MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
CITY OF WEST�COVINA, CALIFORNIA
March 1, 1965
The adjourned regular meeting of the City Council was called to order
by Mayor Snyder at 7:45 P.M* in the West'Coviria City Hallo Council
man Krieger led'the Pledge of Allegiance. The invocation was given by
Mr. Robert Flot.ten, City Clerk.

BOND PROGRAM SCHEDULE
City Manager, Mr. Aiassa: We have a representative, Mr.
Kramer, from O'Melveny & Meyers
and he would like to go over the agenda as to the dates and time the
Council can schedule for May 11 the bond issue. The Council did want
to discuss the timing of the bond.issue, whether it,would be -in May
or not. Tonight we would have to introduce a resolution, adopt it,
and introduce an ordinance calling for the bond election.
Councilman Nichols. Another item which is not before
us at this moment has serious im-
plications with respect to the date of the bond issue election and
speaking for myself I would much prefer to have an opportunity to see
the other matter resolved and that is the referendum petition that has
been filed with the City before making a final determination on the
date for the bond election. It is my understanding that a referendum
petition has been filed on the home Savings and Loan zoning matter and
that the Council, if this is not confirmed, will be required to take
some action in respect thereto and this action could involve the bringing
of this matter to the.voters in a special election and if it does there
is also a provision that does not permit two special elections to come
before the voters within a six-month period.
Councilman Krieger: That last statement is not correct.

in this instance in the Council holding'as many special elections as
we want to hold on the issues that are before us,

see both these matters held
tonight for some thought until next Monday night when we should be

election date, The resolution would have to be introduced next

Councilman Krieger: This isn't anything new, We
have had this in the hopper for
months now. At our last regular meeting we expressed our concensus
as to the form of the propositions that would be placed before the
electorate and I can't see anything to be gained by further delaying
this matter,
Councilman Nichols: I have one question before I
could move any further. From
the point that a Council votes to call or set an election, any election
of a special election nature, how many days at minimum must elapse
before that election can be held?
Councilman Krieger: I don't know,
Mr, Kramer: As far as the timing between.
the calling of the election and
the actual holding of the election, part of it is a practical problem
• and part is a legal problem, There is a provision that allows the
application for absentee ballot up to 29 days before the election date
so the 29 days is one requirement that has,to be met, There is also
a requirement in the City Election Law for the filing of ballot
arguments by voters and in allowing sufficient time to the voters to
prepare and file an argument and also allowing enough time to get those
arguments to the printer of the election supplies so they can be
printed up and sent to the voters with their sample ballots,, You have

two time periods that have to be taken into consideration. As a
practical matter again March 15 would be the practical deadline for
adopting the ordinance for calling the election if you want to meet
the May llth date, That would be approval of the ordinance, not the
resolution.
Mayor Snyder: How long do we have to answer
this referendum petition? We
don't have to make a decision on that tonight, do we?

a little bit to blackmail. In
other words, we are attempting to buy support,, I think personally
the bond issue has been talked about long before the referendum or the
item with Home Savings and Loan and should be the first one to be
disposed of,,
Councilman Nichols: I would not term it vielding to
blackmail but I would be the
first to admit that part of my reasoning is gaining of support and
energy and community -wide unity for the bond issue and I don't feel
that a bond issue preceding an election on this matter by 30 days would
do justice to the bond issue and I believe the other matter should
anyway be resolved first for the reasons I have pointed out,,

