APRIL 5, 1965
The adjourned meeting of the City Council was called to order by
Mayor Snyder at 7:40 P.M. in the West Covina City Hallo Council-
man Heath led the Pledge of Allegiance.

• TRAFFIC COMMITTEE MINUTES
March 11, 1965
Motion by Councilman Heath, seconded by Councilman Krieger, and
carried, that the Traffic Committee Minutes of March 11, 1965 be
accepted and placed on file,
COUNTY COOPERATIVE AGREEMENT
City Manager, Mr, Aiassa: Our original agreement was
$15,000 and it is now closer
to $17,000. We want the agreement to show this amount.
Motion by Councilman Krieger, seconded by Councilman Nichols, and
carried, that the Mayor and City Clerk be authorized to sign the
County Cooperative Agreement for Azusa Avenue crossing Walnut
Creek at an estimated cost of $17,000.00.
RIGHT-OF-WAY EXCHANGE
Richfield Oil Station
City Manager, Mr. Aiassa: You.have a written report by
• Mr. Fast on this. This is at
the intersection of Garvey and Glendora. We want to widen the
frontage road and they are allowing us to'close off one of the
driveways on the turn -around street.

Public Services Director, Mr. Fast: (Maps were presented and Mr.
Fast gave a brief summary of
the matter.) We are asking the Council to approve that.the City
Manager enter into negotiations with Richfield for the exchange of
this right-of�way, the orange for the yellow (indicating these two
areas on a map on,the board.)
Councilman Krieger: If we enter into this
abandonment what assurance do
we have as to their dedication?

We accept the new dedication
before we abandon the old,
Motion by Councilman Nichols, seconded by Councilman Krieger, and
carried, that the Council authorize the City Manager to enter into
negotiations with the Richfield Oil Corporation to arrange an exchange
of.ownership through the dedication of land now held and dedicated
to the City of West Covina to the Richfield Oil Corporation in
exchange for dedication by the Richfield Oil Corporation of that
portion of right-of-way shown on the map in evidence.

(A map was presented and Mro Gingrich gave a brief summary of this
matter.)
Planning Director, Mr. Joseph. He asked Mr. Lockhart how this
would relate to their plans
and he said if they knew far enough in advance there would be no
detrimental effect,
Mayor Snyder: If we purchase this at this
time and they grade below us
wouldn't it be necessary to grade this to fit in?
Planning Director, Mr. Joseph: It would be all planned together.
Ile are aware of their thinking
and their plans and they would be able to get together with us so
we could provide a facility that would not be detrimental to their
development,,
Mayor Snyder; Wouldn't it be advisable to
perhaps have a precise
grading with the purchase? Is this possible? Let, them grade it
when they grade the rest of it,,
Parks Director, Mro Gingrich; I don't believe there are any
grade plans proposed at all
on that particular area of this development,,
Councilman Krieger: You once commented that the
property to the south, which
is now your primary recommendation, had access problems when you
first proposed the property to the west,, How is this proposed to
be solved?

more thorough and detailed

Councilman Krieger: Move that the staff be directed
to pursue the recommendation
• submitted to the Council from the Planning Commission dated April 1,
1965 with reference to the acquisition of contiguous property to
the south of Galster Wilderness Park for the purpose of. determining
the possible boundary lines for the future park acquisition,,
Mayor Snyder: It seems that should include
studies on this early access,

Councilman Krieger: As I remember our discussions the purport
of this particular location was to pro-
vide a somewhat central location for a large park site devoted to a multi-
plicity of uses, one of which we were restricted by deed to a -wilderness
park and the other located contiguous to the wilderness park would enable
the City to plan and compliment the wilderness park by other park and
recreational uses. The basic idea was to have a large land mass.somewhat
central in its location for adaptation on a broad park basis..

other areas when they did their study or
did you only consider this area?
As far asthe additional acreage being
considered now all of it was considered
the existing park. We feel it is an

