It is requested that in this case the City Council waive the $20500 limit set for formal bidding.ley City Ordinance. City Attorneys Mr,, Williams. You can waive the requirement of bidding contained in the ordinance but not the requirement of bidding contained in the State code,, The State code limits you to $2,500. This depends on the type of project,, The Government Code requires advertising for bids upon projects for the construction of public works. It does not require bidding upon all purchases or expenditures of $2,500 or more,, The City ordinance requires bidding on all expenditures with certain exceptions like professional services that exceed $2,5OO.00 so you sometimes run into a contract that the State law does not require to be advertised for bids but the ordinance does,, You may waive the requirement of the ordinance,, You may not waive the requirement of the State law,, I think that removal Only of trees would not fall within the State law,, I think relocation would fall within the State law,, Councilman Krieger, Reading the Minutes of March 2, 1964, there was a motion by Mr,, Heath and Mr. Jett that the bid for the removal of trees be given to the Johnson Tree Service,, Councilman Heath-, If I recall, we had four bids and an estimate by the City staff and it was the opinion of the Council at that time that this bid should be accepted and the work ordered to be done and.I so moved,, -7- • • Co Ca 4/27/64 PROJECT MP-6433 (PALM TREE REMOVAL) o Continued Mayor Snyder, Councilman Heath, Councilman Krieger, Page Eight Wasn°t it after this they came back with the six-foot problem? Councilman Krieger-, Is it within the province of the City Council to continue this matter or not? . City Attorney, Mr,, Williams, Actually it is entirely disc • cretionary with the Council until the time the hearing is closed,, After it is closed there is a certain limited time to render a decision but you may continue a hearing in your discretion or you may refuse to,, Councilman Krieger, Move to proceed with the hearing,, RIM • • C, C, 4/27/64 ZONE CHANGE NO, 292 (JAMES) - Continued Page Nine Councilman Nichols-. It seems to me that this is a matter that has been hanging fire for quite some time, I think the study to be made would not have particular implications for this particular application, We have sent notices to many people, some of whom are here this evening and to prolong this still further I think we would be doing a disservice to them, I think notification on the evening of a particular hearing is not fitting to this particular situation this evening, Mayor Snyder-. As a matter of courtesy, in the past when this has occurred we have continued the hearings as a rule, Councilman Krieger-. I believe some courtesy is owed to the members of the Council who spend hours reviewing these things before the Council meetings and to the people who come down to these hearings and certainly if courtesy is in order I think it is in order both ways, Councilman Heath-. I don't think we are justified in holding this over, I don't think a motion to proceed with the hearing tonight is necessary, Councilman Nichols-. The applicant has communicated with the Council tonight and requested that it be held over and I think the record should show those of us who felt the hearing should continue, I will second the motion, Action on Councilman Krieger's motion-. Motion carried, Mayor Snydero, This is the time and place for the public hearing, I am opposed to the zoning. I have had an opportunity to go over the property. At the other hearings it was stated the terrain was not fit for R-1 and I have found that most of that property is level and most of it or a good portion of it is below freeway level, The only portion I can see where the terrain might be difficult is a two -acre parcel that is under option from a lady who owns the home there, I think this is spot zoning, The area in question does not have adequate streets, water facilities; it will overcrowd the school set-up, It is inconsistent with the current zoning, (Presented newspaper articles and referred to same,) My feeling is you should deny this, IN FAVOR None IN OPPOSITION Mr, David Parker 1997 Lorencita Drive Covina • • • C,, C,, 4/27/64 ZONE CHANGE NO,, 292 (JAMES) G Continued Mr,, Hal Marran 3142 East Virginia Road West Covina excessive density in this candidates were very much change this property'from faith with the people who have built their homes in single family residential,, and keep this area as much Page Ten Zoning of this type has been a major issue in the recent campaign. I believe we all are on record in not wanting area of the City,, I think all of the in favor of the General Plan,, If you Rm2 to R®3 or Rm41, it would be breaking developed their property in the area; who the area and developed the property for I believe you should bear this in mind as possible to an absolutely low density,, Mr,, `IA-d W,Ish I am adjacent to this property 3909 Lorencita Drive and I have approximately 775 West Covina feet of common boundary line between this property and mine,, This possibly could be called confusion corner,, This is one of the boldest attempts