Councilmen Jett, Heath Said resolution was given No, 2989, PLANNING COMMISSION MEMORANDUM REGARDING ACCOMPANYING PRECISE PLANS City Clerk, Mr, Flotten: This is a memo dated July 31 regarding the policy of accompanying precise plans, The memorandum is signed by Herman R, Fast, Chairman of the Planning Commission, I believe the Council has copies of this, It reads as follows- . P°Based upon the comments noted in the Planning Commission minutes of July 15, 1964, the Planning Commission is adopting a procedure as it relates to precise plans when such plans accompany other zoning petitions, Should a zone change, unclassified use permit or variance which is submitted with the precise plan be denied, an appeal is normally taken to the City Council, The Planning Commission believes that when such appeal is taken to the Council, and an applicant voluntarily refuses to have the accompanying precise plan held over, it shall be the policy of the Planning Commission to act on the;precise plan relative to the zoning that presently exists on the property, "The reason for this Com- mission action is that the Planning Commission does not wish to be placed in the position of appearing to approve precise plans when actually the zoning request is being disapproved by the Planning Commission, Should the Council find it prudent to overrule the Planning Commission in any action, there will be ample time to refer the matter back to the Commission for a report and conditions on the precise plan during the period of time that the Council either awaits a formal resolution from the City Attorney to be adopted or during the longer period of time which is attached to the reading and adoption of a rezoning ordinance," -2- Ca C, 8/10/64 Page Three 'PLANNING COMMISSION MEMORANDUM RE PRECISE PLANS ® 'Continued 6 Councilman Krieger-, I was a little disturbed at the last Planning Commission meeting when this came before them, They split two to two as to whether or not to take up a precise plan, Motion by Councilman Krieger, seconded by Councilman Nichols, and carried, that this matter be tabled for the first regular meeting in September of the Council for review at that time which would give the Planning Commission time to study their opinion in this matter, PLANNING COMMISSION ACTION So indicated by Mr, Flotten, OF AUGUST 5, 1964 The following items were called up by Councilman Krieger: (1) Unclassified Use Permit No, 93 - Dauchanan 6 Martin ® Approved; (2) Precise Plan of Design No, 416 - Cunningham 6 Diedrich Approved; (3) Variance No, 519 ® Aus ® Approved, PLANNING COMMISSION APPOINTMENT • Mayor Snyder-, If there are no objections, Mr, Charles Kayser will be appointed to the Planning Commission to take over the vacancy left by Mr. Renwick°s resignation, (No objections voiced,) I will so inform Charles Do Kayser of his appointment. RECREATION 6 PARKS None GENERAL MATTERS ORAL COMMUNICATIONS SCOA REQUEST Mr, Burt Genstel-, I would like to ask the Council to review my request for a temporary use permit for a carnival on the Scoa parking lot August 26 through August 30, • City Clerk, Mr, Flotten> This came up at a previous meeting and was denied by the Council, In checking over the days that had been used by Scoa it seems that six days had been used up at this particular time, Mr, Genstel wants four more days for this carnival, We have quite a time with our carnivals and outdoor advertising things that come up on all of the shopping centers that we have, Eastland has a number of things going for them down there and sometimes they call them temporary use permits, sometimes they do not, If we did count -3- Ca C, 8/10/64 SCOA REQUEST m Continued Page Four everything Eastland Shopping Center has had, it comes to 39 days, The Planning Commission now has under study the possibility of changing the one -day use of a sidewalk sale to three days and also will take this under advisement, Mr, Burt Genstel; In the past this has been automatic as far as the application for the permit, I have gone ahead and contracted for television, tickets, posters; I have personalities coming out under contract and it places me in a rather tenuous position, Councilman Krieger- You had acummulated six days so far and the proposal here is for four, Do you intend to make any application during the balance of the year for any further use under that section? Mr, Burt Genstel,. Not unless the code is amended, Councilman Krieger- This was discussed by a group at the Chamber and sent to the Planning Commission with the recommendation of that group and that is where it is under study at the present time, The heavier concentration as I remember at that meeting seemed to be more on - outdoor sales than it did particularly in the field of carnivals, Mr, Burt Genstel- We are not, by definition, a shopping center but by the same token it places us in an unfair competitive situation to have a similar use have 30, 40 days a year and we only be allowed seven, Motion by Councilman