CITY OF WEST COVINA, CALIFORNIA
July 13, 1964
The regular meeting of the City Council was called to order by Mayor -Pro
Tem Nichols at 7:45 P.M.in the West Covina -City Hall.'" Councilman"Jett
led'the Pledge -of Allegiances The invocation was given by Rev. John To
Aston of the Four Square Church of West Covina.

Mr, Al Rossi We are approximately 300 feet
General Manager from Glendora Avenue and we have
Hudgens Carpet no means of identification, In
the last three months we have
spent over $15t000 in advertising and people pass by us not knowing
where we are, If ,we don't get this sign I think we will have to fold
because we don't get the extreme help of our advertising because no
identification is on the street, Von's has okayed us to go on their
-sign, They are for us 100 .
Mr, Gerald Arno2do Regarding this matter of
Kunz Sign Company individual signs and shopping
Baldwin Park center signs, I have one
picture here I would like to
show the Council regarding a sign in West Covina where two individual
stores have placed a pole sign in front of the store calling attention
to their individual stores ®- Zody's and Ralph's, Von's is a grocery
store and not a shopping center, In the sign ordinance they"specify
a shopping center must be denoted as a shopping center, Von's does
not say this is a shopping center and Von°s Market Company in
realizing this has offered Hudgens their pole so we could conform
with the shopping center standards, There is space allowed for other
stores in the center to go on the same pole and announce their
presence in the West Covina Shopping Area, We feel every store
investing in West Covina has the right to advertise on the street in
West Covina to bring business into their stores, I will be happy
to answer any questions you may have,

Mr, Gerald Arnold- At one time there were two
properties involved here and
the properties have since been joined and held by one tenant,
Mr, Al Rossi, There are two lessors, I
believe the other shops are
also separate lessors,
Councilman Heath.- There is another owner in there,
Councilman Krieger.- This is a constant problem
apparently facing the Council
and the Planning Commission, the subject of signs, Ordinarily I
would prefer to relate our consideration to this only, to the
specific sign before us but the gentleman in favor of this application
brought in the fact of other signs in other locations in the City
in apparently an attempt at precedent, I am concerned about precedent
in this particular location. If the arguments are accepted as having
merit, then what do we do next week when the next tenant comes in and
the following week when the following tenant comes in? What I am
concerned about most of all is the fact that if we open up this whole
area of signs so each store in an area in which the applicant contends
that the present identification is not sufficient for his purpose,
it seems to me we open up each one of these areas for a contention
that each tenant within that area dissatisfied with the primary,
identification of the nature of the area can come before us and ask
fir an individual sign, Under such circumstances, we will end up with
too, many signs,
On the Esk o sign, we had before
us the fact that they did have two separate signs and that was knocked
out, The consideration and the reversal of the City Council of the
Planning Commission was based not upon the subsidiary sign, but based
on another perpendicular sign that was believed to be an onerous
condition,
In this situation the main
objection is the fact that Von°s itself doesn't connote anything but
it was originally intended to,
Councilman Heath.- I feel we have definite facts
proving that the sign ordinance
is entirely too restrictive, one being there were 41 variances on
signs filed in the last year, I think the majority of them were
granted, This would lead us to believe our sign ordinance is entirely
too restrictive, We have just granted an additional sign to the.
Sunfran Shopping Center in order to rejuvenate that center; made
certain concessions to Esko to rejuvenate that area, Von°s Shopping
Area is real sad, Maybe we need signs there to rejuvenate that area,
I feel a sign of this type should be permitted because I think the
sgn ordinance is too restrictive and I think you need rejuvenation in
this area like you have done in other areas,
Councilman Nichols.- I think everything said so far
has merit, However, I would
point out lest the City of West Covina be held completely as the big
bad wolf in this situation, the store under discussion here this
evening moved into the Vonws area, the building was built there, it
was 300 feet from Glendora at the time it was constructed and if the