of zone change I have ever seen in West Covina because this is a spot zone,, Just south of Lorencita Drive are some $e10,0 00 homes and they have granted this R-2 right up to Lorencita.. I believe Mr,, James bought this property because of the window he has to the freeway,, I think this is the w'',jndow for West Covina,, I don't think he can put expensive apartments up there because it is too noisy,, There being no further public testimony, the hearing was closed,, City Clerk, Mr,, F°lotten-, Notice of this public hearing appeared in the West Covina Tribune on April 16, 1964 and 26 notices were mailed to property owners in the area,, (Read Planning Commission Resolution No,, 1546,,) Councilman Krieger° August 16, 1963 regarding this matter,, Planning Director, Mr,, Joseph-. There is on file a Planning Commission report dated Has anything changed? There are no changes in the staff°s report since the time it was written,, Councilman Nichols-. I have been to the parcel of land in question and am familiar with it,, Mayor Snyder-, Some time ago we asked for a study on developing criteria for multiple zoning with a view of amending the General Plan regarding this criteria,, At what stage is that study? Planning Director, Mr,, Joseph-, Subsequent to the City Council directive the Planning Com- mission had a study session,, It is the intent of the Planning Commission to hold more study sessions. The matter of the General Plan review has been on the Planning Commission agenda ever since the directive was submitted by the City Council,, The matter was expressed by the Chairman at the last Planning Commission meeting that the Commission is now proceeding in this further analysis of the General Plan and we have taken into account the directive of the City Council as to the problems of multiple family uses as well as other types of uses,, ®10® C, C, 4/27/64 ZONE CHANGE NOo 292 (JAMES) - Continued Mayor Snyders Page Eleven I would think this matter would be urgent and of top priority, Councilman Heaths I would agree, Mayor Snyder-, On the matter before us, it has been stated by the opponents here that it is noisy, not good zoning for apartments, In that respect9 it certainly would not be good zoning for Rml, -'I think obviously that multiple if you can find no alternate use, is the use desired here-, Originally I was concerned whether Rm2 would be developed, After seeing some of the.new precise plans coming in under the R-2 ordinance as they are now being developed, I believe it can be developed economically as R-2 and therefore I think one of the criteria for how much multiple is how you can service it and we are rather void in services in the east end of the City and density should be held to a minimum. I would agree that R®2 is the zoning at this time, Motion by Councilman Krieger, seconded by Councilman Nichols, that Zone Change No, 292 be denied, Motion passed on roll call as follows: Ayes: Councilmen Krieger, Nichols, Heath, Mayor Snyder • Noes-, None Absent-, Councilman Jett • ZONE CHANGE NO, 296 LOCATION-, 1943 and 2001 West Harry Sindell & David Kreedman Garvey between HELD OVER Cameron and Sunkist. Request to reclassify from Zone Ryl and R®A to Zone R®4 approved by Planning Commission Resolution No, 1565, City Clerk, Mr, Elotten-, Notice of this public hearing was published in the West Covina Tribune on April 16, 1964, There were 24 notices mailed to owners of property in the area, (Read Planning Commission Resolution No, 1565,) The precise plan was called up tonight on this parcel, Mayor Snyder-, This is the time and -place for the public hearing. There being no public testimony, the hearing was closed, Councilman Krieger-, At the time that this matter • first came up before the Planning Commission, it is my understanding that the zone change • and precise plan were both before the Commission originally, Planning Director, Mr, Joseph-, They came up concurrently, Councilman Krieger-, There was some question raised as to a driveway or an alley depending upon your terminology and it was suggested that there be a new precise plan prepared? Planning Director, Mr, Joseph-, Yes, 19 • • Ca C. 4/27/64 Page Twelve ZONE CHANGE NOa_296 (SINDELL 9, KREEDMAN) Continued Councilman Krieger-, That came up before the Planning Commission on April 15 and that is what we have called up for our next regular meeting"? Planning Director, Mr. Joseph-, Councilman Krieger-, a precise plan concurrently submitted? Planning Director, Mr,, Joseph-, Yes. The amended plan was the plan the Commission approved on the 15th of April. When the original zoning matter was taken up there was Yes, and both items were before the Council at the same time. Councilman Krieger-. I would be inclined to review this matter at the time we have before us the precise plan for this property. Councilman Heath-, I think that is a logical request and I think a motion would be .in order to hold the hearing open until we have the precise plan before us. Councilman Nichols-, Is it generally the case with these types of zoning matters where there is a project in mind that the precise plan is normally submitted concurrently with the request for zone