Krieger, seconded by Mayor Snyder, and carried, that Scoa be granted a four -day permit in order to conduct this temporary carnival for the dates of August 27 through August 30, 1964, (Councilman Nichols voted "No",) Motion by Councilman Krieger, seconded by Mayor Snyder, and carried, to add to the Planning Commission's agenda for study the problem of the length of temporary use permits, SCHEDULED MATTERS No PROJECT C,P,6303 PICNIC PAVILIONS LOCATION,. One at Del Norte Park, one at Orangewood Park, Bids opened in office of City Clerk on August 6, 1964, at 10-00 A,M, The bids received are as follows- HUNTER CONSTRUCTION COMPANY 10% bid bond Proposal No, 1 $ 109634,00 Proposal No, 2 219214,00 Mayor Snyder- We are going to build one, Does this include roughing in the plumbing for future possible sink? -4® C, C, 8/10/64 Page Five PROJECT C,O,6303 (PICNIC PAVILIONS) m Continued Public Services Director, Mr, Adams- No,, It includes just the structure itself, Provisions are made for a future installation in the center of cooking facilities., plumbing, lighting, There will be a stub for electrical but there will be no plumbing to go into this initially, There will be no floor, This is going on concrete footings with steel pipes supporting it so there will be no decking later, We will propose this later with additional utilities, Councilman Krieger - Do we have any statistics at all as to the utilization of Orangewood Park? City Manager, Mr, Aiassa- We don't have any real valid statistics but the use has been rather extensive for various types of uses, Mayor Snyder- Apparently Mr, Gingrich or the Parks and Recreation Department felt since they were getting one this would be the preferred location, City Manager, Mr, Aiassa- You do have a very fine ball diamond there and it is conveniently located in somewhat the center of the City, Orangewood •Park eventually will be close to what they call a community park if we get added land around it, Councilman Krieger- I have been aware of the studies that have been in process by the Parks and Recreation Department, joint meetings they have had and will have with the Planning Commission but to be frank, at this juncture I am not overly sympathetic to spending over ten thousand dollars on this type of improvement on one park site when having just gone throVgh the recent budget sessions we cut capital improvement items and I think it would be more appropriate to defer consideration of this until we reach the whole subject of park sites, acquisitions$ capital improvements end operational costs, Mayor Snyder- This money is encumbered from the last budget. If we were to defer this would this money return to the General Fund or what? City Manager, Mr, Aiassa- If the Council tables this project we can reallocate the money for something else but it has been earmarked for this particular structure, Mayor Snyder- I agree with Mr, Krieger, I have some reservations about ten thousand dollars for this, City Manager, Mr, Aiassa- This type of a structure is about as close as you can come to an inexpensive community shelter, Mayor Snyder - Do we have to act on this bid tonight? m v m C, C, 8/10/64 Page Six PROJECT C,P,6303 (PICNIC PAVILIONS) Continued Councilman Krieger; If the Council finds the bids unsatisfacory, isn't it within their province to turn down all bids? Acting City Attorney, Mr, Newell - Councilman Krieger- Acting City Attorney,, Mr, Newell - Yesg reject all bids, It would make if there were would it? That's right, no difference only one bid, Mayor Snyder- This -came about after the -- loss of the last bond issue, The Parks and Recreation Department realized they were going to have to go on a pay-as-you-go plan to attain these necessary improvements so they started building up a capital outlay fund, This picnic pavilion was one of the preferred items, Actually for this amount budgeted we hoped to get two, I am wondering if we were not to accept this bid, if possibly another type of design was presented, we couldn't still get the two, Councilman Krieger - Move to reject the bid on Project C,0,6303, Picnic Pavilions, Councilman Nichols- I note here that the staff does not say "recommend acceptance" of this bid and I would like to explore this a little bit further, Is this the firm feeling of the staff that this bid should be accepted, that this particular project and this particular design is what the City of West Covina will choose to live with in the way of park pavilions? City Manager, Mr, Aiassa- The staff has reviewed this and the design has been approved by the staff. The only question that bothered us was the cost, Mayor Snyder- I brought back pictures of park pavilions from Millbrae, California, and they were flat roofed and were aesthetic looking, T am wondering if were a more simple design presented we couldn't get two picnic pavilions, Councilman Nichols- It is very difficult to comment on the technical aspects of this sort of thing but it is my understanding