The regular meeting of the City Council was called to order by Mayor
Krieger. at 7:30 o'clock P.M. in the West Covina City Hall,
Councilman Gleckman led the Pledge of Allegiance, The invocation was
given by Rev, John Gunn, First Baptist Church,

of these will lessen the need of the consultant,,

staff pointed out that the present C-2 should be extended to Glendora
and Cameron specifically at this intersection. In this community there
imst be more Cm2 made available In our case, we must relocate in
another section, We feel this is an ideal location, We have approval
from our distributorship for this location, (Presented documents to
the Council,) We hope this will start a precedent of a good type of
development on Glendora. At the present time there is strip development,
That is not adding anything at all to the community, We feel what we
have to offer will set a precedent which we hope will continue and
we hope will build up Glendora.. Avenue into a fine business street that
the community wants and should have,
Mayor Krieger: I would read into the record the
statement handed to the Council
from.Volkswagen Pacific Inc, dated May 9, 1966, addressed to the
applicant from the Executive Vice President and General Manager,
Mr, Soboloff: "This is to inform you -that we herewith approve the
property on the northwest corner of Glendora Avenue and Cameron Street
as your site for your new Volkswagen dealership,"
There being no further public testimony, the public portion of the
hearing was closed,
Councilman Nichols: Mr., Joseph, if this zoning were
existing now, what would you
anticipate would be proper and correct zoning for the R®1 strip to
the north of that property, or any portion of it?
Planning Director,'Mr, Joseph: We had a recommendation before the
Planning Commission which they chose
not to act on at this time that in our opinion we find the Rml very
difficult to endure in that location and we would anticipate a
complete rezoning study,
Councilman Nichols: One of the positions I have taken
quite clearly during the years
I have served on the Council is that Glendora inevitably is to be a
major business street in this community, Iihink our City has to move
forward and we must have these uses, Where Rml property continues to
exist on temporary basis abutting commercial property, I think it is
the Council's responsibility to buffer and protect those property
owners as much as possible, I believe this application is a proper
and- correct application and can stand on its own merits and I favor it,
Councilman Gleckman: I have had the benefit of the hearing
at the Planning Commission, I
wholeheartedly concur with the recommendation of the Planning
Department as well as the Planning Commission,
• Councilman Gillum: This was one of the things I have
felt that the City was in need of,
bringing additional revenue into the City. I agree with Mr, Nichols
and Mr, Gleckman that the only thing I can see for Glendora Avenue
eventually is complete commercial from the City Limits up to the
freeway, I think this has been presented in the right way and I. would
support it also,

Pest Control Board having to do
with City business licenses and offices in the City that require a
business license,

Councilman Gleckmano This has come to my attention that
we do have certain pest control
agencies operating in the City that are doing so without a City
license and according to this particular document and this letter sent
to you, it is the request that out®ofmtowners should have some type of
license in order to operate within our City limits, I think this
should be referred to our City Attorney and our Planning Commission
for their recommendation,

ORDINANCE INTRODUCTION RELATING TO ABANDONED AND UNDRAINED
SWIMMING POOLS
City Attorney, Mr, Williams-. I don't have the ordinance and I
would like instruction from the
City Council I have done considerable'research on this matter and
find that there are not many cities that have this type of an ordinance,
Councilman Snyder-. Obviously a responsible owner
realizes the threat of a civil suit
if something happens so they are not going to abandon it in any way.
But, every once in a while we still get complaints of vacant houses
with swimming pools where the gates aren't too well locked and nobody
knows where the owner is and I think an ordinance along the lines
proposed so the City can do something when we get a complaint, would
help, This is generally what I have been thinking about. This allows
us to put the people on.notice that there is a problem there,
Councilman Gillum-. What happens if we drain the pool
and it is damaged?
City Attorney, Mr, Williams-. I intend to put into this
ordinance a provision similar to
what the State has just done with reference to blood tests in
suspicion of drunken driving cases; that the fact that you take out
a driver's license impliedly consents to your having a blood test.
This is not tested in court and I don't mean to imply that I can give
you an assurance that this is true, I would put it in the ordinance,
nevertheless, that violation of this provision that a pool must be
drained in the cases where we say so, gives consent that the City may
drain the pool. I cannot give you assurance that this would
be absolutely guaranteed against liability if the pool cracked,
There is a cover that is capable of being put over a pool and the only
thing I. would add is that it be subject to the approval of our
Building Inspector before it is approved, An alternate to draining
it would be covering it,

of this sort it is necessary to
exercise great caution in order that there be no inaccuracies in
substance and fact because if the opposition to any given annexation
finds even one error in fact in this booklet, it can well be used to
prejudice the value of the whole booklet, In this booklet regarding
the lighting districts I believe it is worded inaccurately because -it
states in the booklet that "No, no lighting will ever be placed on
your street unless a majority of the residents of the area request
it," This is not the way a lighting district is established and they
are not established based upon the petition of a majority of the
people,