charge? Planning Director, Mr. Joseph-, I don't believe there is any normalcy. There is no requirement for a precise plan to be filed at the same time the zone is requesting to be changed. It is sometimes done to show that it cart be developed for the way it is being requested to be rezoned. Mayor Snyder- We can't require a precise plan to act.on this but when one is in the workings or soon available, it sometimes helps in determining whether or not the property can be developed according to the zoning they are asking for. City Attorney, Mro Williams-. The precise plan may become evidence to show that the zoning is appropriate. Councilman Heath-. On second thought, I would just . as soon go ahead on the zoning and review the precise plan on its own merits. I don't know what • else the property could be used for other than R-4. Councilman Nichols-. This was the -thinking basically I had, although I have some mixed feelings. I think this particular parcel fronting on the freeway in an areain my opinion that is almost impossible for development in any other fashion, that the request for the zoning is a proper request and that the precise plan would be a separate consideration entirely. Where I might not particularly approve of a particular precise plan I would, none the less consider this zoning as being appropriate. I wouldn't object to holding this over, however. -12- Co Ca 4/27/64 Page Thirteen 'ZONE CHANGE NO, 296 (SINDELL 6 KREEDMAN) - Continued Councilman Krieger-, This matter is going to be coming back to the Council on a call back on the precise plan and I feel it might be more appropriate to go into the entire matter at that time although they may be separate issues, (Maps were presented and Mr, Joseph gave a brief summary of the matter,) Motion by Councilman Krieger, seconded by Councilman Heath, and carried, that Zone Change No, 296 be hdl.d over to the meeting of May 11, 1964 with the hearing held open, ZONE CHANGE NO, 295 LOCATION-, Southeast corner of Arthur G, Sherman Garvey and Holt APPROVED between Holt and Walnut Creek Channel Request to reclassify from Zone RGA to Zone C-1 approved by Planning Commission Resolution No, 1564, City Clerk, Mr, Flotten-, There were 10 notices mailed to property owners in the area and notice of this public hearing appeared in the West Covina Tribune on April 16, 1964, (Read Planning Commission Resolution • No, 1.564.) Mayor Snyder-, This is the time and place for the public hearing, IN FAVOR Mr, Arthur Sherman Zoning this property Cml would 912 Honeywood Road be in conformance with the Los Angeles existing C-1 immediately to the south and southwest. The property is buffered from the residential to the east by a service road and by the Walnut Creek Wash, There is quite a noise factor from the freeway which makes residential use undesirable. Regarding the water shortage brought up at the Planning Commission meeting, -I wish to point out in a commercial use of the property there would be less use of water than a multiple residential and the fact that our intention is to construct an office building there and the use for this type of building would be far less than if an apartment house was built, There being no further public testimony, the hearing was closed, • Councilman Nichols-, It was my understanding in • reviewing the recommendation of the Planning Commission that the problem of water had several implications, both consumption of water and water for fire protection for a structure that might be in that area and the second implication was that a suggestion was made, that the City Attorney or some other legal authority be consulted A respect to possible liability accruing to the City for granting a use or a zone change in an area where it might be determined later that improper water service caused some future condition to develop that resulted in damage or loss in that area, This was contained in the report and I would like to have some clarification of that, m13® C,, C,, 4/27/64 Page Fourteen 'ZONE CHANGE U06 295 (SHERMAN) ® Continued Public Services Director, Mr,, Adams: The concern with the water was for fire protection. We have a report prepared by the Fire Department stating that the area south of the freeway and east of Barranca has a water system presently capable of only supplying the present development,, Suburban engineers are presently proposing to attain the proposed goals,, Councilman Heath: It has only been about nine months ago that we rezoned the parcel to the west of this one to wholesale commercial,, I think we might be liable permitting a zoning in there and telling the man he can't use it because there is not enough water. I feel when a man applies for zoning with his application it should be the responsibility of that applicant to include with his application a statement from the water company that there will be so much water available and a certain volume,, This is done in the County and it is the obligation of the applicant to get this information and present it with his application so that when they go over the zoning they know whether or not there would be water in the area,, Mayor .Snyder: Isn't it true that the