Mr.Ken Chappell.- Thank you. I would like to tell
you a little bit about what
Lionise., is doing in our country In the past six years,we have had an
international exchange of students from countries all over the world.
It has been my good pleasure this year to have as a guest in my home for
the past two weeks a young university student from Japan. He comes
from Nagoya, which is a sister city of Los Angeles. I would certainly
like to introduce at this time Hiroshni Suzuki, who is the guest of, my
family and myself. This is a Lion°s project, and he has a gift for
the Mayor.

Mayor Krieger.- I have one amendment and two
additions to these Minutes,,
On Page 1 there states there a joint meeting with the Personnel Board
without identification as to the members of that Board that were
present that evening. I believe the Minutes should reflect those
present were Ssmuel Sor°nborger and Robert Young, Arthur. Sanhorn'.and Edwin C. Faunce.
On Page 21, it indicates a
joint meeting with the Human Relations Commission,, I believe the
Minutes should reflect the members of the Human Relations Commission
present that evening were Fred Shrader, Elaine Mansell and John Overholt
On Page 16 on a motion of
Councilman Nichols, the vote indicated I voted for the motion,, I
was opposed, and voted "No".
Motion by Councilman Nichols, seconded by Councilman Gillum, and
carried, that the Minutes of July 5, 1966 be approved as corrected.

the staff on these Minutes,, On
Page 7 the Minutes state on top, "Since the funds available equal
$9,82.0,,00, the bid was awarded to include items one through three (a)
on the basis of $99576,,00, Edgar T. Short, Jr,, low bidder,," Yet
the itemization of bids in the paragraph just preceding it shows Edgar,
T, Short, Jr,, at $119217,,00, which was the highest of the three bids
indicated,, On the staff''s recommendation, certain items were
deleted and upon the basis of those deletions, the unit price bid of
Edgar T,, Short, Jr,, was the lowest unit price bid,, Is that correct?
Public Services Director, Mr,, Fast.- Actually, from the standpoint
of the total spread including all
bid items, the items announced in the bid spread were taken directly
off of the bidders' forms that they submitted. However, from the
standpoint of correcting certain bids, for instance, one bidder did
not cumulate his totals, so the price brought forward was not a proper
total that should have been brought forward,, In another case, there
was an error in another bid to the tune of $1,200.00 as opposed to
$200,,00, As a result, the total spread for all bid items was not
correct as you observe them because they were copied down verbatim with-
out analysis of subsequent bid items,

Mayor Krieger.- Was the bid of Edgar T, Short, Jr,,
the only bid that qualified or
•was it the lowest bid that qualified on those items included in the
award?
Public Services Director, Mr, Fast.- It was the lowest bidder,, The
irregularity was a mistake on
bid items we couldn't award in any event, because we didn't have
enough money,, In the event we had chosen to come to the Council and
received total authorization for all bid items, then we probably
would have had to declare one bid irregular, but since the bid that was
irregular in a later bid item was regular, we didn"t call it irregular,,

Councilman Nichols., Relative to the recommendation
that the City Council give the
City Engineer authority to waive the requirement for sidewalks on non®
select system streets when he considers it impractical to install them
in accordance with the ruling of the City ordinance, I would be willing
to go along with this,, However, I believe,it to be a granting of
considerable discretionary authority to the City Engineer, and I would
only personally vote to go along with it if in any instance where the
City Engineer so waives the requirements of the code for sidewalks
that the action of the City Engineer be reported routinely to the City
Council,,
Planning Director, Mr,, Joseph., That is done,, All tenative
maps appear before the City
Council,, You will have the right to review this,,
Councilman Nichols On Item 2, I recall a considerable
discussion on both the amount of
money involved as far as when sidewalks would be required and what
constituted an improvement relative to the staff°s recommendation
`,,sidewalks to be provided in single family zones when construction or
improvements, except swimming pools, exceed $19500 as determined by the
Building Department and more than 900 of the block has sidewalks
installed,," I would like to see the improvement nailed down to a
structural improvement because there are other things that are as remote
from the house and an improvement to the house with a swimming pool.,
that would cause the same kind of problem the pool would cause,,

