MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
CITY OF WEST COVINA, CALIFORNIA
APRIL 25, 1966
The regular meeting of the City Council was called to order by Mayor -
Krieger at 7:30 P.M. in the West Covina City Hallo Councilman Gleck-
man led the Pledge of Allegiance. The invocation was given by Dr,
Konrad Koosman of Christ Lutheran Church.

Mayor Krieger: I have an honor and pleasure to
perform. As you well know, Russ
Nichols was the Mayor for the City of West Covina for the year just
passed. He has done an excellent and conscientous job of presiding
over this body and as titular head of this City. He conducted himself
at all times with dignity and grace and with infinite patience under
many circumstances that a lesser man would have found unbearably trying.
As his colleague on the Council for the last two years it has been my
privilege and pleasure to serve with him and as I stated last week, he
brought dignity and honor to the position of Mayor of this community.
It is my pleasure as a symbol only
of the esteem in which he is held and will be held to present to him at
this time a gavel of his office.

Planning Commission when this first came before the Planning Commission
and since that time I'have read the Minutes regarding the zone change
approval voted for by the past Council and I have a request to make
to comment on Item 22, the precise plan, prior to the final vote on
this zone change. In other words, I would go along at this particular
time but I will get a chance at the precise plan, won't I?

City Attorney, Mr, Williams: The City is entitled to charge a
license tax for the doing of
business, so if you are charging a person who is in the business of
suspending banners and pennants you may do it, You may also charge
a service fee for the amount it costs a city to service an item,
There has been added to this ordinance the following sentence; "The.
permit may contain reasonable conditions including a deposit of $25,00
to guarantee the removal of said banners and pennants at the end of the
permit period, No banners or pennants shall be otherwise erected and
maintained except as expressly maintained in this chapter,"
A charge for the privilege of
having them there as distinguished from a deposit to take them down or
something is not permitted of a general law city unless it is a service
charge that.reimburses this City fora cost expended,
Mayor Krieger: What.is the timing of the recom-
mendation inasmuch as the
ordinance has been introduced without this language being applied?
City Attorney, Mr, Williams: You would have to reintroduce it
if you want to amend it,
Councilman Snyder: Move that the ordinance be
amended according to the
recommendations of the Planning Director of April 11, 1966 to include
a minimum service charge of $6,00 and that the ordinance be reintroduced,
Mayor Krieger: The motion is to adopt the ordinance
and that is the question before
•the chair right now. I will have to rule the amendment out of order
untilwe vote on this matter,

Attorney for some information,
As the precise plan is proposed and has been approved, if there are
other conditions that a Councilman wishes to impose on this precise
plan, how does he go about it without opening the hearing?
City Attorney, Mr, Williams: If you don't need a further
hearing in order to propose them,
you can propose them now and until the resolution is adopted, the action
of the Council is not final, If you wish to reopen the hearing, you
would have to readvertise it. If you simply suggest additional
conditions, if your motion to add those carries, I would simply rewrite
the resolution, bring j� in the next time, The ordinance on rezoning
wouldn't be brought up until the next meeting anyway and you could. -
have the rezoning ordinance and the revised approval of the precise
plan at the same time,

Councilman Gleckman: I have read the minutes of the
last meeting and I have seen the
precise plan as it now stands approved. I would like to see some other
conditions put.on the precise plan, one being that the -driveway and
the curbs and gutters be installed on Juniper and close off that driveway
in order to protect the single family dwelling just to the south of
this residence,, I would like to see the relocation of the address
so that it be on Garvey and not on Juniper. I would like to have the
staff make a recommendation as to the wall on the southside of the
property to see if it is high enough to give adequate protection to
the Rml residential directly abutting it and I would also like to have
some type of report from the staff with respect to where-the�a.pplicant
could get the required parking if this is all done.
Councilman Nichols: I think all of those points
are valid. Several of them
incorporate areas of my consideration and I would like to see the staff
come back with some recommendations in those areas as well even if it
involves delaying the final adoption of this matter.

for its recommendations regarding the additional requirements that
have been mentioned this evening on this precise plan conditions.