talking about it for months, We have had this machinery going for
months. As far as Ism concerned it is a separate and distinct issue
as contrasted to the subject matter of this referendum, I hope that
the people who circulated and signed it as well as those who opposed
it will not tend to mix the two, I don't think they should be mixed
as questions or issues. They should be decided on their own merits,
As far as this civic center, as far as the parks and recreation bond
issue is concerned, we have been operating under a tenative schedule
but we do have a committment at least in my mind to go forward in
the same sense of urgency that apparently we are now giving to this
referendum matter. The referendum matter doesn't appear on our agenda
tonight. This bond program schedule appeared on our agenda last Monday
night and it is properly before us again tonight, I think this Council
has the capacity to judge these matters independently as they should
be judged and I certaily trust the people have the ability to judge
each of these matters independently as they should be judged, I am
totally in .favor of firming up the schedule we have on the bond
program and taking this referendum issue up in due course, The due
course I speak of would be next Monday's meeting, I would agree
with the Mayor on this one question. I think it deserves a little
more study and a report from the City Clerk as to the certification of
the account, I would like to study the alternatives that are
available to the Council in this matter before taking any firm
position,
Councilman Heath: I would like to know what these
alternatives are, Either you
put it on the ballot or you don't put it on the ballot,
Councilman Krieger: The Council has two courses
of action in a referendum and
that is to repeal the ordinance or set it for election. I have stated
I would like the opportunity to review the significance of these
alternatives,
Councilman Jett: The bond issue is something that
has been before us for quite
some time, long before anybody thought of a referendum, In my opinion
the bond issue -certainly should have precedence at this time. There
are questions I would like to have answered on the referendum, I
have just received this information tonight,
Councilman Krieger: You would have no objection to
adopting the resolution and
introducing the ordinance on the bond issue?
Councilman Heath: I never said I wanted to delay
on both of these issues right now, it, I said we should move ahead

(1) In Section 2, Proposition No. 1, the estimated cost

(4) That in Proposition No. 4, the estimated cost be
$3009000.00;
(5) That the propositions attached to the ordinance be numbered
in sequence consistent with Section No,, 2 so as to read

We have prepared a report for you.
Gave brief summary of'said report
dated March 1, 1965 as follows-.
"SUBJECT-. Supplemental, Study on Vincent Avenue Interchange
Improvements.
The City Council at its meeting of February 15, 1965 requested a
staff recommendation on the desirability, necessity,'feas bility
and timeliness of a supplemental study relative to the east=west
traffic patterns as they will exist subsequent-tp reconstruction
of the southerly half of the Vincent Avenue -Interchange. 'The
following report is submitted in response to this request.
The attached map depicts the southerly half of the Vindent'Avenue
Interchange as it now exists and as it is presently proposed to
be reconstructed. The interchange improvements provide for the
extension of Center Street between Vincent Avenue and State'Street
--which Will be the first item of work when a contract is awarded
--as well as major revisions to the Interchange to include the addi-
tion of ON and OFF Ramps in the southeast quadrant and realignment
of the South Frontage Road (Garvey Avenue). The significant fea-
tures of these proposed improvements are the design concepts that
permit a physical separation of freeway traffic from local traf-
fic within the immediate interchange area and provide for-fred
right -turn movements for freeway on 'and off traffic. -In our bpin-
ion,, the major _deficiency of..th,e present interchange is the lack
of such features. The design. concept as now proposed -for Vincent
Avenue, i.e. the freeway interchanging directly with a major north -
south street, is also being proposed for other interchanges within
our City. The findings of numerous traffic studies indicate that
the removal of through traffic from local streets is of mutual.
benefit to both the travelling public as well as to the adjoining
developments. In this particular case, the commercial areas will
benefit in that "shopping traffic" will not be unnecessarily im-
peded by through traffic.
There are other street improvements currently under construction
or programmed which we feel should be considered as part of this
review. The completion of such improvements which are shown on
the attached map will have significant impact on the present east -
west traffic patterns.
Construction is now in progress for the opening of Cameron Avenue
between California Avenue and Glendora Avenue. The proposed re-
construction of the Cameron Avenue -Pacific Avenue Interchange as
part of the freeway widening project will provide a direct and
readily accessible route from the freeway, Civic Center,,and com-
mercial -areas to the south, southeast and southwest areas of the
City. We anticipate that these improvements will carry a large
volume of both through and local traffic now using California
Avenue and Glendora -Vincent Avenues

VINCENT AVENUE STAFF REPORT - Continued.-
"The completion of Valinda Avenue between Vincent Avenue and
Glendora Avenue within the immediate future will provide an-
other continuous north -south and east -west route for local'as
well as through traffic. This improvement is of -particular
importance to the commercial areas west of Glendora Avenue,
Valinda Avenue=Walnut Creek Parkway -Service Avenue will pro-
vide a continuous route along the southern periphery of the
business district which will intersect with radial streets
that lead.directly into the commercial areas.
Completion of the Azusa Avenue project between Franci;squito
Avenue and Amar Road in late 1966 will materially effect the
types of traffic and traffic volumes now existing in the
Vincent Avenue -Glendora Avenue areas. Azusa'Avcnue, when
opened to Valley Boulevard will carry a large volume of the
through traffic, particularly truck traffic now using Glen-
dora Avenue, Vincent Avenue and the South Frontage Road east
of Glendora Avenue.
Other improvements now being proposed which we believe are
pertinent to this discussion are as follows:

ment of Glendora Avenue from Vincent Avenue to the south
City boundary (several sections will still remain unim-
proved subsequent to the work now'irh progress).- This..
improvement will materially relieve the congestion now
occurring at the peak traffic hours on South Glendora
Avenue.
2. Work has commenced this morning, March 1, 1965, to re-
locate and widen the commercia.l driveway on the west
side of California Avenue at Center Street. This drive-
way is one of the principal means of ingress and egress
to the West Covina Plaza Area, The present driveway
offset at Center Street is undesirable from a traffic
safety standpoint and contributes to the congestion now
experienced at this location.
3. Finally, as part of the overall San Bernardino Freeway
widening project, we hope to realize significant improve-
ments at all interchanges as well as in the frontage roads.
By providing additional as well as more accessible inter-
change facilities, we expect a more even distribution of
traffic volumes on our major and secondary streets, there-
by relieving some of the congestion that now exists on
streets such as Vincent Avenue and California Avenue.
The Vincent Avenue Interchange improvement is in fact
the first phase of this project.
Bids for current Vincent Avenue Interchange project were opened
by.the State Division of highways on February 25, 1965. Assuming
there are no delays in bid review and award, we understand that
construction will commence on or about April 1, 1965. We cannot
assess the effect of any major delay to this project that would
be brought on by a major redesign effort. There are numerous
facets, including some that are quite intangible that would have
to be considered such as rescheduling of the project, rebudgeting
of funds, design efforts, resolution of certain costs already in-
curred by both the City and State, etc. It is conceivable that
several years.,could be lost; furthermore, we cannot assure the
Council that/a better or more acceptable design would be developed.

Vincent Avenue Staff Report - Continued:
"In this respect, we would only point out' that 'there "are
physical and economical practicalities that must be-cori-
sidered in formulating any projects particularly one that
is to be undertaken within a developed area such as the
one contiguous to the San Bernardino Freeway.
We have indicated on the attached map a possible future exten-
sion of Center Street easterly and westerly of State Street -
and California Avenue, respectively, assuming future traffic
considerations would warrant such a project, Alignment and
some of the problems associated with such an improvement will
be reviewed by use of an aerial photo study map to'be"'presen-
ted at Council meeting of March 8. The cost of such an"im-
provement,Would be expensive and insofar as we know, would be
borne by the City. It is our belief that it would be prema-
ture to consider this improvement until such time as we are
able to fully and fairly evaluate the effect of those street
and freeway improvements as discussed in this report.
The concern expressed by the Plaza Merchants Association over
the traffic conditions that have existed during the past 2-3
weeks within the Vincent Avenue Interchange area is understan-
dable, There has been considerable congestion due to the storm
drain work; however, there is little, if any, similarity between
the traffic patterns now existing as compared to future traffic
circulation after reconstruction of the interchange, This mat-
ter was discussed in some detail in Paragraph 2 of this report.
In summary, it is our opinion that the current project for im-
provement of the Vincent Avenue Interchange should not be de
laved. Rather, it would be -our hope that all efforts be direc-
ted toward expediting the completion of this project,'as well
as the overall freeway widening and improvement program,
RECOMMENDATION
That any supplemental study by consultant relative to improving
the east -west traffic patterns in the southerly half of the Vin-
cent Avenue Interchange not be undertaken at this time. In our
opinion, this effort would be premature until.such,time as the
proposed freeway and local street improvements are completed
and evaluated from a traffic standpoint and problem areas, if
any, are identified.
We would also want to stress to the City Council, the Plaza Mer-
chants, the West Covina Center Merchants and property owners
that the staff will do everything possible to make studies,
analyses and re-evaluations to the interchange as it is being
constructed, to assure proper circulation to their particular
areaso The staff will also cooperate with the large land owners
• of the shopping centers to promote a better pattern of traffic
ingress and egress, plus better parking designs to assure such
a pattern, We will need the maximum cooperation of not only
the merchants, but of the large land owners and developers them-
selves. We realize that this master modification of the inter-
change is going to be a definite challenge to all of us.,'

thank=the staff for the urgency
that they gave to this matter and I appreciate the amount of extra
hours required in order to prepare and submit this but in reading it
this afternoon I.was particularly struck by the fact that the.report
in summary is much along the lines that Councilman Jett stated when
we discussed this matter, that we should wait for other street im-
provements in order to evaluate the other traffic flow,
Mayor Snyder;

quire any action.