lessee of those premises did not know of West Covinaes sign ordinance
it was not the fault of West Covina because the sign ordinance has
been a matter of ,public record, Although problems do exist this
particular business does not come into the City with closed eyes and
it is a business enterprise, If we are restricting the normal use of
a business, punishing it unduly by our sign ordinance, I would be the
first to suggest we revise that but I would be loath to rush pellmell
into the granting of variances upon each and every protest that reached
the Council, My concern is with the total sign ordinance and I would
hope that this purported inadequacy could be reviewed and brought to
the attention of this Council with more specific recommendations very
promptly,

shopping center has to select a name and this should take the priority,

we change our sign ordinance
and not take these things item by item in the form of variances,

• I am very sympathetic to the problems these gentlemen expressed, I
do not believe the answer is to begin allowing each store separately
and individually to raise individual signs at the street on Glendora,
I would oppose the testimony that one of these gentlemen gave when he
said he thought any business should be allowed signs on the streets,
The Von's sign there, in effect, is really a non -conforming use at the
present time, I think it would be legitimate for that center as a
shopping center to have a sign so identifying it and to have it
comparable to other centers and if the merchants in that center would be
working in concert and come in to this Council with a request for a
shopping center sign, this Councilman would be much more receptive but
I cannot and will not vote in favor of a variance that would allow
this particular type of development and this particular type of
precedent,

not been an adequate showing of necessity for the preservation and
enjoyment of substantial property right possessed by other property
in the same vicinity and to grant such a variance would constitute a

that we should leave it in, We will take very good care of the east

1821 Danes Drive as a neighbor two doors down
West Covina from him, I have a lot of
people driving into my driveway
and going back to the business place, If he can take that pressure
off' of me, I would be happy, Originally this was a residential area,
It has become a noisy nuisance and it is no longer residential, I
think something should be done about changing the zoning, I don't
know a neighbor on our side of the street that isn't in favor of
multiple zoning,
Mrs, Gladys Gordon I am right next door to the
1815 Danes Drive property in question, The
West Covina place looks better now than it
ever has, There never has
been a decent lawn there and. I can't see that lira Le Berge
suggestions would do anything but improve the property, As long as
there will be a wall between our house and the property next door, it
seems to me this would be a step in the right direction,

some conditions that do exist in R-P zone usages in West Covina, I.
would personally be very loath to approve a plan to require the
applicant to remove all of this blacktop, I find personally no fault
with the rest of the precise plan but I am inclined to agree in this
particular case with the applicant that 'the precise plan as it is
stipulated at the present time would work an undue hardship on him.
I would like to refer this, matter back to the Planning Commission
for further study to see if.there might be someway to achieve the
desirable R®1 appearance without a forced removal of the great mass
of the asphalt and the utilization of that as a driveway, That would
be my motion,
Councilman Heath-. You mean send it back to the
Planning Commission to have
them design this to make it more of the appearance of residential?
If this is the intent I think the only thing they could do is remove
a part of the blacktop and I think it would be better to leave the
blacktop in than to see a patch of devil grass there, If you put
small patches of grass there you are not going to have enough grass
to pay attention to, I think you will have crab grass there and I
think it will look better with the blacktop left the way it is,

see how we could force a developer to permit streets through the

Plateau Drive, I also feel that Mr, Walker's.property can be
developed and is served right now through a present small roadway
coming back to Citrus, I can't see how we can force this man to

City Attorney$ Mr, Williams. I don't know that the variance
really is necessary, Since
the last condominium was approved here a State Law has been adopted
and gone into effect, The State Law now provides that in case of a
condominium which contains five or more units there must be a
subdivision map filed but you need not show the units of the
condominium on the map, Therefore, we have a subdivision map that
simply shows the whole thing as one lot, This is necessary to
comply with the State Law, The State Law also provides that in the
case of a condominium it is permissible to record covenants among
which would be a covenant designating an agent that has the power
in the case the condominium structures are destroyed and abandoned
or outlast their usefulness, the agent has the power to sell the
entire property, This iS the thing that really bothered us with
the last condominium, We required a condition that if any of these
things occurred the Title Insurance and Trust Company would have the
power to terminate all these individual ownerships without any access
to streets, This is now provided in the Civil Code, We have imposed
a condition of the Civil Code provision which is permissive, that it
shall be complied with. If this is done you don't need a variance,

for the fire trucks, et cetera?

