05-17-1965 - Regular Meeting - MinutesADJOURNED REGULAR MEETING OF THE CITY COUNCIL CITY OF WEST COVINA MAY 17, 1965 The adjourned regular meeting of the City Council of the City of West Covina was called to order by Mayor Nichols at 7:40 P.M. in the West Covina City Hallo ROLL CALL Present: Mayor Nichols, Councilmen Jett, Snyder (from 7:45 P.M. to 8:07 P.M.), Krieger, Heath Others Present: Mr. George Aiassa, City Manager Mr. Robert Flotten, City Clerk & Administrative Assistant Mr; James Kay, Jr., Finance Director (to 8:00 P.M.) Mr. Herman R. Fast, Public Services Director (from 7:48 P.M.) LETTER FROM PERSONNEL BOARD TO CITY COUNCIL REGARDING REQUIREMENTS OF ORDINANCE NO. 248 • Personnel Board members are now required to wait one year after leaving the Board before they can be employed by the City. After discussion, a motion was made by Councilman Heath and seconded by Councilman Krieger, and carried, to remove the required one year waiting period imposed on Board members before they can be employed by the City. Councilman Jett and Mayor Nichols voted "no". The City Attorney is to prepare the proper ordinance. HUMAN RELATIONS COMMISSION REQUEST FOR COUNCIL ADOPTION OF RESOLUTION SUPPORTING PRESIDENT JOHNSON - REGARDING UNIVERSAL SUFFRAGE Councilman Jett opposed any action by the Council on the proposed resolution, Councilman Snyder was in favor of supporting the Hu- man Relations Commission recommendation. Councilman Heath felt that there was no necessity for City Council action in this mat- ter in that the Federal Government is doing all that is required. Councilman Krieger felt that this is not within the province of this City Council. Mayor Nichols was of the opinion that the resolution might be unconstitutional; that the wording could be bad,.and that if the wording could be amended he would be in fa- vor of it. Councilman Heath moved, seconded by Councilman Jett, and carried, that no action be taken on the Human Relations Commission recom- mendation. Councilman Snyder voted "no" and left the meeting in protest of Council's decision. Time, 8:07 P,Mo C7 Adja.C. C. 5/17/65 Page Two RECREATION AND PARK COMMISSION APPOINTMENTS There are three Commissioners to be appointed for terms starting July 1, 1965. The Commissioners are Dominic Veronda, Ellen Keith and William Ha Johnson, whose terms expire on June 30, 1965. A motion was made by Councilman Krieger, seconded by Councilman Jett and carried, to extend Commissioner Johnson's term for a period ending June 30, 1967. Councilman Snyder was absent. The Recreation & Parks Commission to the City Council for their June accepting a recommendation for an the Covina and West Covina School should be abandoned. REGARDING ROBINSON PROPERTY ON SOUTH GLENDORA AVENUE was requested to prepare and submit 14th meeting the desirability of appointment to the Commission from Districts, or whether the procedure The City will require 20 feet for widening of Glendora Avenue at this location. Mr. Robinson is willing to dedicate this area and provide improvements. However, Council asked Mr. Jett to request that Mr. Robinson write a letter to the City Council reflecting his offer, which letter will then be referred to staff, COUNCILMAN HEATH - REGARDING ANNEXATIONS TO LOS ANGELES COUNTY SANITARY SEWER DISTRICTS At the last Sanitation District meeting, a policy was adopted that any area desiring to annex to the Sanitary District shall undertake to annex to the adjacent city through which they would be served. The City staff is to furnish a report on the ramifications of this action with respect to future annexations to this City. Councilman Heath requested that copies be sent to all Covina City Councilmen together with a letter. MAYOR NICHOLS - REGARDING REAPPORTIONMENT Senate reapportionment was made to include all of the City of West Covina, The Assembly is not too happy with this situation. Motion by Councilman Heath, seconded by Councilman Jett, and carried, that Councilman Jett contact all Assemblymen in Sacramento May 18th and express Council'.s opinion supporting the Senate reapportionment plan. -2- Adjo Co Co 5/17/65 Page Three MAYOR NICHOLS - REGARDING BLACK MUSLIMS SELLING NEWSPAPERS IN CITY'S BUSINESS AREA ,jo Motion by Councilman Heath,seconded by Councilman Krieger, and carried, to refer the matter to Human Relations Commission for review and recommendation to City Council. They are to contact our City Attorney for assistance -in making the recommendation to the Council, a RESOLUTION REGARDING GENTLEMAN'S AGREEMENT BETWEEN THE CITY OF COVINA AND THE CITY OF WEST COVINA Motion by Councilman Jett, seconded by Councilman Heath and carried, that it was felt this Gentleman's'Agreement no longer serves the purpose for which it was written and should be terminated, City Manager Aiassa to draft a letter to be signed'by the Mayor so in -'- forming the City Council of the City of Covina, The original reso- lution should be rescinded. SAN GABRIEL VALLEY SYMPHONY REQUEST FOR FUNDS Subject was brought up by Councilman Heath regarding the San Gabriel Valley Symphony's request for funds, This item to be included in the budget discussion. BOND ISSUE - RESULT OF ELECTION Councilman Krieger spoke on this matter. Every effort was made to inform the voters. Councilman Kreiger brought out the fact that many who were in favor of the bond issue did not even take the time or effort to vote; that the need for the requested facilities seemed to mean nothing to the majority of those who did vote, and who seemingly having.no grass roots in West Covina were not even interested in in- vesting a few dollars a year in the future of their own city. The matter of lease -option to purchase the police facilities and the city hall was discussed. A motion was made by Councilman Jett, seconded by Councilman Krieger, and carried, to instruct the staff to get all the information possible for lease -option to purchase of the city hall and police facilities, such as procedure, cost estimates, etc, Mayor Nichols felt that he could not support this plan and so voted "no". Councilman Snyder was absent, There being no further business, the meeting was adjourned at 9:15 P.M. to Tuesday, May 18, 1965 at 7030 PoM. APPROVED S MAYOR -3 -