that one of the reasons that the bids come so high is because of the unique nature of the structure, that contractors do not have prior experience with developing something of this nature and therefore they bid on the high side to protect themselves, I am inclined to agree with Mayor Snyder that the aesthetics of it don't particularly appeal to me but not knowing who has recommended this I would hesitate to go into greater expressions of personal feelings about them, It does seem to me that when you can build an entire modest house for about this amount of money and when this is simply a structure with a gravel roof that it is very much on the high side, 0 • C, C, 8/10/64 Page Seven PROJECT C,O,6303 (PICNIC PAVILIONS) m Continued Mayor Snyder- I would suggest that you don't accept it either. Can we do that? don't reject the bid but Acting City Attorney, Mr,, Newell- Continue it to the next meeting. Mayor Snyder- We can request a report from the staff regarding the possibility of another type of structure and obtaining two or three picnic pavilions for this money. Public Services Director, Mr. Adams- There were about nine different concepts designed for this and next to a plain flat square type this was the most economical. The recommendation wm approved by the Director of Parks and Recreation. We can certainly explore other possibilities. Mayor Snyder- Councilman Krieger: Perhaps the two new Councilmen would like to look over the other designs and we would like cost figures. Is this discussion proper action on this particular agenda item? Acting City Attorney, Mr,, Newell- If you are continuing it indefinitely you must check your bid because the contractor is bidding on a time basis. Mayor Snyder: City Manager, Mr. Aiassa- Mayor Snyder - Is there a time element on the bid? I believe there is but I think two weeks wouldn't be out of line. Councilman Krieger°s motion to reject the bids dies for lack of a second, Motion by Councilman Nichols, seconded by Mayor Snyder, and carried, that the matter of Project C,O,6303, the bid, be continued until the next regularly scheduled meeting of the Council, (Councilman Krieger voted "No",) Mayor Snyder- I would request the staff to refresh us on other designs by Neptune and Thomas along with the cost figures and the history on this, !!VAR C, Ca 8/10/64 SCHEDULED MATTERS ® Continued HEARINGS ' VARIANCE NO, 515 Thomas R, 8 Eugenie N, Overall DENIED Page Eight LOCATION: 1306 Mardina between Lark Ellen 8 Toland, Request for construction of apartments in Zone R®1 denied by Planning Commission Resolution No, 1652, Appealed by applicant on July 17, 1964, City Clerk, Mr, Flotten: Mayor Snyder: IN FAVOR (Read Planning Commission Resolution No, 1652,) This is the time and place for the public hearing, Mr, Ray Riebold I represent the owners of 1308 East Walnut Creek Parkway this property and have designed this proposed development, The parcel abutting this to the east has a total of 12 apartments existing there now with an approved precise plan for an additional six units, On Mr, and Mrs, Overall°s property to the west are three existing two -bedroom apartments, All these original developments were made during the time there was Rm3 on the property, On this particular design which is the only proper way to get any land use value out of this land which was purchased as R®3 with a minimum amount of crowding, only four units that would be proposed to match the existing three units on the Overall property to the west, I also designed this to conform with the setback of those three units with the thought that if these set back at 25 feet, the Overall's property abutting the property would stick out like a sore thumb, Regardless of the value of that land, it could never be adequately used as Rml9 it is too close to the freeway. It would be sandwiched in by 18 units immediately to the east as well as three units immediately to the west, If you have any questions I will try to answer them, There being no further public testimony, the hearing was closed, Councilman Krieger. This is apparently an attempt to do by indirection what they failed to do by direction, If there was the justification to do this in the beginning then the Planning Commission and/or the Council should grant them the zoning originally requested. I don't think there are any sufficient grounds for a variance now,. Mayor Snyder: I agree with you. I think it would be a terrible mistake to zone something by variance that you were not able to 0 zone, Councilman Nichols. -L am concerned with this particular request because I am also concerned with the particular parcel of land involved, When this matter came before the Council following its hearing before the Planning Commission the request was for activation of a potential R®3 zone and at that time the Planning Commission denied the change MIE • C. C. 8/10/64 VARIANCE NO,, 515 m Continued Page Nine and instituted R®1 zoning and the Cou--ivil upheld that action. I