MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
CITY OF WEST COVINA, CALIFORNIA
JUNE 179 1963
The adjourned regular meeting of the City Council was called to order
by Mayor Barnes at 7:45 P.M. in the West Covina City Hall.

LICENSE OF LOVE'S PIT BARBEQUE

City Clerk, Mr. Flotten,, This is an application for on -
sale beer license by Love's
Pit Barbeque No. 12, 510 South Glendora Avenue. It was recommended
for denial by the Police Department,
Councilman Heath,, I think their recommendation is
just.
Councilman Jett,, I feel the same way.
City Manager, Mr. Aiassa,, I would suggest you let the
Chief of Police submit a letter
to the A.B.C. If you do formally call for complaint then you have
to have a hearing. I don't think that would be necessary.
Motion by Councilman Jett, seconded by Councilman Heath, and carried,
to accept the Chief of Police report and notify the Chief of Police
that the Council concurs and he will proceed as he has done before.

City Clerk, Mr. Flotten,, This is a request to open bids
on Wednesday, July 3, 1963
instead of Thursday, July 4, 1963. This is the improvements on Lark
Ellen between Badillo and San Bernardino Road.
Motion by Councilman Jett, seconded by Councilman Heath, and carried,
that Project No. C-189, the date for the opening of the bids be
changed from July 4, 1963 to July 31 1963.

City Manager, Mr, Aiassa., I had a call from the League of
California Cities office in Los
Angeles, Assembly Bill 344 is now on the Governor's desk and he has
until June 24 to sign it. This is the one cent gax tax, They stated
it wouldn't hurt us to telephone the Governor and state that we would
like to have it passed,

MAJOR WATER ISSUE REPORT
I think we had better hold off,
I have had quite a few calls on
that,
I think we should leave it just
like it is,
Councilman Heath,, I talked with Mr, Valentine of
the Department of Water Resources
today and they are hedging a little bit now. According to Mr,
Valentine, he said they would like to have every city a part of a
district but sometimes there are cases where they don't have to be,
In light of this, he recommends that we send a letter to Mr. Warne
of the Department of Water Resources stating that we would like to
apply for an allocation of water from the Feather River Project, I
would suggest the Mayor write a letter to Mr. Warne to ask him what
steps would be necessary and how we go about requesting an allotment
of water from the State supply,
Mayor Barnes., I think you, as the water
director, should also sign
this letter, I would like to hold this up until I find out exactly
what Mr. Aiassa finds out from Councilman Towner tomorrow, I think
we have done all that we can do at this point with Metropolitan, I
think we could expediate this even though we do write a letter, we
could find out from Mr, Thompkins the steps they had to go through
to get a water allocation,
Councilman Jett., I think Councilman Towner
pointed out some fairly specific
information and it is contained in his report, We have until June 30
in which to request a re -allocation because the allocation has
already been made, After Tune 309 the State, who is drawing the
plans for the aqueduct for delivering this water, they will not
accept any additional allocations for the south because this
supposedly is the final date of'which they will now proceed and draw
their plans and be drawn to carry that amount of water which has
been allocated out, We have up until December 31 for a final
determination of this amount of water, However, if we get in now
our chances are much better so I think we should move on this,
Mayor Barnes., Mr, Aiassa, if you can get in
touch with Mr, Towner you
might tell him that we are writing this letter and if he could wait
a day or two it might be advantageous, Let's go ahead and write the
letter and I'll sign it and Mr. Heath as the water director will
sign it and if this will help Mr, Towner in Sacramento, I think it
would be good,

that Mr,, Heath's report of June 13, 1963 and Mr,, Towner's report of
June 14, 1963, concerning the water problem be placed on file,,
City Manager, Mr,, Aiassa-. Home Savings and Loan is making
a demand for water in their_
area,, They requested a copy of the report by James Montgomery
prepared for the City,, We would like to loan it to them on the
condition it be kept confidential if it is all right with the Council.
Motion by Councilman Heath, seconded by Councilman Jett, and carried,
that the City Manager be instructed to send a copy of the Montgomery
report to Mr,, Lockhart of Home Savings and Loan,,
City Manager, Mr,, Aiassa-. We would like to arrange a non®
cost meeting between Mr,,
Montgomery and Mr,, Lockhart to advise him of the up -dating on this
report,, I talked to Mr. Montgomery today and he would be more than
happy at the convenience of Mr. Jett and Mr. Lockhart to sit down
and discuss this with no cost to the City,,
Councilman Jett-. I think that is a good step
forward,, This will give me some
briefing on the steps that you gentlemen are probably familiar with
and have Mr. Lockhart sit in so he will know what we are talking
about,,

various methods that a City

offer to put a drain in here (indicating) to take care of the freeway
it was such a good offer that we went ahead with it,, When we build
the drain up here it will be larger than this drain down here and
this lower drain capacity will have to be.enlarged.