GALSTER PARK
City Manager, Mr, Aiassa: The Park and Recreation Commission
is getting together on March loth
with the Planning Commission at which time they will discuss which of
the items on the three proposals of enlargening Galster Park they
would like to recommend to the Council, I would also like to advise
you that we have some pending action with Mr. Galster and he wanted
to have a meeting with the Council to discuss the remainder of his
property, We also have to determine a sign for the entrance. Where
does the Council want the staff to begin? I don't want to get involved
in any of the future development of the property adjoining it. We
may be able to get together and work on the entrance gate and all the
other items that are part of our agreement.

lem has been created as the result of the widening of some of our
streets. Now when vehicles are parked at the curbs and traffic is
moving in its normal flow pattern the children are required still to
use the streets to attend school. When they move out around vehi-
cles that are parked at the curbs there is a very hazardous condition
that did not exist before.

Mayor Pro Tem Nichols: One very primary reason is that
all of our representatives
repeatedly state how concerned they are with upholding the concept of
home rule and decentralization of government and taxes authority.
Now here is a chance for them to put this action where their mouths
are.
• Councilman Krieger: I am concerned with the phrasing
of the motion. I think :it
establishes a bad precedent. I think the bill is going to pass and
I think it is a challenge to the City to move into this field before
it is pre-empted by the State and the precedent that I take exception
to is to be compelled by this Council if I vote against this to add
my signature to a resolution or a letter or what -have -you to indicate
that which doesn't agree with my own feelings.
Mayor Pro Tem. Nichols: I think it would have more force
in light of what Councilman
Krieger says if we let the Mayor sign for the City Council,
Councilman Heath: The State is only going to move
in where there is no action.
I don't see -how constitutionally, legally or any other way we can
not then have the same privilege as anyone who had thislegislation
before by going to the State and saying, "Look, Los Angeles had this
law before and now we want to put it in and we want to knock you out
and take this tax ourselves" and I think that if this bill goes through
we still have the alternative then of going through and putting the
tax in our city.
Councilman Krieger: That is the very point. As I
understand the phrasing of the
bill and the proposition we do not have that right and I don't believe
• that we can here debate the constitutionality of the bill, I think
our responsibility is as Councilmen here in this City to be aware of
this pending legislation and to be aware that if we do not have such a
tax and such a bill is adopted.by the Legislature that we will thereafter
forfeit the right to impose such a tax.
Councilman Heath: We forfeit the right when other
cities can do it?

be .binding to us I would like to take a stand.

FIREMEN LOBBYING GROUPS
City Manager, Mr. Aiassa: (Read report re this matter as
follows:
• "Firemen. Hours. AB 448 which would establish the maximum
duty hours of-Yiremen at not to exceed 50 hours per week will
be heard by the Assembly Committee on Municipal and County
Government on Thursday afternoon, March 25. On July 1, 1970,
the 56-hour maximum would become fully effective and prior to
that time, where the average duty week is in excess of 56 hours,
cities would be required to reduce the work week annually by at
least 5%. The measure also provides that fire protection is
deemed a matter of statewide concern and that it shall apply
to charter as well as general law cities."
These groups are asking us to let our
firemen be part of their association.
Councilman Jett: I am,against that.
Mayor Pro-Tem Nichols: Isn't it their perogative on their own
time with their own funds to join any
group they see fit?
City Manager, Mr. Aiassa: Yes, but not with City Funds.

driveways should be maintained at 25 feet, At the west side they
have an ingress of 20 feet.

side. I don't see the reduction down to 20 feet when we have consist-

the Firemen's Association to have this truck, I would suggest that.
the Council authorize me to negotiate with the Firemen's Association
to see what we can work out. We may be able to get this truck
maintained in top condition without taking firemen's time from City
work,

on this and put a lot of sincere
blood, sweat in this thing because they wanted to and for them to
transfer it out I don't think is right, I think the whole problem,

on a matter and have it disposed of so carelessly as a change of this

that have come up before the City where I felt I became a Part of
something that involved upholding City prestige that didn't cuite
work out to satisfy my own sense of what I would like to see achieved,

their permit?