shelters, for instance, because
it is a very structural item from the standpoint of code definition,,
If' the Council feels these improvements.shall be limited to the main
structure only, the residence, I think perhaps we had better be clear
as far as that is concerned,, On the other hand, the conversion of an
existing attached garage and a detached garage to replace it is not the
main structure necessarily,, It was the staff°s intent that any
improvement upon the property, any substantial improvement which we
felt was $1,500 in a block where 30% or more had walks, would bring
along with it an improvement to the property on sidewalks as well,,
However, we will limit this to whatever extent the Council desires,,
"A" is our current ordinance,,
Mayor Krieger; Isn°t "C" an elaboration of that
in terms of the mechanism of
stating policy?
Public Services Director, Mr,, Fast-, Yes,,
Mayor Krieger-, I don't find a very good discussion
as to why the Council should
amend the code section so as to reduce the 50% to 30% as a separate
issue,,
• Planning Director, Mr,, Joseph; That is a matter of Council
discretion,,
Mayor Krieger-, I feel that as a matter of
policy that it should be established
bar law as to what constitutes a substantial improvement by valuation
as probably the most easily applied test,, I also feel that as a matter
of law if there are exceptions to this they ought to be spelled out in
the ordinance,, As a matter of policy, I find nothing that suggests
to me there should be a reduction in the percentage from the existing
50% to 30%. I feel if you are going to apply these to people coming
in for building permits and suggest that they have exceeded the
building evaluation that they must construct sidewalks on their property
because 30% of the properties on that block has sidewalks, I feel the
position would be stronger if the percentage was a higher percentage
and I think there is nothing wrong with the existing percentage we have
in the ordinance,,
Councilman Gleckman-, I would agree with your comments
regarding the 50% although I think
the whole purpose behind the staff making this recommendation was to
come to the ultimate conclusion of having sidewalks throughout our City
and with the least amount of the City paying the way and this would be
one of the ways to do it,, Sometime in the future if the 50% does not
work out I might suggest at that time we might have to change policy
•and go to the 30%. At this particular time I would like to keep it
at 50% and spell out the improvement valuation,, I think at 50% we
could include swimming pools,,
Councilman Gillum-, I agree with Councilman Gleckman,,
Councilman Nichols: I think there are times when it
is obviously and clearly in the
public interest that certain improvements occur and that the City
through its elected Council must take such action to insure those

40 improvements will occur,, I think there are streets in this community
that are not major streets and not a part of our sidewalk program that
I cannot see why the need exists that we must tell the people on that
block that they shall or shall not put sidewalks in at their own expense,,
I don't see where we can rule that it is in the public interest for the
health, safety, and welfare of this community to go on to my streets for
example, and direct me or anybody else to put in sidewalks where
those sidewalks would serve no one except people living on that street,,
Councilman Gleckman-. This is only when 50% of the block
have sidewalks,, 50% of the block
wouldn't put in sidewalks unless there was some type of need for them
because it is an added expense to them, too,,
Mayor Krieger-. Mr,, Fast, as we have the ordinance
on the books now, we have the 50%
or more in?
Public Services Director, Mr,, Fast-. Right,,
Mayor Krieger-. That is the test that the staff has
been using for some time now,,
There seemed to be a judgment question as to the valuation or the extent
of the substantial improvement,,
• . City Attorney, Mr,, Williams-. In the past that has been simply
a matter of whether or not it was
an improvement that requires a building permit,, If it is such an
improvementand does not amount to enough,to require a building permit,
it doesn't come to the City and they are not required to put in a
sidewalk,,
Mayor Krieger; I think with the enactment of this
amendment into the ordinance
would accomplish as a definition and perhaps an easing of any questions
in this area, not the imposition of more stringent conditions upon the
public,,

carried, that revisions to the sections relating to sidewalks in
the Municipal Code be amended with the recommendations one through
six with the exception that in No,, 6 50% is to be substituted for
30%, as contained in the report of May 18, 1966,, (Councilman Nichols

night. Obviously, it will be
impossible for us to schedule a joint meeting. Does the Council wish
the staff to suggest alternative dates to -the School District?
Councilman Nichols; I see no virtue nor advantage that
would accrue to this Council from
holding joint meetings with Boards of Education and the City Councils
of other communities,, I can see that it would be in the interest of
the Covina Valley Board of Education to discuss all of .their problems
with all of the various cities at one time,, Certainly, it would save
them considerable time but I would not choose to discuss problems that
they might have that would relate to the City of West Covina and conduct
such discussions in a roundtable discussion with the city councils of
other neighboring cities,, I would suggest that I would be pleased to
see the Council meet with the Board of Education at a mutually convenient
time but a meeting that would involve matters of common interest to
that Board and this body,,