running the drain through the

the height of a building in
relation to the adjoining property and if you're trying to do this,
you should relate it to the adjoining property,,

Councilman Heatho When this ruling was first
applied, it was applied to
protect the people and hide most of the building behind a walla After
the fill was put in and the building erected$ all of the members of
the Planning Commission and the Council were embarrassed and admitted
that this was not what they had intended. If this was our intent, I
don't think now we should come up with a different explanation to
justify what we did on Zody°s. Let's go back to the original intent
which was to protect adjacent property owners so you could hide that
building behind a decent building,, He is either going to have to
keep his building 24 feet, or whatever is approved,, from the level
of their property or come in for a variance,,
Councilman Jett,, I would be against that,,
Councilman Snyder,, Before the only problem we had
was we didn't have any definition
of where to work from,, We are not trying to restrict the height of
the building$ but merely find a definition where we are working from,,
I think the intent of the change was so that we would all be talking
about the same thing,,
Mayor Barnes,, We can use grade level to define
this and also if there is such a
thing as a slope or a fill to be made that this should be shown on
the design,, We can require this of the Engineering Department to
ask them to show what extent there has to be a fill and show design
for us to view before passing on it,, I think the one thing we have
to do is we should establish all building and heights of building
from grade level because this is an engineering term that everyone
works from,, Grade level means finished level.

recommendation from the Planning Commission regarding grading height

replies we have received, it is about four to one in favor. If you
approve this we will just add Barbara Avenue to this district
because they petitioned us,,

City Manager, Mr. Aiassa'. We had a meeting with the property
owners and the developer and we
did make headway,, They are going to have another meeting with the
property owners this Thursday so we should have a report for you on
the 24th,, We may have to extend it to the first meeting in July.
The property owners and the developer have held off the gas station
on the corner, commercial and R-P,, They also discussed setbacks
against R-1 in which the developers realize there were other ways to
develop a condominium without making it look like barracks. There
was consideration_ of a more artistic design of the road through the
condominium and also density,, There was a report that they were going
to take back to the owner of the property, to reduce the commercial and
put it in R-P and possibly remove the gas station and make it in R-P
and make the whole condominium complimentary to itself. We suggested
the ownei send a letter to the Planning' Commission asking for an ex-
tension of time because I -thank the precise plan is coming up' on the
19th and they are going to hold it over.

As far as prorating the back
taxes over the years., I am not
in favor of that,,
Councilman Heath'. I am not in favor of this also
but I think we might end up
paying the church what they have paid toward the principal in total.
City Manager, Mr,, Aiassa'. Our original thought was we
would reimburse them everything
they have paid on the principal. Authorize the City Manager to go
into escrow with Mr. McCall and the City of West Covina on the
balance of the property and authorize the City Manager to negotiate
with the church group on the amount that they have already paid into
it and make a proposal to the Council,
Councilman Jett'.
If we buy it, we will be taking over
them their equity,, How do we become
an escalator clause in this contract?
We are only dealing with the
church They have title to it,,
their contract or buying from
involved with McCall? Is there
City Manager, Mr. Aiassa'. The church in their June 4
letter gave us their option to
purchase this property because they cannot complete the contract
obligations. Mr,, McCall has committed himself because he agreed
with the church on this exchange of land between the City and the
church and that is in writing.

that the City Manager be authorized to open an escrow for the purchase
of the McCall property from the West Covina Church of Christ for a
total purchase price of $22,500,009 that terms of the escrow be subject
to the approval of the City Attorney; that we pay the Church of Christ
the amount of money they have in equity in the property and we
assume the contract for the balance as per the terms of that contract,

Mr, McCall is going with our
program subject that he gets
the $89500,
Councilman Jett.- Mr, McCall has no control over
the property, If the church
wants to release their money to Mr. McCall, that is their
prerogative,

It seems to me that the church
is in a position to require at
least part of this interest and this is going to make it over

