GASOLINE BIDS Mr. Aiassao We have a report here from the Finance Officer.'.Cooperates with County on gas bids. (Re- port as follows:) "Date-, 5/31/63 Subject: Proposal to Purchase Gasoline in Cooperation with the County of Los Angeles and 28 other Cities At your request, I am providing n follow-up memo on earlier memos suggesting the City cooperate with the County of Los Angeles, 28 other Cities, two special districts and approx- imately 60 school districts in the solicitation of bids for gasoline. It is proposed to initiate this program effective July 1,, 1963o It is estimated that in the 1963-64 fiscal period, the City will use 90,000 gallons of Ethyl fuel, It is estimated that the City can save approximately $3,OO.O.00 annually by entering into this cooperative purchase agree- ment. This savings ispredicatedon the fact that last year the cost of gasoline under the cooperative contract was $00317 less per gallon than the City of West Covina's price. Each year additional governmental agencies are finding it profitable to adopt this cooperative bidding program. This year Monterey Park and Pomona are reported as entering this type of agreement. Please note that the City of West Covina would handle all transactions directly with the successful bidder.as though it had undergone the expense of soliciting bids on an in- dividual basis. No purchase orders are mailed to the County, no billings are received from the County, and no payments are made'to'the County. There is no likelihood that this program would add to the need for additional staffing at the County level. /s/ James Kay, Jr.,, • Councilman Snyder° In the past we have always recom- mended not doing this. - 5-A - Co Co 6/3/63 Page Six GASOLINE BIDS - Continued Mr. Aiassa-, I'have never experienced a trans- action of this type with the. County and I wouldn°t be one to say it's a failure unless we give . it a try for one year. Councilman Heath° I'think the real reason for re- jecting. this was the .fact that" any time we have the County building up a monster of a program of becoming another monster that we are not about to support-ito Such is the case of the Fire Department. They have"tried'-to consolidate all the Police Departments into one large police department. Any time they do this we lose home rule., Councilman Snyder. There's another way to'look at it. If we can save $3'000' that's fine. But as far as home rule goes and the County, I think if there is any agency that is going to take over the functions be- tween cities that is going to prevent metropolitan government, it has to be the County, I think this is purely a voluntary program". We can withdraw after a year. We are not giving up any power at -all, except for the term of our ,contrac,t o I don't see how it could _become permanent or become law since it's done this way. I am in agreement on the problem of home rule but I think in one way this will help pre- vent metropolitan government when these little cities cooperates this way with the County acting as the agency through, which they cooperate, Councilman Towner. I am in agreement with Mr. Heath on this giving up any of our • local control to the County. If I understand the procedure on this gasoline purchase it's just a cooperative bidding procedure and we retain the same control we have. Mr. Aiassa. We would just add our total quantity demand to theirs and they would come out with a more favorable price because of the quantity amount, I think they are coming out with one standard specification. We take a sample of the gasoline when delivered and make a break down. It will all be independent, though. It gives the distributor a larger quanity to deliver which in turn we get a better price, Councilman Heath - Councilman Snyder-, 0 I'm in favor of keeping the County and the 5taite and Federal Governments out of our City Govern- ment as much as we possibly can. I agree but you're not giving up any power here. You're merely making a contract, ffm • Ca Co 6-3-63 Page Six -A CITY MANAGER REPORTS - Continued Gasoline Bids - Continued-. CIVIC CENTER LANDSCAPING REVISION Mr. Aiassa: I have a report from the Director of Public Service regarding this matter. "Date. May 9, 1963 Subject. Civic Center Landscape Plan • 1a We are taking steps to obtain tracing of the landscape plan from Neptune and Thomas and will change the struc- tural sections as designed by the City Engineer and ap- proved by the.City Council. Any further development in the area will be required to conform to said revised structural section. 2. Jerry Klein and I have reviewed the rear grading and landscape plans and, in our opinion, they are struc- turally sound and not subject to revision from an en- gineering standpoint, The curb sections indicated by the Engineer, Mr. Johnson, are according to City Stan- dard A-101, Type 'C', which we think is adequate but not too heavy for the purpose intended. The structural pavement section is.basically a 2-1/211 A. C. pavement on 611 of aggregate base, which was designed by the En- gineer, Mr. Johnson, and inasmuch as this is greater than the accepted minimum, we are certain that soil conditions in the area will not withstand loads which will be applied, Consequently, the additional pave- ment section was designed and subsequently required. Again, I repeat, unless additional technical evidence is presented, we feel the structural section as designed by Mr. Johnson's office is adequate and hence has been required by the City Engineer and Chief Building Inspector. • 3. With regard to your comment 3, we submit herewith pictures of the improvements as constructed by Barker Bros. with the decorative brick and pictures in front of the Roelle Building without the decorative brick. Mr. Dosh: (Explained design of Mr. Johfison; drew outline on board and explained same.) Councilman Heath: I would like to study this more. Councilman Jett: I would like a report from'Mr. Johnson on this, Mr. Aiassa, be- cause I am convinced that he did not.1design the planters as they are now designed. The only planting we talked about was around the elec- trolierso Never did we talk about dividing our parking lot with a planter all the way down there like it is now, Mr. Aiassa: Mr. Johnson didn't do this; he accepted the layout plan that was done by Neptune and Thomas and he just designed the improvement plans with that plan according to City Standards. He just did the engineering. Neptune and Thomas did the schematic layout, the physical aspects of it were determined by City Standards. I'll give you the report you ask for. They do not know what part of the Sentous Ranch they are going to start the development on and