cisquito and Azusa which is a level_
• piece, 15 acres, which might make it more adaptable to the uses listed by
the Recreation and Parks Commission than this particular piece. It is,
however, not contiguous.
Mayor Snyder: I think you are right; there might be
other 30 acres better than this one even
though they are not contiguous and I don't think they need to go into de-
tail but they might look at the other sites.
Councilman Nichols: It was my understanding that in all of
the discussions of this matter that we
were talking in terms of an addition of a parcel of land that would be con-
tiguous to Galster Park. It was the sole basis_ that I favored and have
supported the placement in the bond program of this particular sum;of
money being budgeted for land acquisition. Additionally, all publicity
that has been released so far has conveyed this thought to the public and
there is wide spread belief that the land acquisition is for an extension
of Galster Park.
Motion by Councilman Krieger seconded by Councilman Heath and carried,
that the staff be directed to pursue the recommendation submitted to
the Council from the Planning Commission dated April 1, 1965 with ref-
ference to the acquisition of contiguous property to the south of Galster
Wilderness Park for the purpose of determining the possible boundary lines
for the future park acquisition.
• NOTICE OF CLAIM FOR WRONGFUL DEATH
City Manager, Mr, Aiassa: I think the Council received copies
of this notice.
Motion by Councilman Nichols, seconded by Councilman Krieger, and carried,
that the Council rejects all claims and direct that this matter be turned
over to our insurance carrier.

CITY MANAGER REPORTS - Continued:
PENDING LEGISLATION
City Manager, Mr. Aiassa: There are several bills still being con-
tested. A.B. No. 1280, unemployment in-
surance, the League says the bill will cost $40,000,000 to implement and
maintain. We have already made a protest to this. A.B. No. 432, govern-
mental agencies news coverage, this is pertaining to radio and television
coverage of all public meetings.
Councilman Jett: I think the newspapers are in this so
strong that you don't have a chance.
It has passed the Assembly and it is before the Senate.
City Manager, Mr. Aiassa: A. B. No. 448 is the firemen's -working
hours. The Council has taken a strong
stand against this, A. B. No. 1461 is the fire fighters' work hours.
The League has gone against this. Senate Bill No. 716, planning and zoning
law, will not be up until the 14th and I will have a report to you within
the next few days.
Mayor Snyder:
Can we have a report on how our
Assemblymen voted on Bill No. 432?
(See Note.)
Councilman Nichols: I think it would be..in order that we
direct staff to keep us informed through-
out the Legislative session of any bills where the Council has been asked
and has taken a stand that we be informed.of the votes of our represen-
tatives when those bills come before the Assembly and Senate.
NOTE: (A.B. 432 was amended to exclude Counties and Cities. The amend-
ment passed in Assembly and the bill as amendment was then passed and
is now before the Senate. We are checking the Assembly vote both before
and after the amendment was adopted.
S.G.M.W.D. COMMUNICATION
City Manager, Mr. Aiassa: I would like the Council to accept
the communication from the San Gab-
riel Municipal Water District addressed to the Council on March 23rd
concerning the change of alignment of the west branch of the California
Aqueduct.

City Manager, Mr. Aiassa:
SISTER CITY "PAUL REVERE BOWL"
We don't want to do anything
about that.
I will be away from the City a half -
day on the 13th and I will be back
in.seven days.
Mayor Snyder: Here is a suggested inscription
for the Paul Revere Bowl to be
given to the Mayor of Toluca: "Presented to Senor Jaime Pons
Hernandez, E1 Presidente of Toluca and his delegation, by the people
of West Covina to commemorate the first official Sister City Visitation

Motion by Councilman Krieger, seconded by Councilman Heath, and
carried, that the suggested inscription for the "Paul Revere Bowl"
be approved,
Motion by Councilman Heath, seconded by Councilman Jett, and carried,
that the Councilmen's names be added below the inscription,
WEST COVINA SONG
Mayor Snyder: We have a copy here of a song
written about the City of West Covina, that Mr, Saul Armada has

carried, that a letter be written thanking the man for his interest
in the City and informing him that the song will be studied,
Councilman Krieger: I think it would be advisable if
we were to get some type of
assistance from one of the schools music department and have this
thing played,
Councilman Nichols: I suggest that the Council authorize
the staff to communicate with
Mr, George Booth, the consultant in the West Covina Unified School
District and ask him if he might be able to get it placed in some
fashion on tape so that the Council could then hear it,
Councilman Heath: We have only one song and
we don't know what it is.
I think before we start any kind of investigation or study that we
should have a series of songs and study a series of them rather
than taking this first one, What good will it do us to put it
on tape and listen to it? If you want to make an open competition,
do it,
Councilman Nichols: I merely indicated we would
like to hear what it is,
Mr, Chris Tambe: The writer of this song is a
man by the name of Paul Frances
who is a professional song writer, He is a cousin of Saul Armada who
is a West Covina resident and businessman, Mr. Frances came to
California about eight months ago and almost lived in the Chamber
Office for about three or four weeks in an endeavor to get us and
the Chamber to take the ball and sell this song on his behalf, He
has returned to New Jersey and I have received nothing but disparaging
letters from him and Mr, Armada is very upset with us,
Councilman Nichols:

BOND CAMPAIGN HEADQUARTERS

We have a headquarters for the
bond campaign, 1198 East Garvey,

Motion by Councilman Heath, seconded by Councilman Jett, and carried,
that permission be granted to Mayor Snyder and Councilman Krieger to
set up the procedures and conditions for the bond issue and work with
the Steering Committee,
Councilman Krieger: We intend to complete the
formation of the Citizens'
Committee this week which will include the co-chairmans John Gunn
and Mrs. Hazenbush; the Campaign Coordinator, Mrs, Jackson; the
Treasurers Frank Carr and Phil Wax; a ten -man Executive Committee;
and then a Steering Committee composed of approximately 120 some
private citizens. This will be the campaign organization itself,
SISTER CITY REQUEST
Mayor Snyder; We have a request from the
Sister City to provide $500
for the dinner for the guests at the Walnut Valley Country Club
on Monday night,
City Manager, Mr „ Aiassa: We had a meeting with the
Chairman of the Sister City
Foundation and it appears there will be considerable cost involved
in this dinner that will be held on the evening of the 12th and it
was suggested that the Council and the Plaza Merchants get together
and the Plaza Merchants will host them at a luncheon and that the
dignitaries be taken care of by the City of West Covina,
Councilman Heath:
I feel the City should be in
on it somewhere.
Move that the City Council
appropriate up to $300.00 for the entertainment of our visitors
from our Sister City,
Councilman Jett: I think if we are going to go
into this, go into it whole-
heartedly even if it requires the expenditure of a little money, Is
$300,00 enough?
Councilman Heath:
I'll change my motion to
UP to $500,00 instead of $300.00.
Councilman Nichols: If the Sister City group in
our community needs funds I
am most happy to contribute to their project. It is my understanding
that this is not an official City commission; that it is a worthwhile
group, We budgeted $500 which was requested to be appropriated in a

lump sum for use at this time in connection with this activity, That
$500-figure was approved and has been given to the Sister City
Foundation. In my conversation with the various participants it
was stated to me that the balance of the funds needed to put on this
particular activity would be raised by private subscription, ticket
sales and other activities in the community, one of which is the
music festival. I think the merit and worth of this type of
activity is that the community participate and if each substantial
activity of this community involves substantial contributions by
the City Council we are treating one activity in our City no matter
how worthwhile it may be, differently than we treat other worthwhile
activities by groups in our community.
Mayor Snyder:

think when this matter came

for this particular purpose
and this function I think in some way it should be made clear that
these people are guests of the City at this affair Monday night
and that they are not as such a guest of the Sister City Foundation
or the Lions Club,

I think that is a very good
suggestion,

the fact that I am to be on Council business in New York City

THE AGREEMENT BETWEEN THE CITY OF
WEST COVINA AND THE DEPARTMENT OF
FINANCE, STATE OF CALIFORNIA, FOR
THE POPULATION ESTIMATE"
City Clerk, Mr. Flotten: You will recall a short time
ago you authorized the staff
to proceed with the Department of Finance for an estimation of the
population. We did get the agreement from Sacramento but we now
must adopt it by resolution -and authorize the Mayor to sign it.
Mayor Snyder:
Hearing no objections, we will
waive .further reading of the
body of the resolution.
Motion by Councilman Heath, seconded by Councilman Krieger, that said
resolution be adopted. Motion passed on roll call as follows:

CAMERON AVENUE LANDSCAPING
Councilman Jett: On Cameron Avenue just before
Sunset there is an area that
we were supposed to have landscaped about two years ago.
City Manager, Mr. Aiassa: I have a follow-up report
for you on that. You had
negative response from everybody involved.
Councilman Heath: There was a proposal made
to the owner of the apartment
to participate and he turned it down.
METROPOLITAN TOUR
Councilman Nichols: Councilmen Jett and Councilman
• Heath and I spent several days
over the weekend on a tour of the Metropolitan Water District
facilities and I talked to a number of the people there from the
various cities in the San Gabriel Valley.

There being no further business, Motion by Councilman Heath, seconded
by Councilman Krieger, and carried, that this meeting be adjourned to
11:30 A.M. Monday afternoon, April 12, 1965. The meeting adjourned
at 8:45 P,M