ROWLAND AVENUE MEDIAN STRIP IMPROVEMENTS

Councilman Heath.- We made a decision to improve
the unimproved area first and
then put in the planting strip.
I think we instructed the City staff to install the curbing on the
median strip but not to put any planting in it,
City Manager, Mr, Aiassa.- In a memo of 4/3/63 to Mr. Dosh
directing him to proceed with
the street improvements,, it was the uncurbed and unguttered areas,
Public Services Director, Mr, Dosh.- You told us this is a situation
where you said to wait and go
for participation,. I'll have to look through the Minutes,
. Councilman Snyder.- It seems to me it's only right
that they should pay for curb
and gutter to the center of the street, It is of no benefit to
the City, The people who live along there contributed to having a
center strip there and it seems to me they should pay for the curb
and gutter,
Councilman Heath.- I can't see where you can charge
a property owner for the median
strip,

ROWLAND AVENUE MEDIAN STRIP IMPROVEMENTS Continued
. Mrs, Antoci Where we live is curbed and guttered
1544 East Rowland and has been since we bought the
house, Before we bought the house
I made it a point to call and find out what they intended to do with
.that center strip and we wouldn't have bought'the house if they had
not intended to put planting in there,
City Manager, Mr, Aiassa-. We made a report to the Council
on planting this and the cost
was quite a bit of money which included the landscaping and putting
in a water line,
Councilman Heath-. I recall that the order was
the City would go ahead and
put in the curb and gutter and that was all,
Councilman Snyder-. In the ultimate plan of the
City we want landscaping in
there but in a 10-year growth we have grown quite rapidly and we
have had to take streets by priority, We only have so much money,
I think eventually priority -wise this will be ready for planting,
Councilman Jett-. I think we can get a report
out to Mrs, Antoci from the
staff,
Mayor Barnes-. Mr, Dosh, have you had any
report from these property
owners about this uncurbed and unguttered area?
Public Services Director, Mr, Dosh-. I have talked to Mr. Beatty
and I think he might be able
to get his money, I talked to Mr, Smith and sent him a letter but
he did not reply,
Mayor Barnes Perhaps two weeks from tonight
Mr. Dosh will have heard from
this other party and we could continue this project if it is
agreeable with the Council,
Councilman Heath-. I would like to have someone
search the Minutes, too,
Councilman Snyder-. I think you need to show that
this has been the policy, that
the adjoining property owners pay for the center curb and gutter,
HEADQUARTER CITY CONCEPT
Mayor Barnes-. Many of the Councilmen haven't
really accepted or liked the
City seal, I am wondering if there might be an idea of adopting a
headquarter concept and using it in the seal.
Councilman Heath-. I think it would be a good idea,

as a headquarter city plus the
fact that we revised our seal to read "Headquarter City, West Covina.,
California" it might have some influence,
Councilman Snyder-, In the program you°re working
up, what is our ultimate goal?
What do we finalize out of a headquarter city concept?
City Manager, Mr, Aiassa-, The sole purpose of the
headquarter city is a workable
program for the coordination of all the things you°re doing for
central purpose,
Councilman Snyder-, I think we should have included
it in our General Plan,
Councilman Heath-, A civic auditorium for the
entire area, art auditorium
would be headquarter,
Councilman Snyder-, We said it to a certain extent
in our preamble but we never made
it strong enough, It seems to me if we adopt this it would involve
amending the General Plan to fit the headquarter city concept,
• Mr, Tambe° The most practical results
would consist of.a complete
analysis of West Covina proper along with the immediately adjacent
communities and expanding further to the confines and extremes of
the East San Gabriel Valley, An analysis on the basis of what we
have here now, who we are serving, and what we are providing them
with, Further, comparing this to a rather subjective program in
terms of what can we provide in addition to what we already have
and after developing this kind of a concept or schedule of the
possibilities to provide in the future, then to actively seek to
provide these things,
Councilman Snyder-, We should take the leadership
in this thingo You are
suggesting an analysis, Who are you suggesting to do this?
Councilman Heath-, I think the Council should take
the very general aspects of
it and delegate the rest of it to the Chamber and others, We must
establish what we want in here as being the center and give it to
the Chamber, tell them this is what we want, to go see these people
and bring them in,
Councilman Snyder.- You're going to need a man like
• McCann for certain aspects of
this analysis, Why don't we ask the Chamber to form a special
committee to formulate a policy along the lines suggested, bring
it to the Council; we will then either accept what they bring or
give them a directive as to what we want and let them do it,
Mr, Tambe-,- When Mr, Aiassa first introduced
this concept to you for your
consideration, you did take action and said you would form a
committee,