was a member of the Council and voted with those on the Council who .did uphold that action. I am not as certain now as I was then that the action of the Council and the Planning Commission was the most appropriate action because of the fact of the location of the property, because of the fact of the nature of the developments which abut this property on both sides so as a Councilman I might personally have different thoughts at this time in respect to the request for the original zoning. That matter is not before us. It is a matter of a variance and therefore in respect to this specific action$ Variance No,, 515, I would have to concur with Councilman Krieger that there has been no showing here in this hearing on the face of it that would justify this Council°s action in granting a variance in light of the four major qualifications. Motion by Councilman Krieger, seconded by Councilman Nichols, and carried$ that Variance No. 515 be denied upon the grounds that the elements for a variance have not been satisfied. WRITTEN COMMUNICATIONS SEAT BELT CLINIC Mr. Wayne Schmidt- I am from the Junior Chamber of Commerce. We would like to request a one -day use permit to have a seat belt clinic in the West Covina Plaza on August 29, 1964. We are just getting started and this is one of our big projects. Our staff and Councilman Jett attended this meeting. Our staff wrote a brief report outlining the meeting,, We also had Chamber of Commerce representatives and they made a one -page report to the Council, I think these provisions are valid enough and I would like to have this one page spread in the Minutes. There is an urgency as far as the other developers such as Home Savings and Loan,, Mr, Lockhart was at the City Hall the following day and was advised on what is going on,, The freeway may have an effect on their development,, The Council has gone on record to direct the Planning Department to immediately undertake some of these studies as soon as these so-called route marks are made, I feel we should spend a great deal of time on this because this may have a rather strong impact on this area, - m10- C, Ca 8/10/64 Page Eleven PROPOSED HUNTINGTON BEACH FREEWAY MEETING Continued 16 Motion by Councilman Krieger, seconded by Councilman Nichols, and carried, that the memo re this matter from the City Manager to the City Council dated July 30, 1964 be spread in full in the Minutes: "At today°s meeting attended by Councilman Jett, Chris Tambe, Harold Joseph and Ray Windsor, the following information was made available by the State Division of Highways: "l, There are 4 possible alternate routes so far proposed for the Huntington Beach Freeway, each one running from Whittier on the south to the - proposed Pomona Freeway on the north, a distance of 16 miles, "2, Division of Highways studies as to routing of the Freeway will include areas up to Foothill Freeway on the north, even though the proposed Huntington Beach Freeway is not at the moment projected further than the proposed Pomona Freeway, P1.3, It will take approximately 1 1/2 to 2 years to select the final route and approximately 10 years before construction will begin on the Freeway itself, 114, Special emphasis was placed upon the various techniques to be used by the Division of Highways in supporting their selection of the route for the Freeway, To those present at the meeting it was strongly recommended that representatives of cities affected by this proposed Freeway should come together to make a joint con- sideration of the problems likely to be encountered by each jurisdiction, "5. A map showing locations of the 4 routes proposed by the Division of Highways will be made available to cities in approximately 10 days, "The attached material is passed on to you for informational purposes, The State Division of Highways expect to convene another meeting on the Huntington Beach Freeway some time in September," ALLSOPP PROPERTY PROPOSED FIRE STATION City Manager, Mr, Aiassa: The Council has received a report on this matter, The man has made an alternate proposal on this project, LA6143, There is a sizable gap between his value and ours, I wonder if we should • have a second appraisal, The difference is rather large, Councilman Nichols-. Could you inform me as to whether or not a portion of the property abutting here was purchased by the County Flood Control at any time during the past four or five years? Ce Co 8/10/64 Page Twelve ALLSO'PP'PROPERTY (PROPOSED FIRE STATION) Continued City Manager, Mr, Aiassa; I am checking that to see if a value had been established.. on this, I think it is a feasibility where he determined his value, Councilman Nichols; My own recommendation would be that the Council defer any action as far as stipulating further appraisals until we get that additional information, City Manager, Mr, Aiassa; I will make that available for you at the next meeting, It is for information only at this point. You have been directed to immediately