DER WIENERSCHNITZEL REQUEST
City Clerk, Mr, Flotten: We have a communication from Der
Wienerschnitzel of Glendora
inquiring regarding business license for drive-in food outlet at
Vincent Avenue south of Walnut Creek Wash.
City Attorney, Mr. Williams: (Gave brief summary of this matter.)
Motion by Councilman Nichols, seconded by Councilman Snyder, that the
City Clerk be directed to inform the correspondent in this matter that
the City will be prepared to issue him a business license providing all
other conditions involving his occupational activities, commercial
activities in the City comply with all City laws and ordinances.
Mayor Krieger: I don't know what we are basing
our opinion on here.
Councilman Gleckman: I think the condition in the
ordinance is there for a reason.
I interpret it a little differently. I feel the reason behind it
is there to put some type of control, where possible, to drive-in
food establishments due to the fact of the unfortunate police power
• problems we have had with these types of places within our City.
On this basis, I would not vote for it until the applicant made an
application and appeared before us and explained his operation and
what he proposes to do there.

PUBLIC RELATIONS COMMITTEE
Mayor Krieger-, The Council asked Councilman Nichols
and myself to act as a committee of
two having to do with the subject of public relations, We have
certain recommendations to make to the Council on this matter,
The first recommendation we have
is that the Council authorize an appropriation not to exceed $2,000
for the preparation and distribution Citywide by direct mail of the
annual report of the City of West Covina for the last fiscal year,
I don't think the annual report prepared by the staff bears any
sLmilarity or overlapping whatsoever to the booklet prepared by the
Chamber or the informational document disseminated by the San Gabriel
Valley Tribune, This is, in fact, a progress report type of bulletin
• having to do with the actual work of the City during the last year
as well as the program of the City for the immediate future and
included within the proposed booklet would be annexations, general
plans, civic center, citizen committees, five-year plan, finance,
recreation and parks, police, fire, special events, etc,
Councilman Snyder-, My honest opinion is I don't think
these booklets do much good,
Motion by Councilman Nichols, seconded by Councilman Gillum, that the
Council authorise an appropriation of $2,000.00 for the preparation
and mailing of an annual report for the year 1-966 subject to the
Council's opportunity to review the preliminary copy of that report
and approve its final form, Motion passed on roll call as follows-,

Mayor Krieger-, The next recommendation from the
committee to the Council has to do
with press relations, For some time now it has been the expressed
opinion of individuals on the Council that there should be some
established policy having to do with press relations, It is the
recommendation of the committee to the Council that the Mayor be
delegated to meet with members of the press at designated times
• convenient to the mayor and members of the press so as to answer
questions, present the Council's programs, define the Council's
actions on matters, and to expend and discuss progress of Council
activities within the community and the policy of the Council as the
designated representative of the City Council; and that this policy
be established so that individual Councilmen will be welcome to
meet individually at any time on any subject matter with members of
the press to express their individual opinions which would be
emphasized by the Councilman to be his individual opinion and with
the request of the press when they attribute a statement to an