Councilman Snyder-, Here's your opportunity to have
your professional group and
your citizens' group to work with the Council on this,, I think you
should have a special committee in the Chamber working with us,,
Mr,, Tambe-, I would think the most effective
committee working would be with
Council representation, Planning Commission representation, Realty
Board representation, along with Chamber members which would include
some banking people,,
City Manager, Mr,, Aiassa-, If a committee is to be
established, I think it should
be a one -purpose committee. This committee should be originated
with directives from the Council as to where they are going to go
and what limitations they are going to have,
Councilman Snyder-, I think the thing to do tonight
is to ask the Chamber to
immediately begin forming a committee, a special purpose committee
as suggested by Mr. Tambe, and we should decide to have meetings
in the future so we can give them directives,,

City of West Covina adopt a title of "The Headquarter City",,
Councilman Jett-, In lieu of "Beautiful Homes"?
Councilman Snyder-, You donut need to drop that,,
I think you can fit the two
together.

Chamber of Commerce be requested to form a special-purpose committee,
the composition of which may be decided between the Chamber Manager,
the City Manager, and the Mayor, to work on the headquarter city
concept and that the Council initiate study sessions in the near
future to come up with policy to give to this committee,,

best program is if the Chamber
brings back a recommendation of a program and then the Council go
ahead and proceed to develop it.

that the Mayor be instructed to issue publicity statement to all of
the newspapers tomorrow that the City has adopted the title as
"The Headquarter City" and give a very general idea of what the
purpose is and that there will be details coming in the very near
future,

I think most of them are,,

given to that,, I think if
there are people coming directly across the street from the court I
would hate to ask them to go all the way down to the crosswalk,,
Councilman Jett,, I sympathize with him but I
don't think this is the time
to put a crosswalk in there,, I don't think there is enough foot
traffic to warrant it,,
Councilman Snyder,, He should be notified that it
is not in order at this time
but we will keep it pending until his second building is constructed
at which time we will review the case,,

Councilman Jett., I had occasion to sit down and
talk to Mr,, Joseph and asked
him some questions,, I asked because a certain firm in the City was
trying to complete a building; their building permit had been tied
up in his office for nine days,, He had also lost 17 copies of a
precise plan,, They never did find those. I asked him to tell me
how much time it would take his department.to approve or disapprove
this application, from the time they received it, checked and
approved or denied,, He said ten, maybe twenty minutes,, I said
"You're holding this up for nine days when you could have had it

parking loto What we are trying to resolve is whether we shall
continue with these standards for the planter boxes,,
Mayor Barnes- I don't think we need this
thick pavement if we are using
it as a decorative planter,, Aesthetically we want it to conform but
we do not want these heavy pillars put in there at a tremendous cost
when you could do the same thing without it,, We have wheel stopso
Councilman Snyder- All they are asking is that the
cement go down to the gravel.
This seems to me an engineering point on which we are not qualified
to judge, I think if we decide that you need a curb around the
planter strip then it should be of this cross section. I think
engineerwing®wise they have proven their point, that it is better
to go down to the gravel,, The question is whether or not you need
a curb around the planter strip,
Councilman Heath- I would say we do not need a
planter to act as a bumper
because there are bumper blocks put in; therefore, all we would
need around the planter is a redwood header.
• Move that Precise Plan of
Design Noo 219 be changed so that the standard section of curbing
is eliminated around the planter and that instead redwood headers
be used with wheel bumpers set back from the planter; and that this
does not include the curb and gutter at the rear of the property
which is used as a drain trough.
Councilman Snyder- I am wondering if we still don't
want the curbing, In effect
this is not much more expensive than a bumper strip,
Councilman Heath; You need a bumper strip anyhow
because the cars overhang and
the planting would probably come above the curbingo
Councilman Jett- The thing I object to is that
sitting on the Council we feel
we are more qualified to tell a man how to build a building and how
to landscape and how to design his parking lot than the architect or
the man who is paying the bill and I just can't,go along with this
kind of thing,,.. I think a man who is putting up the money is
certainly entitled to say something about how he develops.