file a condemnation notice, We have delayed this at the request of the owner so he has a chance to put his papers in good form, SALARY SURVEY RESOLUTION REPORT FROM GOLD-THOMPSON City Manager, Mr, Aiassa; Mr, Gold is present tonight, Mayor Snyder; We have read your report, Mr,.Robert Gold This matter has been reviewed Gold & Thompson by joint study meeting of the Personnel Board and the City .Council which occurred last week and I think the highlights of the report might be summarized to indicate that out of some 70 classes in the City, pay changes are recommended which range from zero to approximately 10% and that there will be no reductions in the rates of pay paid to any incumbent employees and that the going rates of pay for department heads are included for information only but the merit plan under which the City is operating would be retained for department heads, The total cost of the salary increases if measured in payroll cost terms, that is if the total budget for personal services was added up before and after the raise, it would amount to approximately 4.% increase for personal services, There are a few important reclassifications of individual positions or small numbers of positions which are in the process of being finalized at this point and will be presented to the Council along.with whatever appropriate salary recommendations for those new classes we have to make and the maximum for those salary adjustments for new class titles representing new classes in the City might roughly range between another one-half and one percent, Almost all of the interviews have been completed. The major number of interviews being some 12 or 13 in the Police 'Department who are on the twelvemtomeight shift in the morning which have not yet been interviewed but all officers at the rank of sergeant and above have -been interviewed and perhaps three or four other employees who are on sick leave or absent from the City are the only ones yet to be interviewed to complete 100% of the interviews, Mayor Snyder; The City Council and the Personnel Board met jointly with Mr,_Gold a week ago tonight and heard the justification for -12- Ca C, 8/10/64 Page Thirteen SALARY SURVEY RESOLUTION (GOLD-THOMPSOM) .m, Continued this recommendation in detail, As far as I am concerned, I was pleased with the recommendation, I withdraw any earlier criticism I may have had of this salary survey, Councilman Nichols: I note Mr, Gold stating there were some few employees who work the 12:00 P,M, to 8:00 A,M, shift and he had not yet interviewed them, Do you plan to do that? Mr, Robert Gold: Yes, They will be interviewed this week, They are all police officers, Councilman Krieger: In the proposed resolution I note where there will be a reservation of the City Council for a period of 60 days to make further changes and adjustments, When are we going to get your final report? Mr, Robert Gold: That will be here on the within the next week to ten days, classifications probably Councilman Krieger: Is this a representation completed at that point? that your work will be Mr, Robert Gold: Except for any reviews or appeals or discussions with individual employees, As far as the study is concerned, it will be completed, Councilman Nichols: Although the aggregate cost of the recommended adjustments in salaries comes to approximately 40 of salary budget costs, I would like the record to show and hope that the public will understand that not all employees by any means are receiving 4% salary adjust- ments; that some adjustments range somewhat above the 4% figure but far more, I believe, in total number will show as ranging sub- stantially below that 40. Imm • C, Co 8/10/64 GALSTER PARK ® Continued Page Nineteen Mayor Snyder- Make it within the next two weeks and I can make it, PROPOSED COUNTY ZONE CHANGE NO, 4742®1 LOCATION- Hidden Valley Drive and Citrus Street 217 Acres ® presently zoned A®1®5, Request R®1 m 109000, City Manager, Mr, Aiassa- It appears there is a memo dated July 30, 1964 from the Planning Department regarding this matter, (Read said memo,) Councilman Krieger- The Council may remember that the property immediately to the west was before this Council on the subject matter of hillside zoning and there was a presentation at that time by the Hollencrest Park Association, The Council went on record on that zone change to send a letter of protest over the signature of the Mayor to Supervisor Bonelli indicating our opposition to the reduction in lot sizes, The Council may also remember that the reductions in effect on hillside developments under the County zoning could be, in effect, 70% of the zoning allocated by the County so that when they talk about R®1 10,000 in this instance on hillside property they could reduce the size of lots to as much as 8400 square.feet, These properties are in areas contiguous to our area IV in this City and it was the feeling of the Council at that time and the property immediately to the west and I