City Manager, Mr. Aiassaa Yes, Councilman heath:. I think more should be put in there than what you have to allow at least 10% for increase in labor costs, City Manager, Mr, Aiassa: I think Mr. Thomas was advised of this when he gave us these fi:-ares Councilman Heath-, I think this should be clarified. Councilman Nichols: I think we should list the police facility building separately and not under "Civic Center". I don't think we should wait until such time as we get our bond consultant before we decide how we are going to lump the things. It seems to me we discussed the concept that we would separate swimming pools from the remainder of this package and I think we should decide whether we should separate other items, • Co Co 1/13/65 Page Two CIVIC CENTER - Continued _ City Manager, Mr, Aiassa: If'these are separated and you --'pass... the police facility and riot the 'City Iialla where are the City on=site and Utilities improvements, et cetera-- going to be financed and -developed -in stages? If'you split them (Police and City Hall) we have to re-evaluate"them on -separate -units,' By -com- bining these units there may be savings'in heating or air conditioning facilities and General Public Utilities: Councilman Heath: If the -heating unit is 'big- eriaugh to take care -of the entire imprmvemerit you don't save anything thin y g because you install your heavy equipment now"arid - when you build the rest of the unit you don't have to add any heating.util- it es to it. Mayor Snyder: I think we all agree that the -Civic Center and the police building should be separate. Councilman Krieger: I don't want it generally -accepted' that I am in favor of breaking -this particular item down. This is the first time I have heard any discussion about -breaking the Civic Center down, I know we have discussed breaking the parks down. My personal preference on that particular item would"be" predicated on what our bond consultant -and architect suggests; _We,may be selling ourselves short in breaking them down on the bond proposal, I'don°t know, but we are going to be paying money for this expert opinion in the bond field. We have been paying it out -on -the architectural field. Let's find out what these people have to say about it, Councilman Heath- I don't see where the bond consultant is going to establish the policy of whether you put the Civic Center in one lump or break it down in two parts. It is the Council who should make this decision. Councilman Krieger: I would assume the consultant has had a certain amount of experience in the field of public relations: I have no experience whatsoever in the field of public relations as it pertains to'bondso I would like to have the bene- fit of his or their opinion as to how these things, by their experience, have been sold in the past. Councilman Nett: We are all inexperienced in trying to sell a bond issue. I thought we would hire a public relations firm to put this bond issue over. Councilman Krieger- I would like a further explanation on the total Civic Center. Do.we have a statement that has been made by the architects that suggest that they have taken these factors of projection into consideration in arriving At these estimates as to what this program is going to cost? City Manager, Mr. Aiassa: I talked to Mr. Thomas today and we felt in the new additions of the -on -site improvements and the others that he had left some area in there for absorbing some of the rising cost, Councilman Krieger: civic centers into bond issues? City Manager, Mr. Aiassa: Has this architectural firm had previous experience in keying They have worked with schools. They know the problems involved. -2- S C, C, 1/1.3/65 Page Three 'CIVhC CENTER - Continued Councilman Krieger: He would certainly be unrealistic if in his considerations he did not take this time lag into consideration in projecting his cost, Mayor Snyder: We have to have Mr, Aiassa contact the bond consultant .and bring us back a proposal,. Secondly, doubly check with Neptune and Thomas regarding their contingency fees on this, I think we should talk briefly about how we should organize a campaign on this, Tell Mr, Neptune that Mr. Thomas can go ahead with the plans and specifi- cations for the Civic Center® City Manager, Mr, Aiassa: He has to have a docket to work from, Councilman Heath: Your $207,000 is 80 of the total project, Of that 80 20 is for preliminary plans, 6% is for construction plans so your next increment would be for the payment of the plan which would be 60 of the $2,7919476,00,. City Manager, Mr, Aiassa: Mayor Snyder: whether or not the bond issue carries? You are actually spending 6%. It is $97,000 for the next phase. Do we want to commit ourselves to this before we know City Manager, Mr, Aiassa: This is a quest.ion.for the Council to decide. If you want to prepare your bond issue you have the rendering, the cost figures are rather accur- ate, you have a booklet report and the only thing you don't have is a de- tailed analysis of all of the elements of"air conditioning, structures, et cetera. We"will only be developed ,after final plans and specifications, Mayor Snyder: Councilman Jett: Mayor Snyder: Councilman Jett: some time to get people together,. What him so we know he can get it for us? The concensus is we should hold off on the plans and specifi- cations for