in this matter is entirely an
answer to the only question that was in my mind at the time; that is,
a recommendation that the size of the lathe installation there be
limited to its present size or 15 inches and that this be a condition
on the variance, I believe if this were added by the Council it would
meet all the objections I have,
Councilman Snyder.- I am wondering if this additional
•condition is really necessary,
The first condition limits this to the building of prototype equipment
and who of us are able to say that a 20 inch lathe or 24 inch lathe
is any more noisy than a 15 inch and also -just --'adding the 15 inch lathe
doesn't prevent them from putting in a_punch press later on, It seems
to me if we are going to limit the size of all the possible machinery
they could put in there that we could be taking up variances from now
until forever,
Councilman Nichols.- The Council should have some
ability to control the use,.
Perhaps stipulating that a 15 inch lathe is the limitation is not
adequate in itself. Perhaps the stipulation should be in some other
way or not at all, but the concern as expressed was certainly that at
some other time because a variance has been granted to the property,
not to the individual, that rather an extensive more noisy use could
occur and there should be some limitation,
Councilman Snyder.- It would be better to add a
condition that no large equipment
likely to be noisy shall be added without approval of the staff,
Councilman Gleckman.- Could we ask the applicant how he
feels about the recommendation as

of lazy people who will not go
around the back and you will have the congestion on the frontage road.

to come back after it is opened and say "I told you so", The Planning
Commission has remained adament for this and for the purpose of this
hearing I am willing to go along with that recommendation,,

Councilman Snyder. My concern is the same as Mr.
Nichols',, Also my concern is
that visitors and students will tend to use the Robert Hall parking lot
both in getting back to the alley as well as in parking.. I won't
argue for a driveway for every parcel in such an area as this, but this
is three parcels and it seems to me with the driveway placed to the
east side of the property running back to the.parking lot we would
alleviate the problems I am sure we are going to get if we don't put
it in.
Councilman Gleckman. I have read the Minutes regarding
this and feel I am qualified to
talk on the subject. I disagree with what has been said. I feel by
putting in another curbcut there it still will not restrict the people

.Secondly, I think it's about time that we did away with some of the
.gravel and cement and I'would like to see something like this within
our City as proposed there rather than another curbcut just to allow
somebody to go back to the alley. I feel under the same conditions we
talk about them using Robert'Hall's parking lot, the same people using
.that.alley for other usages are going to use that driveway.
Councilman Gillum. I have also read the Minutes on
•this subject and I have one
question, if I might. Is there some reason -.the driveway proposed by
the staff is cutting into the green area?

over here and still lead to the back.

West Covina 1958 and since that time we have
had several hundred members in our
organizations One of the things we do is we have athletics, social
activities and fund raising activities because we do finance our own
organization,, We are bound by the Grand Lodge of California with many
regulations and money making often can become quite a burden for a
chapter,, This has been the case for the West Covina Chapter for a very
long time. We have been looking into possibilities to make money and
.help the chapter along to make its foundation in West Covina a solid one,,
We.have found that fireworks are regulated and can only be handled by
veterans organizations with stipulations saying that each veterans
organization that meets in West Covina can have up to -three fireworks \
stands in West Covina,, At the present time no stands are made
available to any other organizations.
As a youth organization in West
Covina we have asked that the Council consider our request and see
if it would be advisable to open up the fireworks sales to perhaps
another organization,, West Covina Chapter in West Covina is the only
DeMolay Chapter and will be the only one in this City,, We are asking
that you make available to us only one stand,, I am here to answer any
.questions you might have to ask about our order and our chapter in
particular,

and each time there has been a committee appointed and studied this and
perhaps those reports are still around, if they made written reports,
but in each case they felt that to expand it beyond the veterans
organizations would create more problems than it would help. In each
case, they decided not to recommend extending it beyond veterans
organizations,,
Councilman Nichols; I feel this particular request
would be opening up a Pandora's
Box of a large number of organizations who have come before the Council
and have sought this permission and the result would be such a tremendous
number attempting to sell fireworks in the community that no one could
sell them effectively, I would be very reticent to expand the base
of the fireworks program but would say there are a number of other areas
of possible activities in the community. Once or twice in the past
two or three years groups have come before the Council and achieved-'
permission to number curbs in the City and the curbs have never been
done, Your organization might look into that possibility,,

these two young men came to me
very interested in this area and I encouraged them at that time as a
matter of civic interest to look into this area, to explore it to their
•own satisfaction, and I did explain to them that the Council I was
sure would be pleased to receive their report and that we were budgeting
and saving for a snorkle and that I thought that the balance of the
funds necessary for that might well be budgeted during the coming year
and the City Manager corroborated that, My only personal thought would
be certainly to express my appreciation to them for the time that they
did. spend going into this area and to indicate.to them that speaking
for myself that I do hope we will be able to budget this piece of
equipment during the coming year,

interest of these gentlemen, the staff might make available'to them