the extension of Azusa -15- Co Co 6/3/63 AZUSA AVENUE EXTENSION ® Continued Page Sixteen . Avenue would benefit everybody more than it would benefit them,, Therefore,. they could not see spending the money in the area and receiving no benefits,, His statement was this,, Home Savings will dedicate the land and right of way for Azusa Avenue and they will only dedicate it at the time when the money for the improvements are available,, He said he would not dedicate the land at this time and then sit around for three., five, ten years waiting for the improvements to be.done,, I asked him that if in 18 months the funds were available would they dedicate,, He said they will dedicate..it on the next day after the funds are available,, I would like permission to act as a committee to go to Mr. Bonelli to ask for County aid and then go to Sacramento and present this before the Highway Commission and if possible and necessary to make a trip to Washington to get the money for it,, Councilman Snyder., and then go ahead on this program,, Councilman Heath; Perhaps we ought to let the staff accumulate a little more facts I think this is going to have to be done on a Council level,, City Manager, Mr,, Aiassa., I.would like authorization from the Council to immediately plot the alignment and find out how much land we are talking about, taking wheat from whom and what a legal description would look like so at least we line it up in sequence as to who we are. taking land from and how much. The existing benches are in violation of our City code, At the present time I believe there are 15 benches out by the Bench Ad Company, • City Clerk, Mr, Flotten-. They have all been removed at the present date, We are making a study of the other cities in this area. The only benches we have in town are those put in originally when we had a bus system and they are still there, Thereare probably 12.all together, They are on City property.and we have left them there until such time we can. determine exactly what other cities are doing, Councilman Snyder-. I think benches with advertising are all right in certain designated areas where there are bus stops; but in West .Covina we have no bus service within the City so there isn't much need for them there. As to the advertising on there, I think there should be some way if we are to permit benches that these benches are to be kept in good condition and up to date. I am not against them in certain designated areas, Secondly,, there should be a time period on the advertising and after that time period they either get a new license or remove them. I think they should be restricted to bus stops and commercial areas where people are likely to use them, City Clerk, Mr, Flotten-. They are limited for six months at one time, The cost is $4,00 a year, The advertising on the bench itself does not advertise a company, it advertises an item, a product but does not advertise a company as such in any one city, • Councilman Snyder-. Councilman Towner, I think Mr,, Bonelli certainly should. cooperate with the City of West Covina and if he holds personal grudges to this extent that he wouldn't cooperate with the City or the people we represent ®® I don't think he is that kind of a man and I think we should count on him to do what is needed for this area, regardless of who contacts him,, I think it is true that all the information that went into the superior court program certainly is usable to show -this is a center that can be adapted as a regional cultural development,, Councilman Heath. - Mayor Pro Tema Jett. - Take my comments for what they are worth; it is my own personal opinion,, This is one thing I would really like to see get underway,, Councilman Snyder. - When we get our facts together this group should be used as the, citizens to really push this thing.. Councilman Towner- I think we would have to be careful that the motion was so set up that we would contract to whatever plan the employees individually choose to that extent and let them each individually chogse their own, I think it'ought to be reviewed with the City Attorney to determine whether or not we have to make any changes in the existing Council approval method to allow this, City Manager, Mro Aiassa- Mr Kay .doesn°t want to put out a lot of different payments, Councilman Snyder- Could the staff come up with a recommendation regarding this? Finance Officer, Mrs, Kay- There is a curious thing that has developed 0 The woman°s share on the Kaiser Plan,.their payment is less than we are allowing so we have a situation here where we might actually be ,paying in this case more, 'It is only,a matter of about fifty cents, Councilman Snyder - Councilman Towner,, City Manager, Mr, Aiassa- The intention was up to the specific amount, We had better review that so we can make changes if necessary, We will make you a.summary report of what you are doing now so you know where you stand, Motion by Councilman Snyder, seconded by Councilman Towner, and carried, that the staff and Finance Officer make a report and recommendations on this, ANNEXATION INFORMATION Councilman Snyder- I know we voted we didn't want anything to do with the area to the east and I am not suggesting that we change that vote; all I am suggesting is that all we know about what is'going on is what we read in the papers and I would like to ask that Mr. Flotten or somebody on the staff keep.us informed as to what is going on, City Clerk, Mr,, Flotten- All right, -27- C. MITZI'S SIGN. Councilman Snyder.- We approved Mitzi°s sign last week and I have no .quarrel with what we approved but they put it up above the building. None of their neighbors are above the building and I think this is against the ordinance. It has to be on the building face and not projecting above. Can we have a report on that"? I think we should discuss lowering that. Councilman Towne•r..- I,don't think we meant to give them any special advantaged We just wanted to give them equal rights with the others. Councilman Heathy If the drawing shows it above the roof and the variance states above the roof and last meeting we approved the variance, we have approved it where it is requested. Now, if we want to go back and change our statement to state that we would grant the variance except it is not to project above the buildingo I have no objection to the size.. I didn't realize and I don't know that the drawing showed that the sign stuck up above the building. I would have to . consider reversing my vote on the resolution. I think in the meantime the staff should contact them and ask them if they couldn't lower it. Mayor Pro Tem Jett.- I go along with this thinking.