have made an overture to them and they have not accepted the overture,
The Japanese property is the condemnation case we have pending before
us, We have one or two possible alternatives, One is a possible
transfer of sale of City owned property on California which we have
not made any overture on to the Japanese Association as yet- It is
quite important that some type of conclusion be made on this or else
we direct the attorney to ask for an retrial on this matter, The
court has not given us a written judgement yet,

years,, I think by proceeding and taking the entire parcel that we put
in these improvements me will then have increased the value of that
property to a point where we could realize our total investment on
it and come out with our improvements, the dedication and everything

have with Mr. Adams and will start on March 15 and that is Herman R.

Councilman Heath: At what salary do you start him?
City Manager, Mr. Aiassa: He will be drawing.the same salary
as John is drawing right now,
$11)500.00 per month which he is now drawing with his present company
and he will be on a normal six -months probation,
Councilman Heath:
What is the bottom of the range
and what is the top of the range?
City Manager, Mr,, Aiassa: About eleven something and the top is
--I don't recall, but 1-will get it
for you.
Councilman Jett: This is something I would like
to make a few remarks on.
This was just brought to my attention this afternoon about 4:30 and
I don't know how many of the other Councilmen were made aware of this
change but it concerns me very much because I feel for some reason
I have not been kept abreast of events that have taken place in the
City and that I don't know a lot of things that are happening that I
feel that as an elected representative of the people that I should
certainly be informed about, especially involving our top personnel,
This is not the first time this has happened,, I would like to review
a few incidents in the past leading up to this and the reason why I
feel the way I do,
Mr. Adams in 1959 was a candidate
for City Councilman and at that time he was defeated for election.
Some time later, I don't remember how long, there was a vacancy that
appeared on the City Council and Mr, Adams was appointed to fill that
position. I was told that shortly after his appointment on the City
Council that at his request Mr. Fast who was his boss at that time was
appointed to fill a vacancy on the Planning lommission. This went on
until the next election in 1961 at which time I was a candidate
opposing Mr. Adams and I was successful in defeating Mr. Adams and I
was elected to the City Council. Now, as time went along -- I am just
reviewing this and hitting the high lights -® some of the points I
think should be brought out here -- there was a vacancy in the Public
Works Director's office and without any knowledge of any vacancy, at
least given to me, long late in the evening of the Council meeting,
Mr. Aiassa makes an announcement that Mr. Tom Dosh had resigned from
the City and the position had been filled by Mr, Adams. Mr. Adams'
starting salary was somewhere around $159000 a year. At that time I
made no objections to this position being filled by Mr. Adams. I
couldn't help but feel it was a political appointment, I still feel
to this day that this was a political appointment, Here we come up
to the point where Mr. Fast, who is Chairman of the Planning Commission,
now Mr. Adams is resigning_ and now this same party who was appointed
by Mr. Adams is now being appointed to fill the position that Mr.
Adams is vacating. I am not sure about the procedure here. I know
a Council cannot be appointed to any City job or hired to any City
job within one year's time after he has left the Council. Whether
this has anything to do with the Planning Commission or any other
body, I don.'t know. The starting salary of Mr. Fast is not at the
starting salary range of Fr. rdams but at what I assume is the top
salary, $18000 a year. This is not to be considered a reflection on
Mr. Fast's ability ar Mr� Adams' ability but my point :i,s this-, That