1959 I approached members of the staff to do something about the alley
which at enat time culminated in a petition signed by all Droperty owners
to the alley,, As a result of the alley, we obtained merely a 15mmile hour
speed limit signs,, However, the traffic has increased since 1960, At
the time it was indicated if signalling was installed at F°rancisquito
and California it would greatly alleviate the traffic in the alley,,
The signals were installed in 1962,, Traffic has doubled since 1960 in
the City of West Covina and the bottleneck I outline on Francisquito
toward Highway 39 definitely increases going westerly and people try
to find shortcuts and will go through the alley to go up California
Avenue,,
The traffic report you have in
your hands indicates we have been suggesting bumps be installed in the
alley to enforce the speed limit and that request was denied, and
the Traffic Director's recommendation for stricter enforcement of the
speed limit in the alley is virtually impossible,, It is impossible to
police that area,, I feel by installing the bumps it would completely
eliminate the transient traffic,, There are 15 driveways leading into
the alley where cars back out,,

to garages because these houses
front on probably a major highway or major street and we don't want
access of driveways to that major street,,
Councilman Gleckmans I don°t think the obligation of
our City is to keep alleys
unobstructed for comfortable riding qualities,, I think the gentlemen
here this evening have presented a good case and I would like to see
them get some relief if we canet control it trafficwise from a
police standpoint,,
Mayor Krieger.- Apparently the people who
the Traffic Committee are
concerned with in their riding comfort are not concerned with their
riding comfort and apparently the riding comfort being considered by
the traffic committee are people using that allevway for other purposes,
• Councilman Nichols.- This is a matter that has been
of long duration and I cannot
help but feel that the statement in the report that a more positive
approach to enforcement will be undertaken is just sort of a way to
pass it off, Obviously, I think everything has been done that can be
done and I think it is almost a unique problem and that something
should be done and the buck should stop right here,, I was told not
too long ago that design engineers can create these bumps so that they
know just about what speed a.vehicle is going, to be shaken up by the
bmp and what speed the vehicle can take the bump with relative ease
and they can have a 15-milemanmhour bump or a 30mmilemanmhour bump or
whatever size bump they want,, If that's a 15-anmhour®alley and people
are using that for a raceway, I am for having a nice 15Amile®anmhour
bump there about every 100 feet,
City Manager, Mr, Aiassa° I would like to hold this item
over to August 8th and give the
staff enough time to evaluate the bump system,

has any alternatives to the bump,
you should come forward with it,

Mayor Krieger The first of the two orientation
meetings of the Civic Center was
held last Tuesday night at the City Hall, 29 people attended of the.
34 who indicated they would attend the first meeting, All 29 were given
an introduction by members of the staff on the problem, the program,
and the solution, They were conducted on tours of the City Hall, the
Park and Recreation Building, and the Police Department, and they were
asked to indicate if they were interested in appointment to the
committee, The statement was made that anyone who indicated a desire to
serve on this committee would be appointed without any question as to
qualification or predisposition, All 29 people following the first
orientation meeting indicated their desire to be appointed to this
committee and all 29 will be appointed, The second of the two
orientation meetings will take place Wednesday evening at the City
Hall, There have been co-chairmen appointed to head this committee,
Winthrop Johnson, Judge of the Citrus Municipal Court, and Mr,
John Stiles, President of the Citrus National Bank, The committee will
meet as proposed twice in August, twice in September, and we are
asking them to submit to the Council for its consideration by the end of
September its formal findings on the matter of interest to this
committee,

COUNCIL COMMITTEE REPORTS
CENTRAL BUSINESS DISTRICT
Councilman Gillum, We had a meeting with the people
from Coldwell Banker,, They
presented us with their thinking on it and we, in turn, turned this over
to the staff to see if this initial proposal would create any traffic
problems, any problems at all. At this time we have not had a report
back,, The general feeling from the people of Coldwell Banker is
that there is a good possibility we will obtain this large business in
the Plaza and we are getting very good cooperation out of the Central
Business District people,,
ANNEXATION
Councilman Nichols, You will recall the discussion
at the recent annexation hearing
where there were some differences of opinions as to who said what
relative to the different tax rates among the citizens involved in
this matter,, I have received a letter from a lady who wishes to
clarify her role in the discussions that have gone on in that area and
sherequests that her position in this be made a matter of public
record,, Therefore, I would request that this letter be entered in
the Minutes of the City Council,,

addressed to the West Covina City Council, dated July 19, 1966, from
Mrs,, Ardis Turnbull, 16845 Harvest Moon, Valinda.)
"This is to inform you and the
city council that I as the petitioner to Mrs. Ruth McKinney, did not
and have not quoted a tax figure of $100 a year,, In fact I have
stated to the people that West Covina's city tax is 93� per assessed
$100 a year,, Somewhere, someone has misconstrued my statements,,
•"Upon a conversation with a
neighbor about the annexation Mrs. McKinney was told to call Mr.
Vold for information.
"It is insignificant to me as
to what Mr,, Vold had to say other than the fact that he advised Mrs,,
McKinney to call and withdraw her petition which I understand is not
permitted. A withdrawal must be in writing.