builder when he comes in with his precise plan has to have so much water for his precise plan at . least for fire protection and it is his reponsibility to get water into the area? • Councilman Heath: This is usually too late,, Mayor Snyder° If the matter of water was brought up here, why was it not mentioned in the property further to the east, such as the James property? Public Services Director, Mr,, Adams- I can't answer that,, In this case the problem is the water mairiso It is something that is recognized as being a problem by the water companies and action is being taken to remedy it,, Just when it will be corrected or improved, I can't say,, Councilman Heath: I agree with the applicant that negligible and therefore I have water on this particular parcel an answer concerning the water I feel this property is very suitable for commercial and the water use will be very no quarrels with the :zoning due to but I think the Council should have problem in the area,, City Attorney, Mr,, Williams: I am not at .all concerned with the question of . liability,, In granting zoning the City gives no assurance as to whether or not the water is there,, I think the availability of water . is something that may be legally considered as one of the factors whether or not you grant a certain zoning,, I think as Mr. Sherman pointed out except for the fire protection item, which is largely the City's responsibility, the water use is probably no greater in commercial than it is in R-A,, Mayor Snyder-, How many acres are involved in this? Planning Director, Mr,, Joseph: -14- About half an acre,, I • • • C, C, 4/27/64 Page Fifteen 'ZONE CHANGE NO, 295 (SHERMAN) Continued Mayor Snyder: Was there any consideration of asking for R-P instead of commercial since this is,to be an office building? Council made as the only access to the land reclamation point up in the Sentous Ranch, It is the only way to get up there, Public Services Director, Mr, Adams: When this is opened and developed we will have access up in there, This would be considered at the next Traffic Safety meeting, It is on the schedule to be reviewed, Motion by Councilman Heath., seconded by Councilman Krieger, and carried, that Amendment No, 3 to the General Plan be approved, PLANNING COMMISSION CHANGE IN DESIGNATION OF R®P ZONE City Clerk, Mr, Flotten,. City Attorney, Mr, Williams-, Page Sixteen I think the Planning Commission recommendation is very good, You will need an ordinance amending the name. Motion by Councilman Heath, seconded by Councilman Nichols, and carried, that the City Attorney be instructed to draft an ordinance changing the name of the R-P zone from Residential -Professional to Restricted -Professional, PARK FACILITIES EAST END OF CITY City Clerk, Mr, Flotten-, I have a letter from the Planning Commission to the City Council dated April 22, 1964 regarding park facilities at the east end of the City, (Read said memo,) Councilman Heath-, I have reservations on this, The parcel we are talking about is a peninsula sticking out into the east, To the south and north is County land and to the east we hope will be City land, Mayor Snyder-. I think they are talking about that area where Mr. Fuesler and Mr, Wilson have property, Councilman Heath-, Regarding the peninsula, my feeling is if we put a park out there it would be at our expense for people outside the City not contributing to the expense of it, Mayor Snyder-, There are some indications that this type of golf course as proposed actually pays its way or makes money for the City. I have always felt this is one of the best natural park sites in the City if it could be retained. My own opinion is that this should at least be considered and studied by the proper commission, Councilman Krieger-. I had the privilege last Thursday to attend a meeting of the East San Gabriel Planning Committee representative of 12 local communities and at that time Mr, Barr, who is a recreational specialist, commented on various aspects of the recreational program within the State and one of the comments he made was the fast disappearance of recreational facilities within our immediate area. I think this highlights the problem we are going to.have in this community if we defer this too much longer, Councilman Heath-, The is other places in this City that need parks three -par golf course, only reservation I have the fact there are so many more than what we need a -16- Ca Co 4/27/64 Page -Seventeen PARK FACILITIES (EAST END OF CITY) o Continued Mayor Snyder-, I think if they looked at this it should be from the whole City°s standpoint, consider our deficiencies in all -the areas, I would like to see them look at this because I certainly am going to ask and hope that the Council agrees with me that they do review the General Plan regarding the complete park and recreation program, Motion by Councilman Krieger, seconded by Councilman Heath, and carried, that the inquiry of the Planning Commission dated April 22, 1964 with reference to park facilities at the east end of the City be referred to the Parks and Recreation Committee for reports Motion by Councilman Krieger, seconded by Councilman Heath, and carried