any responsibility to a property owner like this to see that they don't

compel the City to takeaway the property at a higher price to afford

City Manager, Mr, Aiassa. You have all received copies of
this. This was November 15, 1961,,
City Clerk, Mr, Flotten. (Read memorandum dated July 8,
1964 re this matter.)
Councilman Heath. As I interpret this statement
it would mean anybody presenting
a precise plan when they have firm zoning, this precise plan would be,
approved at staff level.
Mayor Snyder.
Approved or turned down.
Councilman Heath, I think if this Council and
members of the previous Council
look back over the past years I think you will find there has been
plenty of controversy at the Council level concerning precise planning.
It has been changed over what the Planning Commission has recommended;
the Planning Commission has changed over what the staff has recom-
mended, and this in itself denotes that the Planning Commission's
thinking is entirely different from the staff's thinking and further
that the Council's thinking is different from.both of those. Does
this mean we are supposed to delegate this work to the staff and then
sit back and live with whatever they do or don't pass?
Mayor Snyder-, In 1961 I voted for this but I
was in the minority; at least
I argued for it. There has been much discussion about the wisdom of
precise plans anyway. If the ordinance is correctly drawn and the
staff has a good framework to work with in precise planst they still
have the right of appeal if the applicant does not like what the
staff grants him. Most of the controversy on precise plans occur
where there is an appeal, which is where the Planning Commission
or the staff has worked within the framework of the ordinance and
the applicant obviously didn't feel that the ordinance was correct.
Councilman Krieger. If the Council will remember,
we had a joint meeting with the.
Planning Commission. Out of that meeting came a recommendation which
was adopted by both the Planning Commission and the City Council that
a delegate from each body be appointed to meet with the City Manager
and the City Attorney in an attempt to streamline the procedures of
both of these groups to weed out these matters that burden our agenda
unnecessarily with matters of form rather than matters of substance.
I was appointed by the Mayor to serve on this committee and
Commissioner Fast was appointed by the Chairman of the Planning
Commission to serve on this committee and at the first meeting, which
was June 30, at which time not only the City Manager and the City
Attorney but also Mr. Adams, Mr. Flotten and Mr. Joseph were present,
we took some preliminary steps toward doing just this. One of the
items has to do with the resurrection of this recommendation on
Amendment 52. This$ to me, is a fairly involved question but the
Planning Commission took it up at its hearing of July lst inasmuch as
there were three new men on the Planning Commission from the time of
the original recommendation. The Planning Commissioners in reviewing
Amendment 52 have passed it on with their continued recommendation
to this Council. This is just one of many items that this committee
intends to bring up to the Council in terms of streamlining our

procedures, I think it would benefit the Council individually as
well as collectively if this recommendation particularly with respect
.to Amendment 52 were received by the Council at this time.and the
matter be tabled for study by the individual Councilmen -so they could
become acquainted with this until our next regular meeting at which
time I think it would be opportune to discuss in substance and detail
this Amendment 52, It is my opinion after that study that it is a
very worthwhile mechanism to streamlining with the Planning Commission
and the Council agenda with due emphasis to the Mayor's comment that
this does not abrogate the rights of appeal or call-up on these
matters,o I would suggest that this be received and tabled to.the
next meeting for individual study.
Councilman Heath. I expect to be out of town for
four to six weeks and I wouldn't
be able,to get in on it.
Councilman Jett. I think this is important
enough for.the benefit of the
new members of the Council. I happen to be very strenuously opposed
to the precise plan,. I am convinced it is an unconstitutional
ordinance and if it was ever tried in court I am.convinced we .will
be whipped to death on it. I don't believe in five men having the
power to sit down and determine how'a man will build a building,
et cetera. You have taken away every right the property owner has
by the precise plan and I am absolutely 100% against it and I would
like to. -see it killed completely.
As far as delegating some of
this authority to the staff, I am very much in approval with this,
I think,this is something that is long overdue. However, on the
precise plan, you could never convince me that this is a good thing
because I have seen things happen on the precise plan where members
of the Planning Commission have looked at a rendering and asked if
that is,100%.of what they would see if they stood"across the street
and looked at it, There never will be an artist who can paint a,
picture of a building and then build the building and have it look
exactly the same, Therefore, I am completely opposed to the precise
plan concept,

