03-29-1965 - Regular Meeting - MinutesMINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL CITY OF WEST COVINA March 29, 1965 The adjourned regular meeting of the City Council was called to order by Mayor Snyder at 7:30 P.M. in the West Covina City Hall. Councilman Heath led the Pledge of Allegiance. Williams, City Attorney APPROPRIATION FOR COUNCIL GIFT TO TOLUCA DELEGATION Motion by Councilman Heath, seconded by Councilman Jett, and carried, to present to Toluca delegation an engraved Silver Bowl at a cost of $65.00, including engraving. INIS PEGGY WAGNER CLAIM FOR PERSONAL INJURIES AND PROPERTY DAMAGE • Motion by Councilman Jett, seconded by Councilman Heath, and carried, to deny the claim of Inis Peggy Wagner for personal injuries and pro- perty damage, and to refer the claim to the insurance carrier. CIVIL DEFENSE - AREA D BOARD OF MAYORS NO HOST DINNER Cleo Boschoff or a staff member will attend dinner at Santa Fe Inn, 10478 Valley Boulevard, El Monte on .April 15, 1965, 7:30 P.M. LEAGUE OF CALIFORNIA CITIES MAYORS PRAYER BREAKFASTS Mayor Snyder to try one meeting to determine response. This is not for Mayors only, but is a meeting called by the Mayor for public attendance. Future mayors need not follow through. BOND ISSUE HEADQUARTERS The location of the bond issue headquarters will be at 1214 Garvey Avenue, obtained by Councilman Jett, rent free. • MOBIL ECONOMY RUN Councilman Nichols authorized to be Council representative, at the invitation of the Chamber of Commerce, at the New York terminus of the Mobil Economy Run. C . 3/29/65 MOBIL ECONOMY RUN (continued) Page Two Mayor Snyder proclaimed.April 5, 1965, as "Mobil Economy Run Day" • All Councilmen invited by Chamber of Commerce to be present at Mobil Service Center on April 4, 1965, at 12:00 Noon to 2:00 P.M., and also at 6:00 A.M. on Monday, April 5, 1965, to act as hosts. •RESOLUTION NO. 3145 The City Clerk presented: Bond Issue Support "A RESOLUTION OF THE CITY COUNCIL OF .ADOPTED THE CITY OF WEST COVINA ISSUING A PROCLAMATION URGING ALL CITIZENS TO GIVE THEIR ENTHUSIASTIC SUPPORT TO THE 1965 WEST COVINA MUNICIPAL BOND ELECTION ON TUESDAY, MAY 11, 1965" Mayor Snyder: Hearing no objections, we will waive further reading of the body of the resolution. Motion by Councilman Krieger, seconded by Councilman Heath, that said resolution be adopted. Motion passed on roll call as follows: Ayes: Councilmen Jett, Krieger, Nichols, Heath, Mayor Snyder .Noes: None Absent: None • Said resolution was given No. 3145. UNITED CRUSADE Chief Allen Sill presented plaque from United Crusade to city employees • for over -subscription. VINCENT HOMEOWNERS ASSOCIATION Letter signed by Adrian,Arnott, President, accepted and group complimented. Mayor Snyder authorized to answer the letter spread in full in these minutes: "At the regular meeting of the Vincent Homeowners Association on February 20, 1965 the tactics and actions of the West Covina Homeowners Federation relating to the Home Savings & Loan issue were carefully reviewed and debated. We found that the Federation had inflicted a referendum action upon the City of West Covina at a particular time when such an action was greatly against the public interest. "We found much to censure in the tactics and methods reverted to by the Federation in support of its contentions. We believe such tactics and methods to be in bad taste and unsupportable • by people of good will. "The by-laws of the Vincent Homeowners.Association require us to support the planned and orderly development of.the community. In accordance with that requirement, by a two thirds majority vote, we cancelled our membership in the West Covina Homeowners • Federation. We deny supporting, at any time, any referendum action. We further deny that we are represented in:;any way with the Federation. "We thank you for your attention to this letter." SE • • • • 0 • C . C . 