CITY OF WEST COVINA, CALIFORNIA
NOVEMBER 25, 1963
• The regular meeting of the City Council was called to order by Mayor
Barnes at 7:30 P.M. in the West Covina City Hall. The invocation was
given by the Reverend Miles.Acker of the West Covina Methodist Church.
ROLL CALL
Present: Mayor Barnes, Councilmen Jett, Heath., Snyder
Others Present: Mr. George Aiassa, City Manager
Mr. Robert Flottem, City Clerk
Mr. Thomas J Dosh, Public Services Director
Absent: Councilman Towner
PROCLAMATION City Clerk Flotten read a proclamation
NATIONAL DAY OF MOURNING in memory of the late President John F.
Kennedy naming November 25, 1963, as
a National Day of Mourning, which was so proclaimed by Mayor Barnes.
WATER STUDY' Motion by Councilman Heath, seconded
by Councilman Jett, and carried, that
the steering committee go along on the tour to be held November 26th.
Councilman Jett: We attended the meeting held in
Anaheim on Friday, the 22nd, which
was the meeting on the Water Resources Commission for the reallocation
session to be held in Southern California, and it was for the purpose
of determining whether they would reallocate any portion of the water
that was available in the northern portion of the State for any agents
who were interested in contracting additional water in the south.
It seems as though there are several acre feet that were originally
spoken for but the contracts were not signed; so this -has made it
possible for the reallocation. Mr. Warne submitted and requested
that the water be taken from this amount in Northern California and
be reallocated to the southern portion, namely, West Covina for 10,000
acre feet and the Ventura area for 20,000 acre feet. It was submitted
to the Commission and it was approved unamimously with no opposition
of any kind. So our allocation has been approved; we have a contract
that was sent to you Friday. This contract has to be approved and
signed or submitted to the State by the 30th of this month.
We have set up arrangements for Mr. Warne to be here in West Covina
on.Monday, the 2nd, at 9:00 o'clock in the morning for the purpose of
officially signing the contract. At that time we have invited the
Board of Directors of the San Gabriel Valley Municipal Water District
to be present; some other dignitaries; as many or all of the Council
to be present, if possible; the local and major newspapers here for
publicity.. And we would like to have this approved tonight, if possible.
Mayor Barnes: I would like to ask the City Manager,
when contacting Mr. Williams, to
review Section 21, Page 10, which has to do with the sale of surplus
water. Any time we have surplus water, I think the indication is from
the State here that it would be sold at their discretion, not ours, and
possibly.be sold at.a lesser price than we have paid, but we are subject
to the cost of this water.

Mr. Aiassa: I believe there is an amendment that
is going to be passed on this Section
21.
Mobion by Councilman Jett, seconded by Councilman Snyder, that the
water supply contract between the State of California, Department of
Water Resources, and the City of West Covina, be approved, and that
the City Clerk and the Mayor, or designated approved person, sign the
contract, and that it be approved subject to the final review and
acceptance by the City Attorney. Motion passed on roll call as follows:
Ayes: Councilmen Jett, Heath, Snyder, Mayor Barnes
Noes: None
Absent: Councilman Towner
Councilman Heath: Will this be signed by the Mayor or
the water representative, Mr. Jett?
Mayor Barnes: I think any that is official and
is according to Mr. Warne.
Motion by Councilman Heath, seconded by Councilman Snyder, and carried,
that Mayor Pro'Tem Jett be allowed to sign the contract in the event
of the absence of Mayor Barnes.
RESOLUTION -NO. 2785 The City Manager presented:
ADOPTED "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA APPROVING THE
WATER SUPPLY CONTRACT BETWEEN THE STATE
OF CALIFORNIA DEPARTMENT OF WATER
RESOURCES AND THE CITY OF WEST COVINA
AND AUTHORIZING THE EXECUTION THEREOF"
Mayor Barnes: Hearing no objections, we will waive
further reading of the body of the
resolution.
Motion by Councilman Jett, seconded by Councilman Snyder, that said reso-
lution be adopted.. Motion passed on roll call as follows:
Ayes: Councilmen Jett,.Heath, Snyder, Mayor Barnes
Noes: None
Absent: Councilmen. Towner
Said resolution was given No. 2785.
Mayor Barnes: Due to the emergency, and since this
is the day of mourning for the late
President John F. Kennedy, I would ask'for a motion to. adjourn.
Motion by Councilman Snyder, seconded by Councilman Heath, and carried,
that Unclassified Use Permit No. 79 and Precise Plan No. 346 (Rev. 1)
of Harker Development Corp., be held over to the adjourned meeting of
December 2, 1963.
Motion by Councilman Snyder, seconded by Councilman Heath, and carried,
that Metes & Bounds Subdivision.No. 135-219 of Leonard Brutocao, be held
over to the adjourned.meeting of December 2, 1963.
Motion by Councilman Snyder, seconded by Councilman Heath, and carried,
that this meeting be adjourned to December 2, 1963, at 7:30 P. M.