carried, -:that the matter of Amendment,No. 52 be received and tabled
until the.first regular Council meeting in September, 1964,

4318 North Walnut 1960 and 161 with beer under
Baldwin Park similar circumstances in the
City of Covina. We had no
difficulty with the audience, the City, or the Police Department,
We don't feel we will have any difficulty. "Suds in Your Eye" is a
good clean show Being at nighttime, 7-30 to 11-0.0 o'clock, we don't
• feel it is a show you will bring your seven or eight -year -old to see.
The beer is distributed. The first beer is given you as you sit
down; the second is given 45 minutes later at the first intermission;
and the third is 30 minutes later and there is at least 30 minutes
more -of show to go. I don't think anybody will be intoxicated with
the beer distributed this way. We offered in our letter to Chief
Sill.to keep personnel there to control and abide with all the laws
of the City. We are willing to go further. We will provide an off -
duty uniform policeman to help us enforce those laws.

1"0 At the Council budget study session on July 2, 1964, there
was presented a plan to formulate A 1964-65 Preliminary Budget
based on a tax rate of $�925a If it is the desire of the City
Council to formally adopt the budget plan considered in the budget
study session of July 2, 1964, the following motion is suggested:
Move the adoption of the 1964-65 Preliminary Budget as
revised by the adjustments considered by the City Council
at its budget study session of July 2, 1964.
20 Adoption of the above motion will not fiat the 1964-65
tax rate. The rate will be fixed by the City Council during
the latter half of August,'1964, following receipt of the
certified assessed valuation from the County of Los Angeles;
3, If the foregoing motion is adopted, the 1964-65 Preliminary
Budget can be published (as revised by the attached memo) as the
1964-65 Approved Budget. This will enable the operating depart-
ments to proceed with the recruitment of employees for newly"
created positions, acquisition of.operating outlays, and the
conduct of regular day-to-diy operations. No action would be
initiated on any capital improvement project without the prior

more acceptable to the City Council and the community than through
an increase in the general property tax rate, I think everyone is
aware that our capital improvement needs in every area are monumental
and it is almost impossible to meet these needs by normal tax
increase and it is going to have to be accomplished by other methods
and I would feel it is the intention of this whole Council to get to
work on those priority items and come up with long-term methods of
financing these most important capital improvement needs.
I think it would be in order
to have a directive to the staff to begin an immediate study of
bringing our fees and charges more in line with surrounding cities
and more in line with reality although they have suggested doing that.
A directive from the Council would be helpful.
Councilman Krieger. This is my first experience
with the budget as a new
Councilman, I personally would like to thank the Director of Finance
for what I consider examplary efforts in the presentation and
preparation of this budget,I feel he*did additional work above and
beyond that ordinarily called for in his presentation and preparation
of this budget and I think he.and the City Manager should be com-
plimented on this.'