No. 1. Recommend acquisition of a type 50 PBX Switchboard
Date- June 3, 1963
When the subject report was released on January 31, 1963, it'pointed
out the value of acquiring an automatic switchboard. Two acceptable
switchboards were considered, a Leich Model 80 PABX, and a Type 50 PBX
The Leich Model 80 PABX was recommended because it would apparently
provide adequate service at lower cost until, the administrative
offices were moved to a. new 'building, or until the City's tele-
phone requirements exceeded the capacity of the Model 80.
Now that the Public Utility Commission has established a tariff
for the installation and monthly rental, charge of the Leich PABX,
it is apparent that it will be less costly to the City to acquire
a Type 50 PBX, even though the City may have to pay a pro rata
portion of the termination fee required if a Type 50 switchboard
is moved in less than fire years.
Therefore, it is recommended that the Director of Finance and Pur-
chasing be authorized to enter into the necessary agreement with
the General Telephone Company to acquire a Type 50 PBX switchboard.
For additional information, please consult the following supple-
ment to the report of January 31, 1963.

INTRODUCTION
The subject report recommended acquisition of an automatic switch-
board. Service to the public would be improved. Inter -office com-
munications could be more expeditiously handled. The cost of the
improved switchboard over the existing manual switchboard would
probably be entirely offset by elimination of certain specialized
units now installed to overcome the deficiencies of the existing
manual switchbbardo
Automatic Switchboard Preferred
• Two automatic switchboards were preferred. The first preference
was accorded to the Leich PABX Model 80 because it slid not call
for a "termination contractP', as is required to acquire the other
preferred unit, a Type 50 PBX. When the subject report was sub-
mitted, the Public Utility Commission had not yet approved the
tariff for installation of a Leich PABX or a monthly operating charge.

As of this date, these tariffs have not yet been published. Re-
presentatives of the General Telephone Company have informed this
office that the installation charge would be $1,370.00, and the
monthly rental, charge would be $271.00. Both charges are moire
than double the estimates upon which was based the recommendation
to acquire a Leich PABXo11
"Type 50 PBX Now Recommended
Because of the unexpectedly high cost of installation andthe
monthly operating rental, fee, the Type 50 PBX is now the first
preference. Please bear in mind that this equipment was always
the first preference of this office, as well as of the heads of the
operating departments.
The recommendation to acquire the Leich PABX was made on January 31,
1963, for the following reasons
(a) Based on the best estimates of installation charges of
$500 OG, it was assumed to offer, the lowest telephone
cost until. the City acquired a new administration.buil-
ding, As noted, this estimate of installation did not
materialize.
(b) It was felt that the PUC would approve Leich PABX Model
80 tariffs in February, 1963, which would have resolved
the cost problem, Incidentally, the General Telephone
Company reportedly, expected (or at least hoped) to have
a cost by December 1962. As you know, the PUC dial not
approve rates until. May, 1963, per your meeting with
Mr. Glaser of the General Telephone, recently.
The City would now have to use the Type 50 PBX switchboard for
approximately 18 months in order to acquire telephone service
cheaper than could be obtained by the installation of a Leich PABX.
This is possible because the Leich PABX has a monthly rental rate of
approximately $271.00, as compared to the rental, rate of $162.00 for
the Model 50 PBX. Additionally, the installation charge on the Leich,
PABX is approximately $1,370000, as compared to approximately $300.00
for the Type 50 PBX. These savings will offset in approximately 18
months the potential cost of a fee if the Model 50 PBX must be moved
to a new location.
Additional. Comment
Another compelling reason urges the acquisition of a Type 50 PBX
switchboard at this time. It is a factor nearly always overlooked in
most governmental and commercial organizations.. A properly installed
automatic -switchboard can cost less than a manual.switchboard out-
fitted with a series of lighted buttons and hold keys on nearly all
of the telephone extensions, such as has been installed in our admin-
istrative offices, Now is the time to install the automatic switchboarc
and prune away at the tangled growth of lights, buzzers, intercommunica-
tions buttons, and associated equipment, Now, that is, before we grow
larger and before we.move into any new Civic Center Buildings.
Once we have pruned these costs to the degree possible, it will then be
feasible to consider the savings, if any, of owning our own telephone
equipment which is connected to the telephone company's trunks for out-
side.calls. Such equipment is currently available, but it would not be
desirable to compare its operating costs against our existing costs.
Nor would it be desirable to purchase such equipment and install it
when there.is the possibility of a move to a new Civic Center Building
in the foreseeable future." �18�

stopping two boys who work for the United California Bank, work for
the Installment Loan Department in repossessing cars,, On this
particular date, about ten days agog this officer stopped these two
boys who were cruising in this neighborhood looking for this car to
repossess,, The officer stopped them and talked to them for about
twenty minutes; he was very abusive,, He told them, "I want you
bastards out of the City in twenty minutes,," He did call in a
report of this incident and another officer came looking for them
and he stopped them and somewhat the same thing happened; he was
very abusive and told them they had no business being in the City