now, What are we talking,about as far as a target date to get this on its way? We would like it to go on the ballot in April, I would think to do this Mr. Aiassa is going to have to have authorization should we give Councilman Heath: We can't use the school election for presenting this bond issue to the people because we can't use the same precincts, Councilman Jett:* I think it should be a special election, ME C, C, 1/13/65 gape Four CIVIC CENTER - `Continued • Councilman Krieger: We are talking as if we are in agreement but I would like to make sure we are, We don't have the proposal yet, I think we should have some kind of concensus as to whether or not we are all in favor of the civic center concept and move ahead as rapidly as we can and.put the pieces together, Motion by Councilman Krieger, seconded by Councilman Jett, to approve the projected bond issue for the Civic Center including the police building and City Hall in the sum of $29800,000 with direction to the City Manager to move'expeditious1y ahead in framing the necessary matters to put this on the ballot for a special election on April 20, 1965, Councilman Nichols: T think where we cannot have the same location and will involve two separate locations that it will create a tremendous amount of confusion for the people for the election to be held on the date suggested, Councilman Krieger: I think you maybe perfectly right and T am not quite sure that we could even get it on the ballot on April 20 but T think we have to have a target date and as events develop we may have to change the date, • Councilman Heath: Does this indicate that the Civic Center will be placed on the ballot as a complete project or can it be broken down before it is put on the ballot into the police -ind City Hall? • Mayor Snyder: The resolution as to detail will come later, Councilman Nichols: As long as we are picking a date, because of this confusion that I mentioned relative to two elections on the same day; also, because of the fact that many many active people in our community will he' actively working for candidates seeking school board positions. -'during the very period toe would be needing to promote the interest in.the bond issue`, I would prefer as lone as they can't be linked together absolutely to set a date in Mav or June for the Civic Center election, However, it would not cause me to vote "no" on the motion presently on the floor, Mayor Snyder: interested in public affairs such as might object to having coffee hours around and do it again in May, This I agree it probably shouldn't be on can be combined to a certain extent, T wouldn't object to that, The fact that neonle are the School Board election, they in .April and then having to turn is just a. temnorary target date, the same day, T think the campaigns Councilman Krieger.: The intent of the motion was simply to express the concensus of the Council that there ought to be issues on the ballot incorpora- ting the bonding for the police facility and the City Hall facilities and there was no intention in my inind in making the motion that necessarily when they are drafted and placed upon the ballot that will only be one issue to be voted upon, . -4- C, C, 1/13/65 Page Five CIVIC CENTER - Continued Action on Councilman Krieger's motion: Motion passed on roll call • as follows: Ayes- Councilmen Jett, Krieger, Nichols, Heath, Mayor Snyder Noes: None Absent: None • RECREATION AND PARK PROPOSED BOND ISSUE Councilman Krieger: On the swimming pool business, some of the .reaction that I have had since our discussion from people around the community is the problem with the figures and I can see where it does raise certain questions, He uses a figure of $750,000 for four pools and no�,7 we have a suggestion that we adjust the figure for the two pools up to $550.�000, It has been asked how do we get four pools for $750,000 and two pools for $5009,000, They are different types of pools and I recognize this and we are going to have to somewhere or another get this point across but I would like to see us keep the pool aspect of the bond issue held to an absolute minimum figure if we go with two pools so as to be able to justify at all times the fact that we are trying to keep this within reason and not committing ourselves to a pie in the sky type of program, Councilman Nichols- Mr, Krieger has raised a point that has been commented to me also, We must keep in mind that almost $1009000 worth of land is tied to this $550,000 figure which makes a considerable difference in those totals, It was suggested to me that that land should not be tied to that pool price, If that is land acquisition it should be tied to the acquisition of additional land as it will appear in some other location or bond proposition and that if worse should come to worse the pool would have to be located minus the additional land, that the land inclusion cost is not a fair inclusion for the cost of a pool if that is separated as a separate issue, Councilman Krieger- Our job is to see the whole program goes over. If we were to take out the $95,000 and the $45,000 it means we reduce the cost of the two pools to $410,000, Councilman Heath: I have received many phone calls where people have expressed their hope that we would go for the four pools, I think the Council should reconsider., Mayor Snyder: I feel we need the four pools but I felt it might be harder to sell, However, I have received the same comment from many people, Perhaps there is a way to let them take their choice -- four pools or two pools, Councilman Heath- If we go to the four pools won't there still be one at Del Norte and wouldn't we still have to buy the land and still it only comes out to $750,000, -5- [7 Ca Co 1/13/65 page Six RECREATION AND PARK PROPOSED BOND ISSUE - Continued: City Manager, Mr.Aiassa: That doesn't include the.ektra..