3/29/65 BOATS - TRAILERS - CAMPERS PARKING AREA Councilman Heath recommended that an area be Police Station or City Yard for parking with duty at the gate as guard or watchman. Page Three set aside at or near the police or city employee on Motion by Councilman Heath, seconded by Councilman Jett, to refer matter to staff for study. Motion failed on roll call. LETTER FROM PERSONNEL BOARD RE CITY CODE REQUIREMENTS Personnel Board members are not allowed to accept city employment until one year after they have resigned or left the Board. This is not a requirement with respect to other Boards. The question of why it limits the Personnal Board was brought up by Mr. Zoelle. Mr. Aiassa stated that the Personnel Board has access to records not available to other Boards. They handle all employee grievances and review all employee records and therefore have information available to them that is strictly confidential and not available to others. Councilman Krieger stated that any board members should be considered for a city job because we had checked their qualifications when they were appointed. Councilman Nichols agreed, providing there is a competitive examination. Councilman Jett felt that all jobs, big or little, appointive or not, should be on a competitive basi.s. Motion by Councilman Heath, seconded that the Personnel Board be informed the Council that a person serving on an appointive position for one year examination, in which case it would Mayor Snyder voted "no") WATER CONTRACT by Councilman Jett, and carried, that it is the general consensus of a Commission cannot be appointed to except where there is a competitive be allowed. (Councilman Krieger and Motion by Councilman Krieger, seconded by Councilman Heath, and carried, that the necessary cover letter be forwarded to Mr. Warne, Director, Water Resources, State of California, over the Mayor's signature, includ- ing a copy of the resolution, advising the State of our desire to enter into negotiations with the Metropolitan Water District for the assignment of the contract, pursuant to and in accordance with our resolution. TRAFFIC COMMITTEE MINUTES Approval of Traffic Committee minutes of their meeting of March 11, 1965, was held over to April 12, 1965. SIDEWALK PETITION BAINBRIDGE - BROADMOOR Referred to staff for report. MC11 C . C . 3/29/65 AZUSA AVENUE BRIDGE Page Four Motion by Councilman Heath, seconded by Councilman Nichols, to allow $2,000.00 additional for completion of ramps. Motion passed on roll call as follows: Ayes: Councilmen Jett, Krieger, Nichols, Heath, Mayor Snyder Noes: None Absent: None City Manager and City Attorney authorized to file claim against person who damaged the bridge. Motion by Councilman Heath, seconded by Councilman Jett, and carried, to authorize City Manager and City Attorney to proceed immediately to acquire or request abandonment of the existing water well in -Azusa Avenue R/W north of the Azusa.Avenue/Walnut Creek Wash Bridge. HOME SAVINGS REFERENDUM Mayor Snyder stated that a referendum is being attempted against adoption of the new Home Savings & Loan zoning ordinance. Their reasons are not rational and it is difficult to understand what impels them. They should acquaint themselves with the facts and the petition circu- lators should explain fully. Petition signers should ask questions • before signing. ADVERTISING - PUBLICITY TRIBUNE Mr..Aiassa directed to bring in review printed last year at cost of. • $1,125.00 for Council inspection in that last year's copy was not so good. City Manager to being in samples and get drawings and suggestions for April 14th meeting. HUMAN RELATIONS COMMISSION Councilman Heath recommended that the Commission be advised that when some one gives testimony or addresses theCommission, that they be required to give their name and address. SISTER CITY PROGRAM Special session of Council at 11:30 A.M. on April 12, 1965. Have procla- mation ready. Dinner at Walnut Valley Country Club in the evening. Adjourn meeting of April 5, 1965, to 11:30 A.M. on April 12, 1965. Adjourn meeting of 7:.30 PM, April 12th to 7:30 P.M., April 14, 1965. Notify all persons involved in hearing scheduled for the regular meeting on .April 12th that the meeting has been held over to April 14, 1965.