• individual Councilman to attribute it to him as an individual
Councilman and not as speaking for the entire City Council,,
Councilman Snyder-, I can see times when the press might
want questions regarding City
policy when the Mayor is not available,, Shouldn't a policy of perhaps
the City Manager or staff to release mm
Mayor Krieger-, We can discuss that as a separate
item,, We have a recommendation
as to policy with press relations with the staff, also,,
Councilman Gleckman-, I would like to know the purpose
in bringing this matter to the
Council other than informational,, Are you intending to set up
some type of a motion or some type of a policy as to the relationship
with the press from the individual Councilmen to the press? Everything
you are saying I would gather would be normal procedure with this
Council and if you are bringing it up for information as to whether
we all agree with this, I would say generally and basically I would
go along with it. If you are bringing this up to get a hard rule
passed that this is the way it should be, you will never get my
support,,
• Mayor Krieger-, I think we are trying to verbalize
a precedent for this Council and
perhaps for future Councils in a matter where there has never been
any real precedent established,, It is impossible.ln a body such as
this to establish hard and fast policies,,
Councilman Snyder-, The purpose of it is to gain
better communications and better
continuity of communications,, This doesn't preclude any Councilman
at any time from making statements of his own,,
Motion by Councilman Nichols, seconded by Councilman Snyder, and
carried, that the Council authorize and encourage the Mayor to meet
with representatives of the press on a scheduled basis for purposes
of providing public information in answer to questions that the press
may have,,
Mayor Krieger-, The last recommendation we have
having to do with the subject
of public relations, and specifically press relations, is with
reference to the staff,, It is the recommendation of the committee
that the City Manager or his designated staff member be authorized to
handle press relations having to do with administrative and staff
matters with the press,,
Councilman Nichols-, I would like to offer that suggestion

• Councilman Nichols-. It is just purely a matter of the
good faith of all people involved
and their value judgment, There was an extensive period of time in
the relationship of the Council to the City staff whereby because of
-less than -ideal relationships of staff members from the City Manager
down became reluctant to communicate purely administrative and factual
information to the press, I don't believe those conditions exist
now, We are placing the responsibility for implementing a policy of
public relations upon the City Manager or his designated representative
in matters of administration.
Action on Councilman Nichols' motion; Motion carried,
Councilman Gleckmane Am I under the correct assumption
that any particular subject that
any particular Councilman would like to have the information withheld
from the public due to the process in which it is being handled or any
information such as the Real Estate Research Report when it came in,
does not come under the control of any particular Councilman when it
comes to releasing that information to the other Councilmen? I
.bring specifically two cases where I inquired at City Hall about
something and I was told by the staff they have strict instructions
not to release that information to anybody by Councilman so and so,
I state to you now that I.as a Councilman feel that this staff of
• this City at no time shall withhold any information from any other
Councilman on anybody's instructions,

Mayor Krieger-, Regarding the Minutes of August 1
when we met with the Executive
Board of the Chamber and the Planning Commission and representatives
of the Real Estate Research Corporation, I have made some underlining
of' these Minutes,, We spent $17,000 for this report and most of these
comments are not comments by our people but people we paid for this
Irofessional opinion and.Mr, Kessker on Page 5 said, "We are aware of
the fact that several stores are now beginning to seriously consider
expanding,," On Page 5, Mr, Luithouser says, "It would take probably
two or three years to put a deal together and to get the merchants
in here even if you started tomorrow,," On Page 7, Mr,, Luithouser
says, "However, the normal approach is to have people of responsibility
actively solicit the attention of the major retailers and be able to
go to them and say you have the potential in your community for this
type of operation, and you also feel you have the property available
so they come into our community and they are not going to have to
break the bank in order to get the property and they are certainly
not going to run into a lot of opposition from the Planning
Commission if their response makes any sense at all, In other words,
we want you; we need you; we think you need us; we would like to
talk about it and work out some satisfactory solution,"" Then Mr,
Kessker said later on the same page, °"I think you are goingto have
. to have pretty definite preliminary ideals, at least about how you are
going to provide traffic circulation, about what kind of requirement
you are going to think appropriate to use as standards and regulations
to the development, the parking problem,, I think you need to use your
own staff and perhaps augment their counsel with the advise of others
in terms of thinking long enough and in enough detail about these
things to have a knowledgeable response when they show interest and
begin asking questions. I think it would be ideal if this could be
sort of a joint venture between the Chamber and the City and you
could very possibly enlist some of the present owners and proprietors
of the property, You could set up some sort of organization or use
the existing one,"
Mr,, Luithouser said, "There has
to be a unified effort, I would suggest as a start that a committee
be formed or a smaller working group be made available and we would
be happy to sit in for a couple of meetings to go over some of the
details as to how this can be worked out," Then on Page 9, Mr,,
Luithouser said, "As a matter of fact, at one point in the draft
of this report we had actually got into some of the implementation
phases and we felt that the report would have a greater benefit to
the community if this data were not in the report as it is but rather
they should be handled in open discussion with community leaders
and workshop sessions,""
Mr. Luithouser on Page 11, "1
think this would fit in very nicely with the meetings we are anticipating
with the working group in working out and doing some of the finalizing
of our actual program before we put it into the report into print,"►
On Page 13, "We are not talking about a huge concentration of factories
and offices but certainly the retailing life of West Covina is very
essential to the well being of the City,," And then on Page 14, he
said: "I think I would start out by involving the City administration
and staff in the administration I am talking about, perhaps having
representation from the Council and representation from the community,
probably through the Chamber of Commerce, and have a small committee