__ $45,000o It should include that arid"it would be $795,000o I would like to recommend that the bond issue be"stripped'down to the physical construction because that will spread over a 20 or 30 year period. Councilman Jett: If we have this bond issuc-in"Miy at that time we would be working on the budget and if we were short $50,000 we should be able to budget it so we -can pick it up. I have never said I was against swimming p6olso '"I did -say I felt it was the wrong time to try to sell those swimming pools_. because there are so many things we need first. I am not against letting the people vote on this because they are the ones making the finial decision regardless. I strongly believe that there are some things we need worse. Mayor Snyder: Could we put "Vote for Swimming Pool Package No. 1 up to $750,00011 or have your package A and B? Councilman Jett: If you go for the four this could very easily swing the people up in the Highland area who went so strongly against it if there was a swimming pool at that high school, Councilman Krieger: If you go for four pools, there is some other place" on this park -"and recreation bond where we are going to have to slice $250,000 and -we had better keep that in mind when you start adding those other two pools. Mayor Snyder: I tend to agree that the minimum package is the best to try at this time, City Manager, Mr. Aiassa: The Council at the last meeting of January 4, 1965 wanted us to re evaluate land acquisition and we checked out Galster and the figure $300,000, is within line but on Sunset and Durness the staff has arrived at a figure on 20 acres of approximately $480,000 which includes the improvements: Land only is about $25,000 an acre. Baker gave a figure on 10 acres'of that land being worth $300,000 and 19 acres being worth almost double. Public Services Director, Mr, Adams: Councilman Heath:. City Manager, Mr. Aiassa: Councilman Nichols: Councilman Jett: No We are talking between $25,000 and $30,000 an acre. What is the appraised price on the Sunset and Francisquito site? We figure $150,000 originally for the site at Sunset and Fran- cisquit000 Where has anyone sold R-1 land for $30,000'an acre? I think $25,000 to $30,000 for residential acreage is way off. C, C, 1/13/65 Page Seven RECREATION AND PARK PROPOSED BOND ISSUE - Continued' Councilman Heath: I am convinced that what we have here as far as cost for land is less useful than the paper it is written on, I don't see how we can even consider that section because the information in my estimation is very erroneous, Mayor Snyder: I think there is very little you can cut out of the improvements, Councilman Nichols: I accept all the improvements as is, Motion by Councilman Krieger, seconded by Councilman Heath, that the City Manager be instructed to prepare an appropriate bond issue, the increments to be later agreed upon by the Council, for the following items: (1) Four pool sites at the'South Hills.High School, West Covina High School, Edgewood High School and Del Norte Park, in the sum of $7509000,00 to include the land acquisition at Del Norte Park; (2) Improvements to existing park facilities in the sum of $400000; and (3) Land acquisition at Galster Park in the sum of $300,000, for a total sum of $1,450,000; that this is to be put on the ballot fora special election on April 20, 1965, Councilman Nichols. - the affirmative for the overall motion, I don't favor the four pools but I am prepared to vote in Mayor Snyder: I feel the other land acquisition for the bond issue as finally drawn up, should be taken in, T will work Action on Councilman Krieger's motion: Motion passed on roll call as follows: Ayes: Councilmen Jett, Krieger, Nichols, Heath, Mayor Snyder Noes: None Absent: None Motion by Councilman Krieger, seconded by Councilman Jett, and carried, that the City Manager be authorized to immediately contact the following firms: Stone and Youngburg; J. B, Hanauer; and Ra-flerty and Company, as possible bond consultants to carry out these proposed bond programs and to report back his findings to the Council at the next regular adjourned meeting of January 18, 1965, Mayor Snyder: I think Mr. Aiassa should be instructed to prepare a schedule sheet of the items to be done in drawing up a bond issue in the order to be accomplished, Councilman Nichols: City Manager,.Mr, Aiassa: Mayor Snyder: T think that is a good idea, I'll take care of that, We will take up the matter of the campaign procedure on the 18th of January, -7- Ca Ca 1/13/65 CITY MANAGER REPORTS - Continued . CITRUS COURT Page Eight City Manager, Mr,, Aiassa:. You have all received the. communication from the Planning Commission on the Citrus Court,, (Read letter re this matterm) I need authorization to negotiate with the County now that we have the figures worked out an agreement between the City and the