is ridiculous. Mayor Krieger: I don't see why one has anything to do with the other. My objection to this is that I cannot justify zoning by variance. As far as I'm concerned., this is a step in that direction; taking a R-1 zone and trying to find justification for a use not permitted in a R-1 zone, I think it would be better directed to consider a zone change on this property thaii justification for a variance, Councilman Gleckman: Have we deterimined that ice vending machines are proper in C-l? City Attorney, Mr, Williams: Not yet, Councilman Gleckman: If we don't know what zone they will be going into, how can we ask this applicant to file for a zone change when we don't even know what zone that will be? He is surrounded by C zoning and it abuts a single family neighborhood to the east; however, the single family property which lies adjacent to the small portion of the eastern property line of the subject property has a variance and precise plan for a. machine shop on the rear 55 feet of this adjacent property, I agree that zoning by variance is not a good idea but I don't think we are zoning by variance since we don't have a zone that an ice vending machine falls under, •Motion by Councilman Nichols, seconded by Councilman Gleckman, that Variance No, 597 be approved except that in such approval the Council. establish a limitation upon such variance of five calendar years from the date of granting the variance and subject to the conditions recom- mended by the Planning Commission, Motion passed on roll call as follows: Ayes: Councilmen Gillum, Nichols, Snyder, Gleckman Noes: Mayor Krieger Absent: None Motion by Councilman Gleckman, seconded by Councilman Snyder, that Precise Plan of Design No, 510 be approved subject to the conditions of the -Planning Commission, Motion. passed on roll call as follows: Ayes: Councilmen Gillum, Nichols, Snyder, Gleckman, Mayor Krieger Noes: None Absent: None (Councilman Snyder left the chambers at 9:15 o'clock P,M,) ZONE CHANGE NO, 369 Standard Research Corp, DENIED and • UNCLASSIFIED USE PERMIT N0, 113 Standard Research Corp, DENIED Resolution No, 1927, Appealed by LOCATION: Northeast corner of Francisquito and Orange, Request to reclassify from R-A to C-1 or C-2 denied by Planning Com- mission Resolution No, 1923; request to allow the use of a service station denied by Planning Commission applicant on October 26, 1966, City Clerk, Mr, Flotten: We received a letter this afternoon from the applicant regarding these matters requesting that the applications be postponed to the earliest convenience of the Council, (Read said letter,) -12- • • C, C, 11/14/66 Page Thirteen ZONE CHANGE NO, 369 AND UNCLASSIFIED USE PERMIT NO. 113 - Continued Councilman Nichols: If there are People who have received notices of such a hearing and are present, I believe the hearing should be conducted, If there are no protestors present, I would not object to this being held over, Mayor Krieger- The record would indicate that no one raised their hands as being here to speak in favor; that there are 12 people here desiring to speak in opposition to this matter. City Hall and Police Building," Councilman Nichols: The City Manager made a very strong presentation at the time I changed my position on this matter that the present tax rate would be sufficient to meet the debt service in connection with the proposed developments, It is true that we can not foresee what the future would hold, but I think it is reasonable to assume that any future possible increase in tax rates would be due to other commitments that this City might make and not due to the embarking upon these programs, I would prefer to see it left the way it is, Mayor Krieger: I want the record to show that we need not add one program to this community to possibly require at some time in the future a tax rate increase, I think it represents a statement of fact which, in the best of conscience, none of us are prepared to make, -19® C, C, 11/14/66 Page Twenty .11'FACTS99 BOOKLET FOR ANNEXATION NO, 193 - Continued Councilman Gleckman: I discussed this with Dr, Snyder and he had no objection about the •water company now serving any property, In the past there was a statement in there saying that the City.is not now presently in the water business, We are deleting that statement completely and just saying: "The water company now serving your property will continue to do so," Motion by Councilman Gleckman, seconded by•Councilman Gillum, for the approval of the contents of "Facts" booklet for Annexation No, 193 as discussed.and agreed upon this evening,, Mayor Krieger: For the reasons stated and only on that one sentence, my vote would be "No", The rest of the booklet,.I.-think, is very well done. Councilman Nichols-, We have been told this evening that the Planning Commission made certain requests of staff and that the staff would be prepared to make those recommendations to the Planning Commission, and the implication clearly stated to me was there is no confusion at the Commission level, We have made a request for the clarification of the qualification of this appliance or whatever it is to go in this particular area, It is clear in my mind, As far as I know, it is clear in the Planning Commission's mind, RERC RECOMMENDATIONS Mayor Krieger-, (Cave summary of this matter,) Unless the Council is opposed to the creation of this committee, I am going to create this committee, 0 SISTER CITY APPOINTEES Motion by Councilman Nichols, seconded by Councilman Gillum, and carried, that the Council re -appoint Mr. Rogers and Mrs. Cordon for another year term effective as of the termination of their terms in September of 1966 for the period ending September, 1967, REQUEST TO CONSIDER STATEWIDE COMMITTEE ON REGIONAL PLANNING AREAS (SCORPA) Mayor Krieger-, (Gave summary of this matter,) Unless there are objections, we will not take any action on this matter at this time, LETTER FROM CITY OF LONG BEACH RE SCAG Mayor Krieger-, The sole question has to do with the representation of the city of Los Angeles, Dr, Snyder stated -that he joined in the feeling they should be allowed three, City Attorney, Mr, Williams-, Since the meeting, Long Beach stated that if the majority voted. against them they would not withdraw from SCAG and the vote was in favor of admitting Los Angeles with three members, APPROVAL OF MEMBERSHIP DUES FOR LOS ANGELES COMMITTEE OF MAYORS Mayor Krieger; This is $60, What do we get for this money?