suggest it should still be our feeling on this property immediately to the east and south of our City that we also go on record in opposition to such a zone change by the Regional Planning Commission, The Council may also take cognizance of the fact that in our last opposition the Board of Supervisors reversed the decision of the Regional Planning Commission and the attempted reduction of those lot sizes, Mayor Snyder: City Manager, Mr, Aiassa- I agree with you, The letter you are referring to is April 279 1964, Motion by Councilman Nichols, seconded by Councilman Krieger, and carried, that the staff be directed to prepare a letter of protest concerning this matter to be sent over the signature of the Mayor of the City of West Covina and incorporating in that letter to the Board of Supervisors a reminder of the previous zoning matter that came before the Board of Supervisors and the position of the West Covina City Council and the action of the Board of Supervisors on the previous matter requesting that that position be maintained in this current matter, PURCHASE OF ADDITIONAL PROPERTY City Manager, Mr, Aiassa- I tried to bring the Council up to date on all purchases of City property and I would like to advise you that we have completed the Redtfelt and Robbins acquisitions, I do have two properties that OHM • • C, Ca 8/10/64 Page Twenty PURCHASE OF ADDITIONAL PROPERTY - Continued are in a little bit of a quandary. At the direction of the City'Council we have negotiated with Mr, Hinrich and Mr. Gonne for properties north of Sunset, We are in the process of trying to come up with some understanding of value, The question now comes to our mind is that with this future proposed bond issue of the Parks and Recreation Commission and the Planning Commission that these two properties are shown as part of this proposal, I don't like to delay too long with the possibility that their present attentive interest to let West Covina have their property is quite effective for our City, It is quite acceptable, The appraisals that we -. now have can not be delayed too long or else they become invalid, What do you want me to do with this particular thing? I recommend that if we decide to make some type of financial committment it would have to be on a cash basis, This would add quite an attractive piece of property to the Del Norte Park and it would give us frontage on Sunset Avenue, This would be an ideal location for a swimming pool, You are in an amiable position if we are in position to take over the property, We can also take an alternate plan which is a lease -option to purchase and lease it for a period of two years so you have time to develop a bond issue or whatever you are going to propose and make this option that these figures would then become adaptable to that period of time when you are willing to pay cash if the bond is successful, Councilman Nichols: opening of street access to Sunset? City Manager, Mr, Aiassa: Would the acquisition of that property involve at all the The City could have access to Sunset, Del Norte has no access to Sunset at the present time. This would give them complete access to Sunset, Mayor Snyder: Are the buildings good on there? City Manager, Mr, Aiassa: It is not the type of house that could lend itself to be relocated or remodeled, I doubt if our Building Department would approve it, Councilman Nichols-. I feel Del Norte Park is one of our parks of heaviest utilization at the present time and of potentially very heavy utilization and I would strongly favor the acquisition of any property that would improve the developmental potential of that park, If there are any approaches that we could follow that would result in nailing this matter down and insuring the acquisition of the property and possible postponing of payment to such a time that we might be able to carry the entire thing through bond issues and bond monies rather than through general funds I would favor that approach, City Manager, Mr, Aiassa: One of the property owners will be amiable to a lease - purchase but he would prefer possible cash sale. I have copies for the Council. This is informational and it is very tentative,, The Parks and Recreation Commission and the Planning Commission have not finalized any of these proposals and it is strictly on an open discussion basis but I think it is valued enough so that:the Council will not get this practically overnight and then be expected to digest it in one evening, I have the gentleman here from the Planning Department if the Council would like to have .any'part of this explained, Mr. Gingrich is here tonight, also, Your meeting with Neptune and Thomas is on August 31, Mayor Snyder: I think we should have time to read this report before we discuss this, Put this on our agenda, Councilman Nichols: I think there are many many implications involved in the study that is continuing now at the direction of the Council and I feel that it would be appropriate if the