db task force work on this in terms of helping to meet with the consultant
and to decide on direction, We fully intend to provide you with a set
of recommendations listed in the order of priority in terms of carrying
out some of these things, It is not going to happen by itself. This
is nothing but a working tool and then you have to address yourselves
to the most important problems and work your way down the list, It is
quite possible that some of the best solutions may not be popular
solutions, And it is a matter of the Council and others in the
®mmunity to decide just how you want to do this."
Now, I have taken yourtime this
evening to read you these excerpts from the Minutes because I believe
they represent a fair concensus of what these two gentlemen said
and the b alance is really in the Council's hands as to where we go
with this in terms of the report that has been submitted to us, and
I think unless we take some action on it we are going to lose the
value of the report but more seriously, lose the time and it was at
least my opinion that one of the unspoken commandments of this report
was that time is running and running very seriously in terms of the
essential growth of this community, and I think it is going to
redound to the -long range criticism of this Council if we do not take
the initiative, I don°t think the initiative is going to come from
the Chamber, I don't believe the initiative is going to come from
the staff, I don't think it is going to come from within the
• community itself, I think the only place where this initiative can
come from is from the five of us sitting up here, I believe there
has been some progress in the Central Business District and some
generation of good will and effort in that direction, but I think we
have a larger program with a greater scope that has to be attended to,
I am suggesting that I would like
your suggestions at a very early date and by that I would request by
the first regular meeting of this Council in September, as to the
type of committee that should be immediately created within this
community to activate the material in this report and to sit down
with these people while the invitation is warm in working sessions
to formulate concrete proposals and programs that we can initiate and
I have given thought to this myself and I have my own ideas, but
rather -`than have this influence your own opinions in any manner, I
would only comment that I think we ought to get on this committee,
a blue ribbon cross section of our community whose function is not
just to make recommendations, but to propound their recommendations
within the community itself for popular understanding and acceptance,
Certain of these decisions are going to be unpopular, but they have
to be made,
Councilman Snyder, Shouldn't the Chamber be asked
to submit recommendations for
committees as well since it was partially their project?
Mayor Krieger, I have no objections to getting
as many suggestions from as many
sources as possible,
Councilman Snydere I think they should take part in
the action part in helping to
decide what kinds of committees we form,

Councilman Gillum-. Regarding the blue ribbon committees,
we have had a number of people send
in cards for different committees that we have not at this time
established and I have had a few people say to me "What's happened?"
because they haven't heard anything, I wonder if it would be
possible in some way to let these people know that they are not all
established yet so we don't lose them, so they don't think we have
forgotten about them,
Councilman Nichols-. I think that is a good idea,,
Motion by Councilman Nichols, seconded by Councilman Snyder, and
carried, that the Council direct the Mayor working with the staff
to provide a communication as simple as possible to achieve the end
of acknowledging the cards that have been returned reporting
briefly on the committees formed to date and indicating the respondent
will be contacted as the committees of their interest are formed,,

WATER RATES INCREASE
Councilman Snyder: I have a notice of a Suburban Water
Systems for increase in water rates.
I would like an opinion from the staff when this occurred before, we
protested it and won, Is there a recommendation to protest this time?
City Manager, Mr, Aiassa: I believe they should have a public
hearing, I think the Council should
wait,
Councilman Nichols: When Home Savings and Loan very
recently desired to form a water
company without public hearing, there was no uproar and outcry from
this Council that there should be public hearings, It was quietly buried,
Councilman Snyder: I had no objection to Home Savings
having a public hearing. I wasn't
aware that they didn't have a public hearing,
Motion by Councilman Snyder, seconded by Councilman Gleckman, and
carried, that a letter be sent saying in essence that a public hearing
be held regarding the Suburban Water Systems request for a rate
increase in this area,