as an elected representative I should be kept informed of everything
that is as important to the home owners of the City of West Covina as
the top positions in this City. I resent very much the fact that I
have not been informed or been advised of what has happened here.
There is a question in my mind as to the propriety of this transaction.
I feel this should warrant inquiry, There should be some understanding
so this Council would know what is going on in the City and what is
happening. I feel that this is my opinion and I have expressed it and
I have every right to express it on behalf of the people who elected
me to fill this position, This is in no way to be a reflection on Mr.
Adams, I have every respect for him and I think he has done a
tremendous job for the City. I am very sorry to see him leave but
I think these are events that the general public is entitled to know
about and I think it warrants a little consideration by this Council,
if not inquiry, as to why these events took place the way they did,
Councilman Krieger: I will just restrict my remarks
to the issue before us and that
has to do with the appointment of a Public Services Director, As
I understand it it is the prerogative of the City Manager to make such
an appointment. The gist of Councilman Jett's remarks apparently
were directed to the procedure of appointment rather than to the
• rights of the City Manager to make the appointment, This Council
jealously guards its prerogatives in every instance and I think that
the City Manager has every right to guard his prerogatives also. No
one is going to convince anybody of anything on this particular i.ssue
in my opinion. I believe John Adams has done an extremely good job
and I am very sorry to see him leave, If in the opinion of the
City Manager Bob Fast is academically, professionally and by
experience to step into this position, this is a matter of judgement
for him to exercise and not within my province to second guess,
If we are talking about the appointment itself I think it is germaine
to discuss qualifications but the final judgement or decision is in the
hands of the City Manager,
Councilman Jett: I am questioning the procedure
here,' Maybe I don't have the
confidence of the City Manager, Maybe he doesn't feel that he can
brief me on all of these matters, For what reason, I don't know, but
I feel I don't have his confidence and that for some reason I am not
being kept posted upon these matters, I think that this is one of
the positions or one of the places where this Council must take an
interest and that is in our top personnel. We are supposed to
establish the policy that will direct these people The City Manager
administers that policy.and if we have no control of them over what
events take place, how can we establish a policy?
Mayor Pro Tem Nichols: I was contacted earlier today
by Councilman Heath inquiring
if I had had information of this sort and I informed him that I had
hay:: during the past three or four days a contact, I ha.d r,.o particular
knowledge of this before, I think, last Thursday. I certainly hope
there was no intent to slight any of the Councilmen and I think with
an appointment of this importance that it is entirely in order, that as
a matter of information that Councilmen be informed but however I
certainly know that none cf us question that this is an area as far
as the appointment is concerned that is entirely within the City
Manager's prerogative. Is it also Mr., Aiassa, in your area to
move the various employees within these different ranges? Is that
ara automatic increase or does that come at your discretion or what?

Mayor Pro Tem Nichols: I noticed Mr, Fast indicated
in his formal application that he
had said that he would be advanced $100.00 a month within a few months,
City Manager, Mr, Aiassa: This is the request and is subject
to six months probation and it
is my recommendation to the City Council,
Councilman Jett: I would very strongly oppose
starting any new man in at
the same position that we have just within the last two weeks and after
a year or more of service with the City by Mr. Adams, I think this
was the reason we raised the salary, The substantial increase we
granted him was because we felt he accomplished this, Now we are
talking about bring in a new man and bringing him in at the same salary,
To me this is an affront to Mr, Adams, I would oppose starting anybody
at the same salary, You have no room to advance the man in a short time,
Councilman Heath: I would like to know what the
range is for this job,
City Manager, Mr, Aiassa: I'1.1 go get it,
Mayor Pro Tem Nichols: I would like to know if this is
the City Manager's prerogative or
the Council's prerogative,
Councilman Beath: It is up to the City Manager to
do it. He can put them in any
position that he wants and he can move them any place he wants as far
as salary is concerned, The Council sets the range but I think
the City ?Manager can put him any place he wants to.
City Manager, Mr, Aiassa: I am giving Council added
benefit by bringing this matter
up before you. Normally, managers hire people that are directly to him.
The range is from $1,159 to $1;790, He is right in the middle.
Councilman Jett: I think this is out of line to
take a salary that has just been
given to a person who has proven himself and increase it $3,000 a year
and now bring in a new man and start him at the same salary and he
has stipulated that he will want a $100,00 a month increase within a
short time which will bring him over $19,000 a year and I am wondering
did the City Manager use proper judgement,
Councilman Krieger-, This discussion is no longer
on the subject matter of Mr.
Fast or Mr. Adams but is quickly getting into other areas, We can't
deal with these people as abstract beings, They represent background,
qualifications, experience, training, ability, and we give this man
the responsibility to get the best man for the job at the cheapest
price. It certainly is not to his advantage to get us the most
expensive product that he can. I assume from his rundown on the
qualifications on this man he took all these factors into consideration

Car Clubs sponsored by Roger A, Stanionis, a police advisor to the
car club,, They are requesting permission to participate in painting
of house numbers on the curbs in this City,, This has the recommendation