Council could meet with the Parks and Recreation Commission and staff again at some point before they reach the point of finalizing, their study and coming up with final recommendations. By that I mean I feel that perhaps the Council may have some additional thinking and the Parks and, Recreation Commission and staff might have some additional thinking that we have not been able to share as this thing has developed and progressed and it would be much more fitting to discuss these items before a conclusive point is reached than waiting until it is all over, Mayor Snyder: Mr, Gingrich. - Recreation Commission and the Planning City Manager' Mr, Aiassa: I think you are probably correct but the problem is when? There is a joint meeting between the Parks and Commission next Tuesday. I think that would be a perfect opportunity for the Council to sit in on this, m21m C, C, 8/10/64 Page Twenty -Two 'RECREATION AND PARK REPORT - Continued Councilman Krieger- I will be out of town that 0 day. Councilman Nichols- There is one thought that has been going through my mind for a long time, prior to my own Council service, and I donat know how widely the sentiment would be mirrored elsewhere, I would like to make the observation this evening and hope to have the opportunity to explore it at some length later on, The General Plan of the City of West Covina calls for the development of a considerable number of parks, both on the neighborhood basis and the community basis and the Parks and Recreation Commission and the Parks and Recreation Department in their planning and development and indeed currently are thinking in terms of General Plan recommendations, There are' many implications of this, not only the basic wealth of the City, the trend of development of the City in recent years, but others' that would indicate to me that perhaps the very fundamental guide line of General Plan recommendations in relation to the number of.parks that this community should endeavor to develop that this fundamental guide line might well be reviewed before these studies currently underway are consumated because I personally have some grave doubts in my mind as to whether it is in the best interests of this community to continue in terms of the original General Plan recommendations as to the total number of park sites in the City, • Mayor Snyder- These recommendations here still fall far short of the General Plan recommendations and I think in some respects the General Plan is recognized as an ideal beyond attainment and you have to fit it to the practical, I do feel that the study of this capital improvement item could be joined in a study of the amendment to the General Plan if you want to lower your sights, I don't think we can do much on that tonight, I think what you say has merit but I think we should discuss this with the Parks and Recreation in a joint meeting, Councilman Krieger-. I think we are all working in the same direct on,:.:You cant discuss general questions without getting into specifics and that/ s ultimately where we are going to get, It certainly is beneficial and not wasted effort, The Planning Commission and the. Parks and Recreation Department have been engaged in this, I believe it will be beneficial to the Council at the time their recommendations come forward to us to review it with them at that time as to the direction in which the Council is at that time willing to proceed, Mayor Snyder- I would suggest that the Councilmen that are in town be invited to the joint meeting, HOME SAVINGS 6 LOAN City Managers Mr, Aiassa- Home Savings and Loan is interested in this Azusa extension and we have two basic persons involved; one is Mr. Batchelder owning the portion at Azusa and Francisquito; then there -22- C, C, 8/10/64 Page Twenty -Three HOME SAVINGS 6 LOAN - Continued is the property owned by Empire Financial Corporation and Mr, Oschin, He has been contacting the Council and requested that we delay this action, My secretary advises me there has been a call to meet with one of the Councilmen, We are pushing for a deadline in October for an alignment of plans and specifications for this cut through, We are also trying to reach a deadline as far as the accessibility of F,A,S, Funds because one of these days the Bureau of Roads may exclude us from that money, Mr, Oschin called and wanted to talk to one of the Councilmen and wouldn°t talk to anyone else, Mayor Snyder: Could we set up a meeting or suggest such a meeting between the staff and Mr, Oschin? City Manager, Mr, Aiassa: The Council turned this matter over to Mr. Heath to follow up, Mayor Snyder: I think we need a new representative since there is a certain air of urgency about this matter and I would prefer to see the staff handle this since there seems to be some indication on Mr, Oschin°s part to trade zoning. Would you suggest the Council attempt to set up a joint meeting with Mr, Oschin? LARK ELLEN AVENUE IMPROVEMENT HTC FUNDS City Manager, Mr, Aiassa: You have received copies of, this memo from R, E., Pontow regarding the South Lark Ellen Avenue Storm Drain, (Read said. memo,) Motion by Councilman Krieger, seconded by Councilman Nichols, and carried, that this report be received and placed on file, -23- • • Ca Ca 8/10/64 Page Twenty -Four CITY MANAGER REPORTS - Continued ORANGEWOOD PARK City Manager' Mr, Aiassa.