The adjourned regular meeting of the City Council was called to order

Councilman Heath., We have a man present representing
the people on Jodee Drive,, They
have a problem which I think is urgent,,
City Manager, Mr,, Aiassa., All you have to do is authorize
the staff to spend .$303,,26 and
have them ,join a sewer district,, (Read report by Engineering Depart-
ment dated 5/10/63 re this matter,,) I would like authorization of the
Council to draw out of our Unappropriated General Fund $303,,26 and add
this Tract No,, 19562 with Lots 3, 4, 50 60 7 and 8 and ,join the County
Sanitation District 22 as a. payment for annexing those properties to
the District and that the City be reimbursedfor its expenses at the
time they join to the sewers,,
Motion by Councilman Heath, seconded by Councilman Towner,that the
City Manager be authorized to draw out of the Unappropriated General
Fund the amount of $303,,26 and add this Tract No,, 19562, Lots 39 49 58
6, 7, and,8 and join the County Sanitation District No,, 22 as a payment
for annexing those properties to the District and that the City be

Monday to refer this back to the
Planning Commission with the recommendation that they do make a study,
I would like to see or hear from
the rest of the Council how they feel.about inviting maybe two or
three sign companies to sit in for advice;- not necessarily to follow

their suggestions but to give us some information,, We might get
publicity on this that might help us out in the future, too,,
Councilman Heath. These are regarding sizes of
signs and not the construction
of sign and therefore I don't know if the sign companies could help
very much,, I have no objection to their sitting in,, I am just
wondering what help they could be,,

changing is the problem of sizes
related to frontage,, Overall I am not pushing for any bigger size per
se; only it seems unfair to me to determine only on the basis of
frontage,, As far as sign companies sitting in, I think we know pretty
well what they are going to say,, They are going to push for bigger
signs any flashing signs and I don't think they'll be too helpful,, I
think the main thing we want is uniformity and preventing a sign race,,
I have no objection to requesting advice from sign companies,,

ago and apparently nobody got the
study off the ground,, Whether it dies a natural death depends on
whether there is support to get the Legislature to set up the study
committee,, In the meantime we have the benefit of the fourth judge,,
A better assignment and re -assignment of judges is the longterm
answer,, I think if we write to Mr. Johnson who is on that particular
committee and in addition write to our other Assemblymen and advise
them that we would urge them to take action to see that the actual
interim study is accomplished, it might prove fruitful,,

that the Mayor Pro Tem be authorized to write to our Legislative repre-
sentatives requesting that they support action'to provide the interim
study on the Municipal Court Redistricting Plano
Councilman Snyder.- Would it be helpful if it goes"to

directly effected, if we ask to be allowed to give our comments when
it's in study committee?

we be informed when these study sessions are to be held so we could
appear and be heard.

Pursuant to Mayor Barnes ° suggestion made on the..night of
May 13, 1963,,please be advised that the owners of the
project involved in the City Council denial of Variance
No. 432 and Precise Plan No, 359 (item 18 on the 5/13/63
agenda) are most anxious to meet, as soon as possible, with
the City Council and anyone else desired by this body. The
purpose of this meeting would be to attempt to create a
variance and precise plan which would meet with the approval
of the City Council and the owners.
Due to financing commitments, as well as leases, it would
be most helpful if we could meet at the first opportunity
available to the Council. Our office will cooperate in
any manner required to comply with the time and place to
be set by you,'and we await your call or letter.

that the City Manager be instructed to ascertain the cost of a parcel
. of land on the north side'of Merced and on the east side of Orange Avenue.

DEL NORTE PARK
Acquisition of Adjoining Property
Mr. Aiassa- I need two motions; one author-
izing me to acquire a parcel of
land from Mr. Hinrichs and kin and be directed to proceed and place
this into escrow according to the terms as he outlined and has been -
presented to the City Council as follows- Firm offer of $6700.00 and
a 50/50 participation on the interest due from the date of your offer
until this date, which amounts to approximately $800.00 as the City°s
share. (1958-1963) Therefore, the total purchase price shall be
$7500.00.
Motion by Councilman Heath, seconded by Councilman Towner, and carried,
that the City Manager be authorized to acquire a parcel of land from
Mr. Hinrichs and kin and be directed to proceed and place this into es-
crow according to the terms as he outlined and present it to the City
Council,
Mr. Aiassa- The second motion is to authorize
me to meet with Mr. Hinrichs and
Mr. Gonn on the possibility of working up some type of proposal which
the City Manager can submit to the Council of typing up the remaining
vacant property. I would like the motion to give me leeway to sit
down with them and see which is the best proposal and I'll take no
action untilit's brought back to the Council.