Councilman Gleckman: Your source of information is
incorrect. At approximately ten
•0 clock this morning I think by invitation, Mr. Fast, Mr, Joseph,
and Mr, Gatch, and myself went to a neutral meeting place, La Puente
City Hall, regarding our Annexation 200 and their: annexations 30 and
34 and there we were met by Mr, I-Liv.ran from LAFCO, by Gordon Gehl,
the City Manager of La Puente, Sam Siegel, the City Attorney of
La Puente, and Bill Joy, the Planning Director for the City of. La Puente,
We proceeded to discuss the matter of our annexation and their
annexations with a map being presented to us on the wall in the chambers
of the City Manager that was spread on the bulletin board by the staff
member of LAFCO,
At that time to open the
conversation, LAFCO asked the City of West Covina in what area they
would be willing to compromise with the City of La Puente regarding
our annexation and their two annexations, At that time I started
the conversation by saying that we felt we were quite justified in our
annexation and that it is quite amazing to me after the proponents in
this given area decide they want to annex to West Covina that the
City of La Puente then, and only then, received a similar application
and I was notified at that time that the application for La Puente
came within a matter of days or a week and that is one of the reasons
that LAFCO has requested our application to be held over until
August loth to'give this staff member evidently an opportunity to
discuss with the City of La Puente and the City of West Covina just
what area.of cooperation and consideration they would enter into re-
garding this area. To my amazement at that time I discovered that the
whole center of what I considered the City of La Puente is unincor-
porated and I discussed with them why they were so concerned about an
area when they have a street, one street, in fact, in the City of
West Covina to expand their boundaries when they haven°t even gone
ahead with trying to secure the main part of what is outlined as
La Puente, and they said it was in their plans.
Actually, they did not say in
any manner, shape, or form that they were going on an annexation --
an extensive annexation program, but they were going to take these

annexations as they came to them with no dates or analysis, et
cetera, in mind, And, of course, the staff member from LAFCO, I'm
sure, and I might as well put.this in the record, I'm sure had some
definite opinions and proceeded at that time to understand in what
way the City of West Covina intended to service this area and why
they wouldn't consider splitting this annexation with the City of La
Puente and La Puente made several attempts to offer us a split in this
annexation and each time they did so, I, as a member of the
Annexation Committee, could not understand not only their reasoning
but I did not at that time authorize anv such action on behalf of
the City of West Covina as even willing to give up any part of annexation
No, 200 even though they intimated to me at that time that the people
living in that area for years have thought of that as La Puente,
I said that, again, was a matter of opinion and maybe that is why they
wanted to annex to the City of West Covina
I am sure that the report
that will be given by the staff member of LAFCO will not be in our
favor and this is my opinion, I am making this opinion only on the
basis of which we proved, in my estimation, beyond a doubt that we
had adjoining area to this particular area that we had nowhere to go
north, east, partially west, and the only annexation that we could go
into would be south, whereas they had a tremendous area to the north,
to the east, and to the west before even contemplating this particular
•area but they didn't see it that way, I did give them one concession
and I said at that time I would have to discuss it with this Council,
that the area that is down by Baldwin Park adjoining to La Puente, that
we would not try to annex and give them the opportunity to go ahead and
I hope this Council doesn't get mad at me because I didn't make that
a definite commitment, but I offered that if they wanted to.have
some type of compromise,
Mr, Si Hughes My particular interest in this is
15759 Fellowship from the very start I have been
Los Angeles County working to get this area annexed
to West Covina, I attended.a
meeting where Mr, Joseph was present, Councilman was present, and.
I: believe Mr, Fast was present, This was in the County building
downtown and one of the things we were told was there was a petition
which they claimed 70% of the people in that area requested or wished
to be annexed to La Puente, Since that time, I have talked to our
County Supervisor, I talked to a couple other members on that particular
committee, and nobody has seen that petition and.this is one of the
questions I would like to ask you about. Has this Council seen this
petition? I have talked to people who stated they signed that petition
who neither own property or are registered to vote. I think it would
behoove you to look into this petition to see if it is a legitimate
document or just a list of names,
Councilman Gillum: It appeared at this meeting we
•had with them we could have
guessed what was coming for you at your meeting this morning,
