as to how long these bids are good,
Councilman Snyder: I would propose an amendment that
this,project not be started until
the completion of the project on Merced,
City Attorney, Mr, Williams: I believe our notice advertising
bids specifies that bids will be
opened at a certain time, considered and awarded by the Council at a
certain time, If thev are not awarded at that time and a bidder
withdraws his bid, he„has to leave it open only for what is a reasonable
time, I think you should approve the bid and request the successful
bidder not to commence.construction until completion of the other
project but in no event more than sixty days from now.

We received a letter .from Robert G. and Ruth Trudeau; they.did not sign
the petition. We received a letter from Harold S. Brundsten and Margaret
A. Brundsten; they did sign the petition. We received a letter from
John Hadley whose name was not on the petition. We received one late
this evening from Ernest 0 and Annette Bartolo, who are signers of the

I'feel I would have no use for the sewer'in my particular location, I
think it would be excessive.

lot with no house on it, without the availability of tying to the sewer
system to me is ridiculous.

request to be construed as being withdrawn?

involved in this at the present
time other than the assessment engineer?

to do with the other. My objection
to this is that I cannot justify zoning by variance. As far as I'm
concerned., this is a step in that direction; taking a R-1 zone and
trying to find justification for a use not permitted in a R-1 zone, I
think it would be better directed to consider a zone change on this
property thaii justification for a variance,

vending machines are proper in C-l?

Councilman Gleckman: If we don't know what zone they
will be going into, how can we
ask this applicant to file for a zone change when we don't even know
what zone that will be? He is surrounded by C zoning and it abuts
a single family neighborhood to the east; however, the single family
property which lies adjacent to the small portion of the eastern property
line of the subject property has a variance and precise plan for a. machine
shop on the rear 55 feet of this adjacent property, I agree that zoning
by variance is not a good idea but I don't think we are zoning by variance
since we don't have a zone that an ice vending machine falls under,

who are against this. We have an additional petition signed by property
owners in the area with 55 signatures. (Presented said petitions to the
Council.) (Presented flat map setting forth all adjoining property
owners in opposition to these matters.) This application does not conform
to the master plan of the residential area. It would initiate spot
zoning along Francisquito.

Station has gone over there I have
had to close off my bedroom windows on the side facing Francisquito
because those lights are so bright, Quite often we get the gas fumes
from that station all through our house,

Covina?", add the following sentence: "This present tax rate is
sufficient to fund the proposed City Hall and Police Building," His
recommendation was to add "at this time",
Mayor Krieger: I think it should be, "The tax
rate is sufficient at present to
fund the proposed. City Hall and Police Building,"
Councilman Nichols: The City Manager made a very
strong presentation at the time
I changed my position on this matter that the present tax rate would be
sufficient to meet the debt service in connection with the proposed
developments, It is true that we can not foresee what the future would
hold, but I think it is reasonable to assume that any future possible
increase in tax rates would be due to other commitments that this City
might make and not due to the embarking upon these programs, I would
prefer to see it left the way it is,
Mayor Krieger: I want the record to show that
we need not add one program to
this community to possibly require at some time in the future a tax
rate increase, I think it represents a statement of fact which, in
the best of conscience, none of us are prepared to make,

tion I heard at the Planning Commission, there still seems to be a lot
of confusion and we are getting nowhere, Would the Council agree to re-
state for point of clarity what they want the Planning Commission to do?
Councilman Nichols-, We have been told this evening that
the Planning Commission made certain
requests of staff and that the staff would be prepared to make those
recommendations to the Planning Commission, and the implication clearly
stated to me was there is no confusion at the Commission level, We
have made a request for the clarification of the qualification of this
appliance or whatever it is to go in this particular area, It is clear
in my mind, As far as I know, it is clear in the Planning Commission's
mind,

of Los Angeles, Dr, Snyder stated -that he joined in the feeling they

stated that if the majority voted.