GASOLINE BIDS

Subject: Proposal to Purchase Gasoline in Cooperation
with the County of Los Angeles and 28 other
Cities
At your request, I am providing n follow-up memo on earlier
memos suggesting the City cooperate with the County of Los
Angeles, 28 other Cities, two special districts and approx-
imately 60 school districts in the solicitation of bids for
gasoline.
It is proposed to initiate this program effective July 1,,
1963o It is estimated that in the 1963-64 fiscal period,
the City will use 90,000 gallons of Ethyl fuel, It is
estimated that the City can save approximately $3,OO.O.00
annually by entering into this cooperative purchase agree-
ment. This savings ispredicatedon the fact that last
year the cost of gasoline under the cooperative contract
was $00317 less per gallon than the City of West Covina's
price.
Each year additional governmental agencies are finding it
profitable to adopt this cooperative bidding program. This
year Monterey Park and Pomona are reported as entering this
type of agreement.
Please note that the City of West Covina would handle all
transactions directly with the successful bidder.as though
it had undergone the expense of soliciting bids on an in-
dividual basis. No purchase orders are mailed to the County,
no billings are received from the County, and no payments are
made'to'the County. There is no likelihood that this program
would add to the need for additional staffing at the County
level.

Mr. Aiassa-, I'have never experienced a trans-
action of this type with the.
County and I wouldn°t be one to say it's a failure unless we give
. it a try for one year.
Councilman Heath° I'think the real reason for re-
jecting. this was the .fact that"
any time we have the County building up a monster of a program of
becoming another monster that we are not about to support-ito Such
is the case of the Fire Department. They have"tried'-to consolidate
all the Police Departments into one large police department. Any
time they do this we lose home rule.,
Councilman Snyder. There's another way to'look at
it. If we can save $3'000'
that's fine. But as far as home rule goes and the County, I think
if there is any agency that is going to take over the functions be-
tween cities that is going to prevent metropolitan government, it
has to be the County, I think this is purely a voluntary program".
We can withdraw after a year. We are not giving up any power at -all,
except for the term of our ,contrac,t o I don't see how it could _become
permanent or become law since it's done this way. I am in agreement
on the problem of home rule but I think in one way this will help pre-
vent metropolitan government when these little cities cooperates this
way with the County acting as the agency through, which they cooperate,
Councilman Towner. I am in agreement with Mr. Heath
on this giving up any of our
• local control to the County. If I understand the procedure on this
gasoline purchase it's just a cooperative bidding procedure and we
retain the same control we have.
Mr. Aiassa. We would just add our total
quantity demand to theirs and
they would come out with a more favorable price because of the
quantity amount, I think they are coming out with one standard
specification. We take a sample of the gasoline when delivered
and make a break down. It will all be independent, though. It
gives the distributor a larger quanity to deliver which in turn
we get a better price,

experience on a cooperative buying program. Here is one that is
going and set up and let's try it because we still retain the con*
trolo I think we ought to explore the possibility of'doing'it may-
be on an East San Gabriel Valley basis rather than through the
County.
Councilman Snyder: Perhaps Mr. Jett could see if_._
that could be done through the
League.
Councilman Towner: That might be a good idea. The -
League has made studies and there -
are reports on it at the San Fran-
cisco meeting a year ago. 'Some of
those reports might still be
available.`
Motion by Councilman Towner, seconded by Councilman Snyder, and
carried, that we enter into the cooperative gasoline bidding
program as proposed by the Finance Director and the City Manger
for the coming fiscal year. (Councilman death voted "No".)
Motion by Councilman Snydar, seconded by Councilman Towner, and
carried, that Mr Jett be directed.to discuss with the League
the possibility and problems of joint ventures between cities
such as purchasing of gasoline and other items.as well as data
processing and other items, (Councilman Heath voted "No".)