County whereby these parking stalls could be credited or given benefit to the City if it is going to be utilized or occupied by the County, Some of the parking stalls will not be needed until the ultimate need in 1970 but in 1970 they figure they need 600 parking spaces and by 1980, 700 and our statistics are higher,, Their representatives have agreed to workout some kind of mutual agreement between the City and the County for this added parking requirement. They have also agreed to a joint meeting with the two architects that he (working for the County) will only design the portion which involves the Court Building addition. The rest of it will be incorporated in our master Galan cov- ered by our;architect in the Civic Center.developmento They Will ­be willing to` participate in their prorated share -for the on--, i t s Motion by Councilman Heath, seconded by Councilman Krieger, and carried, that the City Manager be authorized to set forth the foregoing factors and get an approval or disapproval from the County and to also proceed on the transfer of the ,,99 acres that we are now trading the County; to bring the recommended agreement back to the Council acceptable to the County and the City on these two major points; further to accept the report of the Planning Commission re this matter and place it on file,, COUNTY ORDINANCE NO,, 5582 Councilman Heath; The League was discussing this civil defense plan �•ahereby each County would have their own civil defense plan and this has been set up as law and our civil defense leader took exception to one point in this proposal, the point being that the Sheriff is appointed as the head of the disaster unit in time of emergency. Our civil defense leader couldn't see this,, He thought it should be the Chairman of the Board of Supervisors who should be .the head man in case of a disaster so I made a speech and got a very weak second that started a furor and when it came to vote I was the lone voter,, The League then approved the idea of accepting this County -wide program with the Sheriff in charge,, Their reasoning was the Sheriff has the communi- cation facilities available at his side,, City Manager, Mr,, Aiassao write a letter to the County that we it a formal item so at least is is on with this recommendation and we still authority should remain in the Board The Council should go on record and authorize the Mayor to still are of this opinion and make their record that we disagree feel that the jurisdiciton and of Supervisors, Motion by Councilman Heath, seconded by Councilman Krieger, and carried, that the Mayor be authorized to write a letter relating to County Ordinance No,, 5582 stating that the City of West Covina is opposed to the final decision of the Board of Directors of the League of California Cities in their adoption of the County -wide civil defense plan, the point of contention being that we feel that the Chairman of. the Board of Supervisors should be the Operational Area Director in a time of emergency and the Sheriff should be an aid to him,, (Mayor Snyder voted "No".) GALSTER PARK Existing Preliminary Improvement Plan City Manager, Mr, Aiassa.- (Read Preliminary Study Plan from Recreation & Parks De-, partment dated January 7, 1965: "Attached are preliminary study plans for Galster Wilderness Park. These plans have been developed by the Planning Section of the Los.Angeles County Parks and Recreation Department, under contract to the City for this project. The Recreation & Park Commission has reviewed the plans and staff comments, and recommend approval with the following suggestions: to That the plan marked Study #2 be accepted and incorporated into the basic plan. 20 That the riding trails added to the preliminary study be included in the f inal .plan. 3. That the County Planners be requested to consider identifying the following additional areas on the plan.- ao bo Mature Dryland Study Center ski slope area C. Archery range area d. Public fire ring area eo Maintenance building area 4. Widening public access road to major picnic area to provide enough width for parallel parking on one 'sideo .bo Relocation of public rest rooms nearer to major picnic area. co Identify area for possible :future expansion of parking at northwest corner of park. This plan has also been -reviewed -with the donor, Mr. Galstek, and meets with his approval and concept of the Wilderness Park area development. The plan was 'submitted. to� the Planning Commission and received their endorsement on.January 69 1965. After adoption by City Council the preliminary plan will be returned to the County for final drafting. The final plan will include a narrative description prepared as a part of the study. RECOMMENDATION° It is recommended that the City Council approve the preliminary study plan of Galster Wilderness Park, including the recommendations made by the Recreation and Park and Planning Commission." Mr. Gingrich. (Presented plan and explained same.) Councilman Krieger. Would this be effected if we had an additonal 30 acres? Mr. Gingrich. It certainly would. Councilman Krieger. If we area in fact successful in adding 30 acres there might we be a little premature to adopt this proposal that only looks at it as 30 acres? Mr. Gingrich. No. This is designed as a wilderness park. The additonal 30 acres would become a more highly