CITY OF WEST COVINA., CALIFORNIA
APRIL 19, 1965
The adjourned regular meeting of the City Council was called to order
by Mayor Pro Tem Nich.ols' at 7:40 P.M. in the West Covina City Hall.'
Councilman Jett led the Pledge of Allegiance.
ROLL CALL
Present: Mayor Snyder (from 7:50 P.M.), Councilmen Jett
Krieger, Nichols, Heath
Others Present: Mr. Herman R. Fast, Acting City Manager
Mr. Robert,Flotten, City Clerk & Admin..Assistant
Mr. Harold Joseph, Planning Director
Absent: Mr. George Aiassa, City Manager
Mr. Harry C. Williams, City Attorney
BILLIARD PARLORS - AGE LIMIT
Councilman Krieger presented a summation of the issue.
Various policies were discussed by Council.
Councilman.Jett not in favor of changing.
Motion by Councilman Heath, seconded by Councilman Nichols, that the
ordinance concerning the age limit and time restriction on billiard
parlors be referred back to the Planning Commission with the request
that the Commission review the ordinance in.light of the lack of like
restrictions on bowling alleys, theatres, etc. The motion failed.
Motion by Councilman Jett, seconded by Councilman Nichols, and carried,
that the ordinance pertaining to pool rooms or pool halls remain as it
is presently; staff directed to send letter to the people who
requested the change in the ordinance to.advise them that it is the
consensus of the Council that the.ordinarice remain as it is at present.
Councilman Heath and Mayor Snyder voted "no"

Council recessed to executive session and then returned to the
Council Chambers.
PLANNING COMMISSIONER, APPOINTMENT
Mr. Edwin C..Saundets was appointed by the Mayor, with the approval
of the'�City Council,' to fill. the facancy created by the resignation
+� of Mr. Berman R'. Fast from the Planning Commission for the term,
expiring on June 30, 1965.

RECREATION & PARK COMMISSION;APPOINTMENTS
Report requested from staff as to terms served by all the Recreation
• & Park Commissioners.
Suggestion was made that all Commission members serve two year terms.
There being no further business, motion by Councilman Heath, seconded
by Councilman Jett, and carried, that this meeting be adjourned at
9:30 P.M.