HILLSIDE GRADING POLICY

"Due to the recent interest and activity in developing hillsides,
the Engineering Department has, with the cooperation of the Buil-
ding Department, drawn up a hillside grading policy and procedure
to be followed in the preparation of hillside grading plans by
private engineers. This type policy is, in our opinions a, neces-
sity toguide the designers of hillside developments and estab-
lish policies for these designers to follow. Another.'purpose of
a policy.such as this is to compel.developers and subdividers to
grade and protect slopes to what is considered an acceptable en-
gineering and geologic standard,
"We have performed considerable research in the preparation of
this policy and have contacted other, governmental agencies such
as the Cities of Los, Angeles, Glendale, County of Los, Angeles,
in an attempt to determine.what established regulations will
work effectively for the said Cities and County, These.people
have been working with hillside subdivisions for some years
and have learned many things thr®ugh,the..trial and errormethod.

this City and yet not cause the cost of developing hillsides -

pavilions for the parks, the larger size hexagon design, and that
provisions be made for roof vent -for future barbeque, water and
drainage pipes to the future barbeque and sink, and that the total
cost not exceed $14,000.
Councilman Heath: I think you might have the

Mr, Aiassa- At the joint meeting with the
Park'and Recreation Commission
it had been brought to our attention it would insure less''vanddlism if
we provide some type of minimum security lighting at Cortez Park.''"'I
would like authorization from the Council to prepare A-Plah'6f this---,

etc. We will do Cortez Park first and then branch from there to the rest
of the Public areas.

that the City Manager be authorized to make cost studies for installation
of security lighting at Cortez Park.
CIVIC CENTER LANDSCAPING
REVISION
Mr. Aiassa:
I have a report from the
Director of Public Service
regarding this matter.
"Date. May 9, 1963
Subject. Civic Center Landscape Plan
• 1a We are taking steps to obtain tracing of the landscape
plan from Neptune and Thomas and will change the struc-
tural sections as designed by the City Engineer and ap-
proved by the.City Council. Any further development in
the area will be required to conform to said revised
structural section.
2. Jerry Klein and I have reviewed the rear grading and
landscape plans and, in our opinion, they are struc-
turally sound and not subject to revision from an en-
gineering standpoint, The curb sections indicated by
the Engineer, Mr. Johnson, are according to City Stan-
dard A-101, Type 'C', which we think is adequate but
not too heavy for the purpose intended. The structural
pavement section is.basically a 2-1/211 A. C. pavement
on 611 of aggregate base, which was designed by the En-
gineer, Mr. Johnson, and inasmuch as this is greater
than the accepted minimum, we are certain that soil
conditions in the area will not withstand loads which
will be applied, Consequently, the additional pave-
ment section was designed and subsequently required.
Again, I repeat, unless additional technical evidence
is presented, we feel the structural section as designed
by Mr. Johnson's office is adequate and hence has been
required by the City Engineer and Chief Building Inspector.
• 3. With regard to your comment 3, we submit herewith pictures
of the improvements as constructed by Barker Bros. with the
decorative brick and pictures in front of the Roelle Building
without the decorative brick. The decision of which is more
aesthetically acceptable, I am sure is open to personal pre-
ference and interpretation.

Councilman Heath: Herd a normal curb section"extends
into _ the ground` 18 inches and` it ° s
just one big.mass of concrete. If you bought standard'forms�topouf
this into and the forms were cheap enough you might save money'going
this route but these are not made to a standard forma You have to'make
your own forms, I don't see; how you can justify going into the ground
1..8 inches just around flower boxes. You have wheel stops before you
get up against this curb so I can't see causing a developer-to'put in
a monstrosity of a curb around a flower bed where the aesthetic value
is all you want, which is 6 inches above the ground.

Councilman Heath: I would like to study this more.
Councilman Jett: I would like a report from'Mr.
Johnson on this, Mr. Aiassa, be-
cause I am convinced that he did not.1design the planters as they are
now designed. The only planting we talked about was around the elec-
trolierso Never did we talk about dividing our parking lot with a
planter all the way down there like it is now,
Mr. Aiassa: Mr. Johnson didn't do this; he
accepted the layout plan that
was done by Neptune and Thomas and he just designed the improvement
plans with that plan according to City Standards. He just did the
engineering. Neptune and Thomas did the schematic layout, the physical
aspects of it were determined by City Standards. I'll give you the
report you ask for.
TRACT AT HOLLENBECK AND CAMERON
Councilman Heath: Mr.Aiassa, could you investigate
or have an inspector chock the
grading, etc. at that new tract at the corner of Hollenbeck and Cam-
eron? It seems to me that the way that is graded in preparation for
the blacktop that that won't have any more than an inch of'blacktop
on it. You'd better have the Building Inspector recheck that,