developed type of park with a different type of activity you normally don't have in a wilderness park. Councilman .Krieger. Mr, Gingrich. Is there some intent by Mr. Galster with respect to an additional acre for parking? It is already shown on here but it has not been deeded to the City of West Covina at the 'present time. -11- • I CB C, 1/13/65 Page Twelve 'GALSTER PARK IMPROVEMENT PLAN - Continued Councilman Krieger: You said there were 27 parking spaces by the major picnic area, Is that very realistic for the use you anticipate in that picnic area? Mr, Gingrich: I think as a beginner it would do, I think that later on we may have to provide additional, Mayor Snyder: If you find this not adequate is there a place to put a little additional parking other than along the road? Mr; Gingrich: I am sure it could be done, It may involve taking off a portion of the initially proposed leveling off spot for the picnic area or redevelopment at the end to add more to it, Mayor Snyder: I feel this is not enough parking, that you had better anticipate having to add to that parking, Councilman.Heath: What have you done about fire protection to protect the people in the upper end in case the fire starts up in the draw? Mr, Gingrich: Councilman Nichols: There are three gates and a 30-foot path will be cleared in the park by the fence, . What about the possibility of a horse show ring or bridle ring? Mr, Gingrich: As far as a riding ring as proposed by the Valinda Riders group it is not feasible at all in this area, We donet have that much level land, Councilman Nichols: Mr, Gingrich: Councilman Krieger: Mr, Gingrich: Councilman Krieger: they get the horses to the bridle trail. Mr, Gingrich: If we can get additional acreage we could consider that? Certainly, Is there a natural riding trail to this park? No. They will have to bring them in by trailer or ride the horses in, I think we should make some realistic evaluation of hoc. The County planners say that in 10 years the trails won't be used, r12- Co Co 1/13/65 Page Thirteen GALSTER PARK IMPROVEMENT PLAN - Continued, Motion by Councilman Nichols, seconded by Couricilmarn "Deaths and 66rridd, to adopt the plan as recommended and authorize the staff to forward it • to the County for finalization. City Managers Mr, Aiassa I had several meetings'with-Mi',­_ Galster and we are trying.to..re- solve this problem we have discussed with him the matter in'relationship to"th e time and conditions of the agreement. I have a regort;fr°om Mt. Flotten regarding the last meeting with Mr, Galster. (Read report as follows: "The meeting was called for the purpose of discussing Mr; Galster°s suggestions with respect to the legal descrip- tion of the additional land to be deeded to the city, the proposed development of the area commited to the use of Girl Scouts,- and other organizations, and the general lay -out of the park itself. Two maps drawn by the County were displayed showing the suggested road lay -out, the picnic area, rest room'loca tions, hiking trails, the Roy Scout area, and'the'area to be developed for use by the Girl Scouts and other or- ganizations. Most,'important was Mr. Galster°s particular interest in providing space where th6"'Girl Scouts 'could build their own building and have a separate piece of ground for -t-heir own use that could possibly be contiguous to the area to be developed for girls' organizations, The Girl Scouts are not permitted to spend money for general public use and it was felt that they could build a building and de- velop an area similar to"thosd of-the"Little Leagues in our neighborhood parks for their own use Possible relocation of the rest rooms.to a more convenient location was suggest, and widening of the proposed road from the entrance of the park to the parking areas adja- cent to the picnic grounds was suggested in order to ac- commodatp more parking closer to the picnic area. Mayor Snyder: VINCENT AVENUE Center Street proposed Construction Time Schedule City Manager, Mr. Aiassa: I received a letter from the Nazarene Church on*this mat -- ter. I will answer the letter. You have all received a letter from Mr. Hoy. The time ele- ment is outlined in this letter. (Read letter as follows:) "Reference is made to your letter of December 16, 1964, and also to your phone call of January 5 relative to an itinerant schedule on bidding, construction, etc., for the interchange project on the San Bernardino Freeway at Vincent Avenue. I have delayed somewhat in replying to your request, as I anticipated being able to give you more definite informa- tion as to when the project was to be advertised and the date of bid opening. It appears now that it will probably be advertised on Monday, January 18, with bid opening on Thursday, February 25. There is a bare possibility that this all could be one week later. We will have legal possession of the property on Center Street on January 25. All other right-of-way has either been acquired or is under Order of Possession. It usually takes about one month after the bid opening be- fore formal approval by the Attorney General. Barranca and Cortez and have expressed their concern about this intersection because they have to come out of that street and sometimes they have to wait five minutes before they get to Barranca, I would like this letter spread in full in the minutes.