I would second those comments.

carried, that the Council direct the staff to undertake a study and
prepare recommendations for this Council relating to a revision in
the schedule of fees and charges, (Councilman Jett voted "No".)
Mayor Snyder. I would like a second motion
to ask that a study be.made
to establish an equipment operating fund, the feasibility of
establishing this fund,
City Manager, Mr, Aiassa. This is an operation where all
rolling equipment is catagorized
into one operation fund and everything is charged in and everything is
charged out, It is set up on a fee charge and that equipment is
charged against that particular project. The purpose of this is that
you immediately set up a capital cost of every piece of equipments
how long it.will be used, and base your charge on that. By the time
that equipment wears out you have money -to replace it without trying
to find a few dollars to do it.

Councilman Nichols: I favor this and I intend to
vote for this and I think
Councilman Jett will also when he has had a chance to review the material,
I would like to urge the Council to reconsider this matter and postpone
action on it until our next Council meeting and direct the City Manager
to send a memo to any Councilman who might request it,
Mayor Snyder: The business of the Citv is
going to lag very much if we
are going to have to go back and completely fill in every missing
Council member, Vacation times are coming up and I think that it
behooves those men who are going to be gone that unless they specifically
request that something be held until they get backs the quorum -.of
the Council has the right to act on things while they are gone,, I
do think we are going to have to operate through this vacation
period as if we were all here and we are going to have to respect each
other enough to do this,,
Councilman Nichols: I think that is,very valid but
the Council has not operated on
that basis in the past,, If you were prepared to announce a procedure
beginning with this evening's meeting that would be applicable to
each meeting in the future and then I would go along with it totally
but we have not had such a procedure in the past and I imagine
Councilmen have been brought up-to-date in the past on items they
have missed and I only state I don't think one or two weeks will make
that much difference in a procedure that will be carried on over a
long period of time, I state my receptivity to it, The City Manager
gets a pretty good indication here this evening by the attitude of
those present as to what the ultimate reception would be and I only
state I think it would be a courtesy to wait a week or two,
Mayor Snyder: I don't think the City should
wait and go back over items
that have been discussed with a quorum of the Council,, I believe
these people should be briefed but it should not hold up the items.
This is not a vote to adopt anything,, It is a vote to bring back a

wilderness camping area for boys", The second is the same with
reference to the girls' area, The third is to extend the deadline
for accomplishing these things from two years to three years, The
proposed amendment was sent to Mr. Galster on June 26, Also, I sent
him a letter for his signature and his wife's addressed to the City
which would give to the City the right to use his easement across
the intervening property between Galster Park and Azusa Avenue until
such time as a street is built reaching Galster Park,

REVISION TO CLERICAL JOB DESCRIPTIONS
Councilman Nichols.- I was present at the Personnel
Board meeting when this item
came up, There seems to be a considerable problem in recruitment of
personnel in these areas due to the fact that the college program
is not giving the credit for college work. The thinking was a
substitution of a year of college work in lieu of one of the years
of clerical experience would enable the City to recruit potentially
very competent people who had some college training and provide a
higher caliber of employee in the long run.

carried, to adopt the recommendation of the Personnel Board in this

State but we are being pushed
by the State Water Department to know whether or not we are going
to execute the 1500 supplemental water acre feet. The cost would
approximately run 15% of what we pay now, It would be about $1,380,
I will have to check with them to see if they will give us the same
arrangement we had on the first 10000 acre feet where we were
permitted to be charged differently,

"It has been increasingly evident in the past year or so;
that the requirements as set forth in the job descriptions
for Clerk --Stenographer and Secretary are too restrictive,
in that they allow no equivalency for'college work. The
availability of Junior Colleges within our immediate area
from which we recruit the majority of our clerical person-
nel affords an excellent basis for selection.
It is the recommendation of the City Manager that the Per-
sonnel Officer be given the authority to substitute l year
of college work in lieu of 1 year of clerical experience.
This adjustment can be made on the job descriptions which
are attached.
It will be necessary for formal action to be taken by the
City Council to make these adjustments, but all alterations
of the Personnel Ordinance, Job Descriptions, etc. should
first be heard by the Personnel Board.