of your fine City'has chosen to join with
in presenting a summer movie matinee program.
"There is now, and has been for many months, an P°Informational
Picket Line" in front of this theatre advising the public of the
non -union status of the projectionists employed there. It is
inconceivable to us that you would purposely violate your pub-
lic trust by appearing to take sides.in an issue of this nature.
• however, you must appreciate that cooperative programs of this
type certainly encourage local residents to patronize the thea-
tre and thus counteract the efforts of the laboring:man in his
quest for better wages and working conditions.
"You must remember that modern suburbia exists for the most part
because of. the working mans' desire for a better way of life for
himself and family, away from the hubub of the city. And the
labor movement is Primarily responsible for improving the economic
status of the ,laboring man so he might attain his noble desires.
Thus, for your City to take a position in apparent opposition to
organized labor, in this case, Local ,#150, IoA.T.S Ea,, you fail
to serve the best interests of your community. Additionally,
your action is an indirect slap at the many fine tax paying
residents of your City who belong to various labor unions. And
of paramount importance, you ignore the great American tradition
of fair play, by giving aid and comfort to one side at the ex-

that we solved it and the Wiest Covina School District did distribute the
flyers and I think they should be advised that we stand by our policy.

the one year renewal,, it will go to an indefinite period subject to

Councilman Snyder., I was contacted by a member of the
Intorcommunity Arts Council, a
rather active and strong group in the Valley, and they have contacted
Mr,, Bonelli about the possibility of the County building an auditorium
and according to what he said, Mr,, Bonelli was very interested and
told them he would refer it to the Regional Planning Commission,, In
view 6f this I would like permission to. since they have written a
letter, to contact Mr. Bonelli in some way and discuss, preliminarily,
the possibility of a regional auditorium and cultural center and
whether the, .County would be interested in participation in this thing,,
It is -my opinion and -this group's opinion that they would I. prefer that
something like this wasn't done by a college because they felt.it
would tend to be'control'led by college functions, They.felt an
auditorium was needed but probably for the whole valley and not in
every city. 'I feel we should show him that we are doing something,,

Councilman Heath.- I feel your idea is good and I
think Mr. Bonelli should be con-
tacted.,, V m'not looking to contact him in this line but I would think
that whoever contacts Mr, Bonelli. is not a man who in the past has
written a letter to him severely criticizing him for something which
he thought he had done properly,,
Councilman Snyder. I have no objection to you or
somebody else contacting him
On the other point I feel any public official even though he has had
somebody who disagreed with him would res-pond to what he feels is a
public need and not hold any dislike of me against him on this problem
although I still feel I was right"in my letter, In this case if we
agree, anyone could contact him.
Councilman Towner, I think Mr,, Bonelli certainly
should. cooperate with the City
of West Covina and if he holds personal grudges to this extent that
he wouldn't cooperate with the City or the people we represent ®® I
don't think he is that kind of a man and I think we should count on
him to do what is needed for this area, regardless of who contacts him,,
I think it is true that all the information that went into the
superior court program certainly is usable to show -this is a center
that can be adapted as a regional cultural development,,

• EMPLOYEES HEALTH PLAN
Councilman Snyder- The City Employees chose this
Kaiser Plan for the health
insurance, They have the right to choose any plan they wish but I
think over 20 or possibly 30 chose to stay out of it because of
certain disadvantages, they felt, The problem is this- If these
employees choose some other insurance on an individual basis, are we
still going to pay this $640 authorized for their plan?
Councilman Towner- I think we would have to be
careful that the motion was so
set up that we would contract to whatever plan the employees
individually choose to that extent and let them each individually
chogse their own, I think it'ought to be reviewed with the City
Attorney to determine whether or not we have to make any changes in
the existing Council approval method to allow this,
City Manager, Mro Aiassa- Mr Kay .doesn°t want to put out
a lot of different payments,
Councilman Snyder- Could the staff come up with a
recommendation regarding this?
Finance Officer, Mrs, Kay- There is a curious thing that

Councilman Snyder.- We approved Mitzi°s sign last
week and I have no .quarrel with
what we approved but they put it up above the building. None of their
neighbors are above the building and I think this is against the
ordinance. It has to be on the building face and not projecting
above. Can we have a report on that"? I think we should discuss
lowering that.

just wanted to give them equal rights with the others.

the roof and the variance states
above the roof and last meeting we approved the variance, we have
approved it where it is requested. Now, if we want to go back and

to the size.. I didn't realize and I don't know that the drawing
showed that the sign stuck up above the building. I would have to
. consider reversing my vote on the resolution. I think in the meantime
the staff should contact them and ask them if they couldn't lower it.