that the Parks and Recreation Commission also report back to the City Council on the feasibility and priority of other park facilities in the City, BOAT AND TRAILER PARKING City Clerk, Mr, Flotten-, I have a letter dated April 22, 1964 directed to the City • Council from the Planning Commission with reference to the directive of the City Council regarding boat and trailer parking, (Read said . memo,) Mayor Snyder-, Can you legally prevent somebody from parking a boat or trailer in his driveway? City Attorney, Mr, Williams-, If you mean the part of the driveway that is in his front yard area or the required front yard setback I think you can but you get into all kinds of problems of definition and duration which to an enforcement officer are just horrible, • 40 Councilman Heath-, I would like to propose something to this Council and that would be that the Council request the Recreation and Parks Commission to make a study of possibly three areas in the City which could be zoned for a use where these trailers and boats could be stored, There are many people who have boats, myself included, and right now I am looking for a place where I can.put the thing, Mayor Snyder-, I can see your point except I halo boat myself and the reason I got rid of it was because of the time spent working on it. Where would you work on it? "Bob Gingrich of your staff and myself'representing the school district developed a proposal for the installation of lights for 3 tennis courts at Edgewood High'School. This is to be the first of joint ventures between the City and the school district. The proposal for a school district contribution of 60% of the initial cost and 40% by the City was approved by the Council. However, it is the feeling g of,the Board of Education that a 50/50 ratio would be better and more justifiable for this particular,.proje ' ct. Theyfeel that the use of the lights for school purposes would not ex- ceed 50% and that probably At least 50% of the night lighting would be for recreational purposes. The Board of.Education respectfully requests that the' I City Council reconsider this aspect of the total, proposal and accept a 50% responsibility for the installation of these lights. The balance of the proposal is acceptable to the school, district. • The Board of Education further expressed the opinion that • the percentage of participation for each, project should be considered on its specific merits and that no precedent is established by this current arrangement." Isl Clifford S. Thyberg by John S. Eastman. I think the benefit that would be derived would be sufficient that the Recreation Department will receive the same benefit as the school and it is suggested that we go ahead on this on a 50-50 basis. Mr. Aiassa-, We (the Staff) have been meeting with this group and it appears it is an administrative zone change that is act ' ually the General Telephone Company is involved in and I think our procedure would be to make a formal complaint to the P.U.C. and use whatever legislative pressure we can through our representatives to bring it to a head. This has to be a joint force between us and the Council to direct someone to carry the burden for the City in support of this. I would like to make it clear that I myself and some of my colleagues consider this issue only a part of a general issue that we feel we have and we intend to bring before the Council for a hearing, The Businessmen's Committee in that area has long been formed but quite disorganized but are gradually getting organized, Every three months we are down here with a handful of petitions and we are always here defending ourselves against being blockaded by the City of West Covina, By "blockaded" I mean the traffic pattern in this City has been designing if not deliberately then it has been a beautiful job of inadvertently designing to take the traffic away from our area down there and the people in the area have survived God only knows how, We want a general hearing before this Council to ask you gentlemen if you would like us to be de -annexed .from this City because I would like to yield this microphone for five minutes for any of you on the Council or all of you to explain to us what has been done for the old center in the City that has paid literally hundreds of thousands of dollars into taxes, Also, we would like to know why nothing has been done for it and what the intention of the City is toward the area, There is several million dollars worth of property down there, That will be the issue we would like to • bring before you later and I hope we will have a hearing on it, Mayor Snyder. My feeling is that the City will grant you this hearing and these things will be taken up at that time, Mr, Buck Burton- The request is that Glendora not be detoured to Vincent Avenue and back to Glendora and that the east side of Glendora Avenue going north not be restricted to two 11-foot lanes with the truck route included in it, The last traffic count was taken on a Monday and you took one on a Friday. The comparison is very unfair, Specifically. we feel that our traffic has been reduced down there by quite a bit which is the same old