that the Council hold this matter over to our next regularly scheduled
meeting of the 28th and in the meantime direct the City Manager to
correspond with the City Manager of Claremont to get an informal appraisal
of the direction of the Committee of Mayors,
INCIDENT AT.BOB'S
Mayor Krieger: I asked Police Chief Sill and
Officer Kortan . to be present
this evening, I wonder if one of you would summarize the incident, first
of all, that occurred at Bob's on Saturday morning,
Police Chief Sill: (Gave summary of this matter,)
The City Manager and I had a
meeting with Mr, Carl Thornton, who is the Assistant to the General
Manager of the Bob's chain, and also Mr. Aiken and the Manager of
this local Bob's and they are in full agreement to hire as many police
officers as it will take to keep that situation under control, We are
now planning to add an additional man hoping that this additional
manpower will help keep some of this in abeyance,
Mayor Krieger: One of the reasons that motivat6d
me to ask you to appear this
evening was no reflection upon the way Officer Kortan conducted
himself, which I think was in an examplinary manner, Law enforcement
is dangerous enough without the exposure of our people to unnecessary
danger, I hope this matter will be followed up so there is adequate
strength in existence at these locations where we have either on -duty
or off -duty police personnel, I think it would be well within the
province of this Council to agree in the Mayor sending letters to the
individuals that came to this officer's assistance expressing our
appreciation for their efforts and in recognition thereof,
Police Chief Sill: We have recently designed and
printed a certificate for this
purpose and with your permission we will find out the names of these
young people and have them prepared for your signature,
Mayor Krieger:
I think that would be fine,
Councilman Gillum: I as an individual am getting
sick and tired of young people
throughout the State and the Nation thinking they can ignore the law
of the land; the officers, They have no respect in many cases for a
law officer who is faced with enough dangers without young people
creating these things, I would like to see the Council go on record
in a sense that all young people are welcome in our community, They
are welcome to come here or come to our business places as long as
they conduct themselves , in a manner which would be what it should be
However, I think we -should also make it known that as a City we cannot
tolerate them taking things into their own hands and doing as they see
fit, and I would like to see the City go on record stating that if
such an incident happens in the future that it be handled in the same
manner this one was handled and stopped the moment it starts,
Councilman Nichols: I think the gist of Councilman
Gillum's sentiments are shared
by all of the Council and I think the press's reaction will serve that

need, I wouldn't }personally see the need of a formal resolution.
Whenpeople assault an officer now, hasn't that been made a felony?
• Police Chief. Sill: Yes.
Councilman Nichols: These two young men are being
charged with a felony offense?
Police Chief Sill: T don't believe so. They have
felonv charges against them,
narcotics, and assault with a deadly weapon. Had the arrest been
a simple disturbing of the peace, it would have ended right there.
As it progressed, a number of other violations occurred.
Councilman Gleckman: Council is in receipt of a letter
from Wesley G. Grapp, Special
Bureau of Investigation, regarding the two officers involved in the
apprehension of the criminals of the savings and loan crime.

EDGEWOOD FOOTBALL GAME
Councilman Nichols: I have been designated by the
Superintendent of Schools of
the West Covina Unified School District to extend to each of you and
your wives an invitation to be the guest of the Superintendent of.
Schools and the Board of Education at the Edgewood-Covina Football
Game. (Gave brief summary of this matter.)
ANNEXATION COMMITTEE
Councilman Gleckman: The Annexation Committee made
a field trip through Annexation
District No. 193 and Annexation District No. 197 and they will be
reporting this Thursday night at their meeting.
CORTEZ PARK
Councilman Gleckman: I have a note given to me by
Dr. Snyder that Dr. Baro is
upset about the equipment parked in Cortez Park.
DEMANDS
Motion by Councilman Gillum, seconded by Councilman Gleckman, to
approve demands totalling $197,303.90 as listed on demand sheets
B266 and 267 and C529 through 532. This total includes fund transfers,
bank transfers, and time deposits, except for the $60.00 designated
for the dues to the Mayor's Committee. Motion passed on roll call as
follows:
