DISCUSSION OF AGE LIMIT OF PERSONS
ALLOWED IN BILLIARD PARLORS
Staff report submitted to Council by City Manager
Mayor Snyder opened.the discussion by stating that he felt we may be
too restrictive on family type pool halls as compared with the
controls on.bowling alleys. There are billiard tables in many homes.
This is a game of skill and no stigma should be attached to the game.
It would only be fair to restrict bowling alleys and theatres also.
We should change all or none.
Councilman Jett felt that pool halls are not for youngsters under
• sixteen years. Parents can take a sixteen year old with them to the
billiard parlor and he would be allowed to play, but he should not be
allowed to be there alone.
Councilman Heath thought that the new family type billiards should.
be taken as a new game and should be divorced from the old type pool
halls with their spittoons,etc. Environment is better in new type
family billiard parlors than it is in bowling alleys. Bowling alleys
have bars. Suggested we try new proposal for six -months and see what
happens. Has no sympathy for unattended all night laundry owner.
Chief Sill felt there was no stigma attached to the game.itself, but
that billiard parlors seem to be a place to congregate for the
long hair, cigarette smoking type of boy. The laundry on Glendora
sold out because of the mischief caused by players leaving the
billiard parlor when it closed. Seems that they would stop at the
all night self-service laundry and try to open the coin containers.
Feels that bowling alleys have the advantage as the parents are
nearby bowling when the youngsters are playing pool or billiards,
and thus have closer supervision.
Councilman Krieger felt the only advantage of changing the age limit
would be to the owner of the billiard parlor. Suggested time limit.
of 7:30 P.M. instead of 10:00 P.M.
Councilman Nichols wants to know what problems or experience aggra-
vated this situation. John Eastman stated he had talked to
Dr. Thyberg and Mr. Feldman of the school district in that the dist-
rict was asked to make a recommendation. In their opinion, the
billiard parlors lack supervision and it is getting worse; to reduce
the age limit of the players,.lowers control by the parents although
some parents are not too concerned with controlling their youngsters.
It is felt that it is wrong to expose youngsters as they are over-
exposed already. As leaders we should not lower standards. The only
man to profit is the owner.

Mr. Fast stated he had checked three different billiard parlors from
time to time and found that the same type of persons always congre-
gate there,- pale face - long hair - leather jacket, etc. type.
Billiard parlors are not the same, but must have restrictions.
Councilman Krieger suggested no restriction up to 6:00 P.M.(daylight)
but use the restrictions we have now after 6:00 P.M.
Make definite recommendation individually at next meeting.
ARGUMENTS RE BOND ISSUE
Arguments presented in previous bond issues presented, plus suggested
arguments developed by Mr. Kay and Mr. Gingrich. Councilman Krieger
to assemble and prepare suggested argument on.March 31st.
JAPANESE PROPERTY
City Manager explained situation to date and possible solutions.
Exchange of property, etc.

• Will be away five or six days, possibly around April 14, 1965.
HUMAN RELATIONS COMMISSION
Method of appointment discussed. No change will be made in method.
All five members are up for reappointment June 30, 1965.