story, Mayor Snyder- This seems to be a long and involved matter. Wouldn't it be better if these things were submitted in a study session or to the staff so they can give us a report on your request? We cannot consider this with just your half of the information, I think you should understand right now that the goal of this Council has to be to move traffic from the Vincent Interchange, To say that there should not be a smooth flow between Vincent and Glendora does not make sense to me, The goal of this Council is to improve the traffic situation in the old center as well as the new and between them both, • To say this Council has not had this as a goal is not'a statement of fact, I know no one on this Council who has anything specifically against the old center, Councilman Heath- Some of these things which have been done in the past have not been conducive with good relations with the center, The fact we just paid $20,000 for the prime purpose of getting traffic into and out of all of our shopping centers and I was very much disappointed -21= C, Cc 4/27/64 Page Twenty -Two 'VINCENT-GLENDORA INTERSECTION - Continued in the fact the man brought up a report that was useless because the heart of'it was a plan that the State would not accept, As far as this intersection is concerned, I have never had as much public sentiment brought out on any item I have had before me as on this intersection, Evidently there are quite a few people who think this is a rather poor design, The previous Council has committed this City to an interchange t Vincent and the freeway which I have consistently voted against and if you think -you have a mess in the City now, when this new interchange is put in you will have a double or triple mess, Evidently there is a justification for complaint on this intersection, These people have met with the staff and evidently they have received no .results and I think they should have another meeting and this time with Council representation to see if we can9t get some of these problems resolved, Mayor Snyder, I think this is not the time to debate this. If they have met with the staff, the staff obviously does not have their full report ready, Councilman Krieger, It is inconceivable to me how we are going to resolve anything on this issue piecemeal. This has come before the Council under Oral Communications, As I understand she procedure of this Council, upon the request of any member of the Council any such • matter may be referred to the proper official or to a committee of the Council appointed by the Mayor for investigation before any action shall be taken thereon by the Council as a whole, Motion by Councilman Krieger, seconded by Councilman Heath, and carried, that this matter be referred to the City Manager for a report to the Council at the adjourned meeting of May 4, 1964 at which time this matter will be taken up in detail, FOREST LAWN CASE DISPOSITION Mr, Hal Marron- I would like a report on the results of the court case on the annexation of the Forest Lawn property, I understand there is a decision, City Attorney, Mr, Williams, The Supreme Court reversed the decision opposed to the City and sent it back to the Superior Court to enter a judgment in accordance with the Supreme Court, On April 2, the Superior Court did enter a judgment, We think it is not in accordance with the Supreme Court decision because the judgment entered is to make a determination using the 1963-1964 assessment roll, This was an action in mandate which sounds technical but a mandate is to compel the performance of a duty that existed at the time it was filed. It was filed even before there was a 1963=64 assessment roll, I think the error in this new judgment is manifest, We have 60 days to file a Notice of Appeal, We have a new owner or a proposed new owner in escrow who has asked for permission to discuss the dis- position of the matter and maybe drop the annexation altogether, We propose not to file the Notice of Appeal until close to the expiration of time in order to determine whether the matter might be disposed of and the lawsuit dropped before the time of appeal expires. I have talked to the new man and he said as soon as the new Council was seated he would approach us again, -22- C, C, 4/27/64 Page Twenty -Three FOREST LAWN CASE DISPOSITION - Continued Councilman Heath- If the new Council members sit in with Mr, Yount, I would like to sit in also, I would like to be invited, Councilman Krieger- Inasmuch as this does involve pending litigation I would recommend that the answer of the City Attorney would suffice at this particular point and that we pass on to other matters, Councilman Heath- I think on this case we don't want to lose this and we shouldn't let this go for too long, I hope we will have some meeting or something before too long so we don't crowd Mr, Williams, WRITTEN COMMUNICATIONS COUNTY ZONE CHANGE 4646-1 City Clerk, Mr, Flotten- I have a letter from the Hollencrest Park Association regarding County Zone Change No, 4646-1, You have all received copies of that, Councilman Krieger- I understand the writer of this letter is with us this evening, I request permission for him to