- I have been contacted by the Queen of the Valley Hospital, They seem to be having a master plan development that might incur a need for additional property or a transfer of property, I have discussed this matter with two of their representatives, It appears to have some very valid possibility that we may be able to trade land parcels that would be more beneficial to the City as a group than it would be the way it exists now, I would like authorization from the Council to permit me to discuss these matters with the proper representatives of the Queen of the Valley and also with the West Covina Unified School district to see if there could be some possible general plan in that area that could be beneficial to all concerned with the minimum cost to the taxpayers, Motion by Councilman Nichols9 seconded by Councilman Krieger, and carried, that the City Manager be authorized to discuss these matters with the proper representatives of the Queen of the Valley Hospital and also with the West Covina Unified School District to see if there could be some possible general plan in that area that could be.beneficial to all concerned with the minimum cost to the taxpayers, WATER PROBLEM STATE OPTION City Manager, Mr, Aiassae This matter should be held, The Council has not come to any final conclusion as far as the State contract for the 10,000 acre feet of water, We have 30 days more to consider this, Councilman Nichols. - I thought we voted to purchase the additional water, City Manager, Mr, Aiassa.- I don°t want to execute this until you people tell me what you want to do, If you find out after your feasibility study that you may not go into the water business you may not want to take advantage of that option, Councilman Krieger.- You were directed to explore this situation and make a recommendation to the Council, CIVIC CENTER PLAN City Manager, Mr, Aiassa, I have been following up the conclusion on the plans for the civic center and we have had a meeting, The Council has a copy of a letter addressed to Robert Gregg, Office of the Chief Admini- strative Officer re the original civic center plan, (Read said letter,) Mr, Thomas is not available for another week or two. I would like to discuss this with him to come up with some basic recommendation for some final conclusion for the Council, The -24- C. Co 8/10/64 CIVIC CENTER PLAN -Continued Mr; Aiassa - Continued: Page Twenty -Five four acres we are considering would be the heart of the entrance to • our civic area now being occupied by small parking areas and land- scaping. The reason we are having this difficulty is there was no general plan laid completely for the civic center at the time the Citrus Court was. built. Councilman Krieger: City Manager, Mr, Aiassa: VARIANCE REPORT April 1963 to April 1964 We are meeting with Mr. Thomas on August 31. That would be an appropriate time to consider this. I wanted the Council to be aware of the land transfer with the County. City Manager, Mr. Aiassa: A councilman requested a list of variance applications of April 1963 to April 1964. I would like the record to show that this data has been made available to the Council, NON -CONFORMING SIGNS • City Manager, Mr. Aiassa: It is hard for us to administer some of our non -conforming signs. Since the present sign ordinance is now being reviewed and studied, when we cite these individuals for non -conforming signs as required by our present ordinance, could we give them sufficient leeway while the sign ordinance is being reviewed? Then the final conclusions and recommen- dations for change or modification of the existing ordinance beheld off until such time that final action is taken by the Planning Commis- sion and the Council because some of these signs may become conforming by revision of the existing sign ordinance. We would be forcing people to wipe out these signs and maybe a month, 60 days they would be per- mitted to repaint them. There are only three or four individuals involved that I know of, Mayor Snyder: If this revision to the sign ordinance takes much longer - - City Manager, Mr, Aiassa: We have cited them. The only thing now is the provision of time to conform. This is not completely tied down to a specific time. Normally we give them five to ten days to conform. Mr. Aiassa: The Planning Department says this is No. 1 or No. 2 on their priority list so we should have it within 30 days. At the pace they are going now in the Planning Department .they should be able to get this resolved with some recommendations in 30 days., Public Services Director, Mr. Adams: The 2nd of September is their target date.