or condominium it will be
impossible to compute acre-feet of water that will be consumed,

on the conservative side, I
think we would be safe in contracting for this extra water,
Councilman Heath. We are contracting to buy water
by the amount of money we are
putting up each month although we are not getting the water; it is
the dues or fund we have to pay at the present time to enable us to
get water when it comes in 172, In essences we are buying water now
and we have no water coming. We are using people's money to buy
this water, Suppose we don't get a water company in 1972; the water
comes into this area; we are still buying water and possibly have
no one to sell it to, Do we have aright to take the people's money
and buy something which we don't know that we can use and pay for
something that they are getting no benefit from?
City Attorney, Mr, Williams. The City has a right to engage
in the water business in either
or both of the following ways. As a wholesaler of water the City has
a right such as San Francisco to go to the High Sierras and bring it
to the City or the City of Los Angeles to the Owens Valley, It
need not necessarily after having brought the water down be the
retailer of the water, This City is not presently in a position to
be a retailer, A city can be a retailer and not a wholesaler or it
can be both, The reason we are participating in the capital expense
is to get the water,
Councilman Jett. We are getting ready to buy
water, This was why
Metropolitan was going to charge us millions of dollars as our share
of the construction of the aqueduct, This would have been in arrears,
What we are doing now is just paying for our share of building that
transmission line down here but we are paying it as we go along,
Councilman Heath. In order for us to be a
wholesaler or a retailer you
must have customers and there is a good chance we can end up without
them and without customers we are then spending people's money for
some value they will not receive,

might run into difficulty
before we even get the water to see if we have customers because the
State will deliver it to us at Devil's Canyon, Before we can bring
it here to look for a customer you have to build an aqueduct with
money we don't have,

interest andthe intent is the thing that has to be determined in

Mo Montgomery, Consulting Engineers, Inc., in -response to your
inquiry, are pleased to submit this joint proposal for perfor-
mance of the engineering services required to determine the'-
feasibility of municipal ownership'of a water system to serve
the City of West Covina. Such services would be performed' -by'
the principals and staff of these two'firms under the'direction
of•a senior officer of each, normally Harvey Oo Banks. Vice
President of Leeds, Hill and Jewett, Inc. and James Mo Moan-..
gomery, Chairman of James Ma Montgomery, Consulting Engineers,
Inc. Myron Bo Holburt, Supervising Engineer of Leeds, Hill -and
Jewett, Inc. would be designated Engineer -Manager with responsi-
bility for carrying out the required studies.
The principals and staff of both firms have had many years of
experience in the municipal water supply field, particularly
with respect 'to appraisals and evaluations of water systems,
condemnation actions, feasibility studies, water rights, ground
water development, and water treatment and distribution. Both
are intimately familiar with the water problems of the San Gabriel
Valley, the sources of supplemental water available, and the par-
ticular problems facing the City of West Covina in attempting to
provide an adequate water supply to its citizens at reasonable rates.
Determination of the feasibility of municipal ownership of a
water system to serve the City will be unusually complex because
seven'sepArate operating entities now distribute water within
the City and some'serve contiguous areas outside the City. It
is anticipated that it will be time-consuming to obtain the nec-
essary information as to the physical features of the present
systems, their history, costs, revenues and exvenseso These
systems are owned by mutual water companies, public utilities
and one public district, Several of these systems were originally
designed with agricultural service as the primary objective and
have been in existence for many years.
The feasibility study, in addition, must encompass the development
of basic plans and cost estimates of the means of integrating
these separate systems into a single operating network, and'of
the additi®ns and betterments required to bring the resulting
system to acceptable municipal water works standards.
Scope of the Work
It is proposed that the studies and report include the items
listed below, but that the amount of detail be limited to that
necessary for a finding as to the feasibility of municipal owner-
ship. It is not contemplated that the studies would be in suf-
ficient detail for purposes of any legal action.
Q1� An inventory of the assets of all the water service
organizations now supplying water within the City
limits of West Covina. If it appears to be desirable
and feasible for the City to acquire any of the assets
of these entities outside its limits, the inventory
will be extended to cover such assets.

Time Schedule
We now estimate that it wi21 take approximately nine months to
complete the studies and report, but we will keep the City in-
formed periodically As to the progress of the studies. A re-
port (25 copies) embodying the significant findings will be
submitted upon completion of the work.
Compensation
Due -to the complexity of the problem and the uncertainty of
the extent of the necessary work, it is not possible to make
an accurate estimate of the cost of the necessary studies.
It is therefore proposed that our charges to the City be at
the hourly rates listed below for the personnel involved plus
reimbursement of direct expenses incurred in the work such as
travel expenses, reproduction and printing costs, and long
distance communication expenses. It is further proposed that
payments for services performed be made monthly on submission
of proper invoices, but that the total charges not exceed
$35,000 without further authorization by the City.

Revision of Uniform Building Code
June 29, 1964
In most of our commercial developments the problem of occupancy
of buildings prior to final inspection arises. Iri'most cases
we have found it necessary to have the utilities connected'so
that the mechanical equipment can be tested; this leaves us with-
out perhaps the strongest control we have on a builder; that is
the power to with hold utilities.
There is also the hazard of connecting gas and electricity.to --
a partially completed building where all required safety measures
have not been completed.
I am therefore suggesting that Section 304 (c) of the Uniform
Building Code be amended by the following addition. We will
then have the owners and contractors sign the attached forms
prior to connection to utilities.
Sec, 304 There shall be no clearance of connection
of gas or electrical utilities until final building,
heating and air-conditioning inspection as required
above is made and approval has been given on any buil-
ding sought to be connected to such utilities unless.

City Attorney, Mr,, Williams- You don't have to amend the
code. The code already permits
it. The code states that notice in a zoning matter shall be given -
by publication and by mailing of notices to people within 300 feet
and posting of notice or by either mailing or posting if the hearing
body dispenses with one or the other. You always must publish,
If you wish to dispense with one or the other you may either post or
mail, We have been doing both, The Planning Commission adopted
a motion that it'dispenses with posting in all cases unless it
otherwise specifically directs. If you adopt such a motion you will
not have to post these things any longer that don't stay there anyway
until after the first breeze or kid comes along.
Councilman Nichols- You can always validly say they
failed to see the posting
but it is harder for them to say they didn't receive their mail.
I can see on an operation
such as the rezoning of Glendora Avenue where 603 of these things
were pounded into the earth around town that a lot of man hours was
taken but I wonder on a single piece of property in a neighborhood
where people may live more than 300 feet away and yet have a vital
concern with that piece of property if we are taking a wise step in
making a provision that would say in effect that unless we so stipulated
or designated there would be no notice posted. I don't believe I
could in good conscience go along with that,
Councilman Jett- My experience with the posting,
I would go along with doing
away with it, Nobody reads them and they don't stay there very long,
Councilman Krieger- The real issue is what is going
to be the best type of notice
and the Planning Department has indicated to us in this meeting that
it does require a considerable amount of work by the Street Department
to,prepare the map and where these signs are to be posted so they
comply, What we are attempting to do is provide notice to .interested
parties and the two most effective means generally accepted are the
publication and the mailing so if we can dispense with one and still
fall within the notice requirements, I suggest we doso.

COUNTY TAX RATE
Mayor Snyder: We have a resolution from the
Association of Independent
Cities regarding the County Tax Rate,
• Councilman Heath: I would suggest we adopt this
resolution, Basically what
this is doing is asking the Audit Committee of the Grand Jury to
investigate the expenses or charges that the County is making for
services rendered despite the lessening of unincorporated areas,, I
would recommend that this Council adopt this resolution in full,
We are paying on our County Tax Rate,, We feel we are paying in our
County Tax Rate for some of the expenses for certain departments in
the County where people living in the unincorporated area are paying
and not getting that service