address the Council, Mr, John Bayer: This particular piece of property in question is bordered on the east by the Rancho Estates group who are opposed to this zoning; bordered on the north by the Country Club also opposing this zoning; bordered also on the north by the South Hills Park group opposing this zoning; and bordered on the west by our organization also opposing this zoning, We collectively have been opposing..this zoning for the last three years and have appeared before the County Planning Commission and the County Board of Supervisors and in both instances they have upheld us in this matter, We are holding out for a minimum zoning of R-20000.. Crux of the problem is that this is hillside property and under R-20000 in the County these properties could be reduced in size to approximately 11,250 square feet and this is on hillside property and this is also less than anything that we have in the City of West Covina that adjoins this property, In 1962 the Planning Commission wrote a letter to the Los Angeles Regional Planning Commission supporting us in this matter, We request that.you gentlemen write a letter to the Supervisor Bonelli supporting us for this, Councilman Heath - Planning Director, Mr, Joseph - On the Larkin -McKim property, is that 20,000 square feet? I'll check on that, -23- C, C, 4/27/64 Page Twenty -Four COUNTY ZONE CHANGE N0, 464,6-1 - Continued Mayor Snyder: If you were to separate the area 'in District III and IV by terrain, would this all be recommended Area District III or IV? Planning Director, Mr, Joseph,. I cant answer, Councilman Krieger,. Mr,Eayer has indicated that the hillside zoning would permit lot sizes of 11,250 feet under County zoning, Do you agree with this? Planning Director, Mr, Joseph,. I canQt comment directly on that, I know there is a flexible policy in the County which permits a certain percent of the lots to go down a certain percent, In our own ordinance in West Covina we have an open end general statement which allows the Planning Commission and the City Council to Look at these hillside subdivisions and work with topography, Mr, John Bayer: The County regulation is that 420 of your property can be 700 or less, provided the average is 17,500, Mayor Snyder: Our responsibility is to protect the people we have brought into the City bordering that and the majority of them are in Area District III and Area District IV, It is Area District IV that has the same terrain and it is our responsibility to protect them, Councilman Heath: I think we would have a good case of sending a complaint to. the County if our lots are.large, I would hate to send a protest to the County on what is proposed here and have them come back and say BOlook what you did next door", If it is true that Larkin -McKim is 20,000 I think this complaint is justified, Councilman Krieger,. There is an article that appeared in tonight's Tribune with reference to Mr. Englander's plan for the development of the property southwesterly of the end of Citrus and south of the Country Club stating he will apply for R-1 zoning with 10,000 square foot minimum lots. This is illustrative of what will happen in this area unless this Council takes some action stating our opinion. With respect to that, I have looked over the report of the Bakersfield meeting and Mr, Jett attended it and the meeting took one hour and one half which was devoted to one speaker for a trip that exceeded twice that amount of time, I would tend to agree that such meetings at this stage are just informative in nature and are not justified, VICTOR GRUEN SIP - 6 312 Payment held to 4/27/64: $4, iw oo . ) City Manager, Mr, Aiassa,. Since we have been working on the Project for over two years without submitting a Statement of Pay- ment, we request that in view of the above circumstances we be al.lowEd to receive a payment of 1-27o of the basic rate at this time. Such a payment would be less than is warranted for the actual work performed to this date. We will continue working on all phases of this Project possible for us to, push without the information which will be forthcoming from a Feasibility Study and assure you that we are progressing as rapidly as possible and will bring the Preliminary Presentation of the work to completion as soon as we can." EAST SAN GABRIEL PLANNING COMMITTEE Councilman Krieger, On this East San Gabriel Planning Committee which met last Thursday at the Golden Spur, I was joined in attendance by Commissioner Gleckman and Mr. Joseph. This was a most interesting group of people representing 12 local communities and I thought a number of comments made by the recreational specilist were applicable to our area. He indicates amazing figures that we may anticipate an increase of 75%® by 1,975 in this area. The recreational, business is turning into a big business. He made a point of suggesting tQ planners and Councils that they stop planning and start implementing, take the citizens into partnership into nto these projects. Facilities are disappearing at an alarming rate within the Ccunty of Los Angeles in which to implement these recreational facil- ities. The meeting adjouirned at 9,00 o'clock.
